Study on the Development and the Effects of a Fire Safety Education Program for the Elderly (노인을 위한 소방안전교육 프로그램 개발 및 효과분석)

  • This study analyzed the effects influencing the elderly's knowledge on fire safety and practices of fire safety accident prevention after developing a Fire Safety Education Program for the elderly. The program was developed through verification using some experts and a pilot study after selecting the objective, goals, contents, and teaching & learning methods of the program based on the basic survey and literature review. The effects of the program were verified by conducting some non-equivalent control group pre- and post-tests after dividing the targets into the experimental group (the Fire Safety Education Program for the elderly was implemented) and control group (only printed hand-outs were given) among 48 elderly people no younger than 65 years of age. A paired t-test revealed some statistically significant differences between the scores of the pre- and post-tests of the experimental and control groups. ANCOVA found that the effects of the program were significantly higher than those of the printed hand-outs because the post-test scores of the experimental group were higher than those of the control group.

  • In general, golden time refers to the most important time in the initial response to accidents such as saving lives or extinguishing fires. The golden time varies from disaster to disaster, but is aimed at five minutes in terms of fire and first aid. However, for the actual site, the average dispatch time for ambulances is 9 minutes and the average transfer time is 17.6 minutes, which is quite large compared to the golden time. There are various causes for this delay, but the main cause is traffic jams. In order to solve the problem, the government has established emergency car concession obligations and secured golden time to prioritize ambulances in places with the highest accident rate, but it is not a solution in rush hour when traffic is increasing rapidly. Therefore, this paper proposed a deep learning-based emergency vehicle priority signal system using collected sound data by installing sound sensors on traffic lights and conducted an experiment to classify frequency signals that differ depending on the distance of the emergency vehicle.

  • 98.8% of accidents occurring in domestic companies are concentrated in small-sized workplaces with fewer than 50 employees. Therefore, this study developed a disaster safety program that can be implemented by small and medium-sized enterprises by comparing and analyzing the safety management system actively used with the laws and regulations related to industrial safety and facilities. The disaster and safety program included the scope of application, organizational structure, risk assessment, emergency response system, education and training, safety equipment provision and program evaluation, and detailed preparation methods and procedures for each item. In addition, items to be aware of when operating a disaster safety program and operational strategies were presented. After that, it was proposed to introduce the research results into the Occupational Safety and Health Act.

Analysis of Mobility Constraint Factors of Fire Engines in Vulnerable Areas : A Case Study of Difficult-to-access Areas in Seoul (화재대응 취약지역에서의 소방특수차량 이동제약요인 분석 : 서울시의 진입곤란지역을 대상으로)

  • Ensuring swift on-site access to fire engines is crucial in preserving the golden time and minimizing damage. However, various mobility constraints in alleyways hinder the timely entry of fire engines to the fire scene, significantly impairing their initial response capabilities. Therefore, this study analyzed the significant mobility constraints of fire engines, focusing on Seoul, which has many old town areas. By leveraging survey responses from firefighting experts and actual observations, this study quantitatively assessed the frequency and severity of mobility constraint factors affecting the disaster responses of fire engines. Survey results revealed a consistent set of top five factors regarding the frequency and disturbance level, including illegally parked cars, narrow paths, motorcycles, poles, and awnings/banners. A comparison with actual road-view images showed notable consistency between the survey and observational results regarding the appearance frequency of mobility constraint factors in vulnerable areas in Seoul. Furthermore, the study emphasized the importance of tailored management strategies for each mobility constraint factor, considering its characteristics, such as dynamic or static. The findings of this study can serve as foundational data for creating more detailed fire safety maps and advancing technologies that monitor the mobility of fire engines through efficient vision-based inference using CCTVs in the future.

  • City-based Lifeline is expected to cause significant social and economic loss accompanied the secondary damage such as paralysis of urban functions and a large fire as well as the collapse caused by earthquake. Earthquake Disaster Response System of Korea is being operated with preparation, calculates the probability of failure of the facility through Seismic Fragility Model and evaluates the degree of earthquake disaster. In this paper, the time history analysis of buried gas pipeline in city-based lifeline was performed with consideration for ground characteristics and also seismic fragility model was developed by maximum likelihood estimation method. Analysis model was selected as the high-pressure pipe and the normal-pressure pipe buried in the city of Seoul, Korea's representative, modeling of soil was used for Winkler foundation model. Also, method to apply developed fragility model at GIS is presented.

  • The development of Societal and Scientific technologies have increased risk of dysfunction caused by new technologies such as nuclear power, information technology. Also, urbanization and population density is increasing risk to high-rise building fires, traffic accidents, crime and etc. Implementation of wireless communication network on the societal security is very necessary for prevention, preparation and response against these risks. It always consists maintenance, management and the network must be maintained in an emergency. In this paper, we studied the societal security wireless communication network for prevention, preparation and response against complex disasters, and analyzed requirements(essential function, add-ons) for implementation network in the societal security wireless network.

