An Analysis of Reciprocal Borrowing Programs in the U.S. (미국의 통합대출서비스 사례 조사 및 분석)

  • As today's information environment changes rapidly with the development of information technology, users expect a variety of the library services that meet their emerging needs. This paper reports the concept of reciprocal borrowing and analyzes the cases of reciprocal borrowing programs in the US. Particularly, this paper introduces (1) three cases of state-wide library cards such as Georgia's PINES card, Maryland's MPower card, and Michigan's Michi card. (2) Public library systems in the U.S. also are introduced as a type of reciprocal borrowing. Another type of reciprocal borrowing mentioned in this paper was (3) an mutual agreement between and among libraries. The author sought the deeper understanding of reciprocal borrowing by mapping the cases described in this paper into three models of reciprocal borrowing Kwak et al.(2010) suggested. This paper concludes with a few important considerations in implementing reciprocal borrowing services in Korea.

On Characteristics of the Growth of Regional Credit Unions in Korea (한국 지역신협의 성장의 특징)

  • It is unique from other financial institutions that credit unions in Korea have been developed as voluntary activity for enhancing the financial access of the poor in 1960s. However, currently some raise criticism that the cooperative identity as voluntary movement has been weaker. This paper endeavor to analyze the growth of credit unions during 2000s and explain what the implications of their growth are, using data from National Credit Union Federation of Korea. Our findings are as follows; firstly, the development of credit unions in 2000s are able to be regarded as a reflection of the rationale of advocate for quantitative growth. Secondly, the growth of credit unions are mostly dependant on non-taxable deposit, large loan, and collateralized loan which can lead to weaken the identity as voluntary cooperatives. Thirdly, the strategy of quantitative growth cannot be helpful for soundness of asset and profitability, eventually weakening their sustainability.

  • 정부는 2018.2.8일 국정현안점검조정회의를 통해 국무조정실, 금융위원회, 기획재정부, 고용노동부, 중소벤처기업부 등 관계부처 합동으로 "사회적금융 활성화 방안"을 최종 확정하였다. 한국의 사회적금융은 보조 기부행위가 아닌 투자 융자 보증 등 회수를 전제로 사회적기업, 협동조합, 자활기업, 마을기업 등 사회적경제기업에게 다양한 자금을 지원하는 금융활동 전반을 말한다. 현재 민간의 자발적인 금융지원활동도 일부 있으나, 정부 공공재원 중심으로 기존의 서민금융진흥원의 사회적기업 신용대출, 중진공의 정책자금 대출, 신보 지신보 특례보증, 사회적기업 모태펀드 등 중기 서민 정책금융체계내의 사업이 대다수를 차지하고 있는 실정이다. 한국의 사회적금융은 미국과 일본, 영국 등의 선진국에 비하면 이제 태동기로서, 사회적경제기업은 자금 공급부족, 제도 금융권에서의 소외 등 자금조달에 큰 애로를 겪고 있다. 따라서, 공공부문 주도로 자금공급을 확대하고 있으나, 사회적경제기업의 자금수요에는 아직도 크게 미치지 못하는 상황이다. 특히, 지원방식이 짧은 만기, 대출 보증에 편중되는 등 사회적경제의 특수성에 대한 고려가 미흡하여 수요-공급 간 미스매치도 큰 상황과 자금수요자와 투자자를 이어주는 사회적금융 중개기관, 사회적성과 평가 등 시장 인프라도 전반적으로 크게 미비 되어 있어 민간의 참여를 제약하는 것도 그 이유이다. 본 연구에서는 한국의 시회적금융지원제도의 전반적인 현장의 실태를 중심으로 실무적인 측면에서 분석 및 향후과제를 도출하여 관계기관 등에 정책적인 시사점을 제공하고자 한다.

A Data Envelopment Analysis of the Efficiency of Credit Unions (DEA를 이용한 신용협동조합의 효율성 평가)

  • 본 연구는 Charnes, Cooper와 Rhodes에 의하여 고안된 DEA기법을 이용하여 서울지역에 소재하고 있는 지역신용협동조합의 운영효율성을 평가하였다. 여기에서는 금융기관은 금융서비스를 제공하는 생산체로 보아 예수금은 산출물로 취급하여, 투입물은 직원수 영업장의 면적(또는 업무용부동산), 경비 등으로 하고, 산출물은 신규예금취급건수, 신규대출건수, 예수금기말잔액, 대출금기말잔액, 영업이익 등으로 하여 DEA모형의 데이터로 사용하였다. DEA에 의한 연구 결과는 기존의 경영평가방법이 제공할 수 없는 유용한 정보를 제공하고 있으며, 이러한 정보를 이용하여 투입물과 산출물을 효율적으로 관리할 수 있다는 것을 보여 준다. 그러므로 DEA에 의한 분석정보와 기존의 경영평가방법에 의한 정보를 적절하게 사용하면 조합들의 운영효율성을 개선하는 데 도움이 될 것이다.

The Cost Efficiency Analysis of Korean Credit Unions by Stochastic Frontier Approach (확률적 프론티어 접근방법에 의한 신용협동조합의 효율성 분석)

  • The purpose of this research is to examine X-efficiency of Korean local credit unions in 2001 by employing the stochastic frontier approach. This study uses the intermediation approach in order to define outputs and inputs of the credit unions. We define the outputs as the amounts of loans, and securities. The inputs are labor, deposit and physical capital. The price of labor is estimated by dividing the total wages by the number of employees. The price of deposit equals total interest divided by total deposit, and the price of physical capital is also computed to divide the total sales and administrative expenses by the physical capital. By the result of this study, the average efficiency score is 0.81. This fact indicates that credit unions can reduce their inputs by 19% for the given outputs. If results are arranged into quartiles based on the efficiency, inefficiency of top 25% credit unions is below 9%, and half of them is over 17%. In addition, e result shows that the efficiency is significantly influenced by region and size even if credit unions in Seoul and Daegu showed little difference in efficiency by size. Generally, medium size credit unions are more efficient than large size.

An Analysis of the Key Factors Affecting Apartment Sales Price in Gwangju, South Korea (광주광역시 아파트 매매가 영향요인 분석)

  • Researches on the prediction of domestic apartment sales price have been continuously conducted, but it is not easy to accurately predict apartment prices because various characteristics are compounded. Prior to predicting apartment sales price, the analysis of major factors, influencing on sale prices, is of paramount importance to improve the accuracy of sales price. Therefore, this study aims to analyze what are the factors that affect the apartment sales price in Gwangju, which is currently showing a steady increase rate. With 6 years of Gwangju apartment transaction price and various social factor data, several maching learning techniques such as multiple regression analysis, random forest, and deep artificial neural network algorithms are applied to identify major factors in each model. The performances of each model are compared with RMSE (Root Mean Squared Error), MAE (Mean Absolute Error) and R2 (coefficient of determination). The experiment shows that several factors such as 'contract year', 'applicable area', 'certificate of deposit', 'mortgage rate', 'leading index', 'producer price index', 'coincident composite index' are analyzed as main factors, affecting the sales price.
