  • 국가 장기 전원개발 계획 수립에 있어서 객관적인 환경영향의 평가는 매우 중요하다. 원자력발전은 방사성 물질을 배출하는 반면, 화석연료에 의한 발전은 지구온난화 물질을 배출하는 특성을 지니고 있다. 전과정 평가방법은 연료의 채굴, 수송, 가공, 연소 그리고 폐기의 전체 과정에 걸친 환경 부하를 정량적으로 평가하는 수단이다. 본 연구는 우리나라에서 수행된 원자력발전원을 포함한 여러 전력 생산시스템에 대하여 전과정 평가방법(LCA: Life Cycle Assessmnet)을 통한 환경영향을 비교하고, 앞으로 수행되어야 할 방향을 제시하는 데 목적이 있다.(중략)

  • Soil has been recognized as an important resource due to its finitude and valuable functions. Therefore, many countries have adopted soil quality related indicators in Strategic Environment Impact Assessment(SEIA). However, Korean SEIA has used limited indicators such as soil contamination until now. In this study, the SEIA on "Development Basic Plan" was modified for considering complex characteristics of soil and applied to "Bogeumjari Housing Supply Plan" and "Urban Management Plan". The performance of the SEIA considering soil characteristics was evaluated using a checklist for assessing consistency with upper plan, adequacy of alternatives, and feasibility of siting. Soil organic matter and soil erosion were derived as main indicators for "Basic Development Plans". The proposed SEIA technique equipped with soil indicators is proved to contribute to the soil resource conservation.

  • Environmental impact assessment has been performed as preliminary assessment system in order to conserve environment value and minimize negative effect from development. Assessment based on data has been necessary to strengthen objectivity in process of Environmental impact assessment process. Furthermore extended use of spatial information in Environmental impact assessment system has been required through spatial information provided at government level and possibility connected with spatial information in Environmental impact assessment. However spatial information has not been systematically utilized in current Environmental impact assessment. Also the environmental impact assessment workers including assessment government employees, agencies of Environmental impact assessment document and review agencies lack an understanding in the concept of spatial information, so there is limit about their use to efficiently. In order to improve these limits in use of spatial information, this study suggested measures to standardize spatial information (coordinate and attribute table). To do so, based on coordinate and standards certified by the government, this study defined standard coordinates (GRS-80, central datum point, False East: 100000, False North: 200000) and established 9 default items. Lastly, the aforementioned standards were tested for actual environmental impact assessment projects. Standardization measures suggested in this study are expected to contribute to invigorate spatial information utilization in Environmental impact assessment and expand the scope of the assessment.

Environmental Improvement Effect and Social Benefit of Environmental Impact Assessment: Focusing on Thermal Power Plant (환경영향평가를 통한 화력발전소의 환경개선 효과와 사회적 편익)

  • This study was carried out to measure atmospheric environmental improvement effect and estimate its social benefit of thermal power plants through Environmental Impact Assessment (EIA) for quantitative analysis about operational performances of EIA. In this study, 'EIA outcome' is defined as whether or not the system is implemented, therefore, environmental standard to be followed by each project and consultation contents were compared. In total 60 cases of thermal power plant construction projects that have been consulted over the past 10 years since 2010, major air pollutants have been significantly reduced after the implementation of EIA. The $PM_{10}$ reduced annual 3,745 tons, $NO_2$ by 74,569 tons, and $SO_2$ by 37,647 tons, which were estimated at approximately 240 billion won~5 trillion 967 billion won per year for social benefit. This means the total cost of power plant operations will be cut to 7 trillion 192 billion won~178 trillion 994 billion won over a 30-year period. The reduced amount of air pollutants emitted by energy generation facilities across the country is worth 50%, and its economic value is larger than the annual Current Health Expenditure in Korea. This is meant by the fact that all projects are subject to uniform criteria under the existing relevant regulation, but that each project plans are optimized according to the characteristics of target areas and projects through the process of EIA.

  • The unique method for evaluating the environmental impact, which is restricted to use in BS7750, was performed to determine the priority for reducing environmental loads in the cement process. Mass balance in the unit process was achieved, it was utilized to introduce the matrix method which are composed of two different evaluation's criteria by occurrence possibility and by occurrence results. The purpose of this paper is first to explain the matrix method in the practical plant and secondly to show the successful examples of enviromental improvement. Conclusively, the seriousness of environmental impact could be quantified in several different unit processes and suggested some progressive results obtained after process improvement.

  • In order to establish mainstreaming of climate change adaptation in policy, plan, program or project, we set up three kinds of implementation methods. The first is preparation of new law(tentatively called "Act on Climate Change Response") and independent implementation, the second is preparation of new law and two kinds of implementation in existing Environmental Impact Assessment system, and the third is integrated assessment in Environmental Impact Assessment system without new legal base. And we analyzed merits and demerits of suggested schemes, and specific contents of each method. Furthermore, we suggested overview of contents of new law and revised Environmental Impact Assessment law and related regulations.

  • This study presents plans to prevent environmental noise by using noise maps when establishing development projects and targets strategic environment assessments for urban master plans and environmental impact assessment for urban development projects. Strategic environment assessments for urban master plans include the examination of plan validity and location appropriateness in consideration of the effect of environmental noise by comparing development plans with noise maps, and the establishment of long-term measures through comprehensive assessment of present noise conditions and noise effects from development plans. Environmental impact assessments for urban development projects propose enforcement plans, including analysis of present noise conditions around development areas, overall evaluation of present noise conditions and the noise effect from development projects, and selection of optimal measures by comparing noise maps with various alternatives.

  • 기후변화는 전 지구적인 환경문제 중 하나이며 IPCC (Intergovernmental Panel on Climate Change) 4차 평가보고서에서는 인류가 직면한 최대 위협이라고 하였다. 또한, IPCC는 현재 기후변화에 의한 영향은 명백히 나타나고 있으며 향후 기후변화에 의한 기상이변 예측과 적응 정책 및 조치가 중요하다고 권고하였다. 적응 정책 및 조치를 위한 기후변화의 영향분석은 우리나라에서도 많이 진행하고 있으나 개별 및 분류의 선형의 순차적 관계에 따라 개발 및 적용되고 있다. 기후변화는 자연생태계와 인간 활동의 복잡한 상호작용에 의해 발생하기에 개별적 연구 보다는 타 부문의 영향 및 결과가 환류되고 반영되어야 한다. 따라서 기후변화 영향평가는 농업, 물, 산림, 생태, 건강 등 다양한 부문 내/간 상호작용을 고려할 수 있는 통합 평가 방법이 필요하다. 통합 평가를 위해 플랫폼 개발은 필수적이며, 신속한 분석을 위해서는 개별 부문의 상세모델을 모방한 메타모델이 필요하다. 본 연구에서는 미래 기후변화에 따른 영향을 통합적으로 평가하기 위한 메타모델을 개발하고, 상호 연결을 통해 다양한 연계양상을 평가하고자 한다.
