The COMS (Communication, Ocean, and Meteorological Satellite) performing meteorological and ocean monitoring and providing communication service with meteorological, ocean and Ka-band payload in the geostationary orbit includes MODCS (Meteorological and Ocean Data Communication Subsystem) which provides transmitting the raw data collected by meteorological payload called MI (Meteorological Imager) and ocean payload named GOCI (Geostationary Ocean Color Imager) to the ground station and relaying the meteorological data processed on the ground to the end-user stations. MODCS comprises of two channels: SD channel which formats the raw data according to CCSDS recommendation, amplifies and transmits its signal to the ground station; MPDR channel which relays to the end-user stations the ground-processed meteorological data in the data format of LRIT/HRIT recommended by CGMS. This paper constructs the architecture of MODCS for transmitting and relating the observed data, and investigates that the key performance parameters have the required margin through the preliminary performance analyses.

This study seeks to improve NFRDI Serial Oceanographic observation (NSO) system which has been operated at current observation stations in the Korean Seas since 1961 and suggests the direction of NSO for practical use of Korean operational oceanographic system. For improvement, data handling by human after CTD (Conductivity-Temperature-Depth) observation on the deck, data transmission, data reception in the land station, and file storage into database need to be automated. Software development to execute QA/QC (Quality Assurance/Quality Control) of real-time oceanographic observation data and to transmit the data with conversion to appropriate format automatically will help to accomplish the automation. Inmarsat satellite telecommunication systems with which have already been equipped on board the current observation vessels can realize the real-time transmission of the data. For the near real-time data transmission, CDMA (Code Division Multiple Access) wireless telecommunication can provide efficient transmission in coastal area. Real-time QA/QC procedure after CTD observation will help to prevent errors which can be derived from various causes.

There has been increasing concerns regarding marine mineral resources as the land energy resources has been depleting from worldwide energy crisis. Also, all the coastal countries around the world are getting into the high competition as EEZ implemented to widen each country's marine autonomy. Especially, the adoption of EEZ in UN's marine regulation agreement at the January of 1996 has aggravated conflicts among coastal countries and eventually resulted in critical agenda to determine the boundaries of EEZ among such countries. It is imperative for us to have negotiation with neighboring countries to determine the boundaries of EEZ. For the preparation of such negotiation, it is essential to have data such as mineral distribution, deep-sea geology, related agreement and marine laws, etc. Therefore, this study mainly concentrates on analyzing existing data of resources exploration and establishing standards for each type of data and manipulating data based on such standards, thereby building a database for more efficient management of EEZ data from marine resources survey. MRIS has also been developed to diversely analyze and visualize graphic and attribute data considering data usage and inter-relationship in the database. This system can provide various spatial analysis and spatial searching techniques to enable easier comparison of cost-benefit analysis and data provision of any area in EEZ thereby facilitating major policy making. In addition, the system can support sustainable management of marine resources of EEZ regions and data supply for systematic management of national marine resources. Furthermore, this will be very useful for negotiating with neighboring countries to determine EEZ boundaries to lead more favorable results.

This note provides technical guide on three issues associated with establishing and automatically running regional ocean forecasting systems: (1) a strategy for continuous production of hourly-interval three-day ocean forecast data, (2) the daily download of ocean and atmospheric forecasting data (i.e., HYCOM and NOAA/NCEP GFS data), which are provided by outside institutions and used as initial condition, surface forcing, and boundary data for regional ocean models, and (3) error notifications to numerical model managers through the Short Message Service (SMS). Guidance on dealing with these three issues is illustrated via solutions implemented by the Korea Hydrographic and Oceanographic Agency, since in embarking on this project we found that this procedural information was not readily available elsewhere. This technical guide is based on our experiences and lessons learned during the process of establishing and operating regional ocean forecasting systems for the East Sea and the Yellow and East China Seas over the 5 year period of 2012-2016. The fundamental approach and techniques outlined in this guide are of use to anyone wanting to establish an automatic regional and coastal ocean forecasting system.
본 논문의 주목적은 불연속 또는 연속계 구조물의 시스템 신뢰성해석(system reliability analysis)을 위한 보다 일반적인 방법을 소개하는데 있다. 본 논문에서는, 확대하중증분법(extended incremental load method)이라고 불리우는데, 지금까지의 신뢰성 해석법 중 종래의 하중증분법이 갖는 단점을 보완하고, 여러 형태의 하중이 작용하는 구조물에 대해, 부재의 파괴후 거동(post-ultimate behaviour)을 다른 방법보다 더 실제적으로 고려할 수 있는 장점을 갖도록 개발한 것이다. 본 방법의 또 하나의 장점은 구조설계시 사용하는 강도공식(strength formula) 을 시스템 신뢰성 해석에서 직접 이용할 수 있다는 점이다. 이 방법은 부유식 해양구조물 같은 연속계 구조물의 시스템 신뢰성 해석을 위해 개발되었는데, 이 논문에서는 실제 구조물은 다루지 않고, 방법의 정당성과 아울러 수정된 안전여유식의 적용가능성을 보여주는 것에 중점을 두었다. 본 논문의 부유식 해양구조물들에 적용한 결과는 후일 발표할 예정이다.

