According to viewpoints of researchers and stakeholders, various opinions can be suggested on self-governing police system. Therefore, success of Korean self-governing police system will be defending on how to balance among conflicting values such as Empowerment, Political neutrality, Financial issues, Comprehensive competence in maintaining public safety. Before the launching of self-governing police system nation-wide, the experience of Jeju provincial police will be valuable model case. In specific, enlargement of work scope of self-governing police in Jeju province which has been introduced since last year will be a useful reference. There is more pessimism about self-governing police of Jeju province so far. However, this perspective is mostly based on the issue regarding hardwares such as manpower, equipment, law and organization. Issues regarding softwares such as organizational culture, operation system and work process need more attention to evaluate self-governing police system properly. To mark the first year after enlargement of work scope of Jeju police, this study demonstrate the overall result and implications of self-governing police of Jeju province based on documents, statistics, reports and media reports. In result, several preconditions are needed to implement the self-governing police system nation-wide successfully. 1. Strengthen the link between local government and local police 2. Establish the foundation for collaboration of state and local police 3. Enhance the aspect of citizen autonomy in local level 4. Reinforcing the capability of handling situation of state and local police 5. Invigorating the inter-organizational working group to operate self-governing police system effectively. The self-governing police system is unclosed topic to discuss. After this study, in-depth studies should be followed with more resources. Particularly, additional perspective including redundancy and equity need to be considered regarding self-governing police. By getting with the changes of macroscopic trends - lowbirth and aging, the fourth industrial revolution and possible reunification of north and south Koreas - these studies should suggest the long-term blueprint of self-governing police system of Korea.
Geospatial information and technologies are considered as a fundamental element in the foreign advanced e-governments. Integration of e-Government and GIS technology should be an important task for the Korean e-government. Purpose of this study is to propose integration strategies for Korean e-Government and National GIS projects in a GIS perspective. For the successful integration this study analyzes the evolutional stages of e-Government and changes of GIS paradigms in a more comprehensive way. This study hypothesizes that integration of e-Government and GIS can create greater synergic effects fur the improved citizen services and increased efficiency of governmental administration. To verify the hypothesis, cases of advanced e-Governments in the foreign countries and progress of the Korean e-Government projects are compared and integration strategies are suggested. The strategies are as follows: expanded integration of geospatial and text-based information in e-Government for the greater synergic effects, implementation of GIS portal for e-Government, and development of a variety of geospatial information services for easy access and public participation. Most importantly, innovation of the institutional environments can be considered as an essential requirement to enhance and broaden interdepartmental partnerships. To realize the integration strategies suggested, this study presented the future projects under the following 5 topics: 'service', 'integration of information', 'technology', 'organization' and 'infrastructure for integration'. It is expected that results of this study can contribute to the bigger picture of Korean e-Government and the third National GIS master plan in 2006.
The Neis System is a system integrating administrative information that was operated in elementary and secondary schools in Korea. Currently, this system is operated by a central server method and contains school administration information and important educational information of students. Among student information, the student life record contains important information for a student to advance to a higher level institution, but problems such as information leakage or manipulation may occur due to malicious attacks. In this paper, we propose a hybrid blockchain system that combines the server and blockchain technology managed by the existing Neis system. The proposed system records the query information of the database in a block when student information is accessed. When a request for correction of student information or issuance of a certificate is received, the query of the blockchain, the information in the database, and the student's key value are checked to determine whether the information has been leaked or manipulated, and only if the data is normal, the request for revision of the record is performed. This process is more secure than the existing central server because it checks the manipulation of data through the blockchain. The proposed system was implemented on the Ethereum platform, and the query information of the blockchain was experimentally verified using smart contracts. This study contributes to enhancing the reliability of the Nice system by strengthening the security against forgery and alteration of student data by combining the existing Nice system with a block chain.
Recently the characteristics of those who committed serious terrorist crimes are not directly related to the direct command system of a specific terrorist organization (ex. IS) but are influenced by the political propaganda of terrorist organizations online, Terrorist crime under the loose form of the terrorist organization. Therefore, this study suggests ways to improve countermeasures against terrorism in metropolitan subways. Although it is important for the prevention of terrorism in the subway, it is important for the police officers of the subway police and the special police officers of the railway to have a physical limit to take charge of them, and after confirming that improvement measures are necessary, And pointed out the possibility of establishing independent security departments where judicial and administrative control is not feasible to grant police rights. In addition, I pointed out how to improve the safety of subways in the metropolitan area through the recruitment of core job candidates and the identity survey during the subway operation. Furthermore, it was confirmed that a special council on terrorism, which can take into consideration the characteristics of subway terrorism, such as airports and ports, is required to be established in charge of terrorism prevention under the current Anti-Terrorism Act. Finally, it is once again emphasized that the strengthening of the powers of the counterparts to terrorism must inevitably limit the basic rights of the people, so the principle of proportionality must be observed in their activities.
The aim of this study is to determine factors that affect the competitiveness and the move-in environment of migration companies according to the recent change of location conditions of industrial complexes. The results of analysis show that productive factor and economic factor are related to the main factors that determine the location environment. The resident companies have a strong link to the economic characteristics factors, which seems to be related to the expectation and satisfaction for public support facilities, hospitals, educational institutions, and administrative agencies to be placed in the complex, encouraging companies to be located in the complex. In other words, if the existing economic factors and public support facilities were complemented, it can be inferred that the industrial complex promotion policies will be more effectively planned. Also, transportation and infrastructure facilities are analyzed as successful factors for resident companies. In addition, the economic and productive environments turn out to affect public support facilities and environmental factors of infrastructure as major factors. The results of this study are expected to be a useful guideline in determining the resident policy or external factors for the future industrial complex.
Establishment and expansion of a FOI regime is a fundamental basis for modern democracy. Informed decisions and supports by the people are critical to establishment of democratic institutions and policies. The best tool to make informed decisions and to ensure accountability is the FOI. For effective FOI, good records management is necessary requirement. This paper observes and analyses the development of the FOI in the U.S., the Open Government policy, and the government records management reforms under Obama Administration to search viable solutions for Korean FOI and public records management reforms. Major revisions and advancement of the FOIA in the United States are examined, especially the revision of the FOIA as the OPEN Government Act of 2007. The FOIA revision enhanced greatly the freedom of information in the U.S. including the establishment of an independent FOI ombudsman by the Congress. The paper also discusses the Presidential memoranda on the Open Government and the FOI by President Obama, the following directives, Presidential memorandum on government records management and the Government Records Management Directive. Major contents of the directives, plans, and achievement are summarized and analysed. Finally, this paper compares the government records management reforms under former President Roh Mu Hyun with the Obama's reform drive. The comparison found that major difference in the "top-down" government records reforms are the difference in democratic institutions such as weak congressional politics, strong bureaucratic obstacles, and relatively weak social and professional supports for the reforms in Korea, while these reforms were similar in terms that they were driven by insightful political leaders. Independent FOI ombudsman and national records administration are necessary for such democratic reforms.

