Establishing a Thinking Process for Revolution in Military Affairs to Create Future Crucial Capabilities for the Republic of Korea Army (육군의 미래 핵심역량 창출을 위한 군사혁신 사고과정 정립)

  • The Republic of Korea Army(ROKA) has carried out a deep change to prepare for the future war since 2017. For this, Korea Army Research Center for Future & Innovation(KARCFI) established in 2018 tried to spread out boom of innovation toward the whole ROKA. A number of ROKA members mentioned the necessity of research methodology creating future crucial capabilities, weapons, combat concepts, structures, etc. KARCFI researchers established a thinking process for revolution in military affairs(RMA) to rapidly respond field requests and optimized it through validity assessment of professionals and experiment in Army Innovation School. As a result, a thinking process for RMA provided creative ideas with the Army's vision and strategy, was included in its education system. Simultaneously, it became one of methodologies for the Army's research tasks and KCI journals. From now on, a thinking process for RMA will be able to signpost for RMA of the Army through diverse following studies.

A Study on the Effects of Design Thinking Process and Maker Education on University Students' Start-Up Activities (디자인사고방법 활용 메이커교육이 대학생 창업역량에 미치는 영향에 관한 탐색 연구)

  • In the era of the 4th industrial revolution, high technology is causing many changes in modern society and economy. Among them, changes in industries and jobs require new competencies of future human resources. As an educational alternative to these changes, maker education and design thinking methods are spreading around the world, and it is necessary to actively apply such education in university curriculum. Therefore, this study examines the effects of the maker education using the design thinking method on the learners' competencies required as future human resources and, relationship between the development of university students' entrepreneurial competencies and learners' competencies. And the purpose of this study is to contribute to the vitalization of entrepreneurship education for university students by suggesting an educational model. For this purpose, this study investigated the prior research on maker education/environment and design thinking methods to examine concepts and characteristics, and analyzed the influences between maker education/environment and design thinking methods and the development of learners' personal, social and technological capabilities. In addition, this study analyzed the relationship between learners' developed capabilities and university students' entrepreneurial capabilities, and based on the results, suggested directions and conceptual models for education that combine maker education/environment and design thinking methods. In conclusion, maker education/environment and design thinking methods in university education have a positive effect on the cognitive, social, and technological development of learners, and this has a significant relationship with the factors of personal, social, and technological dimensions of university students' entrepreneurial competency. It is analyzed that it has a positive effect on the promotion of entrepreneurship activities of university students. Therefore, it is judged that university's interest and support should be given to the vitalization of maker education using the design thinking method for university student entrepreneurship education and future human resources nurturing.

일본의 원자력정책 동향 분석과 전망

  • 일본은 고속증식로인 "몬쥬"의 나트륨 누설사고를 계기로 그동안 일반국민 및 지방자치 단체들에게 잠복되어 왔던 국가 원자력정책에 대한 불신이 확산되었다. 그러나 자원빈국인 일본은 원자력의 지속적 개발이 절실한 실정이기 때문에 향후 원자력개발사업을 성공적으로 추진하기 위하여 원자력에 대한 국민의 합의형성이 가장 중요한 문제로 등장하였다. 이러한 문제를 해결하기 위하여 1996년 3월 원자력위원회 소속 하에 원자력정책원탁회의가 설치되었다. 원탁회의는 그동안 11차례의 회의를 개최한 결과를 정리하여 2회에 걸쳐 원자력위원회에 정책제안을 하였으며, 원자력위원회는 이를 전면적으로 수용하였다. 한편, 국민적 합의 형성을 위한 원자력정책원탁회의의 활동에도 불구하고 원자력 개발의 중심이 중앙에서 지방으로 이전됨에 따라 원자력 행정체제의 근본적 개혁 움직임이 나타나고 있다. 따라서, "원자력장기계획"도 "원자력연구개발장기계획"으로 수정될 전망이다. 그리고 정부주도에 의하여 검토되고 있는 전력시장 자유화를 통한 전력개편은 이를 그대로 적용하기가 다소 어려울 것으로 보인다. 그리고 일본국제포럼은 유라톰과 같은 아시아지역의 원자력공동체의 설립(안)을 제시한 바가 있으며, 이러한 지역협력체를 통하여 원자력의 평화적 이용을 저해하는 여러 가지 장벽들을 어느 정도 극복할 수 있을 것이다.여러 가지 장벽들을 어느 정도 극복할 수 있을 것이다.

