  • 중국경제의 지속적인 성장에 따른 동북아지역의 해상물동량 증가, 국민의 삶의 질 향상에 따른 레저활동 인구 증가와 선원의 고령화, 외국인 선원증가 현상 등 해상환경의 변화에 의한 해양사고 발생 가능성은 커지고 있다. 이에 정부는 안전수준 향상을 위한 해상교통의 체계적인 안전관리시스템 고도화 정책을 추진하고 있다. 따라서 본 연구에서는 국내외 도로교통, 건설업 등 안전부문에서 시행하고 있는 평가제도의 사례를 조사 분석하여 해운선사의 안전등급제 도입을 위한 제도의 목적, 도입방법, 평가방법 등을 제시함으로써 효과적인 제도도입 및 운영방안을 제시하고자 하였다.

  • 안전사고들로 인한 인명피해 때문에 해상에서의 안전에 대한 관심은 크게 증가하였고, 다양한 정보들을 종합적이고 체계적으로 관리하기 위해 통합 해양안전 정보체계인 e-Navigation이 태동하게 되었다. 우리나라는 2016년부터 5년 동안 한국형 e-Navigation 서비스를 개발하여 전 연안의 선박을 대상으로 제공할 계획을 갖고 있다. 본 논문에서는 현재 한국형 e-Navigation 서비스에 대하여 간단히 살펴보고 제1핵심과제인 한국형 e-Navigation 서비스를 위한 핵심기술 연구개발의 목표인 사고예방의 효율성 제고를 위해 기존서비스 활용 및 데이터 처리 개선 방안에 대해 고찰해보려고 한다.

  • We badly need the plans to promote practical and systematic utilization of safety management system as the safety management in coasters is not yet sufficient although the government and shipping companies are making efforts to protect human life and environment in ocean. This thesis executed questionnaire survey on related organizations and shipping companies followed by proof analysis and suggest plans to make it useful safety management system suitable to coastal marine transport of the country through grasping and improving the points of problems in current safety management on coastwise vessels.

  • This paper proposes a safety management method that extracts ETA (event tree analysis) based scenario and combines ICT technology to reduce serious disasters occurring workplace for shipbuilding and offshore plant. The statistics of Safety and Health Agency and (previous)Ministry of Public Safety and Security show that the most frequent accident among the serious disasters related to shipbuilding and offshore plant is falling. The main cause of accidents is absence of a safety belt and safety belt ring. To solve these problems, we create ETA based scenarios to derive results based on safety considerations. Based on these results, we propose a solution by applying ICT technology for accident prevention. Deriving ETA based scenarios and ICT technology, the proposed solutions include a system for detecting the wearing of safety belts and safety helmets, a system for detecting whether or not the safety belts are connected, and a hook system for measuring safety distances. These safety related systems can reduce the probability of death of workers. By preventing accidents using the proposed method, we can reduce serious disasters in shipbuilding and offshore plant and establish systematic safety management.

  • For a long time, the ocean was regarded as unknown area ruled by god, consequently, not so much things were developed in scientific methods and activities. Despite a rapid development of geographic information systems(GIS) marine and ocean fields still remained in the scope of traditional tools and intuitive experiences by the late of 1990. However, land based concepts and technology models require additional customization to apply GIS effectively in marine domains, which are resulted from her dynamic, complex and seamless massive nature. This paper gives a brief review of marine spatial data characteristics and also presents strategic approaches to meet the unique marine GIS requirements.

  • 미래 해상환경 변화 대응의 일환으로 항로표지의 스마트화를 위한 정보의 디지털화, 정보교환 체계의 표준화 등 항로표지기반의 정보 통합 DB구축을 통한 해양분야의 ICT 기술개발이 요구되고 있다. 또한, 항해안전을 위한 아날로그 정보 전달 기능의 항로표지 역할이 해양정보 수집 및 활용의 허브기능으로 확장이 되며 스마트항로표지의 도입 및 전환이 요구되고 있다. 이러한 해상교통흐름의 변화에 대응하기 위해 본 연구에서는 표준화, 디지털화된 항로표지정보의 통합 제공을 위한 디지털 항로표지 정보관리를 위한 정보협력시스템을 설계하였다.

  • Safety is essential for organizations operating in high-risk environments, such as the Navy. Effective safety management requires continuous improvement and supplementation, commonly achieved through the PDCA (Plan-Do-Check-Act) cycle. Despite reinforced safety regulations and expanded education, safety accidents persist in the Navy, indicating a need to enhance the safety accident analysis and classification system. This study aims to analyze and identify the shortcomings of the current Navy safety accident classification system to establish a more effective framework. By doing so, we will be able to register the results of safety accidents, identify their root causes, and propose a 12-digit Navy safety accident classification code. This code will contribute to the development of mid- to long-term safety management policies.

  • Now Korea Hydrographic and Oceanographic Administration(KHOA) publishes 309 charts of 38 kinds of scale. Korea chart index number system is established with east, south and west sea areas. The chart number has been given irregularly in accordance with publication order so there is no consistence. The present chart index number system can classify sea areas but does not have information of scale, object and location. Therefore this chart's unsystematic management gives rise to inconvenience to the chart user. So, the standards of chart index number system is urgently needed for the efficient management & use of chart. In this paper, we intend to propose new chart index number system through adjusting area of chart and rearranging scale of charts. As a result, it is necessary to change from 3 digits to 4 digits index number to gain competitiveness & systematic management of Korea nautical charts.