  • Hazardous volcanic activity will continue to occur in the ring of fire, a major area in the basin of the Pacific Ocean where a large number of earthquakes and volcanic eruptions occur. and, because of rising populations, development pressures, and expanding national and international air traffic over volcanic regions, risks to life and property through exposure to volcano hazards continue to increase. During an eruption, volcanic contamination can reach and exceed the cruising altitudes of turbine-powered aircraft, among others, within minutes and spread over vast geographical areas within a few days. Volcanic ash can affect the operation of aircraft at aerodromes. Volcanic ash deposition at an aerodrome, even in very small amounts, can result in the closure of the aerodrome until all the deposited ash has been removed. In this study, air traffic information framework is presented along with algorithms to define affected routes, waypoints and airports using GIS geometry analysis.

Implementation of Home Security System using a Mobile App (모바일 앱을 이용한 홈 시큐리티 시스템 구현)

  • In this paper, we aim to respond efficiently to crime by using Arduino and smartphone apps in response to increasing number of house-breaking crimes. It receives the signal of the sensor installed in the house and connects it with the app of the smartphone. To use the app, you can download the app from the user's smartphone, launch the app, and operate the operation outside the home, not only inside the house, by linking the executed app. Among the sensors installed in the house, the movement detection sensor is used to enhance the security, and the gas leakage sensor and the flame detection sensor can be used to easily detect the risk of fire and to prevent the fire early. Security is further enhanced by the ability to remotely control the front door with a smartphone. After that, various sensors can be added and it can be developed as a WiFi module in addition to the Bluetooth module.

  • 경제의 발전과 더불어 사회가 복잡해지면서 재난의 발생은 다양한 형태로 더욱 복잡하게 발생하고 있다. 최근들어 매년 발생하는 가뭄과 기후적 특성으로 인한 유량의 변동성으로 인해 수질오염이 심해지기를 반복하고 있다. 특히, 산업단지나 화재 등 여러 가지 원인으로 인해 수질오염사고도 빈번하게 발생하고 있으며 심한 경우 취수원의 취수중단과 같은 심각한 상황을 발생하기도 한다. 최근들어 심각한 가뭄과 폭염으로 인해 취수원의 수질이 악화되는 사고들이 발생하고 있으며, 과거 수질오염사고를 살펴보면 1991년에 낙동강에서 발생한 구미 두산전자의 페놀방류에 의한 사고로 18시간 동안 대구에 취수가 중단된 적이 있으며, 1994년 대구광역시 성서공단에서 배출된 유기용제에 의해 낙동강 수계 5개 정수장이 취수가 중단된 바도 있다. 또한 2008년 김천공단 (주)코오롱 유화에서 방류된 페놀에 의해 대구의 취수원 중 두류, 매곡취수장이 5시간동안 취수가 중단된바 있으며, 2009년 다이옥산 배출, 2015년 구미공단에서 불소, 암모니아성 질소, 1.4 다이옥산 배출사고, 2018년 과불화화합물에 낙동강 수질사고, 운문댐과 가창댐 유역의 가뭄으로 인한 취수정지 상태가 발생하는 등 대구광역시 시민들의 먹는 물에 대한 불안이 끊이지 않고 있다(Peacenews, 2018). 본 연구는 대구광역시의 상수도시설이 재난상황 발생에 따라 취수가 중단되어 물을 생산하는 취수장이 불능상태가 되는 가상의 시나리오를 설정하고 각 정수장에서 용수를 공급할 수 있는 대응에 대해서 검토하였다. 대구시에서 운영하는 정수장은 총 5개이며, 전체 공급량의 60.5%를 낙동강을 수원으로 하는 매곡과 문산정수장에서 취수하고 있다. 가상의 재난상황 시나리오는 각각의 정수장이 재난발생에 따라 운영이 불가능한 경우인 Scenario 1(a)~(e)와 매곡과 문산정수장이 운영불가능한 경우인 Scenario 2를 가정하여 용수공급 대응방안에 대해 검토하였다. 그 결과 Scenario 1(a)~(e)에서는 매곡정수장이 운영이 불가능한 경우 대구광역시 전체의 용수공급 신뢰도 80.4%로 250 lpcd를 공급할 수 있으며, Scenario 2의 경우에는 낙동강 오염사고로 인해 매곡과 문산정수장이 운영이 불가능할 경우 60.4%의 신뢰도로 205 lpcd를 공급할 수 있는 것으로 검토되었다.

A Study for Integrating ICS Security Logs with Centralized SIEM (Security Information and Event Management) using OPC Protocol (OPC 프로토콜을 활용한 제어시스템 보안로그 전송방법 고찰 및 통합 로그서버 구축방안)

  • Cyber threat targeting ICS (Industrial Control System) has indicated drastic increases over the past decade and Cyber Incident in Critical Infrastructure such as Energy, Gas Terminal and Petrochemical industries can lead to disaster-level accidents including casualties and large-scale fires. In order to effectively respond to cyber attacks targeting ICS, a multi-layered defense-in-depth strategy considering Control System Architecture is necessary. In particular, the centralized security log system integrating OT (Operational Technology) and IT (Information Technology) plays an important role in the ICS incident response plan. The paper suggests the way of implementing centralized security log system that collects security events and logs using OPC Protocol from Level 0 to Level 5 based on IEC62443 Purdue Model to integrate ICS security logs with SIEM (Security Information Event Management) operated in IT environment.
