Militarization and Weaponization of Outer Space in International Law

  • The current international legal system does not provide a safeguard against the militarization and the weaponization of outer space. Although the term "peaceful use of outer space" in the 1967 Outer Space Treaty(OST) appears in official government statements or in multilateral space treaties, it is still without an authoritative definition in reviewing national practices. The ambiguous ban on weapons in Article IV of the OST allows countries to loophole on the deployment of other weapons other than nuclear weapons. Meanwhile "Draft Treaty on the Prevention of the Placement of Weapon in Outer Space and of the Threat or Use of Force against Outer Space Objects(PPWT)" to Conference on Disarmament (CD) commissioned by the UN General Assembly's Special Session jointly submitted by China and Russia in 2008 and later revised in 2014, attempting to define and prohibit the proliferation of weapons in outer space and provided definitions of prohibited weapons, are opposed by the US on the grounds that currently there is no arms race in outer space. Some experts support a hard law approach in which binding laws aimed at ultimately creating integrated and binding legal instruments in all aspects of the use of outer space should be adopted to regulate the military use of space. However as a temporary measure the soft law guidelines should be developed for the non liquiet, a situation where there is no applicable law. The soft law could be used to create support for the declaration of the treaties and to create international customary law. For example, the 1963 Declaration of Legal Principles Governing the Activities of States in the Exploration and Use of Outer Space that regulates the activities of the state in the exploration and use of the universe, and the 1992 Principles Relevant to the Use of Nuclear Power Sources in Outer Space will illustrated. While substantial portions of the former was codified later in the 1967 OST, the latter which, although written in somewhat mandatory terms, have been consistently complied with by states, have arguably become part of customary international law. On November 12, 1974, the General Assembly reaffirmed that the development of international law may be reflected inter alia, by declarations and resolutions of the General Assembly which may to that extent be taken into consideration by the International Court of Justice.

Characteristics and Seasonal Variations in the Structure of Coleoptera Communities (갑충군집(甲蟲群集)의 구조적(構造的) 특성(特性)과 계절적(季節的) 발생소장(發生消長))

  • This study was carried out to investigate the structural characteristics of Coleoptera communities inhabiting the crowns of the Korean pine(Pinus koraiensis S. et Z.). Four plantations of the Korean pine, stand A (11 years old), stand B(21 years old), stand C(31 years old), and stand D(46 years old), were selected in Sudong-myen, Namyangju-gun, Kyeonggi-do. Sampling was done by knock down methods using insectide(DDVP), which was conducted from April, 1986 to September, 1987, except for the winter season. The following major conclusions are drawn from this study : 1. The total number of Coleoptera was 107 species of 85 genera in 35 families : 83 species of 66 genera in 27 families in 1986 and 74 species of 52 genera in 30 families in 1987. 2. The abundant families, based on the number of species, were Staphylinidae (16.8%), Coccinellidae(7.5%), Chrysomlidae(6.5%), Curculionidae(6.5.%), and Cerambycidae(5.6%). These five families occupied 43.0% of the total number of species. 3. The important families, based on the number of individuals, were Cantharidae(28.2%), Catopidae(27.7%), and Coccinellidae(23.0%). These three families occupied 78.9% of the total number of individuals. 4. The important species, based on the number of individuals, were Podabrus sp. (22.6%, C-antharidae), Catnps sp. 1 (21.7%. Catopidae), Anatis halonis (15.2%. Coccinellidae). Dominant species was Podabrus sp. (25.2% in 1986 and Catops sp. 1(24.9%) in 1987. 5. Generally, more spices and individual numbers were found in older stands than in younger ones. 6. The Coleoptera communities decreased in the thinned stand (stand C). Such a phenomenon in the thinned stand was likely to last two or more years. 7. The Coleoptera communities reached their peak of abundance in May, and decreased thereafter.

Root Dynamics of a Pine Stand at Hongcheon Determined by Two Kinds of Soil Samplers (두 가지 토양(土壤) 시료(試料) 채취기(採取器)를 이용한 홍천(洪川) 소재(所在) 소나무림(林)의 근계동태(根系動態) 분석(分析))

