  • The most urgent requirement in the event of disaster and fire in a skyscraper is to establish a system that enables people inside to evacuate safely. Hence, a practical direction needs to give evacuees confidence in the evacuation by reducing the psychological anxiety caused by the relatively large number of people inside and at the same time, the physically prolonged evacuation travel line. Evacuation tests with large numbers of people were conducted three times to solve these challenges and identify phenomena and issues that occurred during the experiment. The results revealed the factors that could cause a delay in evacuation and suggested improvements. The study results of this paper are as follows. First, a recent fire at a multipurpose high-rise resulted in a number of casualties due to a lack of experience with the disaster prevention system. To prevent such cases from occurring in advance, adaptability was achieved by conducting evacuation tests. Second, the data collected in the evacuation simulation statistics and the actual escape drills were compared and analyzed. Third, in the evacuation experiment, a large number of people could not participate in the experiment. The reasons for not participating were analyzed and their impact on the actual evacuation time was confirmed. Fourth, equipment aids were purchased to establish the optimal response measure to the causes of a delay in escape time and the standards for ensuring the safety of the evacuee were specified by developing improvements to minimize the evacuation delay time through comparative before and after analysis of the experiment. These results can be used for fire safety control of skyscrapers to improve the efficiency of evacuation.

  • Purpose: This study is about offering ways of improving existing technical standards in order to propose how to deal with coal deep-seated fire and to increase effectiveness of wetting agent. Method: This study conducts infiltration experiment using eight tons of coal, three types of wetting agents and fire water. And this study analyzes domestic and international technical standards, overseas experimental cases. Result: It is found that two findings are identified; one is fire water cannot infiltrate into the coal due to high level of surface tension, and the other is three types of wetting agent can infiltrate into the coal to the depth of 5~25cm. Also, domestic wetting agent technical standards include measuring surface tension only and testing wood on extinguishing capacity test. On the other hand, this study found that deep-seated fire experiment using cotton, B-class fire test using heptane are used from abroad. Besides it is analyze that capillary rise test, sink test, contact angle measurement are conducted to increase effectiveness of wetting agent at the U.S. Bureau of Mines. Conclusion: Based on standards and cases of U.S. NFPA and Bureau of Mines, this study suggests that domestic technical standards should include adding a new test standard which measures infiltration directly.

  • Nowadays most nations around the world including Korea have experienced absolute shortages of available urban space. To solve various problems of the city, each nation constantly tends to extend the underground space. However there is a serious problem in making use of the underground space. Especially new terrorism coming into existence after 9.11 terror turns into the so-called ‘soft target’ which has something to do with public transportation facilities available to most people. Good examples are like these: poisonous gas attacks in Tokyo subway in 1995, Daegu subway station fire in 2003, serial bomb blast of London subway in 2005. In spite of being a concern on incidents related to the underground space it is inevitable to utilize the underground space and the tendency is growing. But Korea lags badly behind in foreign countries in this field and so seeking measures is urgently needed. Therefore the aim of this study is to note visible damages stemmed from the domestic and foreign underground space and propose more effective and adequate measures. Safety measures of terrorism are associated to minimize damage out of terrorism and they are as follows. In the first place, preparing protective equipment for saving a life from fire attacks and poisonous gas is needed urgently. In the second place, counterpart management on the spot and systematic security training should be established in order to minimize injury. In the third place, fire escapes must be provided for a rapid evacuation of potential unspecified individuals. In the fourth place, building up a network of related institutions is required for a systematic omnidirectional counterpart. Finally the Korean government ought to take fast and appropriate actions for the injured and bereaved family of the terror incident.

  • The purpose of this study was to assess the evacuation route in a disaster information map to evacuate people to a shelter quickly and precisely during a disaster situation. For this purpose, this study examined the current status of domestic and international disaster information maps and related laws and conducted experiments to derive effective types of intersecting routes. The problems of the disaster information map were obtained through the first preliminary experiment and a survey. Based on these problems, experiments for each type were conducted to provide effective indication information for a disaster information map. To investigate the gait characteristics according to the number of crossing paths, the reduction rate in the crossing path was derived for each type by comparing the previous speed and passing speed. This will enable suggestions to judge the route quickly and accurately when determining the intersecting route in the search for an evacuation route. In conclusion, the experiment of this paper aims to make rapid and accurate evacuations using the disaster information map in response to disasters, and provide guidelines to citizens to contribute to a reduction of casualties.

  • Disasters in South Korea are taking on more diverse and intricate aspects than before, while being affected by the industrial development and deterioration of the cities. Therefore, it is urgently needed for success in disaster countermeasures to secure emergency communications operating system which would make it possible to share various information between the control tower and field personnel quickly and accurately. This study proposes a method of improving the national emergency communications operating system based on the Federal disaster management system, emergency communications system, and Standard Operating Procedures (SOPs) employed in the US, which is the leading country in the field of disaster management. First, the organization of the emergency communications needs to be more systematized than in the past. The organization of the emergency communications of the central and local governments have to be administered according to their different roles and objectives. Furthermore, they must cooperate with each other based on interoperability. Second, emergency communications councils need to be established, composed of representatives related to disasters, and national and regional units need to be formed and operated separately. Third, the SOPs should not only cover both the operational and technical elements, but also assign the roles and responsibilities to the members of the disaster communications system. These improvements will assure the correct functioning of the disaster communications system in the field, which is expected to increase the probability of success in disaster countermeasures.

  • This study examines the development of content scenarios to facilitate the training of on-site commanders in firefighting activities. To establish the training content scenario system, the three core competencies of the on-site commanders were set as situation judgment, communication, and decision-making. A system of scenarios was established to actively reflect these three core competencies when designing the scenarios. All the contents of these scenarios are based on Standard Operating Procedures (SOP). The scenarios comprise 14 stages that are divided into four steps with the exception of stages 1 and 14, which mark the beginning and end of the training. It consists of the situation setting stage and the first, second, and third decision-making stages. Specifically, situation judgment and communication are important factors in each stage.

  • In Korea, a total of 556 chemical accidents occurred from 2012 to 2018 caused by adverse reactions of two or more chemicals, which required significant amounts of time to identify the causative chemicals. Rapid analysis is required for effective incident response and probing. In this study, a quantum transition time-of-flight mass spectrometer was used to identify the causative agents of chemical accidents caused by adverse reactions. The analyzer enabled fast real-time analysis without the need for sample collection and pretreatment. Quantitative and qualitative analysis of most volatile organic compounds with high hydrogen affinity was performed to investigate the cause of the chemical accidents. In fact, in the month of 201◯, methanol and toluene were detected as causative agents of the accident using a quantum transition time mass spectrometer, and were also the cause of the reported odor.

  • Ad hoc network does not need any preexisting network infrastructure, and it has been developed as temporal networks in the various fields. Infostation is an efficient system to transfer information which does not have delay sensitive characteristics. In this paper, we propose a disaster emergency management system using sensor attached animals' mobility combined with infostation system. We also analyze the performance of the proposed system by simulation. From the performance analysis results, we expect that the proposed system will be very useful to early detect big forest fires which occurs frequently in Korea mountain areas.
