Development of Construction Benchmarking for Oversea Industrial Projects (해외플랜트 공사 벤치마킹 프로그램 개발)

  • The oversea construction contract amount has sharply increased since 2003. The contractor's capability for EPC and project management is a key factor for a successful industrial construction project. Construction performance measurement and evaluation is needed to improve contractor's project management capability. Therefore, this paper proposes the construction performance benchmarking program for oversea industrial projects. Performance metrics consists of project cost, schedule, quality, and safety. Data from 10 oversea industrial projects were collected and analyzed. Also, this paper describes the process for development of the benchmarking program and lessons learned from industry are summarized. Finally, this paper recommends how sustainable benchmarking program should be established and implemented.

A Study on Substantiation Methodology for Extension of Time in International Mega-Project Claims (해외 대형건설공사 공기지연클레임의 공기연장기간 입증방법)

  • Recently many Korean large-sized construction companies as well as specialty contractors have been expanding their business in the overseas market to mitigate impacts from long-term stagnation in the domestic market. Such as a result, it has been arisen as a major issue that contractors effectively manage the delays which have been commonly faced with in international mega-projects. Therefore it can be said that the ability of the delays management leads a success of project. This paper presents a review of literature for delay analysis methods such as time impact analysis(TIA) and raises practical problems to rationally substantiate the duration of extension of time(EoT) in international mega projects which have wide scope of works as well as complicated and detailed contract baseline programs by taking theoretical approaches. We suggest the two improvement concepts to substantiate the EoT claims which are effectively applicable to practical projects. The first is to sort out dominant delays among numerous delays in advance of applying a delay analysis. The second is to set up the delay sections with the advanced concept for analysing delays' effects by TIA. This study performed a case study on an actual international mega-project. to confirm the effectiveness of improvement concepts that this practical approach is applicable for the assessment of EoT. In conclusion, this paper supposes to provide practitioner in charge for an EoT claim with an advanced substantiation methodogy when they not only analyse the construction delays by using TIA, but also negotiate with stakeholders about with the assessment of EoT.

Constructability Assessment Model for International Construction Projects Using Structural Equation (구조방정식을 활용한 해외건설 프로젝트 시공성 평가 모델)

  • In the recent years, Korean construction companies have been awarded 680 billion USD in the oversea projects which lead to a successful quantitative growth. However, due to the lack of capability in the core technology and project management compared to the leading companies, in addition to low-price bidding, massive deficit projects have caused problems to the companies. In order to overcome the limitations of the lack of capabilities, the term constructability has been researched recently by developed countries to apply in the practical use. The concept of constructability must be applied for Korean companies to compete in the EPC construction projects. The term constructability is defined as the factor that affect the overall construction process of a project which is defined by the ease of construction and to secure the project quality. Therefore, this study aims to develop a constructability assessment model using the structural equation to assess the factors that affect the constructability in the design and construction stage. The purpose of using the structural equation is to analyze the direct and indirect correlation between each factor that affects the international construction projects. Total of 8 latent variables and 34 measured variables are derived through literature review, corporate reports, experts' interview and surveys. The result of the model suggests the constructability factors that are to be managed the most efficiently to reduce cost, time and improve the quality as well as a countermeasure strategy to successfully execute the target international construction projects.

  • The engineering competitiveness of domestic construction companies is 70$\sim$80% of advanced countries. And Korean' companies fall behind China and South-East Asia in a competitive price. Recently, there are increased the amount of overseas order received in Korean construction companies. But, there is not enough the supporting policy of government. Therefore, this research compared and analyzed the competitiveness of domestic construction companies throughout benchmarking support system of overseas construction in advanced companies. Such research was obtained through business trip & consultation with related specialists for the difficulties of domestic companies in advancing into overseas market. This research provided governmental plans to advance into overseas market. First, this research provided assurance system and connected plan of ODA(Official Development Assistant) in construction. Second, this research suggested the improvement of overseas marketing survey and overseas construction marketing center. Third, this research provided the support system of bidding information and the training system of professionals.

해외건설공사 수행절차(9) - Converted Lump Sum Turnkey 계약방식

  • 전통적으로 주요 EPC(설계, 구매, 시공) 공사는 최초의 엔지니어링 작업(FEED : Front End Engineering Design)을 한 후, 경쟁입찰을 하여 총액계약(Lamp Sum)으로 공사를 수행했다. 최근에 EPC시공자의 위험부담을 줄이는 한편, 발주자는 경쟁적인 시공자를 확보할 수 있는 기회를 확대하면서 협상기간을 단축하교 조기착공을 위해, Lump Sum 가격을 늦게 결정하는 방법을 고려한다. CLST(Converted Lump Sum Turnkey)계약방식은 최초의 엔지니어링 작업을 한 후 경쟁입찰을 통해 1차 계약을 맺고(설계 및 특별 자재 공급에 대한) 공사를 수행하다 설계가 충분히 진행되고 핵심자재에 대한 견적이 입수되어 발주 가능한 시점 및 하도급사를 선정할 준비가 된 시점에서 1차 계약을 변경해 2차 계약을 맺는다. 2차 계약 시 1차 시 맺은 계약조건(직접공사비, 일반관리비 및 이윤, 최대한도 금액이 포함됨)을 기준으로 하되, 발주자가 Open Book 형식으로 공사비를 평가하고 재협상하여 Lump Sum 금액으로 전환해 합의한다. 이후 Lump Sum Tumkey 계약과 동일한 형식으로 공사를 수행한다.

Construction Bid Data Analysis for Overseas Projects Based on Text Mining - Focusing on Overseas Construction Project's Bidder Inquiry (텍스트 마이닝을 통한 해외건설공사 입찰정보 분석 - 해외건설공사의 입찰자 질의(Bidder Inquiry) 정보를 대상으로 -)

  • Most data generated in construction projects is unstructured text data. Unstructured data analysis is very needed in order for effective analysis on large amounts of text-based documents, such as contracts, specifications, and RFI. This study analysed previously performed project's bid related documents (bidder inquiry) in overseas construction projects; as a results of the analysis frequent words in documents, association rules among the words, and various document topics were derived. This study suggests effective text analysis approach for massive documents with short time using text mining technique, and this approach is expected to extend the unstructured text data analysis in construction industry.