  • Root dynamics of a pine stand at Hongcheon, Korea was assayed with two kinds of soil samplers which had been tentatively manufactured to renovate the routine soil sampler, Oakfield soil sampler. Root-mixed soil samples were collected on December of 1995, March, May, August and December of 1996 within each randomly selected 8 plots. The amount of roots collected by the two kinds of soil samplers were not significantly different at the 5% level, which indicated that the renovated sampler was more desirable to be used since the sampler showed efficiencies in time for collection and quantification than the routine sampler. The quantities of total root in 100g soils were 469mg on December of 1995, and 352mg, 473mg, 461mg, 522mg on the following March, May, August and December, respectively. That is, total amount of roots showed the smallest in Spring and reached maximum in early Winter, although the differences were not significant among each season. By the way, the alive roots and dead roots showed significant differences among season, the alive roots took about 90% from May to early December while they decreased down to some 65% from late December to March. The roots of Pinus densiflora S. et Z. took about 46% of total roots although the species comprised 70% of crown layer, and the ratio of fine-roots of the species were higher than that of other species. By the way, the dynamics of total roots and that of alive roots were quite different. Thus, the study for root dynamics such as fine roots which take a major role for mycorrhizae formation or nutrient uptake should not be inferred from the data of total root dynamics but be investigated in detail by dividing them into each class.

위성자료를 이용한 토지피복에 따른 열환경 평가

  • 최근 인간의 활동범위와 영역이 확대되고 산업이 발전하면서 인간의 삶과 지속가능한 발전 등 도시 기후에 관한 관심도 높아지고 있다. 산업혁명 이후 도시화와 산업화로 인해 인구가 증가하고 도시지역으로 집중됨으로써 도시 열섬화 현상에 대한 도시환경문제가 부각되고 있다. 이는 최근까지도 도시개발에 있어서 기능과 효율성이 우선시 되어 도시기후에 대한 배려가 이루어지지 못하고 있으며, 오히려 과도한 냉난방을 가동하는 등 쾌적한 실내 환경 조성을 위한 노력만을 행해왔다. 도시화에 따른 도시의 열환경 구조의 변화는 토지이용의 변화에 따른 피복상태와 밀접한 관련이 있다는 연구들이 수행된 바 있다. 이렇듯 도시화가 진행됨에 따라서 도심 지표면을 덮고 있는 포장재도 변하고 있다. 대표적인 토지피복재로는 콘크리트와 아스팔트 등의 인공포장재, 수계, 삼림 등으로 크게 나누어 볼 수 있다. 최근 도심의 발달로 인해 도심의 표면은 점차 인공포장재인 아스팔트와 콘크리트로 덮여지고 있다. 인공포장재는 맑은 여름철 낮에 받아들인 열을 야간에도 머금고 있어 도시열섬현상의 주요원인이 된다. 도시화가 진행됨에 따라 토지이용형태가 변화하고 있으며 이러한 토지피복의 변화는 그 지역의 기온과 풍향, 풍속뿐만 아니라 지표온도도 변화시키므로 도시 열환경 구조에 적지 않은 영향을 미치고 있다. 과거에는 자연 환경과 도시공간에 대한 인식이 다른 분야로 나누어져서 다루었지만 현재 위성영상 기술의 발달로 많은 공간 정보를 파악할 수 있게 된 바 도시기후변화에 더욱 직접적이고 근본적인 접근이 쉬워졌다. 원격탐사기법의 활용은 위성자료를 이용하여 동시간대 평면적인 열구조를 정량적으로 파악하는데에 중요한 자료를 제공하여 도시지역을 덮고 있는 인공자재의 존재가 도시열섬의 형성과 밀접하게 연관이 있다는 사실을 짐작할 수 있다. 따라서 도시기후변화의 문제점을 더욱 적극적으로 해결하기 위해서는 토지이용에 따른 지표면 온도 상승의 현황을 파악하고 이를 저감 시킬 수 있는 대책들이 수립되어야 한다. 본 연구는 보다 세분화된 도시 열환경을 정량적으로 분석 평가하기 위해서 토지피복별 분류를 3가지로 대구시 중구 경북대학교 부속 고등학교(이하 사대부고 지점)를 도심지역으로, 경상남도 창녕군 창녕읍 우포늪(이하 우포지점)을 수계지점으로, 경상북도 안동시 길안면 만음리(이하 안동지점) 지점과 대구시 칠곡군 동명면 득명리 팔공산 한티재 도립공원(이하 팔공지점)을 산림으로 분류하여 연구하였다. 대구 계명대학교 기후환경연구실에서 보유하고 있는 AWS(Automatic Weather Station) 자료로 기상요소를 분석하였으며, MODIS Terra 위성영상을 이용하여 지표온도를 추출하고 분석하였다. 또 기상요소와 지표온도를 이용해 회귀식을 도출하여 추정기온을 산출하였다. 그 결과 첫째, 계절에 따른 기온의 시간변화는 여름의 평균기온이 $25.13^{\circ}C$$24.12^{\circ}C$로 사대지점과 우포지점의 평균기온이 가장 높게 나타났으며, 이는 도심에서 발생되는 인공열의 영향으로, 우포지점은 수계의 특징이 반영된 결과라 할 수 있다. 둘째, 계절에 따른 풍속의 시간변화는 여름의 경우 우포지점의 풍속이 1.63m/s로 가장 높은 반면 안동지점의 풍속이 0.27m/s로 가장 낮은 것으로 나타났다. 겨울의 경우 팔공지점의 풍속이 1.82m/s로 가장 높게 나타났다. 토지피복에 따른 지표면의 변화가 도시기후에 미치는 영향을 정량적으로 평가하고, 또 지표면 온도와 기온과의 차이를 알아보기 위하여 MODIS 위성 영상을 이용하여 세 지점을 대상으로 토지피복에 따른 열환경을 평가 분석하여 다음과 같은 결론을 얻을 수 있었다. 첫째, MODIS 위성영상을 이용하여 산출한 지표면 온도는 여름철 주간에 안동지점의 경우 주변지역에 비해 지표면 온도가 약 $26^{\circ}C$로 낮게 나타났으며 우포지점의 경우 수계가 가지는 열 완충능력으로 약 $27^{\circ}C$의 낮은 지표면 온도를 나타내었다. 사대지점의 경우 약 $34^{\circ}C$이상의 높은 지표면 온도를 나타내었다. 둘째, MODIS 위성영상을 이용하여 산출한 지표면 온도와 관측된 기온과의 회귀식을 도출하여 상관분석 한 결과, 모든 지점의 값에서 상관성 및 신뢰도가 높은 것으로 나타났다. 셋째, 상관분석의 결과를 통하여 추정한 기온은 지표면 온도와의 차이가 있지만 유사한 패턴의 결과로 추출되었다. 이러한 결과로 볼 때 도시의 인공자재를 이용한 건축과 개발이 도시열섬현상을 유발하는데 중요한 역할을 하는 것을 정량적으로 평가할 수 있었다. 따라서 본 논문의 연구결과를 바탕으로 도시계획에 있어서 인공구조물에 의한 기온과 풍속이 받는 영향을 고려하여 도심의 인공구조물의 배치나 자재에 대한 개발이 이루어져야 할 것이며 열교환의 방해 및 바람순환이 확보되는 구조로 개선되어야 할 것이다.

