적극적인 관제 및 책임 관제구역 도입의 필요성과 안전항행을 위한 정보제공 및 업무 효율성 증진 방안 강구로 현재 섹터 관제를 시행하고 있으며 선박의 충돌사고 예방 및 해양환경보호에 큰 역할을 하고 있는 것이 사실이다. 하지만 일반적 형태와 상이한 부산항의 관제섹터 변경구역에서의 현 문제점과 합리적인 VHF채널 운영방안을 제시한다.

위성은 임무를 수행함에 있어 수많은 주변장치와 탑재체로부터 데이터를 받는다. 이렇게 획득된 데이터를 활용하여 위성의 자세도 제어하고 전력도 관리하며 탑재체 목적에 따라 기상도 관측하고 해양도 관측하는 임무들을 수행한다. 또한 위성을 개발하면서 수행되는 여러가지 테스트에도 데이터를 활용한다. 이런 일련의 업무를 수행하면서 획득된 데이터는 위성내부의 관련 장치들에 대한 상태 정보를 확인하고 지상국에서 이상유무를 판단할 수 있는 정보도 제공하게 된다. 그러나 원하는 모든 데이터를 지상으로 보내기에는 대역폭이나 저장공간에 제약사항이 있다. 이런 이유로 필요한 데이터를 일정 포맷에 맞도록 정의한 후 데이터를 내려보낸다. 이런 데이터는 지상에서 데이터베이스로 관리된다. 본 논문에서는 국내 최초 정지궤도 위성인 천리안 위성의 데이터베이스를 분석하여 원격측정 데이터의 흐름을 이해하고자 한다.

국토해양부는 지능형 건축물 인증제도의 활성화를 위하여 시행규칙과 고시를 각각 제정하고, 지난해 12월 1일 공포했다. 이 제정안은 2006년부터 지침으로 운영 중인 '지능형 건축물 인증제도'가 지난해 5월 건축법 개정으로 법적 근거가 마련되었고, 건축 기준 완화 인센티브가 확대됨에 따라 이번에 기존의 지능형 건축물 인증 세부시행 지침을 보완한 것이다. 이번 규칙 및 고시는 지능형 건축물 보급을 확대하기 위하여 업무시설 외에 공동주택, 판매시설, 문화 및 집회시설 등으로 인증대상을 확대하고, 원활한 인증제도 운영을 위한 인증기관 지정, 인증절차 및 인증등급의 세분화, 인센티브 적용 방법 등을 주요 내용으로 하고 있다.

국제해사기구(IMO)에서는 현재 자율운항선박의 자율 수준을 4단계로 잠정 구분하고 있으며, 자율수준 2 이상의 선박은 원격제어가 가능함을 가정하고 있다. 본 연구에서는 자율운항선박을 운용하게 될 육상원격제어사의 등급을 책임육상원격제어사(Senior SRCO), 육상원격제어사(SRCO)로 구분하고 각 등급별 역할과 자격 요구사항 및 그에 따른 교육 필요 항목을 도출하였다. 아울러 육상원격제어센터의 조직 운영 방안을 검토하고 그에 따른 업무수행 절차와 제어 범위를 도출하였다.

The aim of onboard training of apprentice engineers in the training ship is to support and enhance fundamental knowledge and ability to have both theoretical and practical skills. This diversity in education and training improve the capability to handle problems in a crisis and build-up the feeling of confidence so they can effectively accomplish their assigned tasks in special circumstance like those onboard. Therefore this study suggests some remedies for qualitative improvement and guidance of onboard training ship for apprentice engineers to achieve the aims of onboard training to foster talented marine engineer officers with professional knowledge and leadership.

Fatigue is known to detrimentally affect a person's performance. Also, fatigue may reduce effectiveness and efficiency of marine officers and crew members. The purpose of this research is to understand on the status of the marine officers' fatigue. In this study, we carried out the questionnaire survey which is related to the marine officers' fatigue factors such as work, sleep and rest hour or period, sleepiness, casual factor, fatigue symptom, etc. The questionnaire contained 25 questions and it was distributed among 1,033 marine officers(deck officers 607 and engineers 426). The results of this survey show that marine officers' fatigue is a casual factor in marine accidents such as collisions, groundings and there was a fatigue difference between deck officers and engineers.

