A Study on the Characteristics of Science and Technology Policy in Korea (한국 과학기술정책의 특성에 관한 시론적 고찰)

  • This article examines the historical and general characteristics of science and technology policy in Korea. Historical characteristics are analyzed through formation period, growth period, and transition period. Korea institutional sis for the promotion of science and technology was made from the initial stage of industrialization. As national R&D programs were launched, technological activities in the private sector were rapidly increased from the 1980s. Korea pursued new directions of science and technology policy with the formation of related laws and Plans from the late 1990s. General characteristics are analyzed by the concept of 'policy regime'. The prime policy goal of science and technology policy in Korea has been related to industrial development so far. In the policy means, input element has been increased focusing on the external aspects. Bureaucratic policy culture has dominated other cultures including economic culture, academic culture, and civic culture.

A Empirical Study about the Impact of the Calibration and Measurement Capability(CMC) on Korean Trade (교정 및 측정능력(CMC)이 한국의 무역에 미치는 영향에 관한 실증분석)

  • With the advent of the WTO system in 1995, non-tariff barriers including technical barriers to trade(TBT) has become one of the important issues in world trade order. The purpose of this study is to analyse an impact of the calibration and measurement capabilities(CMC), the degree of equivalence of national measurement standards which is maintained by NMIs to provide governments with a technical foundation for wider agreements related to international trade. The results of the analysis using the gravity model with the proxy of the CMC shows that the CMC has a positive impact on Korean trade. Particularly, it was estimated that the CMC registered by high-income economies has more impact on Korean trade than those by low income economies. This implies that the countries highly dependent upon foreign trade like Korea need to have much more interest in the investment into measurement standards and science which is generally considered to be a public goods.

  • 'Low Carbon, Green Growth' may be the achievable target in industry section, depending on whether less reliance on fossil-fuels use can bring higher productivity growth in the long run. This paper tests for the short-run and long-run effects of investment on energy-saving equipments on productivity growth in the Korean manufacturing industries. The investment in energy efficiency causes an increase in costs (measurement effect) in the short-run, but in the long-run likely improve energy intensity and reduce costs (positive real effect) despite the delay in new other investment for technical innovation (negative real effect). A 2SLS regression was attempted to deal with endogeneity of energy-saving investment. The productivity effects were tested for five manufacturing sub-industries showing relatively high energy intensity with annual time series data from 1982 through 2006. No productivity effects were accepted for all five sub-industries except Chemical products. Positive real effect was considered to be exceeded by negative real effect, resulting in decreased productivity growth for Chemical products.

  • The establishment of function and role in government-funded research institute becomes a vital issue as fierce international technology-competition and enhanced industrial convergence makes science and technology important and influential more and in socio-economic level. This paper defines independent and dependent variables to identify factors which influence on research performance. As the independent variables, research funds, research personnel and research support staff are chosen. Dependent variables which are selected as proxy variables of research performance are royalties, papers and patents. Values from regression analysis were drawn by time-series analysis and cross-section analysis. As a result, the significance of correlation coefficients is sequential, research personnel, research support staff and research funds respectively. This finding is expected to give implication of future direction on government-funded research institute development.

Analysis of the Relative Efficiency and Competitiveness of Production Structure for the Industrial Clusters in Korea (국내 주요 산영클러스더별 상대적 효율성 분석 및 생산구조 비교)

  • This paper analyses the relative efficiency and competitiveness of production structure for the industrial clusters(Ulsan, Changwon, Kumi, Wonjoo, Banwol & Siwha, Kwangwju, Gunsan) which had allocated in 2004 in Korea by the DEA approaches. The results show that except U1san, Wonjoo, the 5 industrial clusters have improved the relative efficiency in terms of input and output since they were allocated. And, the reason of the inefficiency for the 5 industrial clusters were not for the technical relationship but for the production scaling size. That is, by clustering for the industrial production firms, the economic effect came true throughout the production scaling size effects. Also, by the positioning approach for the production factors such as labor, capital, and R&D investment via production growth, the results show that Banwol & Siwha, Goomi clusters have effectively been managed, but Wonjoo, U1san and Gunsan are not.

