Design Program for the Regional Development (지역진흥을 위한 디자인개발 프로그램)

  • Since policies of each local government toward regional development have been focusing on only development of the individual applied items such as a character merchandise, co-regional brand, and developing a speciality for the region, the adverse effects of design have been came out. So we carried out this research to minimize the adverse effect of design and also we would like to give the opportunity of thinking of a new way to activate local economy, to create regional identity and to develop local resources by applying the Cl program which have bean used as the way of business improvement coping with the conceptional change of competitiveness with a comprehensive view. Therefore, for design to play an important role in regional development, as standing on the basis of regional development it is necessary to attain the various goals such as activating administrative organization, improving the administrative image, and making the local in go unique. And also it is necessary to develop the communicational strategy as an innovative and expressive program which can consider human network development as an regional resource. To carry out this communicational strategy effectively, in particular, it is not only inevitable to operate the strategic and comprehensive programs promoting the regional development according to the of 6 stages design develop cent program which consists of region's self-verification and self-recognition, self-determination, development of self-innovation, visibility to unify the regional images, creating the design system, and carrying out and verifying the program, but also it is necessary to apply regional development system which can change the regional basic plan, aiming at regional development, into unique regional trait that has an future image by improving the program with constant management and feedback through verifying the design program.

  • 이제까지 부활된 정기시장인 원주시 쌍다리 풍물시장의 현황을 관찰, 면담, 설문지를 통하여 많은 문제점과 나름대로의 대안을 살펴보았다. 여러 가지 문제해결의 요소들이 복잡하게 얽혀 있는 쌍다리 풍물시장의 활성화 방안을 살펴보기에 앞서 풍물시장의 이해 관계자들을 살펴보기로 하자. 쌍다리 풍물시장의 이해관계자는 크게 4가지 부류로 나눌 수 있다. 첫째로, 상설상인들을 들 수 있다. 이들은 거리에서 노점상을 했던 도시빈민들이 대부분이며, 설문지에서 나타나듯이 낮은 학력, 소자본 그리고 노령인구층과 여자의 비율이 높다. 이들은 두 가지에 큰 관심을 가지고 있는데, 매장의 소유권과 5일장이다. 매장의 소유권은 이들에게 있어서 큰 희망이며, 5일 장날의 매상은 평소의 $5{\sim}6$배를 웃돌고 있기 때문이다. 또한 풍물시장 번영회라는 그들의 이익을 대변할 수 있는 단체를 구성하고 있으며 이러한 풍물시장 번영회는 상설상인들의 이익을 도모할 수 있는 여러 노력들을 하고 있다. 둘째로는 이동상인들을 들 수 있다. 이들은 장터를 떠돌아 다니며 상행위를 하는 부류로서 상설상인에 비해 상대적으로 고학력과 장년층이 많다. 이들은 5일장의 성쇄와 깊은 관련이 있으나, 5일장이 열리는 상설시장의 발전에는 아무런 흥미가 없다. 즉, 이동상인이 많이 모여드는 곳은 5일장이 크게 번창하지만, 그곳의 장이 패할 기미가 보이면 미련 없이 떠난다. 따라서 보다 많은 이동상인의 유치는 도시 5일장의 성쇄와 깊은 관련이 있다. 셋째로는 시당국을 들 수 있다. 시당국에 의해서 쌍다리 풍물시장은 노점단속에 반발하는 노점상들에 대응하기 위하여 생겨났으며, 5일장 역시 시당국에 의해서 부활된 것이다. 그러나 단기적인 측면만을 고려한 듯한 인상을 풍기는 쌍다리 풍물시장에 대한 행정은 대단히 아쉬운 부분이며 앞으로도 여러 가지 구조적인 문제점의 해결은 시당국에 달려있다고 해도 과언이 아니다. 즉, 풍물시장에 관련된 이해관계자들 중 유일하게 조직과 행정력을 가지고 문제해결을 할 수 있는 주체인 것이다. 넷째로는 풍물시장을 이용하는 소비자를 들 수 있다. 이들은 주로 원주에 살고 있는 사람들이 대다수이며 쌍다리 풍물시장을 이용하는 이유는 저렴한 가격에도 원인이 있지만 민족의 정서가 어려있는 시골장터에 대한 향수 역시 큰 원인으로 꼽을 수 있다. 이러한 점은 소비자 설문에서 구경거리를 위하여 장에 오는 소비자의 비율이 생각 외로 높게 나타남으로써 알 수 있다. 미국을 위시한 선진국들의 시장개방 압력과 우루과이라운드의 등장으로 우리나라는 경제, 사회문화적인 위기에 봉착해 있다. 1960년대 이후 계속되어 온 경제 제일주의 정책으로 우리 민족의 정서와 문화를 보존하는 일에 등한시하여 왔다. 이 때문에 우리 민족 고유의 뿌리를 점차 잃어가고 있다. 이러한 시점에서 도시노점상을 정리하기 위한 목적으로 정부에서 도시 5일장을 개장한 것은 역사의 아이러니라 아니할 수 없다. 이렇게 정부주도로 개장된 5일장이 운영되어 온 지 2년이 되어가고 있다. 개장 초기에는 시에서의 지원도 적극적이고 소비자들의 호응도 좋았으나, 최근에 들어 활성화의 속도가 둔화되면서 도시 5일장의 개념을 재정립할 필요성이 제기되고 있다. 정부의 주도로 시작된 5일장이므로 정부의 적극적인 추진하에 풍물시장 번영회와 활성화 방안을 모색해야 한다. 쌍다리 풍물시장의 5일장을 활성화하기 위하여 도시 5일장의 개념을 ${\ulcorner}$국민들의 생활수준이 향상되고 여가를 즐길 수 있는 여건이 형성되고 있으므로 전통문화(향토문화)를 유지하고 시민들의 정서함양에 기여할 수 있는 여가공간 조성${\lrcorner}$으로 규정해야 한다. 이러한 개념 하에 5일장의 주체를 명확히 하기 위해 시청 지역경제과를 중심으로 지자제의 실시에 발맞춰 지역특색에 맞게 5일장을 활성화하기 위한 전학을 수립해야 한다. 서울대형백화점인 롯데 슈퍼백화점이 송파 큰장터나 그랜드 백화점의 향토물산전의 성공은 도시 5일장의 활성화 가능성을 미루어 짐작할 수 있다.