This paper forecast that, if the EMC test market for broadcasting and communication materials and equipment reaches a saturated state, such will give rise to adverse effects such as capture phenomenon, rent seeking phenomenon, and stiff test price competition; this in turn will eventually wield a negative impact on our society. Thus, to determine the saturation level of EMC test markets, the size of test markets and test capabilities of the designated laboratories were surveyed. As a result, the operation rate of equipment in the EMC test markets was revealed to be 78 %, suggesting market saturation. Moreover, the wireless, wire, and SAR equipment operation rates reached 65 %, 3 %, and 10 %, respectively, suggesting market saturation. Thus, maintaining the strictness of testing requires limiting the designation of new test laboratories; in light of practices and implementation of laws, however, the relevant administrative agency has difficulty rejecting applications for the designation of laboratories.

A public library in most countries is a knowledge and cultural institution, which is established, supported and funded by the local administrative authorities and central government. Public libraries, therefore, should ensure access to knowledge and information through various resources and services equally available to all members of the community. This role of the public library is a world-wide phenomenon and are called the universality which is applied to all countries. On the other hand, the public library's policies and operations in many countries have their own particularity, meaning exceptional cases, and this is due to the different stages of the growth and development, socio-cultural diversities. This study analyzed and discoursed whether expansion policy of the small library, supremacy of lifelong learning, steep increase in the percentage of contracting out, installation and operation of reading rooms in public libraries are examples of tolerance of particularity based on the universality or the negation of the universality packed with particularity in Korea.
This study purported to investigate the current state of human rights of older adults residing in rural areas of Korea. The study utilized, as an analytic framework, 4 priority directions (1. "older persons and development", 2. "rural area development", 3. "advancing health and well-being into old age", and 4. "ensuring enabling and supportive environments") with 13 task actions recommended by Madrid International Plan of Action on Ageing (MIPAA). Furthermore, the study examined gender differences in all items included in the analytic framework. Data was collected by the face-to-face survey on 800 subjects aged 65 and over. Statistical analyses were conducted using STATA 13.0 program. The main results were summarized in order of 4 priority directions as follows. First, average working hours per day were 6.2, and men reportedly participated in economic activities and needed job training more than women, while women participated in lifelong education programs more than men. Awareness of fire and disaster prevention facilities was low in both genders. Second, accessibility to the support center for the elderly living alone as well as protective services for the vulnerable elderly was found to be low. IT-based services and networking were used more by men than women, and specifically, IT-based financial transactions and welfare services were least used. Third, medical check-ups and vaccinations were well received, while consistent treatments for chronic illnesses and long-term care services were relatively less given. In addition, accessibility to mental health service centers was considerably low. Fourth, although old house structures and the lack of convenience facilities were found to be circumstantial risk factors for these elders, experiences of receiving housing support services were scarce. The elderly were found to rely more on informal care, and concerns for their care were higher in women than men. Plus, accessibility to elderly abuse services was markedly low. Based on these results, discussed were implications for implementing policies and practical interventions to raise the levels of the human rights for this population.

This study analyzes the entrepreneurship education phenomena for agri-food entrepreneurs whose main business is the production of agricultural products and the sale of processed products, using the qualitative study Strauss & Corbin(1998)'s evidence theory approach. From the entrepreneur's point of view, I would like to summarize the phenomena that appear in education, and to prepare a theoretical basis for explaining the phenomena. The importance of entrepreneurship education is emphasized to cultivate the ability to develop and provide products tailored to customers. The necessity of education leads to an increase in demand according to the situational awareness of the founders, and the quantitative increase in entrepreneurship education in the agri-food sector is a clear trend. Inevitably, the need for various discussions on systematic and effective entrepreneurship education is raised. For the study, an interview was conducted with preliminary or entrepreneur who have experienced entrepreneurship education in the agri-food sector. As a research method, I use Strauss & Corbin(1998)'s approach and analyze qualitative data using QSR's NVIVO 12 program. Through this study, it was found that contextual and systematic entrepreneurship education in the agri-food sector has the effect of strengthening competitiveness and strengthening sales. There is a need for follow-up management of trainees. Strengthening the competitiveness of start-ups is based on training professional manpower through education and linking regions with cities. Strengthening sales is based on product planning and market development. This study explores entrepreneurship education in the agri-food sector, which has not been actively conducted in the past. Exploratory analysis on the experiences of the founders of agri-food sector as education demanders has an important meaning for understanding the phenomenon of start-up education.
