Ocean Dumping Policy in Korea and its International Trend (우리 나라의 폐기물해양배출제도와 국제동향)

  • 폐기물의 특성상 유지에서 처리가 곤란하고 처리비용이 과다하게 소용되는 폐기물 을 지정된 해역에서 적정 처리방법에 따라 해양에 배출토록 허용하는 폐기물의 해양배 출 제도가 있다. 폐기물의 해양배출에 대한 법적근거는 국내법으로 해양오염방지법과 폐기물관리법, 수질환경보전법 그리고 오수, 분료 및 춘산폐수의 처리에 관한 법률이 있고 국제협약으로 폐기물 및 기타 물질의 투기에 의한 해양오염의 방지에 관한 협약 (일명 런던덤핑 협약:LDC-London Dumping Convention)이 있다. 여기서는 배출이 허용 된 폐기물의 종류 및 체계와 우리 나라 인근 해역에서의 폐기물의 해양배출 현황과 외 국의 해양배출 현황을 언급하고, 폐기물의 해양배출이 해양환경에 미칠 영향과 폐기물 의 해양배출에 대한 감시체계 그리고 배출해역 관리를 위한 배출해역에 대한 수질조사 에 대하여 언급하였다. 그리고 앞으로의 폐기물의 해양배출제도에 대한 국제적 동향과 향후의 전망을 언급하고, 우리 나라의 입장 및 정책방향에 대하여 언급하겠다.

  • The purpose of this study is the RDF process development for the disposal of marine debris, and physical properties of RDF was analyzed for the reliability as a industrial fuel. By the separation of lead from the waste rope and the pelletizing of burning material, marine debris changes to fuel resources. The resource recycling process is effective in the clean treatment of waste and the secure of substitute energy.

  • Since ocean dumping of wastes was permitted by law in 1900, the amount of wastes dumped into the sea has increased ten times for 15 years. As a result, the dumping sites has been deteriorated so much that the pollution has become a social problem. The 96 Protocol to the 72 London Convention, which requires the contracting party's stricter control on the disposal of wastes at sea, took effect on March 24, 2006. Therefore, our country has become confronted to the situation on which it cannot delay putting a restraint on ocean dumping. Hereupon, Korea Coast Guard (KCG) initiates a dumping sites recovery program. The program is intended to curb the amount of wastes dumped at sea and to recover the polluted dumping sites. In this paper, the current status of our country's management of ocean dumping of wastes is examined and the future condition is anticipated KCG's ocean dumping management measures are also presented.

  • 해양에 투기된 폐기물의 시공간적인 분포와 변화과정은 해양 물리학적 확산과 이 동, 생물학적 흡수 및 변환과정, 화학적 반응 및 상태변화등 여러 과정이 복합적으로 작용하여 일여난다. 이러한 폐기물의 해양투기가 해양생태계 및 환경보전에 미치는 여 러 가지 영향은 이에 대한 규제 및 적절한 운용을 통하여 원활한 해양생태 및 환경을 유지할 수 있도록 최소화되어야 한다. 해양투기의 최적화를 위하여서는 첫째, 생태학 적 배제원칙(biological exclusion)이 최우선적으로 고려되어야 하고 둘째, 생태계 및 수산자원 보존을 위하여 원활한 해수교환 및 물질확산이 극대화된 투기장소의 입지 선 정(hydrographic option)이 매우 중요하다. 둘째 로는 적법한 투기행위 및 적절한 투 기장 운용을 위한 감독 및 감시체제의 확립이 필요하다. 현재 우리 나라의 해양 폐기 물 투기는 초기의 단계에 있으나 최근 점차 요구되는 인접 해양국가 간의는 지역환경 협의체 구성 및 국가간 환경 부담 비용을 고려할 때 공해상의 해양투기는 더 이상 국 내적 문제가 아니므로 보다 신중한 해양투기 활동 및 타당성의 국토가 필요하다. 황해 에 위치한 투기장의 경우 현재까지의 관련자료를 검토할 때 적정 투기 규모 및 투기장 입지 선정, 그리고 불법 폐기물 투기가능성의 미비점에 대한 보완책이 필요한 것으로 사료된다.

