S&T policy long treated as a sector policy is now solidifying its position as an infrastructure innovation policy that forms the foundation for many different policies. There is a growing need for enhancing the linkage and integration between policies by strengthening planning and coordination functions of the government organizations in charge of innovation policy. The major countries including Japan, U.S., Finland elevated planning and coordination roles and emphasized the interaction between S&T-society and innovation governance in response to emergence of the third-generation innovation policy. This study deal with several issues related STI governance from the post-catchup innovation and holistic innovation policy and examine arguments on governance design. And then new schemes and alternatives of 1)governance design for sustainability, 2)design of policy coordination and integration mechanism, 3)reorganization of S&T administration system will be discussed.

The public organization in the metropolitan area moved to regional province by Regional Innovation Policy in South Korea. This policy was settled to solve the problem of concentration in metropolitan areas and underdeveloped regions caused by industrial development strategy for 40 years from 1960s till 2000s. Government decided the plan under the judgement that moving public organization (or institutions) is one of National Innovation Strategy for balanced development. Furthermore, Central organizations/institutions were to be the subject of regional innovation by leading the regional innovation and building a new regional innovation system. The Purpose of this study is finding out the new direction of regional innovation paradigm and a new regional innovation system to be changed after previous public organization moving from metropolitan area to region province. And this study pointed up the problem between plan and process of Organization Removal, suggested the topics for success of New RIS, and prepared more details methods in future study.

유비쿼터스 환경은 조직의 구조와 개인의 행위를 변화시킬 뿐만 아니라 기업의 경쟁 패러다임 자체를 변화시킬 것으로 전망하고 있다. 또한 유비쿼터스 컴퓨팅의 기술이 경영경제, 행정, 교육, 문화, 의료등 사회 전반에 걸쳐 도입되고 있으며, 이에 따른 비즈니스 모델에 대한 중요성이 증대되고 있다. 기술에 관련된 RFID, USN, 표준화, 보안등에 대한 연구가 활발히 이루어지고 있으나, 비즈니스 모델에 관련된 연구는 미흡한 실정이다. 본 연구에서는 유비쿼터스 컴퓨팅에 대해 알아보고 비즈니스 모델 사례 검토를 통해 유비쿼터스 컴퓨팅 시대의 비즈니스 모델과 발전 방향 및 혁신 전략을 제시하고자 한다.

최근 정부는 변화하는 환경에 조응하기 위한 혁신적인 국가 R&D 시스템의 도입 및 성과평가 준거 틀의 전환을 시도하고 있다. 이에 연구자 중심의 "정부 R&D 혁신방안(2015)"을 제안하고 기존의 추격형 R&D체제에서 벗어나 질적 우수성 추구로 패러다임 전환과 창의 도전적 R&D에 초점을 맞춘 평가방식, 그리고 행정시스템 간소화 등을 해결해야 할 주요 과제로 제안하고 있다. 하지만, 다양한 이해관계자가 제시한 지속적인 의견 등을 고려할 때, 변화 이슈에 대한 장기적인 R&D 시스템 전개방향은 공감되나, 실행단계에서 실효적 적용은 많은 논의가 필요해 보인다. 특히, 특정 집단의 이해관계를 벗어나기 힘든 경우, 편향된 이슈 및 정책 제안이 제시되거나, 제안된 정책 간 일관성 있는 논리를 설정하기 어렵거나, 불특정 다수의 이해관계자 집단 간 이익 대변 혹은 현실을 벗어나는 이상적인 방향을 제안하는 경우도 있다. 따라서 이해관계자를 넘어서는 통합적 관점에서 사회 전체적 여건을 고려하는 혁신적 국가 R&D 시스템에 대한 정책적 실행방안을 고민해 볼 필요성이 제기된다. 본 연구에서는 우리나라의 과학기술 혁신정책 및 R&D 성과, 주요국 관련 동향 등을 살펴보고 현행 R&D 추진 시스템을 사회 시스템 차원에서 바라보며, 제기되는 관련 이슈에 대한 비판적 담론과 쟁점을 정리 및 분석하였다. 또한, R&D 혁신주체 간 상호작용 및 추진 시스템 효율성 측면의 핵심 이슈를 분석하여 R&D 추진 시스템 중장기 구축방향과 한계도 체계적으로 살펴보았으며, 이를 정리한 실행전략을 제시하였다.

'Creative Economy' has been announced as the new paradigm of socio-economic development strategy of newly elected President Geun-Hye Park's administration. By explicitly defining people as a major player in creative activity, it seems to depart from expert-driven or science & technology-focused development paradigms of previous administrations. Yet, its interpretation and operation in terms of government policy does not seem to show any differences. This study aims to explicate the nature of Creative Economy as a development paradigm by clarifying the differences between people's creativity and that of scientists and engineers through extensive literature review. People can contribute to the creative activity not just as users but also as living persons who make everyday yet independent choices based on their humanistic, philosophical, ethical and experiential capabilities which are clearly different from the sources of scientists' & engineers' creativity. People's creative activity does involve value judgement about life and can often accelerate the system innovation or transition by changing consumer behaviour and lifestyle, and hence destruct technological lock-in user lock-in of the existing system. People's creativity can thus present 'User/Field-driven Innovation Paradigm which clearly differs from existing expert- or science & technology-driven innovation paradigm. The Creative Economy with focus on people's creativity therefore faces new socio-economic development challenges of fulfilling the User/Field-driven Innovation Paradigm.

최근 사회 환경의 변화를 보면 혁신 기업도시 건설 등으로 인한 전국토의 도시화 및 도시구조물의 초고층화 및 밀집화 등으로 대형 재난발생의 가능성이 증가하고 있으며, 지구환경 변화에 따른 기상이변으로 인해 재해규모가 대형화 되는 추세이다. 이와 더불어 고령화 사화 도래와 생활수준의 향상으로 복지정책 강화와 재난에 대한 서비스 강화 요구가 증대되고 있는 실정이다. 이러한 재난환경의 변환은 기존 소방훈련 패러다임의 변화에 부응할 수 있는 보다 실질적이며, 다양한 재난상태에 대한 대응능력을 강화시킬 수 있는 훈련을 요구하게 된다. 본 연구에서는 재난환경의 변화와 교육 및 훈련 패러다임 변화에 부응할 수 있는 소방훈련을 국내외 현황분석을 통해 도출하여 향 후 소방훈련 시설 설계에 기준이 되도록 훈련 방안을 제시한다.

In the 21st century, administration is changing rapidly. The process of reconstruction based on ubiquitous environment in the enhanced information society reflects the paradigm shift to the information and knowledge society. Attempts to improve administrative services are also continuing through restructuring of administrative organization and organization reengineering in public sector. Thus, this study reviews the process of development in the e-government and tries a preliminary approach for diagnosis and performance measurement. It is needed to examine in order to maintain continuity of the future e-government. Henceforth, clear and diverse performance management and evaluation on the e-government should be made.

Information Technology (IT) has contributed much to Korea's economic growth and has helped the innovation of social paradigm. It helps the improvement of productivity, efficiency, convenience and communication, and also helps the critical changes of life style. IT convergence with other technologies or industries has appeared and it promotes new changes and innovations. In major countries, including Korea, the resources and capabilities has focused selectively into this new industry. In this paper, we try to develop advanced national strategy for this new industry. Finally, we suggest some Empowerment Factors of IT Convergence industries in Korea based on experts' survey results.
