A Study on Stabilizing Container Terminal Market in Busan Port (부산항 항만하역시장 안정화 방안에 관한 연구)

  • Today, the competition for hub-port is getting fierce and the shipping liners have enjoyed the increased bargaining power over the terminal operators through the mergers & acquisitions (M&A) and strategic alliances. This result leads the competition among terminal operators to attract liner companies and cargoes in their terminals. In demand side, however, there is a limited container cargo volume to handle because of a steady growth of cargo traffic. While, in supply side, continuous development of port terminals increased more competition among ports or terminals for cargoes. In particular the terminal operating market of Busan port is distorted because of the cargo competition between Busan North-port and Newport. The main purpose of this study is to suggest the stabilization measures of container terminal operating market in Busan port through analysis of the terminal operation market structures and market survey analysis method. For stabilizing the container terminal market, this study suggests the improvement of the legal and institutional system such as improvement in determining and reporting system of stevedoring tariff, establishment of fair competition rules etc., the introduction of port pooling system and adoption of volume-linked terminal lease system with cargo volume ceiling system for each terminal operator.

China's Global Investment Policy and Precondition for China Money FDI in Korea (중국의 해외투자 정책과 중국자본 유치의 전제조건)

  • This paper is aimed to prepare some policy-measures which is helpful for China Money FDI in Korea by analysing FDI-related data and political strength and weakness between the two countries and studying fundamental preconditions required for Korea's China Money FDI strategies. As the result of research, key preconditions found out can be summarized as follows; First, because China-Korea economic relationship is largely insufficient in a complementary view as well as in a cooperative state level, Korea should remove the threats in advance that could lead two countries to unlimited competition, and then expand to a relationship of trust between China and Korea. Second, Korea, at least from the perspective of China, may not be an attractive investment destination. Therefore, it is necessary to take advantage of Korea's FTA-expansion-strategy opportunities such as Korea-US FTA which has entered into force recently. Third, because China always has a lot of alternative investment opportunities among world instead of Korea, so Korea should not overlook the fact that China has the bargaining power in large part related on the investment conditions in Korea, such as investment field, investment size, how to invest China Money to Korea, etc. Fourth, if Korea's FDI policy is trapped in the existing rules of the political frame, and moreover Korea can not have the role of rule breaker, it will be difficult to expect Korea's China Money FDI results compared to those efforts. Fifth, if Korea will execute China Money FDI strategies in the context of overestimating the China Power or China Money, it should be noted that Korea may have unexpected losses lead to a national by reason of outward and quantitative investment or bad investment.

  • The miracle of Korean economic development is the benchmarking for the developing countries. Among them, the STP of Science and technology area is very important case they tring to learn from Deadeok, Korea. Ecuador and Kazakhstan have the huge natural resources and they have interested in the model of Daedeok STP. This paper study about their needs and Daedeok's capability, and effective implementing factors. This paper suggest a six one based on the Daedeok Innopolis experiences for the successful local STP. First, most important thing is human resource development strategy for the knowledge and technology transfer. Second, the construction of Engineering Center for the collaboration of industry and academy is needed. This is important to have a bargaining power to the appropriate technology transfer. Third, they need a hardware and software infrastructure to the technology commercialization. It include a incubator, manager, and complimentary asset. Fourth, they have to connect with market closely for the venture creation and growth. Fifth, the clustering is realized by the STP construction. Lastly, leadership is critical factor to the absorptive capacity.

Design and Implementation of a Comparative Shopping Agent for E-Commerce (비교쇼핑 에이전트의 설계와 구현)

  • This paper designed and implemented(programmed) a comparative shopping agent that helps consumers to shop at on-line shopping malls over Internet. At offline stores, as consumers usually tell a sales clerk about a manufacturer, functions and price range of an item they want to purchase, the sales clerk will show the products or relevant catalogues. Then the consumer will compare functions, design and prices of the product and buy it with the lowest price. PriceMeter, a comparative shopping agent, introduced in this paper, is designed best geared to this consumers' buying behavior. Basically, as consumers enter a manufacturer's name, price, features and etc. at a search window, PriceMeter will search the web and provide a list of product informations such as features and prices that meet the search conditions. Consumers can see the information in either a form of catalogue or a printing format. As consumers click specific items to examine closely, it will show prices and information about shopping malls that sell the requested items. Clicking a 'Buy' icon, the consumers will be transferred to the right web page at the linked shopping mall. The emergence of the comparative shopping agent will expedite a consumer-centered retailing economy in the age of e-commerce. As consumers are provided with a better set of product and shopping mall information, they can make better purchasing decisions and gain more bargaining power shifted from manufacturers(sellers). The presentation of this comparative shopping agent is intended to promote the consumer-centered B2C e-commerce.

