An empirical study on data governance: Focusing on structural relationships and effects of components (데이터 거버넌스 실증연구: 구성요소 간 구조적 관계와 영향을 중심으로)

  • This study aims to investigate empirically the structural relationships among the components of data governance and their impacts on data integration and data-based administration. Through literature review, various definitions, typologies, and case studies of data governance were examined, with the definition of data governance from a public policy perspective developed and applied. The study then analyzed the data from a survey conducted by the Korea Institute of Public Administration on the use of public data policies and confirmed that organizational factors play a mediating role between institutional and technical factors, and that institutional and technical factors have statistically significant positive relationships with data fusion and data-driven administration. Based on these results, interest and investment in the improvement and development of the legal system in data governance from the institutional, technical, and organizational perspective, clarification of means and purposes of data technology, interest in data organizations and human resources, and practical operation can be achieved. Policy implications such as the development of an effective mechanism were presented.

  • 본 연구는 조직시민행동의 선행요인으로 조직관리 차원에서 주요하게 고려되고 있는 인사관리 공정성, 경영자 행동특성, 윤리경영 같은 원인(외생, 독립)변수가 매개변수인 경영자 신뢰 및 조직냉소주의를 매개하여, 이들이 결과(내생, 종속)변수인 직무태도 및 행동(조직시민행동, 직무만족, 정서적몰입)과 어떠한 인과관계를 갖고 있는지 이들의 관계를 규명하는데 주력하였다. 이에 본 연구는 포괄적인 모형을 통해 직무태도 및 행동에 영향을 미치는 변수들의 경로를 확인함으로써, 단편적인 분석에서는 알수 없었던, 직무태도 및 행동에 영향을 미치는 원인변수, 매개변수, 결과변수를 분명하게 확정짓는 실증적인 틀을 제공하고 있다. 즉 사회복지행정 분야에서 이제까지 접목하지 않았던 경영자 행동특성, 윤리경영 등 전반적인 사회복지조직관리와 관련된 변수들을 포괄하였으며, 이는 추 후 사회복지조직 혹은 사회복지사를 대상으로 진행되는 연구의 이론적인 기반을 구축하는데 기여한 논문이라는 점에서 연구의 의의가 있다.

Influence interpersonal trust on productivity (대인신뢰가 업무생산성에 미치는 영향)

  • 본 연구는 내부조직관계에서 대인신뢰를 구성원들의 상대방(부하, 동료, 상사)에 대한 능력, 상호 믿음과 지원에 기반을 두는 것으로 정의하고, 조직구성원들의 협력적 관계는 조직결과의 향상을 가져올 수 있다는 것을 가정하여, 대인간의 신뢰가 조직생산성의 향상에도 영향을 미치는지를 확인하고자 한다. 연구결과에 따르면 직무수행에 관련한 의사결정에 참여도와 성과의 피드백만족도 그리고 개방적 의사 전달에 대한 만족도가 높을수록 업무생산성이 높아진다는 것을 알 수 있었다. 특히 대인신뢰에 기반을 둔 행정조직은 또 다른 관리적 도전인 문화적 다양성의 증대와 고객기대의 충족에 대처하게 되므로, 상사와 부하간의 대인신뢰를 구축하는 것은 구성원의 직무생산성을 증대시키고 조직몰입을 강화시킬 수 있는 원동력이 된다는 것을 알 수 있었다.

