A Basic Study on the Safety Design using the Fire Statistics of Residential Facilities (주거시설의 화재통계를 이용한 화재안전설계를 위한 기초적 연구)

  • A study on the fire scenario proposal of residential facilities by using fire statistics. as a result of analyzing residential facilities fires by using fire statistics of national emergency management agency during 2007~2012, fires from carelessness were the most causes. specially, fires during food cooking among carelessness showed the highest occurrence frequency, and followed sparks, neglecting fire sources, and cigarette stubs in order. through this the study suggested fire scenarios according, It is believed that can be used as basic data for applying a secure building in a fire using a basis for fire safety design of buildings in the future this.

  • In Korea, in the case of fire scenarios in performance design, it is assumed that the sprinkler is not working. In addition, it does not applicate various fire conditions. Therefore it is not enough that the accuracy about fire scenario. In foreign countries, reseach is being conducted to predict the casualities that can occur due to fire in the building space through statistical risk analysis. Also, research is consistently conducting for design that consider the sprinker probability of operation. Therefore, to analyze the fire risk of each building in Korea, the risk was analyzed using statistical data. As a result, the risk of casualties that can occur for each building use was analyzed as 0.6(persons/cases) for residential buildings, 0.25(persons/cases) for sales facilities, and 0.12(persons/cases) for buisiness facilities.

  • 우리나라는 1960년대의 경제개발계획에 따른 공업화 시축의 추진으로 산업의 발달과 경제성장은 인구를 도시로 집중시키면서 도시건축물은 대형화, 고층화, 과밀화 현상을 가져왔다. 한편, 국민생활의 향상과 산업활동의 다양화로 화재발생의 주요원인이 되는 전기, 가스, 유류등의 사용량이 해마다 늘어나고 있어 화재의 위험을 가중시키고 있다. 최근 10연간('81~'90) 전국에서 발생한 화재사고는 9만 5,154건이 발생하여 인명피해 1만1,117명, 재산피해 1,859억 2,200만원의 많은 손실을 가져 왔으며, 이 중에는 서울에서 발생한 화재가 3만6,089건으로 전체의 37.9%을 차지하고 있다. 화재가 발생할 경우 대형 참사를 방지하고 귀중한 인명피해는 물론 경제적 손실을 최저로 줄일 수 있는 소방시설을 도시건축물에 설치하여 이에 대비하는 것이 무엇보다 귀중한 일이다. 이는 화재예방 또는 발생 초기에 이를 감지, 통보하고 피난하며 소화활동에 이르는 모든 방재 및 소화를 위한 소방시설의 유용성을 최대로 발휘할 수 있기 때문이다. 본 논문에서는 서울특별시를 중심으로 도시건축물에 설치된 소방시설의 유지 관리 실태와 화재시 소방시설의 이용실태를 분석하여 문제점을 도출하고 이에 대한 개선방향을 제시하므로서 예방소방행정의 발전을 기하고저 하였으며, 그 내용을 요약하면 다음과 같다. 제1장에서는 서론부분으로서 연구의 목적과 범위및 접근 방법을 서술하였고, 제2장에서는 도시소방행정의 특성 및 소방환경의 변화로 먼저 소방행정의 의의와 도시소방행정의 유형으로 예방소방과 진압소방 그리고 구급.구조업무등을 살피고. 도시소방환경변화에 따른 화재발생추세를 살펴 보았다. 제3장에서는 도시건축물에 설치하는 소방시설의 설치.유지 및 이용실태를 검사.분석하였다. '90년도 서울시내 소방서에서 실시한 소방대상물에 대한 소방검사와 방화관리자에 대한 설문조사를 실시하여 소방시설의 유지관리실태를 통계.분석한 결과, 소방시설이 양호한 소방대상물은 전체의 75.9%이며, 불량소방대상물은 24.1%로 나타났다. 그리고 화재가 발생한 소방검사대상물에 대한 화재현장 조사결과 화재시 소방시설을 사용한 소방대상물은 전체의 72.1%를 차지하고 있다. 제4장에서 는 소방시설의 문제점으로 \circled1 소방설비부실공사, \circled2 소방시설 유지관리능력부족, \circled3 소방검사제도 불합리등이며, 이에 대한 개선방향으로 \circled1 소방설비 시공자의 지도. 감독강화, \circled2 자체시설관리능력향상, \circled3 예방소방행정제도의 개선을 제시하였다. 제5장은 결론으로, 우리나라가 최근 경제성장과 산업의 발달로 도시건축물의 화재발생 위험이 가중되면서 이에 대한 소방안전대비책이 요구된다. 이에는 도시건축물에 방화시설과 소방시설을 완비하고, 그리고 자격있고 유능한 방화관리자 선임하여 자체 소방계획을 수립하여 시설점검, 정비와 유지관리를 철저히 한다면 어떠한 화재도 예방 또는 초기에 진압할 수 있고, 또한 입주검자에 대한 소방교육 및 훈련을 지속적으로 수행하여 나간다면 여하한 도시건축물의 소방안전도 그 목적을 달성하리라고 생각한다.

