Ships of 500 gross tonnage and upwards constructed an or after 1 July 2002 shall have an automatic tracking aids according to SOLAS V/19 but existing ships less than 10,000 gross tonnage constructed before 1 July 2002 have potential collision risks due to the lack of automatic plotting devices like as an ATA. This paper aims to provide a homemade ATA by developing the tracking algorithm for ATA and to prevent collision incidents by distributing ATA system to coasters.
Together with the development of space science outer space law has become one of the most rapidly developing branches of international law. This reflects a general realization that these new activities must be subject to reasonable legal regulation if they are to serve the peaceful purposes of mankind without undue confusion and disorder. The exploration and use of outer space introduces many novel opportunities and dilemmas, and inspired insights are needed in the development of this new resource. In particular, the settlement of space law disputes is a relatively new discussion in international law. However, the significance of the settlement of space law disputes was acknowledged in various colloquia organized by legal academicians and practitioners around the world. Analysis of the dispute settlement provisions in space agreements plainly reveals the degree to which States persist to be mistrustful of any impingement to their sovereignty. They are reluctant to submit disputes to adjudication and binding arbitration, particularly when these provisions are negotiated between States which have dissimilar political, economic and social interests and demography. However, there is a slow but clear shift in this attitude as States realize the contemporary political, economic and technical pressures necessitating the lifting of the veil of State sovereignty. The development of an effective mechanism for the settlement of disputes arising in relation to the development of the exploration and exploitation of outer space has been the subject of global study by highly qualified publicists and international institutions. The 1972 Liability Convention is the space treaty with the most elaborate provisions for dispute settlement. However, it fails to ensure binding decisions. In this point, the 1998 Taipei Final Draft Convention may be a useful instrument for further consideration on whether an independent sectorialized dispute settlement mechanism should be established. Considering these circumstances it seemed essential to take legislative action to implement a system as comprehensive as the relevant legal framework are in the Law of the Sea and International Criminal Law mechanisms for dispute settlement and conflict avoidance from outer space activities.

IMO has established International Convention for the Control and Management of Ships' Ballast Water and Sediment 2004 in February 2004 in order to prevent transfer of aquatic organisms through ballast water. According to the Convention, Each countries are preparing ratification and legislation process and encouraging the development of treatment system to satisfy the performance standard in the Convention. This Electro-$Cleen^{TM}$ treatment system was granted IMO basic approval in March 2006, and final approval in October 2008. The Type Approval Certificate was issued in December 2008 by the Government of Republic of Korea. This paper considers the matter of principle mechanism, overview of the system, installation on shipboard and shipboard test results for the Electro-$Cleen^{TM}$. Shipboard tests with the 8300 GT M/V Yokohama and 27,000 DWT M/V Greenwing have already been conducted. These tests confirmed that the Electro-$Cleen^{TM}$ system satisfies all of the IMO standards and is suitable for installation in new and existing ships.

For smooth implementation of the IMO Ballast Water Management Convention that is to come into effect in the near future, IMO and Member States are working on the development of various technologies and establishment of legislative action. Ballast water treatment systems are essential, yet difficult technologies, as they need not only to treat living organisms, but also define whether they are viable or not, count the number of viable organisms, and present quantitative results of the concentration of active substances. Despite the fact that the Convention is looming in the near future, the issues mentioned above obstruct the setup of consensual technologies for performance reliability of the treatment system and analysis method of efficacy test results. This paper considers the unsolved issues of the ballast water treatment technologies, and presents guidelines to solve these issues.
As the cloud services, the underlying technology of the digital convergence environment, have been widely adopted in the business, personal information protection has been recognized as one of the major issues to resolve. When cloud services are used to process the personal information, the personal information protection law speculates the establishment of a contract or service level agreement(SLA). This research presents 7 privacy indicators and 13 metrics which can be included in cloud SLA, based on the analysis of related regulation and standards and the SMART(Specific, Measurable, Action-oriented, Relevant and Timely) model. The proposed indicators are examined using the Focus Group Interview method in terms of materiality and feasibility. The results show that all the proposed indicators are meaningful and useful.

지구 온난화로 인해 여름철 북극해의 해빙이 점차 감소함에 따라서 북극항로를 이용한 선박의 화물운송이 점차 증가하고 있다. IMO에서는 극지해역운항선박의 안전성과 해양오염방지를 위하여 2014년에 Polar Code를 개정하였으며, 2017년 1월부터 SOLAS협약과 MARPOL73/78협약에 추가되어 시행되고 있다. 본 연구는 해양수산부 해양안전 및 해양교통시설기술개발 사업으로 1) Polar Code 강제화에 따라 '극지해역 운항선박용 항해안전지원시스템의 개발'의 필요성과 2) 북극항로에 대한 국적선의 안전 운항 확보를 위한 '북극권 국가와의 국제협력 및 공조체계 구축'과 '극지 구난, 구조 및 환경보호 관련 국내법 및 규정 제정'을 위한 기반 연구의 필요성에 의거하여 2014년 11월 10일에 시작되었으며 2018년 12월 31일에 종료될 예정이다. 연구내용은 1) 고정밀도 북극항로 빙상정보 수치예측 시스템 개발, 2) 북극항로 안전속도 예측, 평가, DB구축 및 항행 모델 개발, 3) 북극항로 안전운항을 위한 항해계획 기술 개발, 4) 북극항로 운항선박 건조 및 안전항해 가이드라인 개발이다. 본 논문에서는 개발 중인 KRISO Arctic safe Routing System (KARS)에 대한 소개와 활용 결과 및 향후 계획에 대해서 설명하고자 한다. 본 KARS는 향후 지속적인 수정보완 작업을 통해서 완성도를 높여갈 예정이며, 검증단계를 거쳐서 최적하고 안전한 항로와 운항 관련 정보를 선사와 해기사에게 제공함으로서 북극항로 중 단기 운항계획 수립과 안전 운항을 지원할 수 있을 것으로 기대된다.
