A Study on Safety Management Efficiency for Coastal Accident Prevention (연안사고 예방을 위한 효율적 안전관리 방안 연구)

  • This study examines the efficiency of safety management measures taken in coastal waters to prevent coastal accidents. Recent years have witnessed about 800 cases of large and small coastal accidents in coastal waters annually. On average, these accidents have been responsible for 129 deaths annually, Thus, there is a need for effective preventive measures. Accordingly, the Korea Coast Guard enacted the Coastal Accident Prevention Act in 2014 and has cooperated with related organizations, such as local governments and the Ministry of Oceans and Fisheries, to safely manage coastal waters. However, compared to the rapid increase in human coastal activities, coastal accidents continue to occur due to the lack of a safety mindset among the Korea Coast Guard, a lack of public safety awareness, a lack of safety management facilities, and poor interest from related organizations, among others. This study examines the conditions and problems faced with regard to safety management in coastal waters based on recent coastal accident data, and analyzes foreign coastal waters safety management cases. Various methods to improve the safety management efficiency in coastal waters are proposed, such as enhancing the safety mindset and capabilities of the Korea Coast Guard, strengthening cooperation among related organizations, increasing the role of local governments, expanding and strengthening safety management facilities by applying new technologies, inculcating a culture of maritime safety, and activating private-public collaborative governance.

연안 중소형 선박 안전운행시스템 실증사업 효과평가를 위한 기초연구

  • 인천시는 최근 해양재난 및 선박사고 해결을 위해 연안 중소형 안전운행 시스템 실증사업을 기획·추진하고 있으며 실증사업을 통해 선박충돌경고 등 4가지 서비스를 제공할 예정이다. 사업 관련 정책 결정 및 사업예산 근거 확보 등 사업의 지속가능성을 위해서는 서비스 효과평가를 통해 사업이 사전에 설정한 목표를 충분히 달성했는지 여부를 평가하고 필요시 추가적인 보완조치 등을 수행하여야 한다. 본 연구에서는 효과평가 정의, 과정, 체계 및 모형 등 효과평가 관련 이론적 접근을 수행하였다. 또한 관련 선행연구와 효과평가 사례분석 등을 통해 효과평가 모델(안)을 제시하였다. 향후 연구 관계자 및 서비스 체험자 등의 의견과 서비스로 인해 생성되는 Data 분석 등을 통해 효과평가 기준을 개발하고 사업에 적용할 예정이며 이를 통해 해양사고 예방 등 사업 목표 달성에 기여할 것으로 기대된다.

Development of the Safety Management Risk Assessment Factors and Indicators for Coastal/Offshore Fishing Vessels (연근해어선의 안전관리 위험성평가 인자 및 지표개발)

  • Although the Korean government (Ministry of Ocean and Fisheries) and related organizations are enforcing many policies to improve the marine safety of vessels with weak safety management, the effectiveness of each policy is deficient due to the lack of a risk assessment method for ship safety management. Most previous studies in Korea of the risk assessment of ships only dealt with fragmentary risks of individual marine accident risks, so a new assessment method for comprehensive marine accident risk is needed. Examples of comprehensive risk assessments for ship safety management are the selection method for inspection targets by the Port State Control and the Norwegian Maritime Authority. In this study, indicators for the comprehensive risk assessment of ship safety management were developed for and applied to coastal/offshore fishing vessels that occupy a high proportion of the registrations and marine accidents in Korea. As a result, the risk of each ship was confirmed quantitatively, and a ranking of the weakness factors for ship safety management was identified.

준해양사고 데이터의 실효성에 관한 정량적 고찰

  • 준해양사고는 해양사고를 제외하고 선박의 구조, 설비 또는 운용과 관련하여 시정 또는 개선되지 않을 경우, 선박과 사람의 안전 및 해양환경 등에 위해를 끼치거나 위해를 끼칠 수 있는 사고를 의미하며, 이를 통해 사고를 사전에 예방하는 제도를 준해양사고제도라 한다. 우리나라는 2010년부터 국제해사기구의 권고에 따라 본 제도를 도입하였고, 다각적인 방법을 통해 활성화를 위하여 노력하고 있다. 하지만 8년이 지난 지금도 본 제도는 좀처럼 활성화되지 못하고 있으며 해운선사의 자발적인 참여가 미흡한 실정이다. 이에 본 연구는 준해양사고와 해양사고 데이터를 다각도로 분석하여 연관성을 정량적으로 검증하고자 노력하였고, 동시에 준해양사고제도의 운영이 해양사고를 예방하는데 도움이 됨을 입증하고자 하였다. 이를 위해 준해양사고와 해양사고를 다각도로 비교 분석하여 연관성을 검토해보았고, 그 결과 지금까지의 준해양사고 건수 증가 이후에 해양사고가 증가한다는 일반적 견해에 반하여 준해양사고 건수 증가는 해양사고 증가에 후행하여 나타날 수 있는 가능성에 주목하였다.

