한국형이네비게이션의 최적안전항로서비스를 위한 충돌위험도평가모델 연구

  • 지난 50년 동안 우리나라 근해의 해양사고통계에 따르면 해양사고의 36%가 선박충돌사고로 나타나고 있고 이로 인해 막대한 재산피해, 인명손실 및 환경피해가 발생되고 있다. 한국형이네비게이션사업은 우리나라 근해에서 발생하는 이러한 해양사고를 획기적으로 줄이기 위한 것으로 현재 연구가 진행중이다. 본 연구는 한국형이네비게이션의 최적안전항로서비스에 필요한 충돌위험도평가모델을 개발하는 것이 목적이다. 개발된 충돌위험도평가모델은 과거의 AIS 데이터를 기반으로 주어진 항로의 충돌위험도를 계산한다. 모델의 계산 및 결과를 도시하기 위해 MATLAB 및 MATLAB 기반의 M-Map 패키지가 사용되었다. 개발된 모델의 검증을 위해 정상작동 여부를 확인하기 위한 시험해역 적용과 현장 적용성을 검토하기 위한 실해역 적용이 각각 수행되었으며 그 유용성을 확인할 수 있었다.

Design and Implementation of an HNS Accident Tracking System for Rapid Decision Making (신속한 의사결정을 위한 HNS 사고이력관리시스템 설계 및 구현)

  • HNS accidents involve large-scale fires and explosions, causing numerous human casualties and extreme environmental pollution in the surrounding area. The widespread diffusion of effects should be prevented through rapid decision making. In this study, a high-quality, standardized, and digitized HNS accident databases has been generated based on the HNS standard code proposed. Furthermore, the HNS Accident Tracking System (HATS) was applied and implemented to allow for systematic integration management and sharing. In addition, statistical analysis was performed on 76 cases of domestic HNS accident data collected over 23 years using HATS. In Korea, an average of 3.3 HNS accidents occurred each year and major HNS accident factors were Springs (41 %), Aprons (51 %), Chemical Carriers (49 %), Crew's Fault (45 %) and Xylenes (12 %).   • Maritime safety and marine environmental protection are the most important topic in marine society. But, so many marine accidents have been occurred with the development of marine transportation industry. On the other side, ship is being operated under a highly dynamic environment and many factors are related with ship's collision Nowadays, the increasing tendency to the human errors of ship's collision is remarkable, and the investigation of the human errors has been heavily concentrated. This study analysed on the human errors of ship's collision related to the negligence of lookout and classified basic error type using GEMS(Generic Error Modeling System) dynamic model.

  • As the modern maritime industry rapidly progresses through technological advancements, data processing technology is emphasized as a key driver of this development. Natural language processing is a technology that enables machines to understand and process human language. Through this methodology, we aim to develop a model that predicts the proportions of outcomes when entering new written judgments by analyzing the rulings of the Marine Safety Tribunal and learning the cause-providing ratios of previously adjudicated ship collisions. The model calculated the cause-providing ratios of the accident using the navigation applied at the time of the accident and the weight of key keywords that affect the cause-providing ratios. Through this, the accuracy of the developed model could be analyzed, the practical applicability of the model could be reviewed, and it could be used to prevent the recurrence of collisions and resolve disputes between parties involved in marine accidents.

  • The results of investigations into marine incidents have become an important basis in determining not only possible causes, but also the extent of negligence between the perpetrator and victim. However, marine incidents occur under special circumstances i.e. the marine environment, and this leads to difficulties in identifying causes due to problems in scene preservation, reenactment and acquisition of witnesses. Given the aforementioned characteristic of marine incidents, the International Convention for the Safety of Life at Sea (SOLAS) has adopted mandatory regulations on the carriage of Voyage Data Recorders (VDRs) and Automatic Identification Systems (AIS) for ships of a certain gross tonnage and upwards, so as to reflect recent developments in radio communication and marine technology. Adopted to provide an international standard for investigations and to promote cooperation, the Code of the International Standards and Recommended Practices for a Safety Investigation into a Marine Casualty or Marine Incident (Casualty Investigation Code) recommends member states to build capacity for analysis of VDR data. Against this backdrop, this paper presents methods for efficient investigations into the causes behind marine incidents based on data analysis of VDR, which serves as the black box of ships, as well as digital forensic techniques.

