대한민국은 삼면이 바다로 둘러싸인 지정학적 위치에 따라 국민은 바다를 이용하여 다양한 해양수산업에 종사하고, 해상 교통로 이용하고 있다. 최근 해양 관광산업의 발달로 연간 1억 3천여명이 바다를 이용한다. 안전한 바다를 이용하기 위해서는 안전의식이 고취되어야하고, 해양안전문화 확산이 범국민적으로 필요하다. 해양안전문화 정착을 위해서는 대국민 해양안전교육이 수반되어야 하며, 학교 현장에서 해양안전교육의 활성화는 교육의 효율성, 효과적 측면에서 매우 크다. 따라서 본 연구에서는 학교에서 해양안전교육의 활성화를 위하여 교원 대상으로 인터뷰를 수행하였으며, 학교에서 해양안전교육의 어려움에 대한 의견을 수렴하였다. 학교 교육 현장 해양안전교육 시행의 현재 갖고 있는 문제점을 식별하고, 활성화를 위한 방안을 제시하였다. 본 연구 결과는 해양안전문화 확산에 기여할 것으로 사료된다.

세월호 이후 안전교육의 중요성이 강조되고 있어 해양안전 기초교육 표준 모델을 정립 할 필요성이 제기되고 있다. 해양산업계에서는 선원법에 의해 기초안전교육, 상급안전교육으로 법정 교육으로 강제하고 있으며, 해기사에 대해서는 BRM 교육이 실시되고 있다. 이를 일반 국민에게 적용하기 위한 바다 물놀이 안전수칙, 선박 안전수칙, 재난선박 안전수칙에 대한 표준 교육 모델을 제시하여 교육 현장에 적용하고 해양안전 문화확산의 기초 자료로 사용하고자 한다.

The Marine Safety Culture Index (MSCI) was developed in the year 2018 for objectively assessing the public safety culture levels and for incorporating it as data to spread knowledge regarding the marine safety culture. The method for calculating the safety culture index should include issues that may affect the safety culture and should consist of appropriate attributes for estimating the current status. In addition, continuous verification and supplementation are required for addressing social and economic changes. In this study, to determine whether the questionnaire designed by marine experts reflects the people's interests and needs, we analyzed 915 marine safety proposals. Text mining was employed for analyzing the unstructured data of the marine safety proposals, and network analysis and topic modeling were subsequently performed. Analysis of the marine safety proposals was centered on attributes such as education, public relations, safety rules, awareness, skilled workers, and systems. Eighteen questions were modified and supplemented for reflecting the marine safety proposals, and reliability of the revised questions was analyzed. Furthermore, compared to the previous year, the questionnaire's internal consistency was improved upon and was rated at a high value of 0.895. It is expected that by employing the derived marine safety culture index and incorporating the improved questionnaire that reflects the requirements of marine experts and the people, the improved questionnaire will contribute to the establishment of policies for spreading knowledge regarding the marine safety culture.

국민소득 증대, 개인 여가문화 확산 등으로 바닷가를 찾는 국민들이 늘어남에 따라 안전사고도 꾸준히 증가하고 있다. 이 연구에서는 연안사고 발생현황을 다각적으로 분석하고, 사고를 예방하고 인명피해를 줄일 수 있는 방법으로 개인안전장비인 구명조끼 착용의 중요성에 대해 연구하였다.

빠르게 변화하는 해양 교통 환경은 항상 선박과 관련 산업 종사자 등의 안전을 위협하고 있다. 특히나 선박의 안전하고 효율적인 접이안을 지원하는 약 300여 명의 도선사와 70여 척의 도선선은 안전 운항의 최전방에 배치되어 있으며 관련 사고가 발생할 시 타 사고에 비해 그 피해가 극심하다. 따라서 본 연구는 국내외의 과거 도선선 충돌 사고 사례를 분석하고 이를 안전 문화의 관점을 통해 바라보면서 미래의 안전 도선 환경 마련을 위한 대응책을 모색하였다.