  • A design thinking-based collaborative workshop in which various stakeholders in the milk processing industry circulation ecosystem participated shows a new problem innovation paradigm that encourages the spread of practical prototyping culture. in the expression of empathy and collective intelligence among members on facing issues, the conversion of collaboration and communication methods, the business handling of the organization based on the design work method as 'creativity mechanism'. In this workshop, which was promoted in three stages of 'approach to problems', 're-definition of problems', and 'experience-based future vision design', participants themselves redefine real problems in terms of the accuracy of feed orders between feed suppliers and livestock farmers, ordering of feeds on time, cost reduction of feed supply and present new alternatives and expanded business areas. The results suggested in this workshop suggest the usefulness of design thinking in business innovation in that they presented how to approach the problem and a creative thinking system to find its solution to direct and indirect stakeholders of the industry as well as the improvement of supply and demand rate of livestock feed and quality.

  • 과거와 달리 유독가스가 생성되는 화재, 폭발, 화학사고 및 급격한 기압차를 경험하게 되는 선박 침몰 구조 등 다양한 재난 혹은 사고 상황에서 고압산소치료가 욕구되며, 이를 수행할 수 있는 고압산소치료챔버는 재난에 대응하는 핵심 자원으로 그 수량과 배치가 적절해야 한다. 따라서 다양한 종류의 재난에서 발생하는 유독가스 피해자에게 고압산소치료는 필수적이나 본 연구에 의하면 국내에는 고압산소치료챔버의 숫자와 동시에 고압산소치료로 수용할 수 있는 환자수에도 한계가 있고 그 분포의 불균형도 존재하고 있어 재난 시 인명 피해 감소의 기반 장비, 시설로서 고압산소챔버의 균형있는 확산, 적용이 시급한 실정이며, 이는 가칭 재난고압산소지수로 객관화할 수 있다. 국내에서는 인구밀집지역인 수도권이 고압산소치료가 필요한 재난에 대한 대응 기반이 부족하다가 향상되고 있으며 부산, 경남 권역에 고압산소치료 자원이 편중된 현상을 보이고 있다. 고압산소치료 필요한 대량의 중환자 발생 시는 국내 전체의 고압산소치료기 활용 여부에 대한 실시간 모니터링 시스템이 필요하고 필요 시 원거리 피해자 전원 시스템을 갖추어야 하므로 이는 향후 구축해야 할 사항으로 이를 위한 전국적 고압산소치료기 모니터링 시스템이 필요하다.

  • March 11, 2010, in Japan located over East Sea of Korea, due to the strong earthquake tsunami, Fukushima Nuclear Power Plant was ceased and exploded resulting in leaking radioactive substances. Even though it was an accident happened in a nation, leaked radioactive substances were spread across the world moving along ocean currents and air current. Our nation also had terror and confusion about radioactive rain after the accident, and even though a year has been passed by after the accident, the problem on the radioactive contamination isn't solved. So to speak, nuclear accident of neighboring country is a threat to our nation but not only Japan but also Chinese ocean across the West Sea has nuclear power plants. Beside threat of nuclear accident of neighboring countries, North Korea in military confrontation is the world 3rd country holding chemical and biological weapons and can spray the biological weapons to South Korea at any time like Yeonpyeong-do bombard provocation in November, 2010. The study is the strategy confronting such threats and grafted artificial rain technology which is weather control technology. Since radioactive substances on radioactive accidents and North Korean biological weapons can differ in the density by the weather condition, only artificial rain technology can remove the threat perfectly but it is worth to try as the method to reduce damage and in the aspect of psychology. To use the artificial rain technology in the aspect of national security to acquire the public safety, research institutes such ADD should fulfill active and symbolic technology research development.

