The purpose of this study is to diagnose the changes, complexity and ill effects of the public library administrative system in Korea, to analyze its previous research and improvement issues, and to suggest reform plans and subsequent action. To do so, the author has proposed a unification model for the library administrative system, the library status in the local administrative organization, and the library management plan of the local government. And the author has suggested various subsequent actions for the unification of the library administrative system, that is, the transfer of property, relief of the financial burden, removal of the disadvantages caused by the status change, adjustment of the library director's position, improving the personnel system of librarianship, and amendments to the relevant laws and regulations.

This study reviewed the US military government's record management system to fill the gaps in Korea's record management history. The US military government's record management system adopted the concept of "mixed use" between the Japanese Government-General of Korea and the US Army because of the dualized administration and constituency of human resources. In addition, the US Army's record management method was introduced during the US military administration to manage historical records and produce official documents that mix Chinese and English letters.

This paper is a preliminary study aiming to establish an archival objects system in Korea. This study analyzes the archival objects systems in the US, Canada, Australia, and China. This paper attempts to conceptualize archival objects and substantiate a management system of archival objects based on legal statues and guidance of each nation's records management. Moreover, this paper includes present conditions of utilization of exhibition by scrutinizing official websites of archival institutions and interviewing related officials in above mentioned countries.

Climate change asks the government to make changes in water management system. Although water demand is increasing according to urbanization, clean and safe water supply is limited. Therefore efficient water management is one of the key issues. Korean water management system is evaluated inefficient because it is executed by five different ministries. This study reviewed previous literature about Korean water management system, analysed present function sharing among 5 ministries, and conducted survey on improvement of water management system. Experts recognized that the most important problem of water policy is the failure of policy coordination among Ministries, and the solution of it is to make a new integral organization or to integrate related functions into one Ministry. Based on them, this study conclude that the central government functions related with water management need to be integrated on a new organization or Ministry of Environment focused on water quality improvement in the light of preservation instead of development.

본 연구는 e-행정서비스의 개념을 소개하고 실제 국내에 이를 구현하기 위한 방안을 제시한다. 이를 위해 선진 4개국의 사례를 도입기간, 시스템 체계, 시스템 범위, 도입 환경 등에 대해 살펴보고 논의한다. 본 연구에서 제안하는 e-행정서비스 실현 방안으로는 인터넷 패러다임에 부응한 추진전략의 수립, e-행정서비스 통합시스템의 구축, 정부 공개키 기반구조 체계의 정립, 다목적 스마트카드 도입, 인터넷 시대에 적응할 수 있는 행정정보화 관련 법 제도 보완, 그리고 마지막으로 인터넷 기반기술의 신속한 도입을 위한 유연한 환경 조성 등이다.

The paper analyzed the logical and empirical grounds for integrated ocean administrative system and conducted comparative analysis of the ocean administrative systems of a few major foreign countries. Also the paper suggested the alternative systems of integrated ocean administration, based on the analyses. The analyses indicated that integrated coastal and ocean management, synergy effects of integration, and people's support could be the grounds for the integrated ocean administrative system. They also indicated that nowadays, major foreign ocean countries are oriented to integrated ocean administrative systems. The paper suggested the following three alternatives of integrated ocean administrative system: i) the creation of a new ministry, ii) the creation of an interministerial and intergovernmental coordinating committee, iii) the naming of a lead ministry.

Study and analysis on the digital certification of the world today, and census on how digital signature is being used or considered for the government will be used to sum of what can be the difficulties and Problems in operating digital signature certifications for the government administrations at this research, and of course the answers to these problems will be provided too. This research suggests practical ideas on how to interoperate between Government PKI (GPKI: Administrational Digital Certification for the Government) and National PKI (NPKI: Digital Certification for General Public ＆Business), how to make use of Standard Security APIs, how to manage (e.g. issue, reissue, update, revoke) digital certificate, how to improve technical side of security and reliability, and how to improve political issues on public education for information security. Digital certification will become more popular and widely used in government administrations in the future. Therefore, census and research on demands md satisfactions of digital certification for public and government will be regularly performed. Of course, continuous maintenances and improvement in this field will be necessary to obtain firmer way of information security.

The purpose of this study is to investigate the importance and validity of the unified policy of the administrative system for the public library through the analysis and evaluation of the outcomes and plans about the policy on the first and second Comprehensive Library Advancement Plan. In addition, this study seeks to the strategies for the public library administrative system unification by reviewing the issue details of the unification strategies. The first Comprehensive Library Advancement Plan was found to be just proclamatory without concrete and practical results through its performance analysis. The policy tasks were evaluated to lack in feasibility and specificity in the second Comprehensive Library Advancement Plan which was performed on a group of library professionals. Policy decision to determine who would be responsible for the unification into the local government was found to be valid by the results of previous research findings, policy evaluation by experts and in-depth interview survey for field practitioners. Substantial and detailed action-oriented strategy rather than bluffing and macro policy is necessary for the unification of the library administrative system. It is because we have found there exist significant issues in terms of unified approach, structure of the organization, personnel transfer and grade adjustment, property transfer, etc. through the analysis.

현재 산림청에서는 NGIS와 연계한 국가차원의 산림지리정보시스템(FGIS)을 구축하는 사업을 추진중이며, 행정자치부에서는 정보화촉진기본법에 따라 국가적 행정종합정보화 차원에서 제안된 2단계 소방/재난관리시스템 구축의 필요성을 제시하고 있다. 이러한 범국가적인 사업과 연계하여 각 지방자치단체 규모의 산림행정체계 규모의 산림행정체계에 적합하고, 국지적 기상조건 및 확산요인을 고려한 시스템을 개발하여 일선 실무자의 행정생산성 향상차원에서 실제 활용될 수 있는 개별시스템으로 구현해야할 필요성이 있다. 따라서, 본 연구는 각 지방자치단체의 산림담당자가 산불의 사전예방 및 홍보활동을 위한 산불 다발지역을 분석하고, 광범위한 산림지역을 효과적으로 감시하기 위한 산불감시카메라 의 위치를 산정할 수 있으며, 산불 발생시 국지적 확산요인을 고려한 실시간 산불확산 형태 를 예측할 수 있는 시스템을 설계하고자 한다. 또한 평상시 소방시설물을 관리하고 산불발 생시 신속한 진압을 위한 각종정보(예 : 최단이동거리분석)를 제공하며, 산불감지 시점으로 부터 상황종료 시까지의 종합사고보고를 위하여 위성영상과의 비교분석 등 사후관리까지의 체계를 수립하고자 한다.
