This research intends to make a model of space development in Korea as a sectoral innovation system. The main contents include a character analysis of the elements of three low levels of the space development innovation system, including governance (the main agent and cooperation relationship of which the center is a research institute supported by government), resources (financial resources and human resources), and the diffusion of research results. It is important to grasp the factors that bring about technological innovation of industrial sectors to produce technological innovation policy. Technology innovation policy should thus be formulated for specific, individual sectors, and not all sectors.

급변하는 환경 속에서 기업은 경영환경변화에 따라 새로운 경쟁력 강화 방법들을 모색하고 있으며 불안한 환경에서의 생존을 위하여 끊임없는 노력과 혁신을 추구하고 있다. 이러한 시점에서 ERP(Enterprise Resource Planning : 전사적 자원관리) 시스템은 기업의 경쟁력을 재고하고 변화하는 비즈니스 환경을 예측하여 신속하고 현명하게 대처하기 위한 수단으로서의 역할을 수행하고 있다. ERP 시스템의 도입은 회사 내부의 업무 프로세스에 대해 전반적인 변화를 가져올 만한 시도이며, 도입의 실패 시 막대한 물적 피해가 야기되므로, 성공적 구축을 위한 노력이 절실히 요구된다. 특히 중소기업의 경우 ERP 시스템 도입을 위해 요구되는 인력 및 자금이 부족한 현실이다. 이에 본 논문에서는 중소기업에서의 성공적인 ERP 시스템 구축을 위한 방법론으로서 산ㆍ학 협력모델을 제안한다. ERP 시스템 구축을 위해 기업과 학교가 산ㆍ학 협력체제를 구축함으로서 기업측과 학교측 모두에게 이득이 되는 전략을 마련하고자 한다.

현재의 우리나라 전자관련 산업 분야 중 대기업과 협력관계에 있는 협력업체의 IT협업수준이 주로 생산현장과 관련있는 ERP나 GROUPWARE을 중심으로 초기단계의 적용 및 활용 수준에 머무르고 있을 뿐만 아니라 새로운 시스템도입 및 산업계의 변화를 적시에 반영시키지 못하는 단점이 있었다. 지속적인 전자 분야 산업 발전에 따라 보다 정확한 세부분야별 생산성 및 매출액 등의 데이터 활용이 필요할 뿐만 아니라 적극적인 GROBAL경쟁체제에서의 경쟁우위확보를 위하여 현행시스템의 고도화뿐만 아니라 생산, 재무데이타의 의미있는 연계를 통하여 EIS등의 솔루션을 집중도입하여, 경영의사결정을 효율적이고 신속하게 함으로서 국제적인 경쟁체계와도 시장 선도형 기업군을 가져야 할 필요성이 대두되고 있다. 본 논문에서는 기존의 국내외 전자산업 대중소 협력업체간의 협업체계의 현행시스템을 ISP기법을 적용하여 장단점을 분석한 후 새로운 공통의 시스템구축을 위한 상생혁신프로그램도입을 제안한다.

가속되는 지구온난화로 인해 인류는 과거엔 경험해 보지 못한 북극항로 개척이라는 새로운 상황에 직면하게 되었다. 북극항로가 새로운 물류이동 루트로 떠오르면 지리적 이점으로 인해 우리나라는 큰 이득을 얻을 수 있으며 그 중심에 부산항이 있다. 글로벌 물류중심 국가로의 도약을 이루기 위해 북극해 관련 국가 전담조직 신설, 국가종합계획 및 전략 수립, 해양 플랜트 R&D 센터 건립, 관련 전문가 육성, 북극해 연안항로 개발, 해운서비스 비즈니스 모델 개발, 북극관련 해양관광 기반을 마련해야 한다. 또한, 국가간 군사협력기구 또는 협력체제를 구성, 통항 선박 보호 및 구조 문제의 해결이 요구된다. 이를 위해 다목적 함, 통항 위협요소를 실시간으로 파악하기 위한 극지 작전가능형 초계기 등의 전력과 운용 인력을 육성해야 한다.

