The Use of Rapid Intervention Crew in Korean Fire Service (화재 현장 소방관 구출을 위한 긴급대응팀 운영실태에 관한 연구)

  • Objectives: Rapid Intervention Crews (RIC) are indispensable for rescuing firefighters who are lost or trapped. They are included in Disaster Scene Standard Operating Procedures. This study was conducted to examine the use of RIC at emergency scenes in South Korea. Methods: We conducted a nationwide survey of 4,913 firefighters in South Korea. The firefighters' experiences of use of RICs were assessed by asking, "How often are RICs available at fires?" Results: A full 40.8% of firefighters answered that they 'never' have RICs available at fires. Another 8.4% responded that they 'always' have RICs available, which is much lower than the rate among US firefighters (19.9%). RICs are available more often for firefighters in the capital area than for firefighters outside the capital area (13.4% vs. 5.1%, p<0.001). The larger the jurisdiction served, the more likely the firefighters were to have RICs available (p<0.001). Conclusions: These results imply that firefighters in South Korea are at risk. It is necessary to recruit personnel to improve the use of RICs and to explicitly include RICs in SOPs, training, and business plans.

  • This paper Various services exist to detect and monitor abnormal event. However, most services focus on fires and gas leaks. so It is impossible to prevent and respond to emergency situations for the elderly and severely disabled people living alone. In this study, AI model is designed and compared to detect abnormal event of heart rate signal which is considered to be the most important among various bio signals. Specifically, electrocardiogram (ECG) data is collected using Physionet's MIT-BIH Arrhythmia Database, an open medical data. The collected data is transformed in different ways. We then compare the trained AI model with the modified and ECG data.

  • Social infrastructures have been built when the growth of economy in Korea significantly increases in 1960s. Nowadays, these infrastructures have been aged with an inappropriate maintenance and management and the citizens have rare recognition for human disasters. In addition, the government has law or regulations responding to human disasters but these are not complementary. Since these human disasters have been issued as social problems and have induced social and economic loss, the improvement schemes for human disasters are currently being demanded. In this study, the case histories of damages and improvement schemes with respect to the types of damages for human disasters are comprehensively investigated.

  • Even in South Korea, disaster victims are suffering from various disasters such as floods, earthquakes, landslides, fires, and most of them have evacuated to temporary housing facilities for disaster victims. However, there are few plans for the placement and performance of indoor temporary housing facilities provided to secure private space in temporary housing facilities for disaster victims. In order to improve the living environment in the temporary housing facility of the victim, we constructed a module of minimum temporary accommodation area per person of 3.3 square meters, designated by the MPSS, and are proceeding with the module arrangement plan, Presented the evaluation direction of the form, material and performance of the indoor temporary housing facility.

  • This study conducted a study to improve the problems of the existing fire sensor system. In the case of the existing system, it took more than 3 minutes to detect a fire even at a short distance, making it difficult to extinguish the initial fire. In order to improve these problems, in this study, a fire detection system using an infrared thermal imaging camera was studied. The infrared image-based fire detection system is relatively wide and can detect fire over a long distance, so it has the advantage of being applicable to many fire detection systems. As a result of conducting a field test using the fire detection system, a fire that occurred about 2 km ahead was detected within about 10 seconds. Since the fire detection function of this system can detect within 10 seconds from a distance of about 2 km, it was applicable to forest fires that occur frequently in spring and autumn.

  • Marine accidents are increasing year by year, and various accidents occur such as engine failure, collision, stranding, and fire. These marine accidents present a risk of large casualties. It is important to prevent accidents beforehand. In this study, we propose a modeling to predict the occurrence of marine accidents by applying the Markov Chain Process that can predict the future based on past data. Applying the proposed modeling, the probability of future marine accidents was calculated and compared with the actual frequency. Through this, a probabilistic model was proposed to prepare a prediction system for marine accidents, and it is expected to contribute to predicting various marine accidents.

