OPRC-HNS Protocol places the responsibility for having on-board a pollution incident emergency plan, notifying other States the incident facts in case of being affected by that incident, development of national contingency plan, international co-operation in pollution response, research and development, technical co-operation, promotion of bilateral and multilateral co-operation in preparedness and response, providing of information service, promotion of education and training, providing of technical services and technical assistance, etc. on parties to pursue their goals. After joining OPRC-HNS protocol, the government is required to inspect current status of matters related to HNS for its relevance on any laws. Additional items including establishment of component organization playing a role of managing response institution, manpower and resources, purchase response resource, development of response technique, and those also to enforce education and training to promote the party's duty. The facts described above drive up to analyze the benefits and burdens of relevant industry which appears in those procedure.
Crash Cushion is a kind of safety facilities on roadside which acts the role of absorbing impact energy when vehicles are driven out of normal route such as Gore area of freeway off ramp. Criteria for severity index considering accident occurrence possibility are needed to have strong effect on installing the facilities. However, present criteria for establishing crash cushion design do not include such processes. Therefore, the paper presents two kinds of study to develop criteria for severity index. First of all, development of accident forecasting model on freeway off ramp is presented. The module is a relationship between accidents and road environment by negative binomial distribution (NB) which is called to reflect very well quality of accidents at Gore of crash cushion installed freeway Secondly, freeway exiting behavior model is developed because the human factor is the most important one. However, many literatures have shown between road environment and accidents which are more quantitative than human factor. The study supposed advanced process steps on actual freeway and analysed correlation between variables and accidents. The criteria for severity index is presented to determine whether to install or not by benefit cost analysis for each module. The standard for severity index will help to determine whether to install the crash cushion or not and to estimate severity for freeway and off ramp.

The shipbuilding and offshore plant industry of Korea is important and leads Korea's economic growth, designated as the 1st to 4th export items in Korea in terms of export contribution over the period from 2011 to 2015. This study proposes ways to improve the national competitiveness of Korean shipyards in the global offshore drilling market by reviewing a business model for providing an integrated offshore drilling commissioning service in Korea. This commissioning service model, which was attempted in 2014, was reviewed, and a new proposed business model for overcoming the limitations of the previous model and activating further business was evaluated. As a result of an economic evaluation, it was found that a 150-meter water depth model is economically more effective. As the number of integrated commissions increased from 2 to 5 times per year, NPV, IRR and B/C ratios increased and the fee per use decreased. Therefore, for offshore drilling facilities constructed and delivered in Korea, it will be necessary to encourage integrated offshore commissioning.

Zostera marina (ZM), a type of seagrass registered as a marine protected species in South Korea, provides valuable ecosystem services to humans, such as improving marine water quality, providing food, spawning grounds and habitats for marine life, and absorbing carbon dioxide. Therefore, the government is seeking to preserve ZM by designating ZM-protected areas. This study examined the public willingness to pay (WTP) for the preservation of ZM using contingent valuation. The one-and-one-half-bounded model was adopted for WTP elicitation, and the single-bounded model was also applied for comparison. The spike model was employed to deal with many zero WTP responses. The household average WTP was estimated as KRW 4,087 per year, securing statistical significance. The national value was KRW 84.1 billion per year. The preservation value of ZM estimated in this study can be used as important data for economic analysis of various projects or policy implementation for its preservation.
Although the electricity tariff for each customer class in Korea has an institutional basis which can be linked to cost fluctuations caused by the increase in fuel cost, there is a situation in which it cannot be raised in a timely manner, considering the national economic burden such as inflation. There can be some disagreements about unconditionally raising electricity rates when cost increases occur. It is, however, well known that Korean domestic electricity rates are very low around the world and are in an environment in which rates are not easily adjusted. Moreover, as Korean electricity rates cannot be easily raised due to various factors, domestic electricity rates for each customer class itself have not delivered a desirable price signal for power consumption. Based on historical data such as fuel costs and power production by power source from 2017 to 2020, this study estimated how much power consumption would change if electricity rates were adjusted in 2030 and price signal distortion was resolved. As a result of the estimation, power consumption will be reduced by 9,000 GWh if the current electricity bill is adjusted to a level which can be 100% recovered even with the supply cost alone. This led to a reduction of about 3.82 million CO2tons of greenhouse gas emissions in the Korean power sector.

The social impact of hazardous and noxious substances from marine industrial facilities was evaluated, and implications for the application of social impact assessment items and methods required in the process of setting technology-based effluent limitations were derived. The scope of the study was based on marine industrial facilities in Incheon Metropolitan City. The analysis results are as follows. First, the impact on companies and industries was evaluated as "great," but large companies had little impact on operating profit losses, bankruptcy possibilities, and employment losses, while small and medium-sized companies had a large impact. Second, the impact on the community and economy was evaluated as "less," but it is judged that careful policy intervention is needed because the impact of fishing producers, local tourism workers, and the region can be concentrated and large. Third, it is judged that items and methods for calculating social loss costs and social benefits can be usefully applied in the method of setting technology-based effluent limitations.