A Study on Fire Data Analysis in Korea, Japan and USA(3) Deaths and Injuries Due to Fires (한국$\cdot$일본$\cdot$미국의 화재발생실태에 대한 비교분석(3) 화재로 인한 인명피해)

  • The following matters were confirmed through the analysis of casualties due to fires in Korea, Japan, and the U.S. in this paper. 1 Korean statistics are not the most detailed of the three countries about casualties due to fires, so we need to have detailed statistics of them on casualties more. 2. Korean deaths are the lowest by 10-11 people due to fires per one million of population. Those of Japan are 15-17 and about 12 people in the U.S.; decreased about 2/3 only for a quarter of a century. 3. Korean deaths are on the decrease about 1.5 people per 100 cases due to fires,3.5 in Japan and 0.2-0.3 in the U.S. Likewise, Korean injuries are on the decrease per 100 cases due to fires From 14.9 in 1977 to 5.1 in 2001 and 5.3 in 2002. In the U.S., the figure was 1.0-1.6. but after the year 1994, it was 1.2 or so. It tends to some increase to 2.6-2.8 in Japan. Therefore, when fires are happened, the death probability is the highest in Japan and 15 times higher than that of the U.S. The injury probability is the highest in Korea and 5 times higher than that of the U.S. 4. Fire deaths rate is the highest in the U.S. about $80\%$ due to home fires (including apartments) among all deaths. Japan tends to decrease of $55\%$. Recently, in case of Korea. it is similar level to that of Japan. 5. Korean aged people of 65 years old and over exceeded by $7\%$ in 2000 and entered an aging society, so It Is time to Investigate and take effect policies to reduce the death of the aged . Japan has ahead a super-aged society that exceeds $20\%$ of the people over the age 65, and many of them die of fire. Consequently, Japan has taken effect policies to reduce deaths from 10 years or more than before. Therefore, it is a good proposal to analyze the policies of Japan deeply and study introduction of them.

Basic Study for performance Improvement of Fire Detectors System at Domestic Apartment Buildings (국내 공동주택 화재감지시스템의 성능개선을 위한 기초연구)

  • This study examines the performance of and searches for improvements to the existing automatic fire detection systems installed at domestic apartment buildings as a basic study for development of intelligent fire detection systems specifically for apartments. Thus, this study aims to find out the problems in performance and maintenance of the existing fire detectors installed at apartment buildings which is the prerequisite process for development of intelligent fire detection system for that specific application. It is also found impossible to check whether or not the detectors installed at each apartment are in an operational state at normal times. This study finds that it is desirable to replace the slow-sensing heat detectors by a smoke and single smoke detectors which can detect a fire at its early stage in an effort to improve the problems of fire detectors installed at apartment buildings presently. Because we need to the independence fire detection system of apartment building.