A Study on Introduction of Autonomous Police System in Korea (우리나라 실정에 맞는 자치경찰제 도입에 관한 연구)

  • The purpose of this study is to establish the Police Reform Committee on May 10, 2017, with the aim of enforcing the nationwide autonomous police system in 2020. In addition, the government is promoting reforms of autonomous police and investigative structures, On April 5, 2018, a special committee of autonomous police system consisting of academics, civic groups, and legal professors was established. In 1991, the local council was established in Korea. In 1995, the local autonomous government era was launched with the election of local autonomous governors, but the field of security did not bring decentralization. This study suggests direction of organization and manpower management, personnel management and distribution, financial management, and political neutrality in order to introduce autonomous police system considering regional characteristics. Also, it should be promoted in the direction of maximizing the advantages of the decentralization system and national police without causing civil unrest and social disorder caused by the introduction of the rapid system. Self-governing police should reflect on the trend of autonomous decentralization in order to secure the Republic of Korea with a more secure policing policy, along with organic cooperation and mutual competition system with the national police.

Status of Employment-Related Qualifications Similar to a Medical Laboratory Technology Major (임상병리기술학 전공 유사 취업연계 자격 현황)

  • This study evaluated the various qualifications that can be linked to employment similar to the medical laboratory technology major. The qualifications for employment outside the medical laboratory technology major are industrial health instructor, doping control officer, audiologist, sign language interpreter, health education specialist, claim adjuster, Korea life underwriter, administrative manager, hospital administrator, insurance review manager, and hospital coordinator. The qualifications for employment similar to the medical laboratory technology major include the clinical research coordinator, clinical research associate, anatomist, analytical chemistry analysts, hazardous materials industry engineers, biotechnologist, biosafety managers, biotechnology technicians, medical device quality officers, animal care nurse, industrial engineer hazardous material, bioprocess engineer, biosafety officer, certified technology consultant, director of medical device quality control, laboratory animal technician, animal nursing technician, and cruise medical manager. Therefore, it is necessary to conduct a social analysis survey of the various qualifications currently held by medical technologists. In addition, it will be necessary to investigate the current status of medical technologists working in other fields. In the future, medical technologists should expand the scope of their work through efforts to strengthen their individual work capacity, share cases, and strengthen their expertise.

A Mixed Method of Gap-jil Behavior in Educational Institutions : Focusing on abuse of authority (통합연구방법을 활용한 교육기관 내 갑질 행태에 관한 연구 : 권한남용을 중심으로)

  • This study analyzed the abuse of authority among the types of power abuse in educational institutions in order to create an educational climate in which democracy and equality are respected and to create a better education and an equal society. First, we analyzed the concept and cause of power abuse through literature research, and then explored the cases of members of educational institutions according to the type of abuse of authority through qualitative research to derive implications. As a result, abuse of authority within educational institutions were found as follows: additional work without consultation, transfer of duties, coercive and unilateral instructions using status, instructions violating laws and guidelines, private instructions for personal convenience, specific institutions, personal rights, and privacy. Based on this analysis, a policy was proposed. First, an agreed standard for abuse of authority, an institutional mechanism to mediate conflicts and complaints over abuse of authority, mandatory installation and legislation of the best decision body, active and transparent disclosure of information, and a shift to open and listening administration are needed. Second, analyzing and seeking ways to reduce overuse of authority in educational institutions will be the cornerstone for leading education's democracy and equality by creating a culture of mutual respect and communication among members of the organization. Hope that follow-up studies will be carried out and that the Gap-jil in educational institutions will be reduced to create a better educational environment.

An Evaluation of the Importance of Major Indicators for Measuring the Level of Spatial Informatization in Local Governments (지방정부의 공간정보화 수준 측정을 위한 주요 지표의 중요도 평가)

  • This study diagnoses the maturity level of local government's spatial information policy in the face of the digital transformation period. To this end, by using the stratification (AHP) analysis technique, for the spatial information expert group, the importance evaluation is performed along with the selection of measurement indicators of the level of spatial informatization. First, the current status and indicators in terms of spatial information policies of local governments are studied through theoretical considerations. In addition, by examining previous studies, differentiation from this study is presented. In this study, 3 indicators and 18 detailed items of spatial informatization level evaluation indicators could be selected. As a result of the evaluation, the overall importance ranking for the measurement index was 0.125 (12.5%) for the establishment and utilizations of GIS Systems provided by local governments, 0.109 (10.9%) for the quality management of basic spatial information, 0.107 (10.7%) for the establishment and utilization of its own spatial information. 0.073 (7.3%) for the collaboration and sharing within the institution, 0.071 (7.1%) for the operation of education and support system on spatial information, 0.065 (6.5%) for the securing a dedicated organization and professional human resources, and interest at the institutional level were derived in the order of 0.053 (5.3%). The results of this study are expected to be usefully utilized as basic data to evaluate the level of spatial information policies promoted by local governments. In addition, if the local government's spatial information policy is pursued centering on the major indicators derived from the study, it is expected that efficient policy operation will be possible.