Suggestions for Safety Improvement of CNG Bus Based on Accident and Failure Analysis (CNG버스 사고원인 분석에 근거한 안전성 향상 방안에 대한 연구)

  • Three failure cases of CNG composite vessels were reported since after January 2005. The 1st and 2nd accidents were indebted to vessel defect and installation mistake. The 3rd was caused by gas leak at pipe connections. In this paper various aspects were studied based on information of the three failure analysis, which must be improved for better safety of the CNG bus system. Overpressure region caused by vessel explosion was theoretically predicted and also assessed by PHAST program. Explosion of 120 l vessel under 20 MPa is equivalent to 1.2 kg TNT explosion. The predicted value by PHAST was more serious than theoretical one. However, actual consequence of explosion was much less than both of the predicted consequences. Since the CNG vessel was designed by the performance based design methodology, it is difficult to verify whether the required process and tests were properly conducted or not after production. If material toughness is not enough, the vessel should be weak in brittle fracture at early in the morning of winter season since the metal temperature can be lower than the transition temperature. If autofrettage pressure is not correct, fatigue failure due to tensile stress during repeated charging is possible. One positive aspect is that fire did not ocurred after vessel failure. This may be indebted to fast diffusion of natural gas which hindered starting fire.

  • The diffusion expressive power means the flexibility of which creative power test spheres(fluency, originality) by Torrance is ability making the considerations, thoughts and concepts to the meaningful symbolic change. This study is willing to develop and improve program toward the diffusion expressive power and is to testify training effect of the students are majoring design with the object. The training programs composed of six levels which is based on the theory of Eskild Tjalve. And the parameters of each levels are element, function, number, arrangement, form geometric, size and have to practice 2 weeks at once by 12 weeks. For successful measuring the effective results of this study, 40 undergraduate junior students in the department of design are grouped to excercise with experimental pilot group and regulated group. The standard type of creative paper is used to evaluate the results of student's training. This study give proof that creative power of the experimental pilot and under training group is higher than the regulated and under comparison group at in the conclusion.

  • Smart factory of Manufacturing sector is rapidly spreading, globally. In case of domestic, it is on going based on KOSF. It is neither lack of invest nor security of information due to it has been spread from manufacturing sector. Hence, that's very difficult to efficiency prevent from new type of intimidation and security accident happened sometimes from this situation. According to research information security condition with recognized new menace, there is a most efficient way is provide education of information security without any extra budget to safely spread smart factory. Thus, this study of research has developed security awareness training curriculum from international standard, requirement of the industry, and curriculum of educational institution based on NCS (National Competency Standard). It is be very helpful to spread smart factory safely due to expert group has been test of validity.

  • 현재 우리사회는 인터넷의 진화와 정보통신기술의 비약적인 발전으로 급속하게 변화하고 있으며, 스마트폰의 확산과 무선 인터넷 활성화, 신규 융합서비스가 급격한 성장세를 보이며 인터넷을 기반으로 한 컨버전스가 산업 발전의 새로운 패러다임으로 대두되고 있다. 이러한 패러다임의 변화는 세계 최고 수준의 IT 인프라를 기반으로 새로운 비즈니스 창출과 사회현안 해결을 위한 IT 활용의 중요성을 말해주며, 우리의 일상생활 전반에 큰 변화를 가져올 것이다. 그러나 정보화의 진전이 진행될수록 이에 대한 역기능 또한 다양해지고 심화되어 사회적 이슈로 대두되고 있는 실정이다. 인터넷의 익명성과 비대면성으로 인해 프라이버시 침해, 불건전 정보의 유통, 중독현상 등 개인과 사회의 피해가 점증하고 있다. 따라서 IT 발전과 활용에 따른 인터넷 진흥과 보호의 균형 있고 체계적인 대책 마련, 책임 의식과 윤리성 강화, 협력체계 구축이 절실히 요구되는 시점이다. 본고에서는 이러한 환경 변화에 대응한 한국인터넷진흥원의 중점 추진과제로서 인터넷 정책 개발과 활성화 기반 마련, 건전한 인터넷 문화와 이용환경 조성, 신속한 침해사고 대응과 선순환 구조 마련, 커뮤니케이션 패키지를 통한 국제협력 활동 등을 살펴보고 사회적 공감대 형성과 적극적인 참여를 도모하고자 한다.