  • 주 5일제 근무, 개인 여가문화 확산, 국민 소득 증대 등으로 인해 해양을 레저의 목적으로 이용하는 사람들이 증가하고 있으며, 이러한 이용객의 증가에 따라 사고 발생의 개연성도 함께 증가하고 있는 상황이다. 우리나라에서는 선박을 이용한 레저활동의 경우에는 안정장비의 착용을 의무화하고 있지만, 연안 해역에서의 해양활동에 대하여는 안전장비 착용 의무화가 시행되지 않고 있다. 따라서, 본 연구에서는 연안 이용객에 의한 사고통계 데이터 분석을 바탕으로 연안 이용객의 안전장비 착용의 필요성에 대하여 고찰하였다. 또한, 분석된 내용을 바탕으로 안정장비 착용 의무화 방안에 대하여 제안하였다.

Improvement of Navigation Lights of Middle and Small Size Ships for Marine Traffic Safety in Coastal Areas of Korea (연안 해상교통안전을 위한 중소형선 항해등 개선방안)

  • Collision accidents happen frequently. The majority of ships involved in collisions in the coastal areas of Korea are middle and small size ships. The proportion of collision accidents is only 9% of all types of marine accidents; however, the number of casualties resulting from collisions is 34.4% of all human life damages. Generally, as reported by the people involved in these collisions, the navigation lights of the opponent ships were poor and invisible when the accident happened even though the weather and visibility were good. Furthermore, there are many insistences for poor navigation light conditions of the opponent ship in the bay or harbor. Therefore, it is necessary to analyze the present conditions and safety of navigation lights. Therefore, in this study, we examined the rules and books of navigation lights and compared it to that of other transportation systems, such as aircraft, trains, and road vehicles. Furthermore, we analyzed the current marine traf ic circumstances and ship collision accidents that happened in the past 5 years. Additionally, a questionnaire was prepared to gather the opinion of ship experts and secure the objectivity for improvement methods of navigation lights. Finally, methods to improve the navigation lights on ships were devised.

  • In the marine accidents judgment, investigation of truth of matters is one of important process to find out the reason of ship collision accidents. In this paper, reproduce system of ship collision accidents using ship manoeuvirng simulator technique will be introduced with which marine accidents can be easily reproduced in visual display at the case of marine accidents trial. In this system if the users select the type of ship and location of accidents, the process of ship collision will be provided in 2D and 3D display. The system also provides environmental visualizationdisplay such as fog whether and day-night view including various view angle that can be helpful to find out the reason of accidents.

Comparative Analysis of Marine Accidents in Fishing Activity Protection Zones and Port and Navigation Zones to Improve Fishing Vessel Security (어선 통항 안전 확보를 위한 어업활동보호구역과 항만·항행구역의 해양사고 비교분석)

  • In accordance with the increased demand for ocean use, the Marine Spatial Planning system was introduced to rationally allocate ocean space, under which fishing activity protection zones have been designated to protect fishery activities and promote fishery resource protection. However, fishing vessels that mainly sail in fishing activity protection zones are exposed to risk, such that they account for about 70% of marine accidents that occur in Korea, Proper risk management is thus required. This study aims to analyze marine accidents in fishing activities protection zones and port and navigation zones to secure the safety of fishing vessels passing within fishing activity protection zones. To this end, the traffic volume in marine use zones was investigated, and marine accidents were investigated by ship type, accident type, tonnage, accident cause, and loss of life. Analysis determined that most of the marine accidents per unit area of each type occurred in port and navigation zones, but overall most marine accidents occurred in fishing activity protection zones. In particular, it was found that traffic safety management was necessary because many human accidents occurred.

A Study on the Advancement of the Legal System for Small Fishing Vessels to Ensure Marine Safety (해양안전 확보를 위한 소형어선 법제도 개선에 관한 연구)

  • The Government of the Republic of Korea has been continuously improving its legal system to ensure marine safety as a precaution against marine accidents. However, despite the ongoing improvement of the legal system, the number of maritime accidents has been increasing steadily, suggesting that the efficacy of the legal system is insufficient. As for recent marine accidents, small fishing vessels (less than 10 tons) account for 44.9 % of marine accidents over 5 years ('13_'17). Therefore, this study investigated the improvement status of the Korean government's legal system for small fishing vessels and the characteristics of related overseas legal systems in order to find a way to further improve marine safety for small fishing vessels. Following the results, the Korean government's laws related to small fishing vessels show a hybrid phenomenon due to the history of merging ('97) and separation ('09) of legal systems for fishing and non-fishing vessels, and it has been concluded that only improvements to construct additional facilities are being performed, and those in a fragmentary manner. In addition, overseas legal systems for small fishing vessels were confirmed to have requirements strengthening the responsibility of owners and operators of fishing vessels and introduced a self-inspection program. Based on these results, a plan is suggested to improve the efficacy of the legal system to ensuree marine safety for small Korean fishing vessels.