Changes in Sleep Patterns and Mood States of Shift Workers Following Nocturnal Light Exposure (교대근무자에서 야간 광 노출에 따른 수면양상 및 기분상태 변화)

  • Objectives: We intended to observe changes in sleep patterns and mood states of night-shift workers following light exposure. We also estimated the degree of tolerance of light exposure. By studying these, we investigated the possibility of applying light therapy to night-shift workers for improving their adaptation. Methods: Twelve night-shift nurses working at Yong-In Mental Hospital volunteered to participate in this study. The study consisted of 3 parts: 1) night-shift control study; 2) light exposure study; 3) day-shift control study. All the nurses accomplished 3 parts of the study, each of which continued for 3 days, except one nurse who did not participate in day-shift control study. During light exposure study, nurses were exposed to bright light for 4 hours from 1AM to 5AM. Sleep patterns were evaluated with wrist actigraphy and automatic sleep analysis program. Mood states and side effects of light exposure were assessed with self-report scales. Results: Sleep period time, total sleep time, and sleep efficiency were increased following light exposure compared with night-shift control study. Light exposure study showed no difference from day-shift control study in above-mentioned sleep parameters. Daily fluctuation of sleep efficiency was less prominent during light exposure study than during night-shift control study. During light exposure study, the subjects felt more elated and energetic in the evening after daytime sleep than during night-shift control study. None of the subjects complained of severe side effects related to light exposure on the third day of light exposure. Tolerance of side effects was noted to develop with the repetition of light exposure. Conclusion: Light exposure improved the daytime sleep of night-shift workers to the level of normal nighttime sleep, making the subjects more elated and energetic. Side effects of light exposure were found to be tolerable. Light exposure seems to be safely applicable to night-shift workers for their adaptation.

