It should be noted that current rules and provisions of the law, such as the act of military air base and the act of the construction, do not provide a fairly good solution regarding the conflict between the company and the air force. The act of military air base does not have the jurisdiction on the matters occurring outside the edge of the flight safety zone. Freezing measure about the construction permit is not suitable for this case. A sort of policy or revision of the law will be needed to foster the transaction between parties in question which may be useful for enhancing overall efficiency.

In this study, the marine environment is measured and analyzed in real time through the X-band radar installed on the rooftop of the Sokcho Beach administrative Welfare Center and Ulleungdo. Afterwards, the goal is to transmit the analysis results to the client PC. Using electronic maps and electronic navigational charts, the measurement results are overlaid on GIS (spatial information system), real-time data are shared through a website, and information is displayed through a web server. Currently, CCTV information and marine environment information are displayed on the website, but various application studies such as the use of Open AP I will be conducted in the future.
The executive authority of the Ministry of Public Administration and Security on the 'management of security of the government complexes' is not sufficiently secured only with the organization law, the Government Organization Act. It is needed to establish an administrative actions law, an individual law that sets detailed contents and limitations of the executive authority to be stipulated. The current regulation, Regulation on the Management of the Government Complexes which is a Presidential Decree, is a legal decree that lacks a legal basis. The decree does not match with the current constitutional framework and raises the issue of its legality. The regulation may have the characteristics as a public property management law so far as it stipulates such matters as supply and maintenance management for the complexes, acquisition and disposition of complexes, facilities management of complexes, etc. However, the regulation includes high authority actions by an administrative organization, such as facilities security and order maintenance including restriction and control of access. This makes the regulation have the characteristics of a public property policy act as well. To supplement the legal framework for this situation, it is needed to level up some of the provisions relating to protection and security management to the level of an act as they stipulate high authority actions by an administrative organization. Other matters in the Regulation on the Management of the Government Complexes such as provisions relating to supply and allocation of complexes, etc. may be maintained as they are. In addition, the protection officers (general service official) does not own legal authority and have limitations on securing the capability to deal with the situations on implementing the on-site protection duty. Therefore, it is needed for the protection officers to secure protection duty-related authority by stipulating in a law. The main contents of the law on the protection and security of the government complexes may be those matters providing reservations on the implementations of laws. These may include the limitation of rights of and charging obligations on the people such as restricting the actions of personnel in the complex, rights and obligations of protection personnels relating to their duties, use of weapons, training of protection personnel, penal provisions, etc. These legal reservations should be included in an individual act.

The definition of urban forest is described as all forest and trees except the Natural Parks throughout whole territory in Urban Forest Act. But the concept of urban forest in the law differs from general awareness by Korean citizen and from definitions of other countries. For discussing such differences of urban forest definition, it was tested how much urban forest area would be changed according to the various definition of urban area. The urban area was defined to be four scenarios in this study in consideration of "urban area" by National Land Planning and Utilization Act (NLPUA), 300m buffered boundary from the "urban area" proposed by World Health Organization (WHO) and forest watershed area. In the scenario 1, including forest watershed intersected with "urban area" by NLPUA, urban forest area was estimated at 1.83 million ha in which urban forest area per person was 386㎡. In the scenario 2, including forest watershed intersected with 300m buffered boundary from the "urban area" by NLPUA, urban forest area was estimated at 1.92 million ha in which urban forest area per person was 405㎡. In the scenario 3, including forest watershed intersected with "urban area" placed within administration boundary (Eup·Dong districts), urban forest area was estimated at 1.08 million ha in which urban forest area per person was 230㎡. In the scenario 4, including forest watershed intersected with 300m buffered boundary from "urban area" placed within administration boundary, urban forest area was estimated at 1.20 million ha in which urban forest area per person was 256㎡. Therefore, the boundary of urban area should be agreed clearly prior to defining the urban forest area for avoiding unclear area calculated according to different definitions.
To compare the features of ground-dwelling invertebrates according agroecosystems, we selected paddy fields, dry fields, orchards in the Eastern region of Korea. The surveys were performed by using pit-fall traps twice per year from 2013 to 2015. Total 6,420 individuals of 172 species belonging to 13 orders, 58 families were investigated in the Eastern region, the species of Hymenoptera (38.26%), Orthoptera (16.28%) accounted large portion of the communities. In the geographical observation, invertebrates were caught was 2,983 individuals in Gyeongsangnam-do, the diversity index of Gyeongsangbuk-do community was higher than of the others and abundance and species richness of paddy field were higher than from dry field or orchard. To understand the relation between taxonomic groups and environmental factors, we carried out the canonical correspondence analysis and hierarchical clustering. As a result, Homoptera, Blattaria, Isoptera, and Coleoptera were positively related to soil pH, soil temperature, and moisture contents, and negatively related to the others. Invertebrate community also were patterned dependently by type of ecosystems. This results were shown that distribution of invertebrates is a few influenced the relationship of the space habituated invertebrates and environmental factors.

