The importance of environmental industry was recognized as a major issue for the environmental problems (climate change, exhaustion of fossil fuels) of the 21st century. Many country and korea as well are exerting an effort to make plans to develop the environmental industry, expand the domestic market, and make it a global industry. According to this trend, the gyeongbuk province has also designated the environmental industry as a strategic industry with high potential for development when recognizing new growth industries. Gyeongbuk province is faced with a number of unsolved tasks and has not quite grasped current situations of the environmental industry. Based on the policy tasks, the detailed plans for the environmental industry in the gyeongbuk province include: establishing a new organization which will be in charge of various works or strengthening the current organization to expend the supporting developing organization for the environmental industry and the efficiency guidelines.

1989년 설립된 산업보건환경연구원(이하 연구원)은 산업보건환경의 연구와 개선에 중추적인 역할을 수행해 왔습니다. 지난 9월 15일 문옥륜 연구원장이 취임하면서 도약의 발판을 마련했습니다. 문 원장은 취임에 앞서 산업현장과 노동자에게 가까이 다가가는 연구원으로 거듭나겠다는 포부를 밝혔습니다.

노동자는 건강해야 할 권리가 있습니다. 그러나 안전에 대한 환경적 요인이 미흡하거나 의식이 부족해 건강을 위협받는 노동자가 우리 주변에는 많습니다. 시대가 빠르게 변하면서 연구해야 할 계층과 대상도 점점 늘어나고 있습니다. 산업보건환경연구원 직업건강환경연구실 조기홍 실장을 만나 산업보건 분야를 발전시키려면 어떤 노력을 해야 할지 들어보았습니다.

In this study, we estimate the labor demand function of environmental industry with environmental industry survey of Ministry of Environment. To do this, we apply the panel estimation technique. We follow the widely accepted estimation methods: panel generalized least square, panel generalized least square with heteroskedasticity/auto-correlation, random effect model and random effect model with auto-correlation. On the average, each industry is estimated at the elasticity of sales on labor demand from 0.193 to 0.259. It means that the increase of sales by 214billion won can create around $1,600{\sim}2,300$ jobs, and this is merely a direct effect. So when we consider the whole effect of labor demand increase including indirect derived job creation, the labor demand increase will be higher than this. So it is desirable for the government to support the development of environmental industry for sustainable development.

본 연구는 자동차부품산업의 구조조정과정에서 나타나는 산업재편과정과 노동조합의 대응을 조직환경론의 세 가지 관점으로 분석해보려고 하는 탐색적 연구이다. 조직환경론은 환경변화에 대응하는 조직의 논리와 전략을 다루는 분야이다. 따라서 조직환경론의 분야는 조직과 환경의 관계를 어떻게 보아야 할 것인가, 그리고 조직이 어떻게 환경변화에 대처하느냐, 나아가 환경의 변화를 유도하기 위하여 어떤 자원과 전략을 활용해야 하는가에 대한 유용한 시사점을 줄 수 있다. 본 연구에서는 환경과의 의존을 회피하는 것이 좋다는 자원의존관점, 오히려 환경에 대한 의존을 높여 성공할 수 있다는 협력 네트워크관점, 조직변화는 불가능하고 적소를 찾아가야 한다는 조직군생태학 관점을 적용하여 기업의 전략을 분석해보고자 하였다. 이에 따라 원청업체 의존을 회피하려는 기업, 협력네트워크관계에 적극적으로 가입하는 기업, 한국이라는 조직군을 떠나 해외로 이전하는 기업을 대상으로 설문을 분석하고 그 영향요인을 살펴보고자하였다. 분석결과 자원의존을 회피하려는 기업은 가격의 변동과 단가인하가 큰 경우 회피하려는 성향을 보였으며, 반대로 협력네트워크에 들어가려고 하는 기업은 매출의존도가 높아 납품안정성을 기하려는 목적이었으며 해외로 이전하는 기업은 장기간의 경험과 규모가 커지며 새로운 장소로 이전하는 것으로 분석되었다. 즉 자동차부품기업은 단가나 가격의 변화가 심하면 의존을 줄이려고 하며, 안정적 납품을 원할 때 의존을 늘리며 이러한 상태가 장기화되면 새로운 적소를 찾아 떠나는 경향이 있는 것으로 이해된다. 또한 노동조합의 대응차원에서 자원의존관점에 의하여 내부적 전략방향의 설정과 공동연대의 필요성을, 협력네트워크관점에 의하여 산별노조 및 연대의 필요성을, 조직군생태학 관점에 의하여 노동자 통제권의 확보문제를 이론적 차원에서 정리하고자 하였으며 실증은 추후의 연구과제로 제시하였다.

This paper analyzes the three issues related to the effect of environmental regulations on the Korean trades with gravity equation model: the effect on the Korean exports, the bilateral trade flows between the Korea and the trade partners, and the Korean international competitiveness. For all three issues we carried the empirical tests with fixed effect estimation methods for total industries, non-pollution industries, pollution industries, and also 16 individual pollution industries. We use industry panel data for the 120 largest trading countries with Korea for the years 2000-2010. The Environmental Performance Index (EPI) is used as the proxy variable for the environmental regulation. The empirical result shows that while GDPs of both Korea and its trading partners are very important factors affecting positively the Korean trades for all industries, the environmental regulation of the importing country would be a definite trade barrier to the Korean pollution industries, but not a definite one for the non-pollution industries. In addition, the stricter environmental regulations of Korea's trade partners would weaken the Korean international competitiveness of Korean pollution industries. In this regard, the Porter Hypothesis would have not appeared in the Korean trades of pollution industries during the period observed in this study.

대부분의 생물은 온화한 환경조건 즉 중성부근의 pH, 30~37 .deg.C, 1 기압하에서 적당한 농도의 영양과 염류를 함유한 환경속에서 생활을 영위하고 있으나 하등생물인 미생물 중에는 특수환경 즉 강알칼리성 또는 강산성 pH, 고온, 고압하에서 생육하며 고농도의 염을 요구하는 것이 있다. 이러한 특수환경 미생물은 자신의 환경조건에 적응할 수 있도록 생체 system을 구성하기 위하여 독특한 효소나 물질을 생성하므로 이를 산업적으로 유용하게 이용할 수 있다. 여러가지 특수환경 미생물 중 여기서는 호알칼리성 미생물의 산업적 이용면을 간단히 기술하고자 한다.

환경관리제도를 통해 산업계 전반의 환경관리 수준을 향상시키기기 위한 노력이 필요하며 이를 위해서는 산업계가 스스로 현실에 적합한 기준을 설정 준수할 수 있도록 자율적 환경관리 틀을 마련해야 하며, 기존의 지도점검 차원이 아닌 상호 협력 차원의 접근이 필요할 것이다. 선진 유럽국가와 같이 배출허가와 관련된 사항을 산업계와 조율하고 허가절차가 탄력적으로 운영함으로써 산업별/기업별 특성을 고려한 규제구조의 유연성을 확보할 필요가 있다.