Maritime police recognize that the organizational culture of various acting as a member of the organization. Also, marine policing and security activities to determine the number of build. The overall culture of maritime police who share the organization sub-culture may take place. Maritime police organizational culture and a variety of types of group culture, hierarchical culture, development culture, rational culture examined the differences in perceptions. Maritime police aware of the general results of the analysis are as follows; First, the maritime police officers of the age group of 20 was the highest recognition in hierarchy culture and rational culture. Second, the maritime police officers of the rank of captain was the highest recognition in development culture and rational culture. Third, differences in the perception of organizational culture by recruitment analysis show the difference in cultural groups showed, in particular, the special recruitment group of police officers, and maritime police culture can be seen tend to appear low.

안전한 선박운항과 해양사고 예방을 위해서는 선박소유자를 비롯한 해운회사 경영진의 안전의식 내재화와 안전을 최우선으로 생각하는 인식의 변화가 요구된다. 그러나 해양사고 예방을 위한 교육은 주로 선박운항 종사자를 대상으로 시행되고 있고 안전의 최고 의사결정자인 선사의 경영진을 대상으로 한 교육 프로그램은 부족한 상황이다. 이에 해양수산부에서는 2015년부터 선사 CEO 해양안전리더 교육을 실시하고 있다. 이 교육의 대상은 해운선사의 경영진이며 안전에 대한 이론, 실무, 타 회사의 안전경영 사례 등을 공유하여 교육수료자가 해양안전 리더로서 선도적으로 안전경영을 해나가도록 유도하고 안전문화를 정착시키는데 목적을 두고 있다. 따라사 교육 프로그램의 내용과 교육대상자의 교육만족도는 향후 교육 프로그램의 개선, 발전을 위해 중요한 사항이라 할 수 있다. 본 연구에서는 해양안전리더 교육 프로그램의 만족도를 조사하여 분석함으로써 교육과정 개선 등에 활용될 수 있을 것으로 기대된다.

The demand for measures to enhance the safety of maritime transportation is growing internationally, and coastal shipping companies are pursuing sustainability by establishing various maritime safety policies. Increased awareness of the safety management system and safety culture of coastal shipping companies will minimize accidents and increase corporate sustainability. This study empirically analyzed the impact of a safety management system (safety policy, risk management, and safety guarantee) on the corporate sustainability of coastal shipping companies through the mediation of safety culture. The survey questions for each variable were constructed based on previous research and a dministered to 204 employees of coastal shipping companies. Analysis founed that safety policy did not have a statistically significant effect on safety culture, but risk management and safety guarantees had a positive significant effect on safety culture, which in turn had a positive and significant effect on sustainability. Furthermore, we found that safety culture has a mediating effect on the relationship between risk management and safety guarantees and sustainability. Coastal shipping companies thus need to systematize and strengthen risk management and safety assurance to increase safety culture awareness, and increased safety culture awareness can also increase sustainability.

본 논문은 2014년 세월호 사고 이후 해양재난사고에 대한 국민들의 경각심이 고조되었으며 해양레저인구증가로 인한 해양사고가 증가되는 상황에서 사고예방 및 해양안전문화 고취를 위한 해양안전교육센터 구축하고자 수요추정을 수행하였다. 특히, 우리나라 대부분의 해양안전체험관과 유사한 체험관들은 대부분 전라, 경기지역에 분포하고 있어 지역 편향을 해소하는 차원에서 동남권 안전센터 구축이 필요한 상황이며 해양레저 및 해양산업의 중심이 영남권에 위치하고 있기 때문에 안전교육센터의 구축의 정책적인 타당성이 있다. 본 논문에서는 해양안전교육센터 수요추정을 중력모형을 활용하여 수행하였으며 사회경제적인 타당성의 근거로서 활용이 가능할 것으로 기대된다.