The purpose of this study is to illuminate the meaning of the soundscapes of two bells, Daeheung-dong Cathedral and Sungsimdang in Eunghang-dong, which are landmarks and attractions in the historic downtown of Daejeon. The study was conducted through field research and recordings, as well as literature studies of related documents and soundscape theory. Daejeon city was developed along with Daejeon Railway Station during the Japanese colonial period in the early 20th century. As the Chungnam Provincial Office moved to Daejeon, Daeheung-dong and Eunhang-dong in Jung-gu, located near Daejeon Station, developed significantly and formed the city centre. As major administrative agencies moved to Seo-gu in the 1990s, the downtown area of Daejeon was on a path of decline, and the decline accelerated with the development of Sejong city. Meanwhile, Daeheung-dong Cathedral and Sungsimdang, founded by refugees during the Korean War, firmly protected the historic downtown area of Daejeon, where the natives left. Daeheung-dong Cathedral, established during the Japanese colonial period, is a local landmark with a history of 100 years in 2019. Sungsimdang, which was created with the backdrop of the Korean War, is also a historical and cultural asset with a history of 60 years and a local landmark selected as the No. 1 tourist attraction in Daejeon. This research, which started from the sound of the bells of Daeheung-dong Cathedral, heard even in the neighboring residential areas, led to the discovery of the bells of Sungsimdang in Eunhang-dong, located across the street. In this paper, the bells of Daeheung-dong Cathedral and Eunhang-dong Sungsimdang have characteristics of soundmarks according to R. Murray Schafer's soundscape sound category. Furthermore, this paper attempted to analyze the meaning of the two bells according to the relatively recent EU soundscape definition. These two bells are signal sounds at the surface level, but are the sound marks of the historic downtown area of Daejeon at the deep level. Although there are outward differences in size, scale, frequency, and famousness, these two bells share a meaning in terms of locality and good influence with the historicity and spatiality of a special relationship. The implication of this study is that the two places should be preserved as local historical and cultural assets not only as visual landmarks but also as sound marks in the urban regeneration or urban development of Jung-gu, Daejeon.

This paper aims to analyze success factors for the construction of Supdari(a traditional wooden bridge to connect small streams temporarily), which is a citizens' initiative project to revitalize local community in Jeonju-River, Jeonju City. Recently Supdari has been restored for the use of belongings in local festivals. But Jeonju-River Supdari was designed and built to unite local citizens and connect river-divided villages. This project shows how investing social capital like Supdari makes the community vitalize through citizen's active participation. As a citizen leading project, there were several critical factors for sucess. At first, there were some noticeable ways to encourage local citizen's participation in online and offline. In the online, the Supdari internet cafe introduced what is a Supdari, how to make it and where we build using various media of UCCs and photos. In the offline, the small scaled model of Supdari was made and exhibited in the entrance of the village and related several seminars were hosted to discuss how to construct Supdari with citizens, local assembly men and public officials together. The Second is the movement to restore traditional and cultural resources for the community recovery triggered the supports from local councils and many civic groups. Civic groups supported ecological and structural expertise to guarantee environment friendly and stable construction. And local councils mediated citizen's and administrative office's opinions. The third is flexible administrative management to help citizen's ideas to be realized. Officials extended setting period of Supdari on the condition with the civic-control safety management.

This study analyzes the effect of floating population, locational characteristics and spatial autocorrelation on foodservice sales using big data provided by the Seoul Institute. Although big data provided by public sector is growing recently, research difficulties are occurred due to the difference of aggregation units of data. In this study, the aggregation unit of a dependent variable, sales of foodservice is SKT unit but those of independent variables are various, which are provided as the aggregation unit of Korea National Statistical Office, administration dong unit and point. To overcome this problem, we convert all data to the SKT aggregation unit. The spatial error model, SEM is used for analysing spatial autocorrelation. Floating population, the number of nearby workers, and the area of aggregation unit effect positively on foodservice sales. In addition, the sales of Jung-gu, Yeongdeungpo-gu and Songpa-gu are less than that of Gangnam-gu. This study provides implications for further study by showing the usefulness and limitations of converting aggregation units of heterogeneous spatial data.
The purpose of this study develops the methodology to extract the poor deprived districts using the data from the national spatial data infrastructure portal. Particularly this study tries to select more acute indicators and to test the operability of such indicators. Also this study is focused on the versatile methodology that can be adjusted to incorporate alternative indicators that might be appropriate according to the hierarchy of the spatial unit. The indicator sets are composed of three dimensions: the poor class, the poor old housing, and poor residential neighborhood environment. Each representative indicator is selected based on the characteristics of the poor deprived districts. As a result, at the level of administrative Dong, key indicators for extracting the poor deprived districts are number of recipients of national basic living security per thousand persons and ratio of households living at old detached house. At the level of the national based zip code district, the ratio of buildings built on parcels located at roads below 4m in width, the ratio of small parcels below $60m^2$ and the ratio of poor old buildings are very important indicators. The result of grid analysis by overlaying the coverage of multiple indicators shows that relatively more vulnerable and deprived districts can be extracted at the small sub-district level. This study suggests the possibility to create the high value-added information, using the data from the national spatial data infrastructure portal. This methodology enables policymakers to select the priority target districts of poor deprived district more effectively.

In terms of environmental justice, urban parks play a pivotal role in imperative amenities allowing for physical activity. The reasonable distribution of urban park services must be considered in terms of community demand and the context of the park. The purpose of this study is to analyze the inequity of qualitative park service according to the socioeconomic status(SES) in Daegu. The qualitative service was assessed for 82 neighborhood and walking-distance parks by utilizing the NGST(Neighborhood Green Space Tool). The inequity was analyzed by SES variables(ratio of basic living recipients, ratio of single-parent families, average housing sales, dilapidated dwelling ratio, and park area per capita). The features of the qualitative equity in Daegu is as follows. First, urban park planning in Daegu is in parallel with the development of residential areas rather than the local policy. The development pattern of parks stretching from center of the city to outskirts clearly dissociates the city based on socioeconomic status. The parks in the center are relatively old and poorly managed. Second, overall neighborhood parks lacked recreational facilities. The facilities are significantly influenced by the housing values around them. The lower the recreation facility score, the higher the floor gradient of the urban parks constraining physical activities. Third, the quantitative supply of parks has nothing to do with the quality of the urban parks. Green space distribution is highly dependent on natural park areas, so the park area per capita cannot be a standard for assessing qualitative equity.