Effect of data visualization using scratch on improvement of creativity of preliminary coding instructors (스크래치를 활용한 데이터 시각화 활동이 예비 코딩 강사의 창의성 향상에 미치는 효과)

  • In this study, we developed the activity program for data visualization utilizing scratch and applied it to preliminary coding instructors and then verified its effect. The activity program was developed based on the procedure of ADDIE model based on the result of preliminary requirement analysis conducted for 20 teachers of computer elementary school incumbent primary school. The developed program was organized by "${\bigcirc}{\bigcirc}$Center for Creative Economy and Innovation" and a total of 21 hours set lectures and practical training for 4 weeks for 3 hours each 3 times per week in "Youth Coding Project" held at "${\bigcirc}{\bigcirc}$University" It applied to time. Application of the program In order to verify the effect on creativity, Torrance Tests of Creative Thinking Figures A and B were introduced and pre- and post tests were carried out. As a result of the verification, it was found that the educational program developed in this research is effective for improving the creativity of the preliminary coding instructors.

  • While Korea became one of manufacturing powers in the world through a fast-follower strategy as well as implementing the approach of advancing manufacturing business focused on quantitative input, The advent of the fourth industrial revolution and demand becoming more complicated than ever both require a system that quickly detects the change of markets in advance and reflects it in the manufacturing strategy. Accordingly, the introduction of a smart factory is not optional but mandatory in order to strengthen the competitiveness of manufacturing business using ICT. This paper aims to investigate key factors having influence on the intention to continuously use a smart factory, the innovative IT device, on the basis of the technology acceptance model. This paper analyzed the influence of the leadership of CEO, organizational learning and perceived switching costs on the intention to continuously use a smart factory by the parameters of perceived ease of use and usefulness, the major belief valuables of the IT acceptance model.

Domestic Economic Effects of Overall Industrial Complex Construction - Based on the Induced Coefficients by Development Stage of Industrial Complex - (해외 산업단지 건설의 국내경제 파급효과 분석 - 산업단지 개발단계별 유발계수를 기준으로 -)

  • This study was aimed to derive measures for maximizing ripple effect of construction of overseas industrial complexes on domestic economy. The induced coefficients were estimated for each step of development of industrial complexes by applying the raw data of ICAK and the input-output mode. As a result, for urban service, the fraction of labor costs was high, and for civil engineering, the fraction of profit & loss was high. However, the proportion of intermediate and profit & loss was high in Architecture. Consequently, compare to the same type of overseas constructions, larger effects were seen at urban service in terms of employment, at civil engineering and architecture in terms of business, and at national economy in terms of architecture. These results suggest that in order to maximize ripple effect of construction of overseas industrial complex on domestic economy, it will be needed to seek an order strategy including not only simply sell a land and but also building factories in the industrial complex.

Analysis on the Relative Efficiency of Industrial Complexes by Type Based on the DEA Model (DEA를 활용한 산업단지의 유형별 상대적 효율성 차이 분석)

  • This paper analyzed the relative efficiency of industrial complexes by type based on the DEA Model. In this analysis, the output and exports of 287 industrial complexes in 2017 were used as output variables, while the industrial land area and the number of employees in the same year were used as input variables. The results of the relative efficiency of industrial complexes by type were as follows: The relative efficiency of industrial complexes was affected mainly by type and the operating period of industrial complexes. In the types of industrial complexes, the most efficient industrial complex was the Urban, high-tech industrial complex, followed by the National industrial complex and the General industrial complex. Therefore, high-tech innovation and government support for industrial complexes would be necessary to increase the efficiency of industrial complexes. In the operation period of industrial complexes, relative efficiencies increased with longer operation periods. To maximize the regeneration effect of the old industrial complex, efficiency must be kept as a priority item of the old industrial complex regeneration project.

  • This paper explored the impact of adaptive efforts for the 4th Industrial Revolution(hereafter, 4IR) on social cohesion at national level. To examine this relationship, Latent Growth Model was applied to thirty one OECD membership countries, 2006-2015. Adaptive efforts for 4IR was measured by the 4IR Relative Readiness(WEF, 2016) and social cohesion was measured by Corruption Perception Index(Transparency International) and trust on politicians(WEF). Results showed that corruption perception significantly decreased by the 4IR Relative Readiness and legal protection(judiciary independency and corporate ethics) and trust on politicians significantly increased by judiciary independency. These results imply that public and corporate efforts for the 4IR does not necessarily have negative impact on social cohesion as long as legal protection such as judiciary independency and corporate ethics are equally pursuit at national level.
