Development of Voice Information System for Safe Navigation in Marine Simulator (시뮬레이터 기반 음성을 이용한 항행정보 안내시스템의 개발)

  • As the technology of Speech Recognition(SR) and Text-To-Speech(TTS) develops rapidly, voice control and guidance system is thought to be very helpful for safe navigation. But Voice Control and Guidance System(VCGS) is not yet so popularly included in Navigation Supporting System(NSS). The main reason of this is that VCGS is so complicated and user-unfriendly that navigation officers hesitate to use VCGS. Frequent errors in operating VCGS due to low rate of SR are another reason. To make VCGS more practicable for safe navigation, we design the user-friendly VCGS. Firstly, by using interviews we survey functions and procedures that navigation officers want to be included in VCGS. Secondly, to raise the rate of SR, we tun the environmental noise in bridge and to reduce the errors due to low rate of SR in operating VCGS, we design the functions of self-correction. Also we apply a user-independent SR engine so that procedures of teaming of speakers is basically not necessary. Using simulator experiments the functions and procedures of the user-friendly YCGS for safe navigation are evaluated and the results of evaluation are fed back to the design. As a result, we can design the VCGS more helpful for safe navigation. In this paper, we describe the features of the user-friendly VCGS for safe navigation and discuss the results of simulator experiments.

Risk Analysis of VTS operators for Small Vessels Using Collision Risk Assessment Model (충돌위험도 평가 모델을 활용한 소형선박에 대한 선박교통관제사의 위험도 분석)

  • The objective of this study was to analyze the risk of collision accidents to the VTSOs (Vessel Traffic Service Operators) as small ferries and fishing boats are expanded for monitoring targets. The VTSOs was surveyed, the scale of the small vessels defined and the course of general cargo vessels and small vessels along the Busan VTS area investigated for three days. From calculating the risk with CoRI, patterns of increased or decreased risk due to course deviation were similar, and there was no significant difference between the maximum values and the minimum values. In addition, most VTSOs responded that the minimum time required was approximately three minutes to safely instruct in encounter situation, however, the collision risk with a small vessel is very rapidly changing within the three minutes, which is likely to increase the workload and decrease the concentration of the VTSOs. The objective of this study was to investigate the effect on VTSOs with respect to the expansion of small vessels as collision risk, it is expected that it will contribute to the establishment of a suitable scale for the target vessels for VTS through the analysis of each index of the CoRI model and various case studies.

A Preliminary Study on The Delimitation Standard of Maritime Boundary in Korea (우리나라 해상경계 획정기준에 관한 기초 연구)

  • Recently, local governments in Korea are promoting the rapid development of marine for delineating jurisdictional sea area. The importance of a maritime boundary has being emphasized, as jurisdictional sea area disputes among local governments have been increasing. The absence of the delineating standard of maritime boundary has become a source of contention between neighborhood local governments. So the delineating standard of maritime boundary in Korea will be required. The purpose of this study is to derive an improvement plan for the scientific delimitation standard of maritime boundary by analyzing "A hydrographic survey guideline for confirmation of maritime boundary". The results of this study are as follows. Firstly, we defined the concept of the delimitation standard of maritime boundary. Secondly, we set the boundary, factors and processes of the delineating standard of maritime boundary through classifying them in detail. Lastly, we suggested the makeup of a conflict adjustment committee for preventing jurisdictional sea area disputes among local governments.

  • Decrease in crew performance is frequently cited as a major causal factor in maritime accidents. Although considerable researches on working hours undertaken by seafarers have been conducted through interviews and record analyses, experimental studies on the effects of factors, such as high workload, shift patterns, stress, sleep deprivation, and disturbance on the cognitive performance of mariners have been limited. Other safety-critical transport industries, such as aviation and rail, have developed fatigue management tools to help managements in the work patterns of their operators. Such tools for mariners would assist shipboard crews, marine pilots, and shore managers for planning and improving work schedules. The overall aim of this paper is to determine a fatigue factor that can be applied to human performance data as a part of a software program that calculates total cognitive performance. This program enables us to establish the levels of cognitive performance in a group of marine pilots in order to test a decision-making task based on radar information. This paper addresses one of the factors that may contribute to the determination of various fatigue factors: the effects of different work patterns on the cognitive performance of a marine pilot.