A Study on the Korean National Police's Protesting Policing Policy through the Analysis of Negotiated Management Model (협의관리모델 분석을 통한 한국 경찰의 집회시위 관리정책 연구)

  • In Western Europo and the US, there has been a general trend over 30 years of reducing the amount of force by the police, through a paradigm shift from 'Escalated Force Model' towards 'Negotiated Management Model'. In tune with this trend, for example, the Swedish Police have implemented the uniformed 'Dialogue Police' system, in order to establish communication contact with demonstrators, before, during, and after their events, The Negotiated Management Model involves a greater respect for the rights of protesters, a more tolerant approach to community, and improved intelligence, communication, and flexibility, in order to facilitate lawful protests and to reduce the possibility of an escalation of major public disorder. The Korean National Police (KNP) appears to be operated within this negotiated management framework, since in preparation for the G20 Seoul Summit, they have also emphasized good communication between the police and protest groups, by newly creating the concept of 'Protest Policing Through Facilitation of Lawful Protests'. In this context, this study first attempts to analyze not only the negotiated management model, but also the Swedish dialogue police. Secondly, the study conducts a comparative study between the KNP's Protest Policing Through Facilitation of Lawful Protest and the Swedish dialogue police system, particularly, in conjunction with the negotiated management. Although Korean and western police have different system and history, protest policing model is now approaching with each other through a link between conflict resolution techniques, such as dialogue, negotiation, mediation and facilitation. Finally, the study is to prove if the KNP's protest policing model corresponds with the negotiated management model, and further to suggest new 'Facilitation of Conflict Resolution Model' as a desirable future of the KNP's protest policing.

Dynamics of Global Liner Shipping Network and Strategy of Korean Ports (국제 컨테이너 선대 운항네트워크 변화와 우리항만의 전략)

  • The role and ratio of national vessels in the global container shipping market have reduced significantly due to the bankruptcy of Hanjin Shipping in early 2017. All import-export companies, as well as container ports in Korea, are facing a crisis. The Trump's tariff and trade battles have had a negative impact on the increase in the North American cargo. However, Chinese and Japanese container shipping companies, which merged with domestic container shipping companies, and mega carriers such as Maersk and CMA CGM have benefited from the decline in shipping supplies due to the collapse of Hanjin Shipping, the world's 10th largest container carrier in Korea. The import/export freight trade in Korea is witnessing the increasing stronghold of foreign carriers. This scenario is expected to weaken Korea's negotiation powers with overseas shipping companies in domestic ports, such as Busan and Kwangyang, thereby making it more challenging to attract shipping carriers. This study compares the global container-shipping network in 2007 and 2017 by combining the network topology of the social network analysis and the economics of the liner shipping connectivity index (LSCI) and the container port connectivity index (CPCI) analysis. The findings of this study are that the role of the ports across the world can be identified, and CPCI has a high correlation with the centrality index and freight volume data. These findings can contribute toward the utilization of the meaning of the necessary centrality index without an additional centrality analysis. This study can be applied not only to the call strategy of container carriers but also to the alliance and development strategy of Korean ports.

  • This research is based on social flow that is in need of sports welfare that diagnoses the delivery system of sports program pass that is typical business of national sports welfare services and operation structure, and analyze the supplier, operator, beneficiary and all that is related to business from multilateral aspects, therefore seek for operation systems for provision systems of sports welfare services. To clearly grasp the operating mechanisms of service provision system that is happening in real field, there were in-depth interview done by the 18 people of suppliers, operators, and beneficiaries that are the main participants of business, and through which drew an ideal agreed point for sports welfare services to get in the right direction. The result of this study is as following: First, based on the limited government budget for the compilation of budget for the business of sports welfare services it is found that there is need of constructing a pragmatic service provision system that can bring maximum of efficiency. Second, voucher that was introduced for market logic application and greater transparency of the business of sports welfare services has a complex structure that it is in need of simplification of structure which that is well fit with its characteristics. Third, for convenience enlargement in administration and management, make management policy of provision system be reflected and therefore enlarge the independence of management and secure the power of negotiation regarding fee savings through centralized budget management.

A Study on Creation of Fair Transaction Environment between Platform Operator and Contents Provider in Broadcasting Industry (방송 산업 내 플랫폼사업자와 콘텐츠사업자 간 공정거래환경 조성 연구)

  • In a broadcasting market environment that has a close interdependence between platform operators and content operators, problems such as conflicts over program usage fees, and home shopping transmission fees are intensifying. This study attempted to analyze the environment of the domestic broadcasting market and present implications, analyze the cause of user fee conflict between the platform and PP, and propose detailed alternatives to resolve user fee conflict disputes. The results of environmental analysis on the domestic broadcasting market are as follows. First, the growth engine of the broadcasting industry has changed to direct resources such as service usage fees and content fees, and commerce is increasing. Second, as hegemony in the domestic broadcasting market changes from terrestrial to paid broadcasting and OTT, monopolies in the entire broadcasting area are being dismantled by voluntary entry. Third, the need to overhaul the existing regulatory system is increasing due to the dismantling and reorganization of the existing broadcasting market. On the other hand, this study proposed a strategy to diversify the profit structure of PP, supply program after pre-contracting, and strengthen CPS bargaining power in order to resolve disputes between paid broadcasting platforms and PP sharply. In particular, as strategies to strengthen CPS bargaining power of small and medium-sized SOs, it proposed to jointly improve CPS-related systems through IPTV and individual SOs, to redefine fees for programs and to voluntarily use programs.