  • 전통적으로 선박교통관제서비스는 정보제공(INS), 항행지원(NAS), 교통관리(TOS)로 구분되어 왔으나, 최근 IMO 결의서 A.1158의 개정을 통해 선박교통관제서비스의 목적을 선박 항해에 안전하지 않은 상황을 선제적으로 모니터링하고 통제하는 것으로 규정하고 있다. 이를 위해 기존의 VTS 서비스 용어들을 모두 삭제하였으며, IALA에서도 관제사의 의사결정도구에 대한 개정을 논의하고 있는 상황이다. 이에 본 논문에서는 빅데이터 기반의 관제사 의사결정도구를 제안하였으며, 적용 가능성을 검토하였다. 제안하는 방법은 관제사의 주관적인 판단과 단순한 규칙에 의존하던 기존의 관제 방법과는 달리 데이터를 기반으로 하는 객관적인 관제 기준을 제시할 수 있으며, 이러한 방법이 실제 관제 현장에 적용되어 해양사고를 방지하고, 항만의 운영 효율을 향상시킬 수 있기를 기대한다.

  • To prevent accidents and take immediate actions to minimize the damages caused by such disasters, there have been several information system related to marine transportation in or near harbour areas and coastal waters. However, those systems were operated independently and not able to exchange each others important data necessary for the cooperation of the relevant authorities in case of accidents. Standards of data formats and their exchanges needed to make information systems play efficiently their roles are proposed in this paper, and the proposed method is expected to help manage the marine transportation in the waters of jurisdiction and prevent marine accidents which cause huge amounts of casualties in the shipping industries and the natural environments.

Analysing the Impact of New Risks on Maritime Safety in Korea Using Historical Accident Data (사고기록 데이터를 이용하여 국내 해상안전에 새로운 위기가 미치는 영향 분석)

  • The purpose of this work is to analyse the impact of new accident risks on maritime safety in Korea. The new accident risks have been induced from new/rare or unprecedented events in world maritime transportation, as identified by 46 experts in the previous study. To measure the impact of these new accident risks on maritime safety in Korea, the statistical accident data reported by the Korean Maritime Safety Tribunals (KMST) has been used for calculation, and the concept of Risk Index (RI) = Frequency Index (FI) + Severity Index (SI)established in a Formal Safety Assessment (FSA) by the IMO has also been introduced. After calculating two kinds of weight for FI and SI from the statistical accident data, high ranked scenarios were identified and their relationships between new risks and these scenarios were analysed. The results from this analysis showed, the root cause of the top-ranked scenario to be "developing high technology", which leads to "shorten cargo handling time". These results differed from optimum RCOs such as "business competition" and "crewing problems" which were identified in the previous study.

  • 인적오류는 해양사고의 주요한 원인을 차지하고 있으나 그동안 이에 대한 연구가 미흡한 실정이다. 본 연구에서는 해양사고의 인적요소 중 혼잡해역이나 협수로 등에서 타 선박에 대한 다양한 조우 상황별 항해사가 받는 스트레스 값을 실험하였다. 또한 GEV distribution을 적용하여 인적오류 평가모델을 개발하고자 하였고 선박 실험을 통하여 도출된 데이터를 통하여 분포함수와 스트레스 수치 사이의 오차를 계산하고 평가하였다. 향후 본 모델의 개발을 통하여 선박 운항자의 스트레스 정도를 예측 할 수 있고 이에 따른 사고 예방 조치 및 적절한 교육훈련 실시 등 다양한 인적 오류 저감을 위한 대책마련에 도움이 되고자 하는 목적이다.

Identifying Seafarer's Behavioral Error by Marine Accident Type (해양사고 종류별 선원의 행동오류 식별)

  • The identification of behavioral errors by seafarers that have caused marine accidents may provide important clues for the reduction or prevention of marine accidents. The purpose of this study is to identify the behavioral errors of seafarers by the type of marine accident using the theory of Skill-, Rule-, and Knowledge-Based Behavior (SRKBB). In order to identify behavioral errors, we collected the information related to 1,744 cases of maritime accidents over a 9 year period (2008 ~ 2016). The behavior errors of the seafarers who caused the marine accidents were classified as SBBE (Skill-Based Behavioral Error), RBBE (Rule-Based Behavioral Error), and KBBE (Knowledge-Based Behavioral Error). After analyzing the frequency of behavioral errors according to the type of marine accident, results showed SBBE had the highest frequency of errors, followed by RBBE. Additionally, the frequency of occurrence of accidents such as stranding, overturning, and sinking was high in KBBE. This study showed it is possible to identify behavioral errors of seafarers according to the type of marine accidents.
