A Comparative Analysis of Foreign Higher Education Recognition Systems in Australia and New Zealand (호주와 뉴질랜드의 해외학위인정제도 비교분석)

  • The number of foreign qualification holders has been on the rise due to the globalization and the development of transportation. As in other developed nations, Korea faces the growing demand for foreign higher education recognition (FHER) since the number of foreign students and migrant workers has reached about one million recently. Unfortunately, there has been no FHER system in Korea so far. In this context, this study has compared the cases of Australia and New Zealand. The results reveal that these two countries are similar in that both of them have developed their own FHER system in order to attract highly qualified foreign workers and students. However, they are different in terms of the implementation of the FHER system and the development of the FHER database. Besides, the cases of both countries shed light on the key issues related to the FHER. Taken together, they provide significant implications for the Korean government which has to develop its own FHER system in the near future.

  • Since 2013, Korean government announced 'government 3.0' to promote public data open policy. As a result, related websites were constructed by the government. Using these websites and public data open cases, we introduced and analyzed current domestic public open data status and case analysis in Korea Republic. For websites, websites such as 'seoul open data plaza' were selected. For related cases, websites such as 'http://www.zillow.com' and 'http://blog.safecast.org' were selected. For domestic cases, a casebook which produced by Korea 'National Information Society Agency' were used. Domestic cases referred to this article were based on this book.

  • With the growth of contents business, the expansion of domestic culture contents into global market became active. However, while some field such as game, music and movie have made fine results, education contents has failed to make significant success in global market. Therefore, this study intends to look into a case of Contents Management Institute(CMI), which spread G-Learning into La Ballona Elementary School located in LA. In this case, CMI successfully dealt with diverse difficulties to conduct a G-Learning class in the school and helped to increase students' achievement. Based on analyzing this case, this study suggests three reasons behind the success. First, by separating platform and learning contents in development process, CMI could save the cost in contents development and handle problems swiftly. Second, it could be possible to use human resources efficiently by constucting a support organization. Third, by sharing information and doing persuasion CMI could lead to chain persuasion process among local decision makers.

  • Busking culture which is a element of Urban Amenities is spreading rapidly in the field of public art culture with the change of media environment. However, the lack of a proper institution and policy to manage the negative aspects of it continue to lower urban amenities and make the conflict among stakeholders. The study aims to increase the advantages from the domestic busking culture and derives suggestions to develop the institution and policy for the soft landing of the busking culture. Applied methods to achieve the research objectives are an in-depth interview and overseas case analysis. The result of analysis is as follows. Stakeholders related to the busking culture in South Korea has presented very strongly and concretely in aspect of policy or institutional improvement. In addition, based on the analysis of oversea cases, the researchers have proposed three ways for settling down a proper busking culture: the busking permit system, the management system for professional buskers, and the civil complaint management system through time and noise restrictions.

A Comparative Study on Overseas Experience Case Studies in Middle School (중학교 해외 체험 사례 조사 연구)

  • This study aims to examine the cases of overseas experience programs centered around middle school students in South Korea and to derive implications for future overseas experience programs. To achieve this, data were systematically collected through search engines based on keywords, followed by comparative analysis. Frequency analysis, independent sample t-tests, and cross-analysis were conducted using SPSS 23. The research findings are as follows: First, the programs are operated nationwide, with a focus on smaller schools in various regions, and are particularly active in the Jeolla provinces. Diverse public funding, such as from the board of education and local governments, has been invested, categorizing operational costs into full financial coverage among others. The programs primarily took place in Southeast Asian countries close to South Korea. Second, the purposes of these middle school overseas experience programs largely encompass career exploration, cultural experiences, tourism, and sister school visits. We hope that school-based overseas career exploration programs are actively operated to provide opportunities for enhancing global competence and global citizenship, as well as exploring career paths.
