S&T policy long treated as a sector policy is now solidifying its position as an infrastructure innovation policy that forms the foundation for many different policies. There is a growing need for enhancing the linkage and integration between policies by strengthening planning and coordination functions of the government organizations in charge of innovation policy. The major countries including Japan, U.S., Finland elevated planning and coordination roles and emphasized the interaction between S&T-society and innovation governance in response to emergence of the third-generation innovation policy. This study deal with several issues related STI governance from the post-catchup innovation and holistic innovation policy and examine arguments on governance design. And then new schemes and alternatives of 1)governance design for sustainability, 2)design of policy coordination and integration mechanism, 3)reorganization of S&T administration system will be discussed.
This study examines the major changes of research about science and technology administrative system and innovation governance, and suggests future direction through critical review. The subjects of the analysis are papers of such as Korean Public Administration Review, Journal of Technology Innovation and policy reports and government documents published by national research institutes. As a result of the analysis, the research itself has evolved from the part of the government organization to the unique field and main focused historical, normative, comparative analysis and institutional approach. In addition, coordination and integration of science and technology policies have been regarded as important issues in research, and innovation system (NIS) and governance perspectives have begun to be reflected in research. However, it reveals some issues such as small government theory vs big government theory, governance theory vs control tower theory, and shows limitations in problem definition and solution inconsistency, and lack of grand and detailed discourse. Future challenges include the pursuit of evolutionary rationality, the pursuit of diversity in multidimensional research and methods, development of korean policy theory and securing universality.

The Lorraine region of France is one of the regions in the core of Europe that suffered most from the decline of its traditional industries. Since the 1970s, various levels of governments have attempted to solve the economic and social problems originating from de-industrialization with policies of regional innovation, e.g., establishing technopole, the creation of the technology transfer network, the launch of the RTP project, and business incubators to promote start-ups, technology transfers, and networks between governments, businesses, universities, public research institutes, and the public. In this context, this paper attempts to analyse governance of regional innovation policies of the Lorraine region, based on an analytical framework developed by a groups of researchers, i.e.. Bae et at (2006). The paper concludes that the roles of governments are important in creating and implementing regional innovation policies of the Lorraine region; the policies heavily rely on the R&D capacity of universities and public research institutes; and various levels of governments have different roles to play.

The study aims to synthesize the discussion of the innovation district and suggest an alternative to the governance system of the innovation district. Cluster policies that focus on industrial specialization, networking, value chains, and industrial ecosystems have shown some problems and limits in advanced industrial economies. The innovation district, suitable for the era of urban innovation, convergence of industry, housing, leisure, and related variety, emphasizes cooperation through the convergence of various innovations, workshops and industries, and communities. It is important to build a quintuple helix based on cooperative governance through public-private partnerships, integrate the physical and cultural atmosphere, and service industries that strengthen the place prestige. Beyond the industrial aspect, innovation districts can facilitate changes in urban amenities and lifestyles and creative atmosphere, such as diversity, lifestyle, charms, and openness, and promote social vitality and economic interactions. The governance of innovative districts can promote inter-organizational exchanges, and combinations. When knowledge is created through exchanges between companies, it also affects changes in the governance system, evolving from a rigid and centralized system to an open, dynamic, and organic system. Through the innovation policy, the existing Central Business Districts (CBD) can be able to be transformed into a Central Lifestyle Districts (CLD).

The Ruhr region used to be a large industrial area, working as an engine of economic growth of the Germany. However, the region has been suffering from economic and social problems originating from de-industrialization. Since the 1970s, various levels of governments have attempted to solve the problems with policies of regional innovation, e.g., establishing technology parks, competence centers, and business incubators to promote start-ups, technology transfers, and networks between governments, businesses, universities, public research institutes, and the public. In this context, this paper attempts to analyse governance of regional innovation policies of the Ruhr area, based on an analytical framework developed by a groups of researchers, i.e.. This research aims to examine Korean regional innovation governance, find structural problems, and explore alternative strategies of regional innovation governance. Especially the alternative governance was searched through the case study of Daegu-Kyungbuk mobile cluster, of which formulation Samsung is the anchor institution. Regional innovation governance in this research is defined as a policy system to link knowledge generation & diffusion subsystem and knowledge application & exploitation subsystem, and institutional conditions to steer the system. "Social Capital Assessment Tool (SOCAT)" of the World Bank was utilized for the appreciation of cluster governance. The regional innovation governance of Daegu-Kyungbuk mobile cluster is characterized as production networks dominated by one-to-one relationship between Samsung and hardware/software developers, decentralized R&D networks and policy networks with multiple hubs. Major policy agents have not developed networks with local companies, and rare are interactions between the policy agents. Local companies, especially software developers, responded they have had experiences to cooperate for local problem solving and shared their community goal, however, the degree of trust in major local project leaders is not high. Local hardware/software developers with core technologies need to be cooperative to develop similar technologies or products in Daegu-Kyungbuk mobile cluster. Regional administrative actors, such as the City of Daegu and Kyungsangbuk-do, and diverse innovation-related institutes should build cooperative environment where diverse project-based cooperation units are incessantly created, taken apart, and recreated.

During the recent decades in democratic and industrialized countries, government policies for governing technological innovation and risks to environment and human health have undergone significant changes. The shift from a top-down legislative approach to a more inclusive and deliberative atmosphere is, putatively the most prominent change. Such a move is often described as a move from government to governance. In the governance of technology and risk, public engagement has been a major strategy in technology decision-making process. This article aims to look into the changes in the procedural modes of technology decision-making process. It discusses the main viewpoints that have been placed on the basis of such a move. Also, it further relates the changes in local decision-making process to science and technology decision-making at global level. It argues that the democratic and reflexive trends in local science and technology decision-making will be the basis upon which to shape and respond to global governance system: while international decision-making process would require accountability in integrating different values and rationalities, such accountability may be sustained and reinforced depending on the robustness of the local decisions and social choices.
Socio-technical systems are receiving growing attention as a core concept in the process of searching for proper solutions to sustainable growth. In this paper, we review the way for governing socio-technical transitions from a governmental perspective. Based upon the governance studies and transition research, we set social coordination and locus of transition pressures as transition contexts to differentiate transition policy governance. We propose four types of policy governance for sustainable socio-technical transitions: leading, facilitative, coordinative and persuasive. Analysis on four case based upon this typology shows different transition polices of each transition pathway in analytical aspect. It provides basic criteria for policy makers to design effective transition policies in normative aspect. Also, this paper can contribute to closing the gap between transition research and governance studies.