The Korean government and industry practitioners have rapidly increased their interest in marine healing programs after the COVID-19 pandemic. However, research related to understanding the perceived usefulness, participant satisfaction, and benefits of marine healing experience from a consumer-oriented perspective is still lacking. This study used the post acceptance model to continuously examine the relationship between the perceived usefulness, expectancy confirmation, participant satisfaction, and intention to participate in a marine healing program. A survey was conducted by trained interviewers every weekend from September to October 2022 on the participants of marine healing programs in Busan city, and 203 samples were used for the analysis. The results showed that expectancy confirmation for the marine healing program positively affected satisfaction with the program and the perceived usefulness of the program. Moreover, satisfaction of the participants with the marine healing program positively affected their intention to continue participating. Additionally, the perceived usefulness of the healing program positively affected program satisfaction and continuous participation intention.
This paper analyze problems about scope of specific trade obligations(STOs), principle of dispute settlement procedure, and non-parties in context of the Cartagena Protocol on Biosafety(POB), which based on sub-paragraph 31(i) of DDA WTO Ministrial Declaration. The implications based on result of this study are as follows. First, to accept the wider scope of STOs under POB in Korea, importing country, won't be harmful to LMOs and Bioindustry. Instead, it will ensure a high level of biosafety concerning the import of LMOs. Exporters can take different kinds of trade measures to countervail adverse effect on the export of LMOs in this case. Therefore importer will endure the aftereffect. However, if korea were in exporter's place, to accept the wider scope STOs under POB will not have a good influence on the export of LMOs. Korea, therefore, should devise scheme for responding to debate about the STOs in MEAs, which have to be based on cost-benefit analysis and scenarios taking into account of speed and level in biotechology progress, status and trend of LMOs R&D and production, and condition of other industries. Second, it is not easy to agree with applying to what's rule between the POB and WTO for settlement dispute. Because there is the incompatibility between the POB characterized according to social rationality and WTO's rules for safety and environmental protection characterized according to scientific rationality. This issue have to be discussed for long period due to gap like that. Accordingly Korea, one of major LMOs importing countries, should suggest continuously that the effort is needed to ensure an adequate level of protection in transboundary movements of LMOs and scientific, environmental and socio-economic study. Third, in case of dispute between party and non-party of the POB, the duties under the WTO of non-party of the POB(if WTO member country) is valid. The country, therefore, will try to settle dispute based on WTO's rules. However, international society have to ensure for sound and safe use of LMOs in the field of transboundary movements. Accordingly Korea should devise scheme for preventing the possibility of dispute between party and non-party of the POB(if WTO member country), which is supported by policy options under the POB.
The objective of the study is to analyze the impact of zone adjustment by comparing the changes from 2011 to 2018 of social and environmental factors such as the special-purpose area, actual construction activities including building development, land use environment, and officially assessed individual land price in the areas released from the National Park Zone during the second National Park Zone adjustment during 2010 to 2011 with the social and environmental factors in the areas that remained in the National Park Zone during the same period. We intended to investigate the problems of the second National Park Zone adjustment and explore alternative implications for the third National Park Zone adjustment. As for the special-purpose area, 80.4% of the released areas were converted to planned, production, and conservation area while 15.6% changed to the agricultural area, and 4.0% remained as the natural environmental conservation area. Regarding the change in building development scale, the average size of construction in the released area since 2011 was $106m^2$ while that in the retained areas was $91m^2$. For the land use environment, the rate of change from the natural area to developed area was 1.9% in the released area and 0.7% in the retained area. The officially assessed individual land price increased by 11,911 won in the released area and 4,413 won in the retained area. Although both areas showed an increase in the land price, the difference of officially assessed individual land prices was about 2.5 times. The problem concerning the private property rights of local residents in the national parks is still a challenge, but the second National Park Zone adjustment has resolved the problem significantly. Accordingly, it is necessary to offer the benefits for the residents in the national park area by analyzing the park zoning and park facility planning to present the rational alternative. It is also necessary to establish a support system that encourages the collaborative cooperation between the park authority and residents and assures that the residents to have pride in the national park.

Amount of waste is always generated in industrialization process and it is gradually increasing. Domestic and industrial waste in 2003 increased by 9.5 percent than that of the last year(2002), whereas the amount of construction waste increased largely by 21 percent. Recently construction waste of total waste accounts for nearly 50 percent, waste concrete and Ascon from the construction waste takes up to 73 percent. Furthermore, amount of natural materials are gradually decreasing, that is, they are not sufficient any more. Owing to these reasons, the importance of recycling construction waste has been emphasized. The use of recycling aggregate makes the disposal of construction waste easier as well as protects environment from gathering raw aggregate. Also, it has the alternative effect economizing the insufficient new natural aggregate. This study employs the cost-benefit model to analyze the economic effect of construction waste recycling of Ascon which takes relatively high part of the total waste. The cost-comparison between raw aggregate and recycling aggregate were analyzed. With the model, the economic effect of Ascon recycling in 2003 and 2004 in capital area of Korea were analysed. Cost comparison between raw aggregate and recycling aggregate were also carried out. The result showed that the economic effect of Ascon recycling increased to 0.0808 for 2004 as compared 0.0694 for 2003. We could not conclude using above data, but this result shows that the economic benefit of Ascon recycling of construction waste has increased.
