  • 본 연구는 수상레저기구 인증제도인 형식승인 검정제도와 우수사업장 제도를 활성화시키고자 형식승인시험기준 및 관련 법령을 개선하기 위한 개정(안) 마련을 위해 수행되었다. 이를 위해 수상레저기구 인증 관련 법령, 기준 및 제도 운영 현황을 조사하고 국내 외 유사인증제도의 내용과 비교 분석하여 수상레저산업 및 관련제도를 활성화할 수 있는 수상레저기구 형식승인기준 개정(안) 등을 제안하였다.

  • 소방용기계 기구에 대한 검정은 정부수립이후 소방법 제정(1958년 3월 11일)과 함께 의무제도로 도입되었으며 그 이후 시대의 흐름과 사회적 여건에 따라 변화되었다. 행정자치부 제1998-2호(1998. 3. 7)로 제정되어 지금까지 6번의 개정을 거쳐 현재의 소방방재청 고시 제2007-56호(2007. 10. 30)에 의거 소방용기계 기구등의세부시험시설기준으로 자리 잡게 되었다. 우리나라의 경우 사고발생 시 생명에 직결되는 제품에 대하여 형식승인 및 검정제도를 실시하고 있으며 이중 육상용 소방용품에 대한 검정제도를 간단히 소개하고 추후 선박용 물건의 형식승인 및 검정제도와 비교 검토하여 정리하고자 한다.

  • 전기제품인 비디오폰{일명 홈오토메이션(HA)기기}은 전기용품안전관리법의 안전인증, 소방법의 형식승인과 검정, 전기통신기본법의 형식승인 등 3개의 법에 의해 각각 동일 또는 유사한 시험을 거쳐 안전인증 및 형식승인을 받아야 하는 불편을 겪고 있다. 이에 한국전기제품안전진흥원에서는 중복된 인증제도를 단일화하여 제조업체의 불편을 해소하고자 규제개혁위원회에 다음과 같은 개선안을 건의하여 제조업체들의 과도한 부담을 제거하고 홈오토메이션기기 산업발전을 촉진하고자

  • The performance testing system of temporary construction equipment and materials are a previous inspect institution to produce only goods beyond the limited-performance, be certificated through a previous test, the purpose of which is to prevent an illegal goods from spreading abroad. The formal certification not only pass the test in an ordinary means but also isn't the term of validity on a certificated goods. Because of the above two reasons, an accident doesn't reduce, and a illegal goods become to be circulated. So, in this study, we analysis the problem of the follow-up service based on the formal certification and we suggest the improvement through comparative study on the follow-up of domestic and foreign.

  • Through the revision of the Framework Act on Administrative Regulations (July 17, 2019), the government minimized regulations and applied the comprehensive negative regulation principle to enhance economic vitality. However, a legally mandatory certification system has been applied to marine pollution prevention materials and chemicals, and inspection is conducted every time a product is sold, suppressing the autonomy of manufacturers. In addition, the majority of manufacturers of marine pollution prevention materials and chemicals are small businesses; therefore, they take the approach of producing small quantities of products whenever a buyer requests an order. Consequently, the need for deregulation was raised to ensure autonomy of the market and industry, and improve efficiency in accordance with the current trend of approval, performance test, and inspection systems for marine pollution prevention materials and chemicals. In this study, problems within the current system were identified and improvement plans are proposed through comparison and analysis of domestic and foreign systems.

  • For the last decade, some 400 small and large oil spill accidents have occurred every year. Such accident blow a serious damage to the marine resource and ecosystem, which can't be estimated in terms of economic and environmental losses. The physical/chemical methods used currently may be effective at the initial stage of accidents, but they can't serve to remove the spilled oil completely. Moreover, the dispersant may lead to a secondary contamination detrimental to the lives inhabiting wet lands, beaches and tidal zone. Thus, a new decomposing technology Is required for the environmentally sensitive areas. Bioremediation is the active use of biological techniques to mitigate the consequences of a spill using biological processes and refers both of stimulation of pollutant biodegradation and/or to enhance ecosystem recovery Bioremediation is an economically attractive method for the clean-up of oil-contaminated area. Bioremediation has been demonstrated to be an effective oil spill countermeasure for use in cobble, sand beach, salt marsh, and mud flat environment.

Improvement of Performance Test Standards for Marine Pollution Prevention Materials and Chemicals (for Eco-toxicity Test) (해양오염방제 자재·약제의 성능시험기준 개선방안에 관한 연구(생태독성시험 항목))

  • This study suggests ways to improve the standard test method and judgment criterion for the "Eco-toxicity Test" based on the rules and regulations provided in 'performance and qualifying test standards for marine pollution prevention materials and chemicals' in the Republic of Korea. Compared with the relevant references of other countries, this study attempted to find the limitations in the existing standards. As for the growth inhibition test of algae using Skeletonema costatum as an indicator, applying comparative analysis to measure specific growth rates, together with statistical analysis, instead of applying current methods, judged by the appearance of colors from the culture medium was suggested. Considering the exponential growth phase of the test species, the test duration was suggested to be reduced to less than four days. For the test with fish as an indicator, resetting the appropriate body size was suggested to, show consistent sensitivity against chenicals applied during testing. Furthermore, it is necessary to consider the criteria needs, which should be established in reasonable and objective ways. For the testing species, marine rotifer, Brachionus plicatilis could be a replacement for Artemia sp., and a bivalve for fish in the test. To improve the performance effectiveness of the "Eco-toxicity test", it is worth considering the designation of accredited testing institutes, by placing it in the same loop. Thus it is also expected to have a reliable management system in place, having the capacity of cost calculation properly and adjusting testing items if required.
