This study attempted to analyze the environmental equity of fine dust(PM₁₀) in Daegu using MGWR(Multi-scale Geographically Weighted Regression) and KT(Korea Telecom Corporation) sensor data. Existing national monitoring network data for measuring fine dust are collected at a small number of ground-based stations that are sparsely distributed in a large area. To complement these drawbacks, KT sensor data with a large number of IoT(Internet of Things) stations densely distributed were used in this study. The MGWR model was used to deal with spatial heterogeneity and multi-scale contextual effects in the spatial relationships between fine dust concentration and socioeconomic variables. Results indicate that there existed an environmental inequity by land value and foreigner ratio in the spatial distribution of fine dust in Daegu metropolitan city. Also, the MGWR model showed better the explanatory power than Ordinary Least Square(OLS) and Geographically Weighted Regression(GWR) models in explaining the spatial relationships between the concentration of fine dust and socioeconomic variables. This study demonstrated the potential of KT sensor data as a supplement to the existing national monitoring network data for measuring fine dust.

우리나라는 그동안 급속한 경제성장의 결과 국민들의 경제사회 생활이 향상됨에 따라 건강에 대한 국민의 관심이 고조되었고, 보건의료를 비롯한 복지욕구도 해마다 증대되어 왔다. 이러한 국민적 욕구에 부응하여 정부는 2000연대를 향한 기초사업을 이미 제사차경제개발 5개년 계획시부터 사회개발정책의 일환으로 시작 하였으며 금년부터 시행하고 있는 제6차 계획 가운데 사회개발정책의 주요과제의 하나로서 국민보건의료의 확충사업을 채택하여 경제성장의 혜택을 모든 국민계층에 형평되게 배분함으로써 국민건강증진을 통한 복지사회 구현을 도모하도록 하고 있다.

현재 호남지역에 사상 유례없는 폭설이 내려 피해를 입은 지역들은 거의 회생불능 상태에 빠져 있다. 이에 피해를 입은 지역들은 특별재난지역 선포를 요구하고 있고 정부는 선포기준과 타 지역과의 형평성을 고려해 특별재난지역 선포에 난색을 표하고 있다. 더욱 문제가 되는 것은 자연재해로 인한 피해가 발생 할때 마다 정부와 피해 지역민들은 재해 복구에 대한 이견 차이로 사회 · 경제적 비용이 낭비되고 있다는 점이다. 이에 이번호에서는 우리나라 농업재해 대책의 현주소를 알아보고 이를 해결할 수 있는 대책은 없는지 살펴보고자 한다.

본 논문에서는 다수의 셀로 구성된 CDMA 시스템의 순방향 링크를 대상으로 지연 및 PRER 제약과 전송출력 제약 하에서 데이터 전송률과 사용자간 형평성을 반영한 총효용을 최대화하기 위한 각 기지국의 총평균전송출력과 각 사용자의 데이터 전송률 할당 체계를 제시한다. 실험을 통해 모든 셀을 동시에 고려하는 OPARS(Optimal Power and Rate Allocation Scheme)가 각 셀을 개별적으로 고려하는 SPRAS(Separate Power and Rate Allocation Scheme)에 비해 더 좋은 해를 제공한다는 것을 알 수 있었다.

식품의약품안전청은 수입식품등 검사지침(식품의약품안전청 고시 제2007-42호, 2007. 6. 27)과 수입건강기능 식품 신고 및 검사세부처리규정(식품의약품안전청 고시 제2007-43호, 2007. 6. 27)을 발표했다. 관련내용은 판매를 목적으로 하거나 영업상 사용하기 위해 수입하는 식품, 식품첨가물, 기구 및 용기포장의 검사에 관한 세부지침과 수입건강기능식품의 신고 및 검사에 관한 세부처리규정을 정해 검사업무의 형평성, 공정성, 신속성, 효율성을 위해 개정고시하였다. 본란에서는 관련 고시내용 전문을 게재함으로서 식품제조업체 및 식품등수입 판매업자등의 이해를 돕고자 한다.

온실가스 자발적 감축목표(INDC; Intended Nationally Determined Contribution)는 공동의 책임을 강조하면서, 동시에 각자의 능력과 국가별 여건을 고려토록 하는 원칙을 갖고 있다. 형평성(equity)과 진전(no back sliding)을 고려하여, 우리의 여건을 적절히 설명하고, 우리의 목표가 얼마나 의욕적이며, 우리의 배출량이나 경제규모에 비추어 공정한지를 잘 설명하는 것이 중요하다. 우리 경제가 감당할 정도의 감축목표를 우리나라에 적합한 방법으로, 정부-산업-시민이 합의한 방법으로 합심하여 온실가스를 감축하여야 한다.

'60-'70년대의 개발년대의 총량적 경제성장위주의 국가정책에 대응하여 통계를 개발한 결과 전국단위의 경제통계는 많이 작성되었으나 생활의 질적 측면에 대한 통계개발에는 소홀하였다고 할 수 있다. 80년대 이후 경제 운용방식이 민간주도로 옮아가고 지역간, 산업간, 계층간의 형평을 추구하는 정책으로 그 기조가 바뀌었으며 '90년대에는 지방자치시대가 열림에 따라 국가의 통계도 경제통계, 전국단위의 통계편중으로부터 탈피하여 지역통계, 사회복지통계의 개발을 중시하는 방향으로 전환하고 있다. 경제분야에서도 서비스산업의 비중이 증대하고 국제적 개방의 물결을 맞이하여 적절한 대외개방전략을 수립하기 위해 필요한 통계의 수요도 급증하고 있다.

지금까지 인류가 창안해 낸 가장 훌륭한 대안적 개발 패러다임은 '지속가능한 개발'이라 할 수 있다. 어젠다21(Agenda 21) 등 국제기구에서 논의되는 지속가능한 개발의 개념은 '미래 세대의 욕구를 충족시킬 수 있는 환경과 여건을 저해하지 않으면서 현 세대의 욕구를 충족시키는 개발'이다. 그리고 이 지속가능한 개발은 세 가지 핵심적 요소를 포함하고 있는바 이는 환경적 가치, 미래 지향성, 그리고 형평성이다. 이와 관련한 지속가능한 도시개발에 대해 알아보자.

In this study, in light of the reality that the need for systematic development of military service resource management and alternative service discipline / switching service discipline has been discussed for illegal liquidation of military service obligations (Tekketsu) in connection with the military service system, and pluralistic it is assumed judgment if centralized military manpower administration (MMA) the recruitment structure that is, military service resource management that to effectively manage. It is determined that it can improve the precision, thereby increasing and the resource-specific Service Discipline instruction, fairness to ensure consistency in the resource management of Alternate Service Discipline / Switching Service Discipline among, high quality and accessibility of such people petition I thought there may be a service provider is realized, that centralization of MMA is also realized, trying to allo improved fairness associated with the performance of military service obligation. Therefore, in this study, we are exploring a scheme that is able to achieve the unification of the human resource management of military service entity to perform the duty of national defense.