Improvement Plan for Construction Management and Legislation of Donation Collection Facilities (기부채납 시설의 건설관리 및 법제에 관한 개선방안)

  • The donation collection system to secure infrastructure and land necessary for public development projects has been actively applied as an effective means of realizing public interest and the concept of recovering development profits, and has contributed greatly to society in public difficult financial conditions. However, due to the ambiguous legal standards and lack of legal grounds for the operation of the donation collection system, it has been arbitrarily used for administrative convenience in the form of granting a donation collection assistant to install infrastructure. In addition, infrastructure is a facility that is constructed and donated within development profits to obtain licenses, and is promoted to minimize construction costs to improve profitability, posing a risk of poor infrastructure planning, design, and construction, resulting in increased safety and maintenance costs for citizens. Continuous system and legal improvement are needed to improve the excellence, convenience, and safety of facilities that citizens will use for half a century through the improvement of the donation system.

Promotion Process and Governance for Establishment of the Union of Kansai Governments: A Case of the Kansai Economic Federation (일본 간사이광역연합 설립 논의과정과 추진체계: 간사이경제연합회를 사례로)

  • The Union of Kansai Governments of Japan is regarded as a bench marking for the successful cooperation, alliance, and cooperation of neighboring local governments. The Union of Kansai Governments was a realization several active plan of the Kansai Economic Federation. The purpose of this study is to examine the roles of the Kansai Economic Federation in the process for establishment of the Union of Kansai Governments, searching for theoretical implications for the inter-municipal cooperation of Gwangyand Bay in South Korea. In particular, this study review the activities and roles of the Kansai Economic Federation in relation with the establishment of a number of promotional organizations and governance systems. We played special attention to the three important factors carried out by the Kansai Economic Federation, that is, the contineous activities, the accumulated research results, and establishment of various promotion organizations and effective governance systems. We suggest, in conclusion, that these three factors would also have very important policy implications for the discussion of inter-municipal cooperation among three cities, Yeosu, Suncheon, and Gwangyang.

A Study of the Effect on End-User Satisfaction for the End-User Supporting Activities in Information Center (정보센터의 사용자 지원활동이 사용자 만족도에 미치는 영향에 관한 연구)

  • Organizations are investing in information systems for an ever-increasing number of end-user tasks. Extracting benefit from these investments increasingly depends on supporting effective use or information center and satisfying information center users. Information center is information intensive and the use of advanced technology may support user for delivering an unique capabilities in an organization. Information center represents an important source which seems very well suited for end-users support investigation. This research explores the end-user support factors that correlate with user satisfaction in information center. To exam user satisfaction, information supporting, service reliability, and system capabilities were identified as potential predictors of end-user support satisfaction at information center. Three hypotheses have been tested with the survey or 252 end-users examines 18 potential end-user support factors such as information supporting, service staff attitude, and system capabilities at information center. Service quality gap between perceived Importance and performance for each support factor, is computed. The relationship between these service quality gaps and user satisfaction are tested. This study presents that the level of information supporting, service reliability, and system capabilities are significantly to user satisfaction, and it is influenced by the extent of service quality gap between perceived importance and performance for each support tactor.

Experiences of Public Visiting Nurses on the Linkage Cooperation of public case management: Focus Group Interview (방문건강관리사업 담당자의 공공부문 사례관리 연계협력 경험: 포커스 그룹 인터뷰)

  • This study was conducted to identify the linkage and cooperation experiences in public case-management services of visiting health care practitioners. Focus group interviews were conducted with three people in charge of providing visiting healthcare services in public health centers. A semi-structured interview questionnaire was developed in advance through discussions among researchers In response to the interview questions, study participants described in detail the success and failure factors associated with linkage and cooperation that they experienced while providing visiting healthcare services. The interview data were analyzed qualitatively to identify the main themes and sub-themes reflecting visiting nurses' experiences with linkage and cooperation. The three main themes were: 'Guidelines act as positive performance factors for community-based linkage and cooperation', 'Unstable employment and lack of an integrated system act as barriers to linkage and cooperation', and 'Necessary for multidimensional approach to promoting linkage and cooperation'. Based on these results, the authors propose the development of clear linkage and cooperation standards and procedures, thereby ensuring job security for visiting nurses. Moreover, an integrated information system should be developed and implemented.
