  • AIS-ASM is a one of the study to provide a variety of maritime safety information as well as ship's position and navigational information that is their own function since 2004. This study aims to reduce the marine officer's workload through automating marine officer's mandatory reporting items using the one of the next maritime digital communication technology (ASM2.0). For this purpose, we designed and experimented of the ASM2.0 protocol through analyzing a domestic regulation about passenger flight and AIS-ASM message.

  • 일반적으로 넓은 공간상에서 시간의 흐름에 따라 변화하는 이동객체의 '위치 정보'를 기반으로 사용자의 작업과 관련 있는 적절한 정보 또는 서비스를 제공하는 경우 이를 위치 추적(인식) 시스템으로 정의한다. RFID, USN, RTLS, GPS는 위치 인식 시스템의 대표적인 기술이며 해양, 농촌, 병원, 건축 등의 다양한 분야에서 적용 확산이 빠르게 진행되고 있다. 이러한 기술은 유비쿼터스 컴퓨팅의 핵심 기술로서 현대사회의 관심이 집중되고 있는 아동실종, 도난, 학교폭력 등의 문제를 해결하는데 적용될 수 있다. 본 논문에서는 이동객체를 모니터링하기 위한 접근법을 분석하고 이를 기반으로 RFID를 이용한 학생 이동 관리 시스템의 구축 내용을 기술한다. 이 시스템은 RFID로부터 획득되는 이동객체(학생)에 대한 실시간 데이터를 업무에 적절한 정보로 변환하여 사용자에게 알려준다. 이 시스템을 구축함으로써 관리자는 학교내부의 학생 위치를 실시간으로 식별 할 수 있고 미리 설정된 제한구역에 접근하는 학생을 신속하게 인지 할 수 있다. 또한 과거의 이력정보를 검색 할 수 있음으로써 실종, 도난 등에 대한 사후예측이 가능해짐에 따라 수동적이었던 학생 관리에 비해 융통적인 관리의 효과가 있고 안전한 학교생활을 학생들에게 제공해 줄 수 있게 된다.

A Study on the reporting intervals of shipborne AIS dynamic data (선박의 AIS 동적정보 전송주기에 관한 연구)

  • AIS(Automatic Identification System) is a radionavigation equipment for exchanging safety related information between ships as well as ship and shore station, introduced by SOLAS convention and widely used especially in vessel traffic service. The dynamic data of AIS is transmitted at intervals of 2 second to 3 minutes depending on ship's navigational status and speed. However, so often times it happens that some AIS data can not be received due to increasing AIS traffic and it's time slot confliction. In this paper, a revised reporting intervals of AIS dynamic data is proposed in order to decrease AIS data link load.

  • 국토해양부에서는 건설사업의 생산성을 향상시키고 건설사업의 효율성을 제고하기 위해 건설기술관리법 제15조의 2에 따라 건설공사지원통합정보체계의 구성.운영에 관한 법률을 마련하고 1998년부터 건설사업정보화(Continuous Acquisition Life-Cycle Support : CALS)를 추진중에 있다. 건설사업정보화의 일환으로 건설공사비의 상당부분을 차지하고 개인의 소유권과 관계되어 있어 민원 소지가 많은 보상자료를 관리하기 위해 용지보상시스템이 기 개발되어 운영중에 있으나 보상비 지출의 핵심과정인 지급단계가 국가재정정보시스템과 별도로 운영중에 있어 체계적인 보상자료 관리 및 보상비 지급의 이력관리가 제대로 이루어지 지고 있지 않다. 이는 곧 부적절한 보상비 집행으로 인한 국고예산 낭비의 소지가 있고 보상비 집행에 대한 대민 신뢰도 저하로 인해 다수의 소송으로 이어질수 있다. 이에 기존의 보상비 집행업무 프로세스 개선 및 건설CALS 용지보상시스템과 디지털예산회계시스템의 연계를 통해 보상비 집행의 투명성을 확보하고 민원인들에게 대민행정에 대한 신뢰도를 높일 수 있는 방안을 제시하고자 한다.

  • The role of social value in public institutions has recently been emphasized. The purpose of this paper is to present key performance indicators(KPIs) and a development model for the realization of social value for port authorities. KPIs that could be quantitatively measured are presented with the five social value assessment indicators of the government management evaluation system for public institutions. Through the analysis of vision, mission and social value promotion strategies and stakeholders for each port authority, the concept of a customer-specific social value model is presented.

  • To improve and modify the problems in Maritime Traffic Safety Audit(MTSA) Scheme, "Maritime Safety Research Center(MSRC)" in Korea Ship Safety and Technology Authority(KST) was designated as specialized institute for MTSA through general revision of "Enforcement of MTSA"(March 2012). However, the roles of the MSRC such as preliminary review of safety audit report, comments on target project and etc. had not been defined clearly on the related maritime safety laws compared with other specialized institutes in other similar audit scheme. In this research, the improvement strategies were proposed for development of specialized institute through SWOT analysis, gathering the opinion from related professions and also comparison with the roles and current status of operation in other similar specialized institutes. In conclusion, the 'Screen & scoping system', 'Consultant system' were proposed for efficient operation of the MTSA Scheme, and the systematic and operational improvements such as a revision of maritime safety lan and etc. were also suggested for integrated management about costal development works, development of specialized institute.

