Result Based Evaluation Model and Its Application to Peace Operation of the ROK Military Contingent to UN Mission (한국군의 UN평화활동에 대한 성과기반 평가모델개발과 적용)

  • Current methods to evaluate the performance of ROK military contingents to UN missions unnecessarily raises the issues of relevance, validity and reliability. Thus, this article aims to suggest how the result based evaluation (RBE) model which is widely adopted in the UN field missions as well as the international development community would be modified and applied to peace operation of the ROK contingent. As a result of the study, the model presents a framework that integrates the planning process and monitoring and evaluation with a logical framework, which entails a cycle of assessment of pre-deployment planning, monitoring and phased evaluation, and post-deployment evaluation. Secondly, according to measurement of RBE benchmarks to the present ROK's monitoring and evaluation system, factors in an evaluation unit and a logical framework approach are unmet or partly met to the benchmarks. In addition, ex-post impact evaluation has been rarely performed. Finally, the policy recommendations for resolution of the aforementioned challenges as well as a joint evaluation unit, participated by experts in a civilian, public, and a military domain are proposed.

  • The bridge health monitoring has become an important research topic in conjunction with damage assessment and safety evaluation of structures owing to the improvement of structural modeling techniques incorporating response measurements and the advancements in signal analysis and information processing capabilities. The bridge monitoring systems are generally composed of hardwares such as sensors, data acquisition equipment, data transmission systems, etc, and softwares such as signal processing, damage assessment, display and management, etc. In this paper, the research and development(R&D) activities on the information processing for structural health monitoring of bridges are reviewed. After a brief introduction to the process of bridge health monitoring, various information processing techniques including various signal processing and damage detection algorithms are introduced in detail. Several challenges addressing critical issues in the current bridge health monitoring system and future R&D activities are discussed.

  • With the improvement in digital and Internet, the market is changing from a supplier-centered form to consumer-centered one. It is important for companies to accurately understand and offer customer value to cope with such environment. Since customer value exerts great effects on an increase in performance, many companies are doing various marketing activities to create customer value. To create customer value, it is most of all necessary to monitor changes in market environment and customer needs on a continuous basis. Therefore, this study aims at determining how to understand and offer elements of changing customer value through customer monitoring activities to make contributions to better service.

  • 인류의 산업활동으로 인한 지표 및 대기환경 변화로 인하여 이에 대한 모니터링은 필수적인 요소가 되었다. 한반도 지역은 중국으로부터의 장거리이동 오염물질과 황사에 의한 영향이 증가하고 있으므로 이의 감시가 매우 절실하다. 위성자료를 이용한 대기환경모니터링 기술은 이러한 필요성을 충족시켜줄 수 있어 대기환경의 시·공간적 변수를 연구하는데 유용하게 사용되어 왔다. 미국의 NOAA는 인공위성(NOAA/AVHRR)을 이용하여 전지구적 규모로 에어로졸의 분포를 지속적으로 관측하고 있으며, 대기 중 에어로졸 입자가 기후변화에 직접 및 간접적으로 상당 수준 관련되어 있다는 것을 확인하였다. Automatic Bee-Counting System with Dual Infrared Sensor based on ICT (ICT 기반 이중 적외선 센서를 이용한 꿀벌 출입 자동 모니터링 시스템)

  • Honey bees are a vital part of the food chain as the most important pollinators for a broad palette of crops and wild plants. The climate change and colony collapse disorder (CCD) phenomenon make it challenging to develop ICT solutions to predict changes in beehive and alert about potential threats. In this paper, we report the test results of the bee-counting system which stands out against the previous analogues due to its comprehensive components including an improved dual infrared sensor to detect honey bees entering and leaving the hive, environmental sensors that measure ambient and interior, a wireless network with the bluetooth low energy (BLE) to transmit the sensing data in real time to the gateway, and a cloud which accumulate and analyze data. To assess the system accuracy, 3 persons manually counted the outgoing and incoming honey bees using the video record of 360-minute length. The difference between automatic and manual measurements for outgoing and incoming scores were 3.98% and 4.43% respectively. These differences are relatively lower than previous analogues, which inspires a vision that the tested system is a good candidate to use in precise apicultural industry, scientific research and education.

  • IT기술의 발달과 함께 최근 유비쿼터스 패러다임이 등장함에 따라 수자원분야의 정보화 환경이 변화하여야 한다는 논의가 활발하다. 빈번하게 발생하고 있는 자연재해에 있어서 주요 치수시설물의 안전모니터링은 새로운 기술의 적극적인 도입과 개발이 필수적이다. 또한 지속적인 수자원 관리 및 활용 고도화를 위해서도 정보화 경쟁력을 제고하고, 높아지는 사용자의 서비스 요구수준을 충족시켜야할 필요가 있다. 본 연구는 제방 및 보(수문)의 안전모니터링 선진화를 위해 다음과 같은 과정으로 연구하였다. 주요 치수시설물의 안전모니터링 요소를 분석하기 위해 붕괴원인 유형에 따른 주요 모니터링 취약성 인자를 도출한다. 취약성 인자 중 제방의 경우 침투, 침식, 월류, 구조물에 의한 붕괴 등에 의한 유형과 보(수문)의 경우 전도, 활동, 부유 등 다양한 관련 붕괴 현상을 검토하여 각각의 발생된 인자 특성별 모니터링이 가능하도록 최적 센서를 도출한다. 이러한 일련의 과정은 과거의 계측기를 통하거나 육안 및 수동적인 모니터링에서 벗어나, IT기술의 통신분야와 융합한 무선센서네트워크를 적용하여 경제성, 효율성, 현실성을 가지는 치수시설물의 모니터링이 가능하도록 하였다. 향후 이러한 USN(Ubiquitous Sensor Network) 등 유비쿼터스의 융합과 IT기술을 활용한 치수시설물 안전모니터링 선진화를 통해 홍수방어 및 관리시스템 구축에 활용되어 인명 및 재산피해를 절감하고 기술수준을 향상시킴으로서 홍수 재해로부터 안전한 국토 건설 및 국민의 삶의 질을 향상시킬 것이다. 또한, 국가 홍수관리 시스템 구축, 치수능력증대, 장래유역단위 통합홍수방어 및 관리기술 개발에 기여할 것으로 판단된다.

  • This paper focused on the new theory and algorithm improving the citizen's safety which they experience to change from the developing country to the developed country, and analyzed the gained and applicate results, and show the theories and application's evidence for the incident prevention of citizen's life and house. The Safety Monitoring Theory for human security, show the six theories for which they are analyzed and reduced the accident's death, as is the priority of the disaster prevention activity, its decision, continuous minimization of the accident's death number, the environment security, the personal security, the community security. This study is applied to educate and exercise the disaster prevention and safety management's program which applied the seven step's model of the safety monitoring, show on continuously improvement effects through the case study of the personal's and team's monitoring during five years.