해양안전심판원의 해양사고 통계자료에 따르면 기관손상 등을 제외한 해양사고 중 충돌사고의 비중은 가장 높고, 대부분의 충돌사고는 경계소흘 등 운항과실이 약 90%를 차지한다. 본 연구에서는 운항자의 항행 안전을 지원하고자 육상 무선 통신기술을 이용하여 중소형 선박의 충돌예방 시스템을 최종적으로 개발하기 위해 먼저 소형어선(30톤미만) 운항자의 요구분석을 수행하였다. 분석을 통해 충돌회피거리, 당직자 배치, 긴급피항시 필요시간, 충돌 및 경보시스템 개발에 필요한 사항 등을 도출하였다. 향후 이를 바탕으로 해상에서의 선박충돌 예방을 위한 신뢰성 높은 충돌경보 알고리즘을 개발 적용하는 등 사용자 편의적인 충돌경보 시스템을 개발하고자 한다.

An offshore plant exposes environmental threats which are typhoon, tidal wave and etc., also the offshore plant exposes artificial threats by fire and collision of ship. In this paper, we design an IT conversion remote monitoring system for protection from environmental and artificial threats using camera, AtoN AIS. The system helps to monitor possible situations around offshore plant remotely. Therefore, we handle the situations appropriately and manage the offshore plant safely.

관제장비 기술의 발전으로 표출정보의 증가으로 관제사의 관리선박들은 급증하였지만, 수집된 고품질의 정보들을 어떻게 활용하여 관제사에게 관제 편의성을 제공할 시스템은 발전되지 않았다. 유사기관 운영시스템 사례를 벤치마킹하여, 기존 정보수집 중심 VTS시스템에서 기상특보 자동발송 시스템, VTS시스템과 V-Pass시스템 결합, 조난신호 표출시스템 등 관제사 중심(편의) 시스템을 예를 들어 제안함으로써 새로운 VTS시스템으로의 패러다임 변화를 하고자 한다.

해상에서 긴급상황 발생 시 선박운항자는 짧은 시간에 신속 정확한 의사 결정을 할 필요가 있다. 이를 위해서 해양사고(충돌, 좌초, 화재, 엔진고장, 조타고장) 심각성에 따른 대피항로(해경선, 비상투묘, 표류, 임의좌주, 주변선박) 선정 알고리즘을 설계하였고, 선박운항자를 위한 긴급대피지원안내 시스템을 개발 중에 있다. 본 연구에서는 대피항로 선정 지원 기술 중 비상투묘와 충돌위험도를 중심으로 시스템 적용 모델의 타당성의 평가하고 알고리즘의 신뢰성을 검증하였다. 비상투묘 지원 기술의 검증을 위해 국내외 해양사고 보고서 및 재결서를 분석하고 알고리즘에 적용해 결과를 비교하였다. 충돌위험도를 검증하기 위해 재결서의 선박 충돌 사고 사례를 시뮬레이션으로 재현하였고, 시뮬레이션 기록 데이터를 기반으로 PARK model, IWRAP MK2 프로그램을 이용해 충돌위험도를 평가하였다. 본 연구의 결과를 통해 해양사고 발생 시 선박과 인명 피해를 최소화할 수 있을 것으로 예상된다.