A Study on the Fire Safety Assessment of a Ship (선박의 화재안전도에 관한 연구)

  • In this paper, to make a base of the fire safety assessment about ship's fire protection design and Classification Society rule, statistical informations and modeling techniques for the fire safety engineering are investigated and probabilistic safety assessment methods in the structural reliability engineering are introduced. FSEM(Fire Safety Evaluation Module) developed in this paper calculates the probability of fatality, which can be used as an index of fire safety. FSEM is used to calculate the probability of fatality of the evacuees in a small room installed according to the rules for fire-proof. Sensitivity analysis is executed to investigate FSEM's applicability to ship. From results, the necessity of new criterion for ship's fire safety design, the need to study the human behavior in the evacuation from fire, and the development of new fire progress model considering special situations in ships are acknowledged.

A Study on the Safety Measures of Fire Protection in Hotel Buildings (호텔건축물의 방화안전대책에 관한 연구)

  • It is expected that hotel buildings will be large-scale, luxurious and multiplex according to the needs of modern functions. In addition, building users, who are many and unspecified persons, are short of information on the buildings, so that they may be injured or killed at the occurrence of fire accident. Therefore, in order to overcome such problems, hotel buildings need systematic fire protection facilities concerning particulars to pay attention to the safety on a fire and an evacuation. This study has investigated the following matters. First, it examined hotel use records, statistics relevant to fire accidents, a case investigation related to fire accidents, survey on actual performance of fire protection awareness. Second, it investigated the design planning matters of hotel buildings. Third, it demand to amend the law and regulations related to physical Protection after analyzing them. The purpose of the study is to protect human being and properties at the occurrence of fire accident, and to present basic material for design of hotel buildings to minimize damages and losses.

A Study on the Perception of Fire Risk and Flash Flame Concerning the Firefighter (화재진압대원의 화재현장 위험도 및 돌발화염 인식 조사에 관한 연구)

  • In this study, the perceptions were surveyed fire risk and flash flames concerning the firefighters. The results were statistically evaluated according to age, experience and rank. More than 70% of the respondents answered that there is a possibility of unexpected flame exposure in the field of fire, but there was no recognition difference according to age, experience and rank. However, if there is an emergency situation in the field of fire, the survey on the ability to cope with crises showed that there is a difference in perception depending on the age, career, and rank of respondents. From these results, it is expected that strengthening simulation training of unexpected situation will be more urgently required in the future, and measures should be taken to minimize human accidents through improvement of standard operation procedures or supplement of fire suppression education according to unexpected situation.

Forecasting Model Design of Fire Occurrences with ARIMA Models (ARIMA모델에 기반한 화재발생 빈도 예측모델의 설계)

  • A suitable monitoring method is necessary for successful policy implementation and its evaluation, required for effective prevention of abnormal fire occurrences. To do this, there were studies for applying control charts of quality management to fire occurrence monitoring. As a result, it was proved that more fire occurs in winter and its trend moves yearly-basis with some patterns. Although it has trend, if we apply the same criteria for each time, inefficient overreacting fire prevention policy will be accomplished in winter, and deficient policy will be accomplished in summer. Thus, applying different control limits adaptively for each time would enable better forecasting and monitoring of fire occurrences. In this study, we treat fire occurrences as time series model and propose a method for configuring its coefficients with ARIMA model. Based on this, we expect to carry out advanced analysis of fire occurrences and reasonable implementation of prevention activities.

A Study on Improvement of Fire-fighter's outfits and fire-fighting scenarios for effective water-extinguishment on ship (효과적인 선상 수소화를 위한 소방원 장구 및 화재진압 시나리오 개선에 관한 연구)

  • Every crew are in great peril that they should put out a fire on board in person due to a property of ship isolated. Accordingly, it is essential to verify whether the fire-fighter's outfits and fire-fighting scenarios in accordance with present regulations are safe and effective actually. As a result of comparison between shore fire-fighter's outfits and fire-fighting scenarios and those on ship and statistics calculation of the place and frequency of the fire of actual ship, present limitations of fire suppression system and fire-fighter's outfits were proved. In addition, derive the distance to the place on ship that has highest frequency of fire occurrence from examining actual ship's drawings according to their description and size. Finally from experiments in more experimental groups by changing numbers of actual fire-fighters and environment and conduction of survey of a number of crew in active service on ship, the most effective fire-fighter's outfits system and fire-fighting scenarios will be derived.