  • 교육인적자원부는 교육행정 전반의 효율성을 높이고 교원 업무 환경 개선을 위하여 교육행정정보시스템(NEIS)를 시행하고 있다. 그러나 교육행정정보시스템의 도입단계에서 시스템의 보안성 취약과 개인정보에 대한 해킹 우려 등의 이유로 교육행정정보시스템이 정착되지 못하였으나 NEIS의 27개 영역 중 개인정보를 많이 담고 있는 교무/학사, 입(진)학, 보건을 분리 별도의 서버를 구축하는 NEIS 교무업무시스템이 탄생하였다. 따라서 NEIS 교무업무시스템 활용하여 전자문서를 활용하여 이를 통한 교원업무가 경감되어 학교교육행정의 효율성을 모색할 필요성을 느끼게 되었다. 본 연구는 NEIS 교무업무시스템 활용에 따른 교원업무의 효율성을 분석하고자 하였다. 연구결과, 시스템 개선점 도출 및 편리성이 증진되었고 업무조직의 효율적인 분장 및 업무승인을 전자결재로 시행함으로써 시간단축 효과가 큰 것으로 나타났고 교원의 교무업무도 획기적으로 단축시켜 교원 업무의 효율성도 증진시켰다. 또한 교무업무시스템의 활용으로 소요시간과 예산이 절감되었다. 교무업무시스템의 이러한 교원 업무 경감 효과에 비추어 향후 과제를 제시하면 다음과 같다. 첫째, 교무업무시스템의 원활한 운영을 위하여 네트워크 정비나 성능 좋은 컴퓨터가 확보되어야 하고 둘째, 업무 효율화를 위해서 시스템 내에서의 업무 승인 기능이 확대되어야 하며 교원의 업무경감 및 시스템 운영의 활성화를 위해서 훈령을 학교현장의 여건에 맞추어 정비 보완해야 하며, 시스템 운영의 표준화를 위한 제도 개선이 필요하다.

  • The Police are classed special service on civil service system. Most of special service officers are applied special personal law. It is reason that organization and mission are different from general public officials. The police performance evaluation is enforced in dissimilar form with another civil services for these cause. This study proposed to verification formality about appraisal result to desirable operation of police performance evaluation system. At system enforcement early, it may be desirable that verification is limited finally supervisors rating.

The Mediating Effects of Self-efficacy on the relationship between Job-stress and Depression (지역 의료기관 행정직 직장인의 자기효능감 -직무스트레스와 우울에 미치는 매개효과를 중심으로)

  • The purpose of the study was to identify the mediating effects of self-efficacy between job-stress and depression in regional hospitals' workers. The data of this study were collected from 700 hospitals' workers who have been working in 306 hospitals in B city. And the data were collected from Feb. to May 2012. To determine the impact of self-efficacy on job-stress and depression for men and women workers in local hospitals, we measure self-efficacy, job-stress and depression of workers and analyze their relationships. There was a negative relationship between self-efficacy and job-stress(r=-.238, p<.001), depression(r=-.626 p<.001). Verifying the mediating effects of self-efficacy to the impact of job stress on depression, the mediating effects of self-efficacy were significant. It suggests that there is a need to relax the negative impact of job stress through the promotion of self-efficacy for individual or team-level organization.

Convergent Factors Related to Job Burnout among Hospital Administrative Staff (병원행정직의 직무소진과 관련된 융복합적 요인)

  • This study is executed to investigate convergent factors to job burnout(MBI-GS: Maslach Bunout Inventory-General Survey) among hospital administrative staff. The survey was administered to 201 staff from 9 general hospitals located in J area from Jul. 3rd, 2017 to Jul. 29th, 2017. The structured self-administered questionaries were used. The hierarchical multiple regression analysis shows the following results. The MBI-GS of respondents turned out to be significantly higher in following groups: a group in which Organizational Commitment Questionnaire(OCQ) is lower, a group in which Type A Behavior Pattern(TABP) is higher, a group in which depression(CES-D: Center for Epidemiologic Studies Depression scale) are higher. The results show explanatory power of 52.1%. The results of the study indicate that the efforts, to increase OCQ, and to decrease TABP and CES-D, are required to improve the MBI-GS among hospital administrative staff. The results are expected to be useful for the program and human resource management to related to the MBI-GS among HAS. In the following study, the analysis of structural equation modeling about additional factors of the MBI-GS among hospital administrative staff will be needed.