  • The underground utility tunnel is an urban infrastructure that accommodates and manages important facilities such as water and sewage, electricity, and communication in the city, and is a national facility that needs to be protected from disasters such as fire, earthquake, and flooding. In establishing a disaster safety life cycle management system such as prediction, prevention, preparedness, response, and recovery, a disaster safety management platform for underground utility tunnel is being developed by utilizing digital twin technology in which advanced ICT technology and data are converged. In this paper, the maturity model for the disaster safety digital twin was reviewed, and the datasets necessary for implementing the digital twin at each stage were defined.

Fire Response Education for Hospital Healthcare Providers: A Scoping Review (병원 의료종사자 대상 화재 대응 교육 현황: 주제범위 문헌고찰)

  • Purpose: Fire response education is critical for healthcare providers working in hospitals to ensure a safe environment for patients and staff. However, a comprehensive review that thoroughly examines the contents, methodologies, and outcomes of fire response education in hospitals is currently lacking. Methods: We conducted a scoping review by adhering to the framework proposed by Arksey and O'Malley. We searched five electronic databases for literature published after 1990, using the key categories of "hospitals," "fires," and "education." As a result, we identified 15 relevant articles that met our inclusion criteria for the review. Results: Of the 15 articles, 12 had adopted a quasi-experimental design and the remaining 3 had employed a true experimental design. The majority of these studies (11 out of 15) were conducted in the United States, with 4 studies forming committees or teams dedicated to education. Simulation methods were used in 13 studies, while 2 studies had employed a combination of methods. All studies focused on first-response procedures based on RACE (Rescue, Alarm, Contain, Extinguish/Evacuation). Outcome measures included the learners' overall experience, performance in the educational settings, and performance in the field, with all studies reporting positive results following the educational interventions. Conclusion: Our review highlights the importance of multi-professional and multi-departmental educational strategies based on institutional-level initiatives for healthcare providers to create a safe hospital environment.

Efficient Disaster Response Plan for Tunnel Fire Safety (터널 화재안전에 대한 효율적 재난대응 방안)

  • As the distribution of vehicles and logistics increases due to the development of human civilization and the increase in population, various roads play an important role in domestic traffic and transportation. However, the recent emergence of large cities and new cities is causing traffic problems, and the increase in roads is inevitable for the smooth distribution of vehicles and logistics. In Korea, mountainous regions occupy 70% of the country, so tunnels are used to open roads. Without this, it is difficult to open the road. Currently, there are 3,720tunnels (as of December 31, 2023) installed on high-speed national highways, general national highways, and local roads nationwide, with a length of 2.499 and increasing every year. Accordingly, fire accidents in tunnels will also increase, and due to the nature of tunnel fire accidents, there is a high probability that they will escalate into large-scale disasters, resulting in casualties and property damage, as well as significant social losses due to the disruption of logistics transportation, etc. As the possibility of potential hazards is increasing, the purpose of this study is to build a safe and efficient tunnel system by optimizing maintenance and management for fire and disaster accidents in tunnels.

  • Periodic and systemic disaster management has become more important than ever owing to the recent continuous occurrence of disasters, such as fires, earthquakes, and flooding. This management goes beyond simple disaster preparedness, which was introduced minimally under the existing legal system. For effective disaster management, facilities should be managed through regular maintenance on a daily basis, and in the case of an emergency, intuitive and accurate communication is essential regarding the situation and purpose. BIM manages the entire building property data using the effective 3D visualization model, so it can be used for various management purposes from design to facility maintenance. In this study, through an expert survey on the use of services in a BIM-based integrated disaster information system, the available areas of BIM data were organized in terms of facility information management, 3D visualization, and disaster control. Later, through the use service and DB definition within the BIM-based disaster integration information system, the main facilities monitoring and response services based on BIM and BIM-based spatial management service are proposed. Based on this study, it is hoped that the BIM-based application service functions within the system will be implemented to enable an effective system response.