Changes of Leaf Area Index, Physiological Activities and Soil Water in Tricholoma matsutake Producing Pine Forest Ecosystem (송이산 소나무림 생태계에서 엽면적지수와 생리적활동 및 토양수분의 변화)

  • The purpose of this study was to understand the ecosystem structure and function and soil water changes in Tricholoma matsutake producing pine stands. The investigated stands were pine forest in Sogrisan National Park in Chungbuk-do of Korea. For the purpose we investigated main vegetation, leaf area index(LAI) as ecosystem structural factors and measured photosynthesis, transpiration, xylem water potential, and soil water changes as ecosystem functional factors. Vertical vegetation structure of the site was composed of Pinus densiflora as a overstory species, Quercus mongolica as midstory, Rhododendron mucronulatum, R. schlippenbachii and Fraxinus sieboldiana as understory ones. In the stands LAI was 3.8 during June to September, 2.6 in October and 2.1 during November to April. Photosyntheses of the trees were 6.0 to $7.0{\mu}mol\;CO_2/m^2/s$ in August, and for P. densiflora about $4.0{\mu}mol\;CO_2/m^2/s$ and for Q. mongolica $2.0{\mu}mol\;CO_2/m^2/s$ in mid October. However, R. mucronulatum stopped fixing $CO_2$ and F. sieboldiana shed off the leaves already in mid October. Transpirations were 2.5 to $3.5mmol\;H_2O/m^2/s$ in late August and about $1.0mmol/H_2O/m^2/s$ in mid October. Plant water potentials were -10 to -22 bars for P. densiflora and -5 to -12 bars for the other woody species. The lowest potentials was in late August and highest in late October. Soil water in the stand was closely related to topography. Soil water contents were 7 to 11% at the ridge, 8 to 15% at the hillside and 11 to 19% at the base. Soil temperatures were 0.2 to $0.4^{\circ}C$ higher in T. matustuake colony than noncolony. Mid September soil temperature decreased to $19^{\circ}C$ at which T. matsutake forms primordia. In T. matsutake colony soil moisture was 0.5 to 2.0% lower due to metabolism for consuming water. We suggest that the complicate relationships between ecosystem structure and function in Tricholoma matsutake producing pine stand need to be further investigated.

The Role of Home Economics Education in the Fourth Industrial Revolution (4차 산업혁명시대 가정과교육의 역할)

  • At present, we are at the point of change of the 4th industrial revolution era due to the development of artificial intelligence(AI) and rapid technological innovation that no one can predict until now. This study started from the question of 'What role should home economics education play in the era of the Fourth Industrial Revolution?'. The Fourth Industrial Revolution is characterized by AI, cloud computing, Internet of Things(IoT), big data, and Online to Offline(O2O). It will drastically change the social system, science and technology and the structure of the profession. Since the dehumanization of robots and artificial intelligence may occur, the 4th Industrial Revolution Education should be sought to foster future human resources with humanity and citizenship for the future community. In addition, the implication of education in the fourth industrial revolution, which will bring about a change to a super-intelligent and hyper-connected society, is that the role of education should be emphasized so that humans internalize their values as human beings. Character education should be established as a generalized and internalized consciousness with a concept established in the integration of the curriculum, and concrete practical strategies should be prepared. In conclusion, home economics education in the 4th industrial revolution era should play a leading role in the central role of character education, and intrinsic improvement of various human lives. The fourth industrial revolution will change not only what we do, or human mental and physical activities, but also who we are, or human identity. In the information society and digital society, it is important how quickly and accurately it is possible to acquire scattered knowledge. In the information society, it is required to learn how to use knowledge for human beings in rapid change. As such, the fourth industrial revolution seeks to lead the family, organization, and community positively by influencing the systems that shape our lives. Home economics education should take the lead in this role.

A Study on Greenspace Planning Strategies for Thermal Comfort and Energy Savings (열쾌적성과 에너지절약을 위한 녹지계획 전략 연구)

  • The purpose of this study is to quantify human energy budgets for different structures of outdoor spatial surfaces affecting thermal comfort, to analyze the impacts of tree shading on building energy savings, and to suggest desirable strategies of urban greenspace planning concerned. Concrete paving and grass spaces without tree shading and compacted-sand spaces with tree shading were selected to reflect archetypal compositional types for outdoor spatial materials. The study then estimated human energy budgets in static activity for the 3 space types. Major determinants of energy budgets were the presence of shading and also the albedo and temperature of base surfaces. The energy budgets for concrete paving and grass spaces without tree shading were $284\;W/m^2$ and $226\;W/m^2$, respectively, and these space types were considerably poor in thermal comfort. Therefore, it is desirable to construct outdoor resting spaces with evapotranspirational shade trees and natural materials for the base plane. Building energy savings from tree shading for the case of Daegu in the southern region were quantified using computer modeling programs and compared with a previous study for Chuncheon in the middle region. Shade trees planted to the west of a building were most effective for annual savings of heating and cooling energy. Plantings of shade trees in the south should be avoided, because they increased heating energy use with cooling energy savings low in both climate regions. A large shade tree in the west and east saved cooling energy by 1~2% across building types and regions. Based on previous studies and these results, some strategies including indicators for urban greenspace planning were suggested to improve thermal comfort of outdoor spaces and to save energy use in indoor spaces. These included thermal comfort in construction materials for outdoor spaces, building energy savings through shading, evapotranspiration and windspeed mitigation by greenspaces, and greenspace areas and volume for air-temperature reductions. In addition, this study explored the application of the strategies to greenspace-related regulations to ensure their effectiveness.

