해사산업분야에서 양성평등 정책과 여성참여확대는 국제적으로 중요성을 인정받고 있다. 전세계 다양한 국가에서 선박운항, 해운 및 해양 보안등의 분야에서 여성역할을 강조하고 있으며 이를 위한 정책 및 프로그램은 확대되고 있다. UN의 지속가능한발전 목표(SDG) 5번은 양성평등으로써 UN 산하 국제기구인 (IMO)에서도 이를 구현하기 위한 활발한 여성참여 국제정책을 확대하고 장려하고 있다. 이 연구에서는 국제적으로 인정을 받고 있는 여성단체(WIMA, WISTA)의 활동과 IMO에서 운영하는 해사분야 여성 참여 정책에 대한 동향을 제시한다.

연안해운은 도로운송 다음으로 국내화물 수송분담율이 높은 기간운송 수단이다. 현재 정부는 연안해운 활성화를 위한 다양한 지원 정책을 실시하고 있다. 이에 이 논문에서는 연안해운 지원 정책의 주요 내용과 문제점을 살펴보고, 개선방안을 제시하고자 한다.

This article analyzed maritime territorial policies in Korea. Marine territory originally refers to the topography of the subsoil in a country's territorial sea. From a political perspective, it is a broad concept that includes islands and polar regions beyond the jurisdiction of Korean sovereignty or sovereign rights, such as territorial waters, EEZs, and continental shelves. Also, Korean researchers use "maritime territory" as a term for maritime zones that stretch from Ieodo (Korean EEZ) to Dokdo Island. The purpose of this study is to review the concepts of various domestic maritime territories and examine the formation and change of policies. The article is structured as follows. Chapter 2 reviews past discussions on maritime territories and analyzes the concept of maritime territory based on them. The term "maritime territory" is used indiscriminately with islands due to the lack of discussion on this matter between academic circles in the past. Therefore, this chapter provides an in-depth analysis of the concept of maritime territory. Chapter 3 tracks the formation and change of maritime territorial policies. Today, the concept of domestic maritime territory has been completed in the public domain. The activities of the Ministry of Oceans and Fisheries, the control tower of domestic maritime territorial policies, are summarized to explain this concept. Chapter 4 analyzes the concept of maritime territory by comparing it with China's blue state territory (藍色國土). As China's concept of blue state territory has many similarities with maritime territory as a political base for China's maritime activities today, comparing these two concepts would be significant. Based on the above, Chapter 5 derives suggestions to promote maritime territorial policies.

It is said that China's maritime organizations are large-scaled and complicated things, so-called 5 dragons in Chinese ocean. Therefore that has caused several matters and inefficiency in many maritime fields. However Chinese leaders have acknowledged the importance of ocean and have pursued consistent policy in their ocean, for example, 5.11 project, national ocean development plan etc, As a neighbouring country contrasting with China on Yellow Sea, Korea shall study China's ocean policy and their features in maritime organization in order to prepare for the intense competition in future at sea.

올 3월 일본 해양정책연구재단(Ocean Policy Research Foundation : OPRF)이 북극에 관한 추진 시책을 발표했다. 국제법, 안전보장, 과학조사, 조선, 해운, 기상관측 등 각 분야의 전문가들로 구성된 '일본 북극해 회의'가 지난 2년 동안의 연구를 통해 일본정부가 북극의 지속가능한 이용을 위해 추진해야 할 정책 방향을 제시한 것이다. 이번 보고서는 행정조직 선박 및 항로 지구환경 안전보장 자원개발 국제물류 국제협력 등 북극 전반을 다룬 일본의 종합적인 정책으로, 일본 해양정책연구재단은 이번 보고서에서 북극해를 전담할 전담조직 신설, 새로운 해상방위 대책 수립, 러시아와의 협력 강화 등 9가지 정책 방향을 제시했다.

In this study, 1,474 effective patents were derived for quantitative analysis of five major countries, including Korea, China, Japan, the United States and Europe, for marine space policy simulator technology used as a support for integrated marine space management means, and domestic technology competitiveness and domestic and foreign technology trends were identified through annual and national patent application trends and word cloud analysis. This diagnosed the need for active policy support for research and development of marine space policy simulator technology at the government level and preparation through linkage strategies such as patent application consideration and standardization preoccupation for surrounding technologies to prepare for China-led market monopoly and preoccupation.

해양사고는 매년 증가 추세이고 충돌사고 비율은 낮지만, 발생 시 대규모 피해로 있다. 특히, 3톤 미만 소형어선의 경우 바다네비게이션 서비스 등의 지능형해상교통서비스 관련 법규에서 제외되어 해양디지털화 및 해양사고의 사각지대에 놓여있다. 이에 따라, 본 연구에서는 3톤 미만의 소형선박의 환경에서 제공가능하도록 충돌예방에 기여할 수 있는 선박안전 충돌경보 이동형 단말장치 개발을 위하여 시제품을 개발하고, 소형선박 환경에서의 WAVE 기반 통신영역 실증 테스트를 수행함으로써 WAVE 통신기반 단말장치 활용 가능성을 확인하고 개선방안을 도출하였다.

시진핑 시대를 맞이하여 중국은 국제사회에서 높아진 중국의 위상에 부응하는 지위와 권한을 인정받을 수 있는 외교정책으로서 최소한의 요구조건이 바로 핵심 이익(Core interests)을 지켜내는 것이며 이와 관련하여 국정목표로 '중국의 꿈'의 실현을 제시했다. 이에 따라 중국은 해양 분야에서 해양강국의 특징으로 다음 네 가지를 들고 있다. 첫째는 해양 경제 발전이며, 둘째는 해양 과학기술의 혁신, 셋째는 우아하고 아름다운 해양생태환경 조성, 넷째는 해양 방위능력을 중강하여 국가주권을 효과적으로 방위하고 해양의 평화발전을 수호하는 강력한 실력을 갖추는 것이다. 작금의 정세에서 보여지듯이 중국은 서해를 비롯하여 동·남중국해에서 매우 도전적인 해양활동을 보이고 있다. 이는 그동안 미국의 지역에 안정과 평화를 유지하기 위해 군사력을 주둔시켜 온 미국의 동아시아 해상정책에 대한 도전으로도 인식되기에 충분하다. 그렇다면 이에 대한 미국의 역할은 무엇인가. 필자는 다음 네 가지를 주장한다. 첫째, 더 좋은 상황 조성을 위해 역할 한다. 둘째, 모든 문제에 대해 방관자적인 입장에 선다. 셋째, 중국에 대해 보다 강경한 입장을 취한다. 넷째, 현상유지를 위해 노력한다.

The tourism industry is considered as the world largest industry and it is assessed as the most effective way to create employment. In particular, the marine tourism industry such as marine leisure sports, cruise can create high added value so that its significance has been more emphasized. Korea has natural tourist attractions such as more than 3,000 islands, about 12,000km lengths coastline, wide wetlands and beautiful seascape. In addition, the establishment of the five-day workweek and the development of means of transportation make the policy demand of the public for marine tourism increase continuously. However, Korea currently lacks policy and system for revitalizing marine tourism industry as the new growth engine and has not made good use of its retained tourist resource. Accordingly, this study explores the current situation and challenges of Korean marine tourism industry and further analyses the limits of the national legal systems for marine tourism. Lastly, it suggests policy recommendation for promoting marine tourism industry.