Analysis of Workload of the Domestic Coastal Ship Duty Officer to Prevent Marine Accidents (해양사고 예방을 위한 국내 연안선 항해당직자의 업무 부하 분석)

  • Objective: The purpose of this study is to measure the workload of Korea coastal ship crew members, to investigate whether they are following work-break time regulations and to identify the main causes of their workload. Background: According to the US Coast Guard, about 33% of human casualties are reported to be due to fatigue, and 30% of marine casualties reported by the British Marine Accident Investigation Agency (MAIB) are attributed to crew fatigue. But the coastal ship are not managed for business hours and breaks despite the harsh environment. Method: The workload of duty crew members on the 100 domestic coastal vessels was measured. It was also investigated whether they are following domestic and international work-break time regulations. Finally, the marine accidents resulted from the fatigue of the crew was analyzed. Results: As a result of workload analysis, the workload on the 42~62% of the vessels exceeded the standard of working time on the related regulation. The workload increased with the number of inbound and outbound ports. Especially, in the system where there are two seafarers, the workload exceeded the working time requirement. As a result of the marine accidents analysis on 100 vessels, it was found that collision and grounding occurred due to fatigue, workload and drowsiness in 7 marine accidents out of 30 marine accidents. Conclusion: It is necessary for the shipping companies to introduce an operation management manual for the management of the crews' workload and reasonable crew arrangement. It is also required for crew members to easily record work times and for shipping companies to manage the record. It would be possible to prevent many marine accidents by providing adequate rest to the crews and flexibly adjusting their working hours. Application: The results of this study can be used as fundamental data to manage crews' fatigue and to make job management manuals.

  • Wind turbine market is showed height growth rate of about 30% for year, and is increasingly growing. Total rate of domestic wind turbine installation is showing share of 0.2% of the global market that is 380MW. However, wind turbine installed in domestic are foreign product more than 90%. Similarly, Datalogger of pretest system for ocean wind turbine plant installation has been leaked huge cost to abroad by mostly abroad company product. In this paper, we proposed pretest weather resource measurement system for efficiency and investment cost cutting of wind turbine construction work. Preset weather resource measurement system is ocean weather resource measurement datalogger based on wireless communication(wifi) that have consist of hardware and software(wind rose) that is able to monitoring as datalogger of wireless bridge and battery state, wind direction, wind speed, temperature, humidity, radiation around weather tower and is able to analysis of measured data.

  • IHO has established S-100 Standard profiled from ISO 19100 GIS standards for standardization and improvement of hydrographic data and are developing S-10X Standards. IMO is implementing the e-Navigation strategy for maritime safety and marine environment protection and has established the CMDS as information standard framework which will be developed from the S-100 standard. The development domain of e-Navigation can be divided into onboard, communication network, onshore and VTS is a core actor in onshore system. In this study, we analyzed the effects of S-100 standard development on VTS through e-Navigation strategy of IMO and suggested the cooperation between hydrographic fields and VTS fields under e-Navigation strategy.

Development of KML conversion technology of ENCs (전자해도의 KML 변환기술 개발)

  • IMO adopt the revision of SOLAS convention on requirement systems for ECDIS and considered an ECDIS as the major system for E-Navigation strategy on marine transportation safety and environment protection. ENC(Electronic Navigational Chart) as the base map of ECDIS is considered as a principal information infrastructure that is essential for navigation tasks. Because ENCs are not easy to utilize for being encoded according to ISO/IEC 8211 file format, used for navigational purpose mainly, it's required to utilize in parts of Marine GIS and various marine application. In this paper, we developed KML conversion technology for ENC application. In details, we analyzed data model and encoding method of ENC, schema structure and data file of KML. Based on this results, we developed the program of KML conversion of ENCs.

  • This study asesses the effectiveness of Korean Government web sits in providing equitable and appropriate access to government web sites was evaluated. Five information contents of services, fluent operation of services, feedback mechanism, easiness of access, and design. The result showed that there are several issues for the government to address in formulating effective policy for government web sites although most information services provided by Government web sites were highly appreciated by the researcher. This article provides an overview of information policy issues to the government web site designers and administrators.

  • Aids to Navigation (AtoN) is a marine traffic safety facility used to facilitate the safe and efficient movement of shipping and enhance the protection of the marine environment by the regulations or guidelines of The International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA). Our country is managing AtoN to provide consistent services for AtoN users, although an average of 141 AtoN accidents occur annually. An AtoN accident forces non-planned work on the managers to resort the function, and causes psychological anxiety for its users, ultimately resulting in economic losses. This study developed the Social Cost evaluation model of AtoN accidents. The model can be used to quantify the manager's economic activities related to the shutdown and recovery, as well as the cost associated with the inconvenience to AtoN users. The Social Cost evaluation model of AtoN accidents is proposed as the sum of the encounter cost, administration cost and risk cost.
