This study aims to be of help to cope with internal and external circumstances of hospital effectively by analyzing the weight of role for a hospital manager which has been changing. It surveyed 191 top managers and administrators working in a medical institute like hospital located in Busan, Ulsan and Kyungnam area from 20 November, 2007 to 29 February, 2008. The results of this study were as follows: The top manager thought that the role as a leader is the most important role as a manager in present, but the role as an enterpriser is also very important in future, however, they had troubles in the role of a representative which they have carried out in present. In order to overcome the current medical situation that competition is getting keen, it seemed that they expected the role as an enterpriser would be more important in future for competition and organization improvement. The administrator thought the role as a leader is the most important in present, in future and in current performance. It was considered that they recognized the importance of team work, order, goal of the organization, strategies, and information interchange regarding the characteristics of hospital that there are people of various kinds of occupations.

본 논문에서는 공공자격처리시스템의 관리 효율성을 극대화하기 위한 지침서의 신개발 사양으로 다양한 이론에 근거한 IT 거버넌스 체계를 적용하여 모델을 개발하고 실제 운영시스템에 적용한다. 모델의 개발은 정보기술자원과 정보를 공공자격처리시스템 개발 전략과 목표를 기준으로 일반적 사항인 계획, 조직, 도입에 대한 사항의 상위개념으로서 구축, 운영, 지원, 모니터링 등에 대하여 시스템 관리자와 함께 일반 행정처리 중심의 사용자를 바탕으로 한 기술 분야의 세부사항을 자세하게 중점적으로 적용하는 방법론을 도입한다. 개발자와 관리자 및 행정사용자가 중심체계가 되는 방법론을 적용하여 관리자 지침서를 모델링하는 본 논문은 공공자격처리시스템 프로젝트를 2개의 대규모 개발 시스템으로 분류하고 각각 7가지의 분야에 대하여 세부사항을 도출하고 운영책임 관리자와 일반 행정처리 사용자에게 적용하여 결과를 평가한다. 국가정보화 IT 거버넌스 혁신을 통하여 8가지 영역의 표준 지침서 제작의 필요성이 대두되어지는 관점에서 본 연구가 국가가 시행하는 공공자격 처리시스템의 특수 분야에서 확장되어진 기술적 공유를 추구할 수 있다.

본 논문은 공공자격 온라인 처리시스템의 예외사항 및 오류처리에 대한 관리 효율성을 극대화하기 위한 연구로 다양한 이론에 근거한 IT 거버넌스 체계를 적용하여 실제 운영시스템에 적용한다. IT거버넌스에 기반 한 예외사항 및 오류처리에 관하여 공공자격 온라인 처리시스템의 개발 전략과 목표를 기준으로 구축, 운영, 지원, 모니터링 등에 대하여 각각의 처리모듈에서 발생 가능한 예외사항과 오류처리에 대하여 시스템 관리자와 함께 일반 행정처리 중심의 사용자를 바탕으로 한 처리 지침의 세부적 사항을 기술적으로 적용하는 개발 방법론을 도입한다. 개발자와 관리자 및 행정사용자가 중심체계가 되는 방법론을 적용하여 예외사항 및 오류처리에 대한 지침서를 모델링하는 본 논문은 공공자격처리시스템 프로젝트를 일반 및 실무분야에 대한 2개의 대규모 개발 시스템으로 분류하고 세부사항을 도출하고 운영책임 관리자와 일반 행정처리 사용자에게 적용하여 결과를 평가한다. 국가정보화 IT거버넌스 혁신을 통하여 8가지 영역의 표준 지침서 제작의 필요성이 대두되어지는 관점에서 본 연구가 국가가 시행하는 공공자격 처리시스템의 특수 분야에서 확장되어진 기술적 공유를 추구할 수 있다.

Purpose: This study was to investigate the relationships among nurse managers' participation in decision-making process relation to human resource management and the influencing factors. Method: The subjects were 198 nurse managers who were in general hospitals over 900 beds. The data were collected from January 13 to March 13, 2006. The SPSS PC+ 12.0 program was used to analyze the data. Result: The nurse managers had greater participation in the identification phase of decision making than selection phase. The mean scores of three phases were significantly different. The satisfaction of decision making was evaluated. The higher participation in decision making, the higher satisfaction of decision making. Nurse managers' decision style tended to be more participative than autocratic. Personal and organizational factors(age and decentralization) influenced positively on participation in decision making. Decentralization and span of control influenced positively on satisfaction in decision making. Conclusion: It is necessary to permit the participation in decision making for nurse managers.

인터넷의 발달과 함께 많은 부분에서 이를 응용하려는 노력이 지속되고 있다. 이에 학사행정업무에서도 이를 응용하여, 원거리의 학생에 관한 학교업무에 편리성과 효율성을 주고 있다. 본 논문에서는 전체 학사행정업무 중에서 성적조회와 수강신청 및 변경에 관한 업무를 온라인 상에서 할 수 있도록 하는 학사지원시스템을 설계 및 구현하였다. 이는, 크게 학생모드와 관리자 모드로 나누었으며, 학생모드에서는 성적조회와 수강신청을 하도록 하고 관리자모드에서는 수강기간을 입력 및 변경할 수 있도록 하였다. 이를 위하여, 본 시스템분석에서는 UML을 이용하였고, 시스템 개발에서는 ASP를 이용하였으며 데이터베이스는 MS-ACCESS를 이용하였다. 또한, 웹 문서의 효율적인 활용을 위하여 Java Script 언어를 사용하였다.