Health Behavior and Health Condition of the Rural Young-Old and the Rural Old-Old in an Agricultural District (농촌 전기노인과 후기노인의 건강행태와 건강상태)

  • Objectives: The purpose of this study is to garner useful information through a comparative analysis of health behaviors and health states between the young-old and old-old elderly in a rural Korean area. Methods: We define the young-old elderly as those 65 to 74 years of age, and the old-old as those over 70. The survey was administered in October and November of 2009 at senior citizen centers in Sangju City, Kyongsangbuk-do, South Korea. The number of subjects surveyed approximated the demographics of the aged population of the administrative district of centers of 24 eup, myeon, and dong. Results: Compared with the young-old elderly, the old-old were vulnerable to population sociological characteristics. While there were many cases of contraction of diseases, only a small percentage of old-old elderly were engaged in regular exercise. In addition, the old-old elderly lagged behind the young-old in terms of physical activity, mental and oral health, hearing, and vision. Conclusions: The vulnerability of the old-old elderly in terms of physical and mental health needs to be acknowledged as various characteristics of the elderly that appears according an age group. A variety of disease prevention and health promotion programs that focus on the health behavior and status of the young-old and old-old elderly need to be developed and put into practice.

A Study on the Impact Factors of Contents Diffusion in Youtube using Integrated Content Network Analysis (일반영향요인과 댓글기반 콘텐츠 네트워크 분석을 통합한 유튜브(Youtube)상의 콘텐츠 확산 영향요인 연구)

  • Social media is an emerging issue in content services and in current business environment. YouTube is the most representative social media service in the world. YouTube is different from other conventional content services in its open user participation and contents creation methods. To promote a content in YouTube, it is important to understand the diffusion phenomena of contents and the network structural characteristics. Most previous studies analyzed impact factors of contents diffusion from the view point of general behavioral factors. Currently some researchers use network structure factors. However, these two approaches have been used separately. However this study tries to analyze the general impact factors on the view count and content based network structures all together. In addition, when building a content based network, this study forms the network structure by analyzing user comments on 22,370 contents of YouTube not based on the individual user based network. From this study, we re-proved statistically the causal relations between view count and not only general factors but also network factors. Moreover by analyzing this integrated research model, we found that these factors affect the view count of YouTube according to the following order; Uploader Followers, Video Age, Betweenness Centrality, Comments, Closeness Centrality, Clustering Coefficient and Rating. However Degree Centrality and Eigenvector Centrality affect the view count negatively. From this research some strategic points for the utilizing of contents diffusion are as followings. First, it is needed to manage general factors such as the number of uploader followers or subscribers, the video age, the number of comments, average rating points, and etc. The impact of average rating points is not so much important as we thought before. However, it is needed to increase the number of uploader followers strategically and sustain the contents in the service as long as possible. Second, we need to pay attention to the impacts of betweenness centrality and closeness centrality among other network factors. Users seems to search the related subject or similar contents after watching a content. It is needed to shorten the distance between other popular contents in the service. Namely, this study showed that it is beneficial for increasing view counts by decreasing the number of search attempts and increasing similarity with many other contents. This is consistent with the result of the clustering coefficient impact analysis. Third, it is important to notice the negative impact of degree centrality and eigenvector centrality on the view count. If the number of connections with other contents is too much increased it means there are many similar contents and eventually it might distribute the view counts. Moreover, too high eigenvector centrality means that there are connections with popular contents around the content, and it might lose the view count because of the impact of the popular contents. It would be better to avoid connections with too powerful popular contents. From this study we analyzed the phenomenon and verified diffusion factors of Youtube contents by using an integrated model consisting of general factors and network structure factors. From the viewpoints of social contribution, this study might provide useful information to music or movie industry or other contents vendors for their effective contents services. This research provides basic schemes that can be applied strategically in online contents marketing. One of the limitations of this study is that this study formed a contents based network for the network structure analysis. It might be an indirect method to see the content network structure. We can use more various methods to establish direct content network. Further researches include more detailed researches like an analysis according to the types of contents or domains or characteristics of the contents or users, and etc.