요즘 값싼 PC들을 빠른 네트웍으로 묶어 높은 성능을 얻고자 하는 클러스터 컴퓨팅에 대한 연구가 활발히 이루어지고 있다. 이러한 연구 중 파일에 대한 서비스를 제공하여 주는 파일 시스템에서 높은 대역폭과 병렬성을 지원하는 분산 파일 시스템이 개발되고 있다. 한편 기존 분산 파일 시스템에 대한 연구 중 서버의 부하를 감소시키고 성능을 향상시키기 위하여 상호협력 캐쉬가 제시되었다. 상호협력 캐쉬는 클라이언트간 파일 캐쉬를 공유함으로써 자신에게 없는 파일에 대한 내용을 다른 클라이언트가 가지고 있을 경우 서버에게 파일을 요구하지 않고 클라이언트간 파일 내용 전달을 통하여 요구를 처리하게 된다. 분산 파일 시스템 중 클러스터 컴퓨팅에서 많이 사용되고 있는 Linux 운영체제에서 구현된 PVFS는 높은 성능과 병렬 I/O를 제공한다. 하지만 기존 PVFS에서는 파일에 대한 캐쉬를 제공하지 않는다. 따라서 본 논문에서는 기존 PVFS에서 제공하지 않은 상호협력 캐쉬를 설계하고 구현한다. 그리고 기존 PVFS와의 성능 비교를 통하여 캐쉬의 효율성을 증명한다.

This paper aims to identify the role of local governments in building regional innovation system. The central government has recently decided to support the promotion of innovation capacities of local innovators and innovation networks among thor The central government forces local governments to establish the council for regional innovation in order to implement these goals. Meanwhile, there is no consensus about the way in which the council for regional innovations constitute and operate. I think it is the time for us to talk about this seriously. It is widely conceived that local governments in Korea have still been hierarchical. Thus, they would be difficult to make the decision effectively on regional innovation and development initiatives. In this context, I suggest that the regional innovation promoting agency needs to take authorities to secure transparency and autonomy in planning, implementing, evaluating regional innovation initiatives. The local government no! ed to play a central role in establishing the agency. However, the local government should not try to intervene and control its operations.

Universities and local governments in Korea are simultaneously experiencing the difficulties of a decrease in the youth population and a decrease in the school-age population, and close cooperation between universities and local governments is urgently needed to solve this problem. Representative methods of such cooperation include the establishment of a regional innovation system and the theories of innovation clusters and triple helix models. In addition to these theories, the aim is to derive sustainable conditions for the local government-university cooperation model by examining various cases of cooperation at home and abroad. This is the purpose of this paper. In particular, through case studies of cooperation between local governments and universities at home and abroad, three types of models (job, education, and housing) were analyzed, and common conditions and requirements for sustainable cooperation were proposed. In order for cooperation between local governments and universities to continue and produce successful results, mutual benefit creation, infrastructure construction and operation appropriate for capabilities, flexibility, and mutual responsibility are necessary. Furthermore, a model that suits the capabilities of local governments and universities must be found, and in this process, the university's research capabilities and commercialization capabilities of research results are especially important. In addition, it is essential to establish a new cooperation system between local governments, universities, and the central government.

The purpose of this study is to evaluate current library cooperation system and to identify what fields should be cooperated with other libraries. A survey and group interviews are used for research method. The results show that only under 30% of respondents estimated the success of library cooperation system. The system needs to be changed. Online catalog and DB are evaluated as important fields, while the shared/cooperation acquisition is evaluated as less important field in current cooperation system. Also, education cooperation, the cooperation of education and culture programs, and advertisement cooperation are more necessary. The shared/cooperation acquisition is less necessary in library cooperation filed. The membership libraries of cooperation systems and library location are affected to responses as a factor. This study proposes two library cooperation systems: upload library cooperation system and download library cooperation system.

With the rapid development of information and communication technologies, the boundaries of markets become blurred, and with the increasing uncertainties and risks of the future, competition among global companies becomes more intense. Accordingly the enterprises are considering or already taking cooperation strategies with enterprises in a competitive relationship as well as cooperative enterprises in a high correlation with one's own company as a plan to actively cope with changes in management environments. Thus, a cooperation strategy is an important element for the strengthening of the competitiveness of enterprises as well as the survival of the enterprises. However most preceding studies on cooperation strategies focus only on the effects of the properties of cooperation enterprises on the selection of cooperation partner enterprises and the business performance of the enterprises. Therefore, this study carried out an empirical analysis of the motivation and purpose of the construction of cooperation strategies by enterprise and what differences there are in factors to which importance is attached in selecting partners. In addition, this study analyzed the differences depending on the size: large and small enterprises and depending on the industry: electronics and chemical industries during AHP using a pairwise comparison technique.

This study is to recognize the function of the regional central library's role and to address its support to the community public libraries ; such is one of the focuses of the revised library law. Through the mixed layer model, the regional central library can contribute to a better cooperation between the national central library and community public library in each region. Regional libraries. under the supervision of regional library service committee, can execute many local enterprises efficiently such as library informatization projects. the associative storage, the regional librarian education and the establishment of information commons through integrating the regional information.