Analysis of the Generation Amount of Abandoned Marine Waste from Ships in the Northwest Sea of Jeju Island (제주 북서해역 선박기인 해양폐기물 발생량 분석)

  • Many merchant ships sail in the waters surrounding Jeju Island and many fishing vessels catch fish using gill nets, trolling lines, and so on. Meanwhile, marine waste has collected in the coastal waters of Jeju Island. However, there has been little research on the collection of marine waste in coastal waters. In this study, marine waste deposited in Jeju Island's northwest sea was collected using Jeju National University's training ship, and related vessels were analyzed for each gear type. According to the results, most coastal waters had abandoned fishing grounds, which were from fishing vessels, and a large proportion of them was gill net and trap fishing gear. To analyze how much marine waste is accumulating in a certain area and ship's stay time, we use automatic identification system (AIS) data to extract the time spent in the target sea, and the amount of marine waste per hour was analyzed in a unit distance of 1 ㎢. The average amount of marine waste generated per hour in the unit area was found to be 0.94 kg for gillnet fishing gear, 3.49 kg for trap fishing gear, 0.10 kg for trawl fishing gear, 0.11 kg for longline fishing gear, and 0.02 kg for other fishing gear.

  • When a flooding a lot of debris are drained from rivet. Drained debris separated lodgement debris and floating debris, and floating debris moving other region by wind and ocean current. This experimentation throw three buoys which installed with DGPS and other devices in nak-dong river, and check there location every minute. In consequence of this experimentation, floating debris drained nak-dong river are gathered near Dadaepo seaside or drifted Dong hae. Ocean current and wind driven current are largely influenced then tide. Numerical analysis calculated by MAPCNTR(develop by KRISO) is similar to the result of this experimentation.

  • An experimental study was peformed to provide the numerical models to predict the physical fate of marine debris with the key information concerning their trifling and sinkage on the sea. For hygroscopic materials their floating times in a pseudo ocean environment were measured, and for non-hygroscopic objects their drifting limes in a certain wave condition were measured. For sinking materials or objects became to be sinkable free falling experiment was performed to evaluate their falling speed. Summarized information was condensed into a numerical model to predict the most possible region of a significant marine debris accumulation, and the seas connected to the Han river and the Nak-Dong river were considered for the simulation.

  • This investigation is performed to prepare reducing method drained floating debris from the river This paper is present an investigation result of the marine debris characteristics that drained from korea 4 big river(han river, kum river, youngsan river, nakdong river) during July and August. A mount of floating debris different with rainfall. Short heavy rain like as 150mm/day floating debris drained lower, almost floating debris drained when a flooding cause by continuance heavy rain. Floating debris draining is not continuance, but concentrated on a flooding. All debris is do not drained ocean, a lot of debris accumulated riverside. Floating debris is drained with plant and configuration is similar with other river. But, the component ratio is different, so that, to Prepare removing method for floating debris consider that effect of plant debris.

Study on Linking a Submerged Marine Litter Collection Project to a Marine Environment and Resources Investigation Project (침적 해양폐기물 수거사업과 자원 및 해양환경 조사사업의 연계방안에 대한 고찰)

  • While fishery has been continuously suffering from deteriorating economic feasibility, the amount of the deposited marine litter has been increasing due to an increased number of marine leisure tourists which are caused by an improved quality of life and five-day work week. In addition, the fishery area has been reduced by the reclamation projects and it is being destroyed by marine pollution with a variety of contaminants coming from land and sea. To protect and improve fisheries in these poor conditions, Korean governments have implemented the submerged marine litter collection projects. However, previous research results on the marine environment and resources indicate that it requires a lot of time investment to achieve tangible results of such improvement. The 300 billion won marine environment and resource investigation project has been executed since July 2004 by Korean governments, which demands strategic approaches to obtain more effective and satisfactory results before the project expires in 2013. Ocean environment research institutes and governments need to cooperate each other to gain efficient and reasonable achievement by identifying and linking related projects. This study suggests that the marine environment and resources investigation projects should run parallel with the submerged marine litter collection projects on mutually agreed research items in the identical area of the ocean to obtain cost-effective improvement of marine environment and fishery conditions.