A Study on Types and Reasons of Engine Troubles Related to Fuel Oil (연료유에 의한 선박 디젤엔진 손상에 관한 연구)

  • Fuel oil mostly used for a ship is made from crude oil by refining process. In order to produce plenty of high-quality fuel oil, the Fluid catalytic cracking(FCC) method is widely adopted to many refinery factories during the decomposition process from high molecule into lower molecule. The major constituents in spent FCC catalysts are Si, Al, Fe, Ti, alkali metals and some others. The spent catalyst is also composed small amounts of rare metals such as Ce, Nd, Ni and V. The big problem in FCC oil is mixing the catalyst in the oil. This reason is unstable separation of FCC catalyst in separator. Such a FCC catalyst will become a reason of heavy wear down in moving parts of engine. The impurity in oil is ash and deposit compound, such as Al, Si, Ni, Fe and V, which will accelerate the wear down on fuel pump, fuel injection valve cylinder liner and piston ring. It is important to find a basic reason of an engine trouble for preventing similar troubles anymore. Insurance compensation will be different according to the reason of an engine trouble which might be natural abrasion or other external causes. In this study, types and reasons of engine troubles related to fuel oil will be covered.

A Study on Factors that Trigger Human Errors Related to Causes of Ship Collisions (선박충돌사고 원인과 관련된 인적과실 유발요인에 관한 연구)

  • The purpose of this study is to contribute to the prevention of ship collisions by investigating real ship collision cases and statistically analyzing causes of human error for captains and Officers of the Watch (OOW). This study encompassed a total of 109 cases for 218 vessels, which were suitable for the analysis of ship accidents between merchant ships or merchant ships and fishing boats over the 7 years from 2010 to 2016. Data was collected while classifying vessels according to type, Give-way and Stand-on vessels, along with the cause of human error. Factors causing human error were identified after focusing on the cause of each collision given by the OOW ; frequency and cross tabulation analyses were conducted using SPSS, a statistical analysis tool. As a result, the main causes of human error by an OOW in a ship collision situation were that lookout was neglected in a Give-way vessel including radar surveillance (74.3 %) or continuous observation of an opponent vessel was carried out (17.4 %). A major factor for Stand-on vessels was failure to act to avoid collision with another vessel (63.3 %). In particular, most neglect for lookout type merchant ships occurred after the opponent ship was first observed, and a common cause of lookout neglect and neglect of duty was a focus on other tasks during navigational watch time.

Effects of Organizational Citizenship Behavior on Turnover Intentions in Marine Officers as Mediated by Organizational Commitment (해기사의 조직시민행동이 조직몰입을 매개로 이직의도에 미치는 영향)

  • The marine officer plays a pivotal role in the shipping organization as a professional who performs a complex and diverse function. On the sea, unlike land duty, the possibility of turnover increases due to characteristics such as living in isolated spaces, continuous shift work during a set sailing period, high intensity work tension, stress, and social isolation. In this study, the impact of the organization's civic actions on the intention of turnover as a mediator of organizational immersion was divided into three groups of large companies, small and medium-sized enterprises, and public enterprises to check the differences between each category in a structural manner. Analysis showed that there were statistically significant differences between the groups in loyalty and turnover intention when the sub-factors of organizational commitment and organizational citizen behavior of the marine officer, and the size of turnover intention were included. Organization citizen behavior did not directly affect turnover intention, but when indirect effects were included, there was an effect through loyalty, and relationship-oriented organizational citizen behavior negatively affected turnover intention through loyalty. Excluding public enterprises, the non-standardization path coefficients were -0.229±0.117 and -0.319±0.068, respectively, showing a statistically significant effect in large companies and SMEs. These results indicate that in order to lower the employee turnover intention in large corporations and small and medium-sized shipping companies, it is necessary to consider not only organizational citizen behavior but also measures to increase organizational commitment.

A Study on the application method of UPS's Battery Safety for battleship Command and Fire Control System (지휘무장통제체계용 UPS 배터리의 안전성 확보방안 연구)

  • Naval battleships have systems to perform special purposes, such as the Command and Fire Control System (CFCS). Some of the this equipment should be equipped with an Uninterruptible Power System (UPS ) to ensure operational continuity and the backup of important data, even during unexpected power outages caused by problems with the ship's power generator. Heavy combat losses can occur if the equipment cannot satisfy the function. Therefore, it is important to design a stable UPS. The battery and Battery Management System (BMS) are two of the most important factors for designing a stable UPS. A power outage will be encountered if the battery and BMS are not stable. The customer will be exposed to abnormal situations, loss of important tactical data, and inability to operate some of the CFCS. As a result, an enhanced safety system should be designed. Thus, this study implemented and verified the improved system in terms of three methods, such as comparative analysis of the batteries, improvement about leakage current of the circuit, and tests of the aggressive environmental resistance to improve the UPS for CFCS.