Attitudes and Practices on the Gender Division of Household Labor in South Korea, Japan, and Taiwan (동아시아 기혼여성의 성별분업에 관한 태도와 실천: 한국, 일본, 대만 비교 연구)

  • This paper examines the delayed situations for gender equality in South Korean, Japanese, and Taiwanese families despite the challenge to the gender division of labor in modern society, and to analyze the contradiction between the notions of gender equality and the experiences women face in East Asia countries. Using EASS data, we analyze the effective difference over the division of household labor according to women's age and length of school time, attitude for gender division of labor, couple's labor time, and family network. In South Korea and Taiwan, men's actual ratio of household division is higher than Japanese men's. On the other hand, Japanese women's ratio of household division is the highest in spite of their progressive attitude for gender equality. It is due to the difference of women's working time among the countries. In South Korea and Taiwan, women tend to work in full time job, so that they seem to inevitably reduce the time for household labor. The family characteristics have an effect on the women's ratio of household division in Taiwan, and the feature of women's employment does in South Korea. The high percentage of three-generation household contributes to the reduction of housework burden in Taiwan. In South Korea, the higher women's education levels, the higher the women's ratio of household division. Women's weakened bargaining power for household labor is due to the relatively low level of high-educated women's economic participation in South Korea. This paper reveals the effective factors on the gender division of household labor. We propose the necessity of the macro-level analysis as well as the analysis of the personal and conjugal feature.

Disputes over IPR between Korea & US and Korea's policy response (한.미 지적재산권 분쟁과 대응방향)

  • 지적재산권은 기술개발의욕 자극을 위해 새로이 물건이나 사상 등의 창작자에게 일종의 배타적 독점권을 부여한 것으로서 1980년대 이후 국제적 관심이 고조되기 시작하였는데, 두 차례의 석유파동 이후 기술이 국제 경쟁력의 주요 결정요인으로 등장하던 시기에 한국을 비롯한 개도국들이 선진국의 기술을 모방하여 첨단기술제품 분야에서 경쟁적 우위를 확보하자 자신들의 경쟁력 확보를 위해 선진국들이 자신들의 통상교섭력을 바탕으로 GATT/UR 등 국제적 협상을 통해 지적재산권 보호문제를 통상문제로 확대시킨 것이다. 이러한 지적재산권에 대한 통상문제와 관련하여 가장 문제가 되는 국가는 역시 미국인데, 미국은 통상법 301조 중 지적재산권 보호에 적용되는 Special 301조를 이용하여 지적재산권 보호에 대한 실효성을 확보하였으며, 당초 제품수입상의 불공정거래행위에 적용하던 관세법 337조를 지적재산권을 침해하는 수입 판매행위에도 적용할 수 있도록 개정함으로써 그 보호수단을 더욱 강화하였는데, 이에 따라 우리도 적절한 대응방안의 모색이 요구되고 있다. 우선 정부의 입장에서는 대내적으로 원천기술 및 개량기술 개발을 통한 기술의 해외의존도 축소, 인센티브 도입 등 직무발명제도 활성화, 해외특허권 취득확대를 위한 중소기업의 해외출원비용 지원, 심사관의 전문화롤 통한 심사의 처리속도 및 질 향상, 특허기술정보 이용체제 개선을 위한 특허청의 정보전산화 및 산업기술정보원 톡허정보센타와의 유기적인 협조체제 구축, 기업의 특허분쟁대응능력 향상을 위한 전담부서 마련 및 국제특허분쟁 전문변리사 양성 등의 대안을 마련할 필요가 있으며, 대외적으로는 PLT협약 등 차후에 있을 국제협약에의 적극적인 참여를 통한 우리나라의 이익도모, 남북 가교역할의 강화 및 한 미 양국간의 법제적 차이에 대한 오해불식, 해당 산업에 영향을 줄 수 있는 로비 활동의 활성화 등의 대안이 필요하다. 또한 기업의 입장에서는 사전적으로 과감한 연구개발투자를 통한 산업재산권 확보, 기술 법률 언어능력을 고루 갖춘 특허전문가의 확보, 국제특허분쟁에 대한 대응체계 구축, 특허권 분쟁발생 방지를 위한 책임소재의 명확화 등의 근본적인 대책과 국제특허분쟁 차단을 위한 철저한 선행기술 조사, 해외기술의 개량 및 이용 촉진을 위한 크로스-라이센스의 활성화, 부실특허권에 대한 적극적인 무효심판청구, 제소정보에 대한 조기 입수, 설계변경이나 특허무효자료조사 등 침해회피 방법의 준비, 위험특허에 대한 철저한 예비조사 등의 부수적인 대책을 마련할 필요가 있으며, 일단 특허분쟁이 발생한 경우에는 당해 분쟁의 자사 생산 제품과의 관련여부 검토, 사건에 필요한 광범위한 정보 수집을 위한 전담팀 구성, 제소인의 특허권에 대한 면밀한 법률적 검토, 제소자에 대한 정확한 정보파악 및 최종 대응방안에 대한 신속한 결정, 자사의 특허를 이용한 제소자에 대한 역제소 등의 대응방안을 강구할 필요가 있는 것이다.