The backup site operation of the Image Data Acquisition and Control System (IDACS) for Communication Ocean Meteorological Satellite (COMS) is discussed in terms of the ground station configuration, image data processing, and the characteristics of backup activities for both the meteorological image data and the ocean image data. The well-performed backup operation of the COMS IDACS is also confirmed with the first three years normal operation results from April, 2011 to March, 2014. The operation results are analyzed through statistical approach to provide the achieved operational performance of the image data reception, preprocessing, and broadcast.

2008년 발사를 목표로 개발되고 있는 통신해양기상위성(COMS : Communication, Ocean and Meteorological Satellite)의 기상 탑재체를 이용한 기상 관측 임무는 기상청 기상위성센터(가칭)의 고유 임무로서, 이는 기상탑재체에서 관측한 자료를 수신 처리하여 고품질의 영상과 분석 자료를 생산하여 기상 예보 업무에 활용하고, 위성을 통하여 국내외 사용자들에게 분배하는 것 등을 포함한다. 위성을 통한 기상 자료 서비스는 국내에서는 최초로 시도되는 것으로, 국제기상위성운영 기관들의 모임인 기상위성조정그룹회의(CGMS Coordination Group for Meteorological Satellites)에서 권고하는 High Rate Information Transmission/Low Rate Information Transmission(HRIT/LRIT)라는 특정 자료 형태를 사용하여 분배하게 된다. 따라서 본 논문에서는 CGMS에서 권고하는 CCSDS (Consultative Committee for Space Data Systems) 전송 규격과 일본의 MTSAT-1R(Multi-functional Transport Satellite) 위성 사용자 서비스 자료 형태를 참고하여 통신해양기상위성의 효과적인 기상자료 분배를 위한 HRIT/LRIT 데이터 전송률을 분석하여 보았다.

Communication Ocean Meteorological Satellite (COMS) has the hybrid mission of meteorological observation, ocean monitoring, and telecommunication service. The COMS is located at $128.2^{\circ}$ East longitude on the geostationary orbit and currently under normal operation service since April 2011. For the sake of the executions of the meteorological and the ocean mission as well as the satellite control and management, the satellite mission planning is daily performed. The satellite mission plans are sent to the satellite by the real-time operation and the satellite executes the missions as per the mission plans. In this paper the mission planning for COMS normal operation is discussed in terms of the ground station configuration and the characteristics of daily, weekly, monthly, and seasonal mission planning activities. The successful mission planning is also confirmed with the first one-year normal operation results.

부산항은 컨테이너터미널 운영사별로 마케팅 전략 수립 및 마케팅 활동이 개별적으로 이루어질 뿐 항만 관련 유관기관(부산시, 부산지방해양수산청, 한국컨테이너부두공단, 부산본부세관)의 조화된 항만 마케팅 전략 및 역할이 수립되지 않은 상태이다. 따라서 본 연구에서는 부산항 활성화를 위한 각 주체별 활동 현황을 조사하고, 항만 이용자인 선사 및 포워더를 대상으로 마케팅 믹스(Mix, 4P: Product, Place, Price, Promotion)에 대한 설문조사를 토대로 부산항 마케팅 분석을 실시한다 이를 바탕으로 부산항이 동북아 중심항만으로 성장하는데 필요로 하는 부산항 관련 각 주체별 마케팅 관계 그리고 역할을 제시한다. IPA(Importance-Performance Analysis) 분석 결과를 살펴보면 전체 고객을 대상으로 평가했을 때 가격 믹스와 촉진믹스는 가장 중요도가 높은 것으로 분석되었으며 특히, 촉진믹스는 중요도는 매우 높으나 만족도가 낮은 것으로 분석되었다. 그러므로 마케팅 전략 수립 시 촉진 부문에도 높은 비중을 두어 선사들에게 공격적인 마케팅 활동이 요구된다고 할 수 있다. 부산항 관련 각 주체별 마케팅 역할에서 부산광역시는 부산지방해양수산청과 함께 촉진믹스에 중점을 두어야하고, 부산지방해양수산청은 촉진믹스 외에 가격믹스에서 항만 요율의 적절성과 경로믹스인 철도 수송 망의 확보가 시급한 것으로 나타났다. 한국컨테이너부두공단은 촉진믹스 외에 가격믹스에서 항만시설 사용료의 체계적인 개편이 요구되고, 터미널 운영사는 제품믹스 서비스인 공컨테이너의 효율적인 재고관리 업무서비스와 가격믹스에서 하역요율의 탄력적인 제공이 필요하다.