Effects of Tax Investigators' Pride, External Image, and Organization Identification on Organizational Commitment (세무조사자들의 자긍심, 외부이미지, 조직 동일시가 조직몰입에 미치는 영향)

  • This study is an empirical research on what effects public tax officers' pride, external image, and organization identification as tax specialists have on their organizational commitment. The results of the verification showed that their organizational commitment gets deeper as their satisfaction about pride, external image, and organization identification get greater. In order to meet the public interest in taxation and the demand of the time with positive attitudes and facilitate the functions of the taxation administration, public tax officers' organizational commitment should be intensified by increasing their pride as tax specialists, enhancing external images of the taxation administration, making substantial and realistic efforts, and letting public tax officers have organization identification.

A Study on the Nursing Organizational Change and Outcome in a General Hospital (일 종합병원 간호부서의 조직구조 재설계 전후 조직성과 비교)

  • Purpose: The purpose of this study was to confirm the change of nursing organizational characteristics and to define the difference of organizational outcome by measuring the organizational commitment and job satisfaction perceived by nursing staffs and patient satisfaction before and after organizational redesign. Method: The structured questionnaires of which contained organizational characteristics, organizational commitment and job satisfaction were developed from previous published studies after modification by researcher. The questionnaires were distributed to 1,200 and 679 nurses before and after nursing organizational change. patient satisfaction were measured before and after organizational change by direct interview with structured questionnaire from 1,566 and 1,291 patients. Results: 1. The organizational characteristics were significantly increased and the leadership of team leader and head nurse was significantly increased among the factors of organizational characteristics. 2. Organizational commitment was showed decreased tendency, but the difference was not significant. Job satisfaction was increased significantly and administration, autonomy, and job tasks were increased significantly in the factors of job satisfaction. Patient satisfaction was also increased significantly. 3. There was significant positive correlation between organizational commitment and job satisfaction and also job satisfaction and nursing organizational characteristics. All factors of organizational characteristics and satisfaction in present working unit were major factors to influence organizational commitment and explained 43.8% in a significant level by multiple regression analysis. The major factor which affect job satisfaction were the factors of nursing organizational characteristic except 'interaction with team leader' and satisfaction in present working unit among general characteristics and these factors explained 58.8% of job satisfaction. Conclusion: In conclusion, the nursing organizational change was very effective to bring about desirable change in nursing organizational characteristics and also to improve job satisfaction and patient satisfaction. Therefore the nursing productivity and comparability would be increased when the nursing organizational change is accomplished by the way of improving the factors of organizational characteristics and it would be followed by the promotion of job satisfaction and organizational commitment.

A Study on the Relationships among Nursing Organizational Characteristics, Types of Nursing Organizational Culture and Team Effectiveness at Operating Rooms (수술실의 간호조직특성, 조직문화 유형 및 팀 효과성과의 관계)

  • Purpose: This study was a literary investigation in the development of an effective team-raised and cultural nursing organization targeting operating room nurses. This was done by grasping organizational features, different types of nursing organizational culture and team effectiveness, and by analyzing the relationships among variables. Method: The participators were 373 nurses. The data was collected between March 10th and April 28th, 2004. SPSS Win 11.0 program was used for data analysis. Results: Results of this study were as follows: A nursing organization at operating rooms was found to have an organizational culture with the characteristic of a centralized power and hierarchy-oriented organizational culture. With respect to a relationship between operating room organizational characteristics and the types of nursing organizational culture, there was a significant correlation in relationship-oriented culture and innovation-oriented culture. In the relation between the types of operating room organizational culture and team-effectiveness, it showed a significant correlation in team-devotion, peer-groupsatisfactional perception of a team's outcome in decreasing order. Conclusion: The organizational characteristic at operating rooms was power centralization and the culture type was hierarchy-oriented. These are factors that have a negative effect on a team-effectiveness-affecting relationship-oriented culture, innovation-oriented culture and work-oriented culture.