학사행정 업무분야는 학교업무의 전산화에 있어서 가장 중요한 요소가 되며, 이를 인터넷에 접목하여 사용하면서 최대의 효과를 부가시키고있다. 즉, 인터넷을 응용하여 원거리의 학생에 관한 학교업무에 편리성과 효율성을 주고 있다. 이에, 본 논문에서는 전체 학사행정업무 중에서 성적조회와 수강신청 및 변경에 관한 업무를 온라인 상에서 할 수 있도록 하는 학사지원시스템을 선계 및 구현하였다. 이는, 학생모드와 관리자 모드로 나누었으며, 학생모드에서는 성적조회와 수강신청을 수행하고 관리자모드에서는 수강기간 입력 및 변경업무를 수행 할 수 있도록 하였다. 이를 위하여, 본 논문의 시스템분석에서는 UML을 이용하여 Use Case Diagram, Sequence Diagram등을 작성하였다. 이를 통하여, 시스템 개발에서는 ASP를 이용하여 구현하였으며, 데이터베이스는 MS-ACCESS를 이용하였다. 또한, 웹 문서의 효율적인 활용을 위하여 부분적으로 Java Script 언어를 사용하였다.

위치기반 등부표 관리 기술 개발 연구는 AIS 또는 RTU가 설치된 등부표에 대한 이탈 위험 인지, 항해안전 사고 예방 등 안전대책 강화를 위해 연구하는 것이다. 등부표는 조류, 바람 등 외력에 의해 이출거리가 발생하여 선회반경이 형성되고 이러한 외력으로 인하여 유실, 위치이동 등이 발생할 수 있고 선박추돌 등 항해안전 사고도 발생할 수 있다. 이러한 등부표 사고는 물적 피해비용과 더불어 기능 정지 등으로 인하여 이용자의 안전운항에 대한 심리적 부담감 또는 위험감수 등의 추가적인 행정소요 비용이 발생할 수 있다. 또한 선박추돌 의심 사고 발생시 가해 선박 확인은 현 관리운영시스템상 등부표 및 선박항적을 확인할 수 있는 기능이 없어 대부분의 관리자들은 해경 및 VTS센터에 의뢰하여 식별 해야한다. 이와같이 등부표 사고가 발생하면 항해안전 위험, 행정소요 비용 발생 등 관리자 및 이용자들에게 많은 불편을 초래한다. 따라서 등부표가 고시된 위치에 정위치 여부를 모니터링할 수 있는 안전반경 정보와 선박추돌사고 예방 및 사고발생시 등부표 항적과 선박항적을 확인할 수 있는 기능 등 등부표 위치를 기반으로하는 체계적인 관리가 필요하여 관리 기술 개발 연구를 하였다.

여러 해동안 데이터 웨어하우징을 위한 메타데이터의 중요성을 피력한 자료들이 출판되어 왔다. 간단히 말해 메타데이터는 데이터에 관한 정보이며, 상용 이용자들에게 뿐만 아니라 데이터 웨어하우징 관리자들과 개발자들을 위해서 중요한 역할을 한다. 메타데이터가 없다면 상용 이용자들은 자신들이 여행하는 도시에 관한 정보가 없는 관광객들 같은 꼴일 것이며, 데이터 웨어하우징 관리자들은 자신들이 관리하는 도시의 크기와 그 도시가 얼마나 빠르게 팽창하는지에 관한 정보가 없는 행정 관리들과 같은 꼴이 될 것이다.

Despite the importance of disaster management officers of disaster management agencies at the local government to protect the lives of civilians and their properties, there is a lack of research or literature in their roles and responsibilities. In fact, there is a urgent need to set clear roles and responsibilities for them. This study scrutinizes how to disaster managers should behave in specific setting that differentiates from other administrative managers based on domestic and foreign literature review. Although, the role of disaster manager seem to be similar to administrative manager, there are some differences particularly in the areas that disaster manager has to work as an expert in saving lives and properties that has to be further emphasized. When working on disaster management process of prevention and resoration, the key task are based on mid and low level officers. On the other hand, preparedness and response process that involve rapid decision making and cooperation with other department, persuasion of local residents and resource pooling are carried out by mid and high level managers because it requires control capacity and decision making skills.

The purpose of this study is to identify increasing needs for training students as managers in social service agencies and to suggest ways to develop the education of social welfare administration. Agency evaluations and performance management has increased demands for effectiveness and accountability of social service agencies, which also has increased the roles of managers in social service agencies. Using 'Korean Social Worker Survey' conducted by Korean Association of Social Workers, this study examines job characteristics of 2,479 social workers. The results show that administration/management activities take about 40% of social workers' daily activities. Community organization, human resource management, and planning/financial management are regarded as more important and difficult than other tasks. However, sufficient education for preparing students as social service managers is not provided in undergraduate and graduate level of college education. In addition, social workers make their life long careers as managers. Thus, the education of social welfare administration needs to refocus on the provision of knowledge and skills required for competent social service managers. This study suggests future directions for developing education of social welfare administration in undergraduate and graduate level of college education including field practice.
