Ecotoxicity Assessment of Leachate from Disposal Site for Foot-and-Mouth Disease Carcasses (구제역 가축 매몰지 침출수 독성영향평가)

  • In this study, chemical analysis and ecotoxicity tests of leachate from disposal site for foot-and-mouth disease carcasses (FMD leachate) were conducted to collect fundamental data that will be used to develop environmental risk assessment tools for FMD leachate. For chemical analysis, concentration of $Cl^-$, $NH{_4}{^+}-N$, Korea standard method indicators for detection of leachate released from animal carcasses burial site into groundwater and NRN (Ninhydrin-Reactive Nitrogens), a newly suggested screening test indicator to detect groundwater contamination by FMD leachate, were assessed. For ecotoxicity tests, luminescent bacteria (V. fischeri), micro-algae (P. subcapitata) and water flea (D. magna) were selected as test species. Correlation analysis between the concentration of $Cl^-$, $NH{_4}{^+}-N$, NRN and the toxicity to V. fischeri was performed to identify the better indicators to monitor FMD leachate contamination. From regression analysis, the concentration of the indicators in FMD leachate contaminated sample that induced halfmaximal toxic effect to V. fischeri was evaluated. Results obtained from this study can be applied to assess the risk by FMD leachate and to establish the guideline to manage risk in relation to FMD leachate.

Using a Choice Experiment to Measure the Non-market Value of Sea Water Quality with a Focus on the Incheon Special Area Management Plan (선택실험법을 이용한 해역수질 속성의 비시장적 가치 추정: 인천특별관리해역을 중심으로)

  • The coast of Incheon reaches Incheon itself, Gimpo, Siheung, and Ansan of Gyunggi-do. Because this area has been seriously polluted, the Ministry of Oceans and Fisheries has established the Incheon Special Area Management Plan (SAMP) to preserve sea water quality as a marine environment asset. However, there is concern that actions taken in this area may change the surrounding marine ecology, being effected by farms, via a river that flows from waste lands, abandoned fishing activities and fishing nets, etc. Given this background, this study estimates the value of SAMP sea water quality using a choice experiment (CE). A CE survey of 1,000 households was undertaken, investigating trade-offs involving price and four attributes for selecting a preferred alternative to obtain a marginal willingness to pay (MWTP) estimate for each attribute. The estimation results showed that MWTP for a 1 %p improvement in sea water quality, the diversity of fauna species, the diversity of flora species, and a 1 %p reduction in marine litter as a result of conserving Incheon coastal sea water quality are estimated to be KRW 75, 135, 309 and 72 per household per year, respectively. All estimation results were statistically significant at the 1 % level. These findings can provide policy makers with useful information for evaluating and planning marine environmental management policies.

Characteristics of Summer Marine Algal Community and Barren Ground in the Southern Coast of Jeju, Korea (제주 남부해역 조하대 하계 해조군집 및 갯녹음 특성)

  • This study was conducted to investigate marine algal community characteristics and the status of barren ground in the summer at study sites on Jeju Island, Korea. Sampling was carried out from July to September 2017 using a qualitative and quantitative survey (including coverage of non-geniculated coralline algae and density of grazer) by scuba diving. A total of 121 species were identified, including 11 (9.1 %) green algae, 24 (19.8 %) brown algae, and 86 (71.1 %) red algae. Hyeongjeseom had the greatest diversity, with 60 species, and Harye the least, with 18 species. The mean biomass at the study sites was $1,503.0g{\cdot}m^{-2}$, while the mean for the neighboring islets ($3,268.7g{\cdot}m^{-2}$) was higher than that of the main island ($914.7g{\cdot}m^{-2}$). Also, dominant species was identified: Sargassum macrocarpum at the neighboring islets, and Ecklonia cava at the main island, with differences showing not only in biomass but also species composition. In conclusion, the marine algal community status in summer at the study sites was evaluated based on the algal community characteristics (species composition, biomass, biomass ratio of kelp species), coverage of non-geniculated coralline algae, and density of grazer. As a result, both Hyeongjeseom and Marado require preservation and management to maintain their excellent marine algal communities, and other sites on the main island require the creation and/or restoration of marine algal communities. In addition, as the generation of barren ground accelerates, it is urgent not only to grasp existing monitoring research but also to identify the status of the marine algal community where it is not known at present.

  • The sustainable operation and development of ports is a key industry for Korea's national economy. It is increasingly more important to resolve conflicts with local communities due to port environmental problems such as air pollution, water pollution, noise and ecosystem destruction while securing port competitiveness through infrastructure expansion. In case of the Busan New Port development project in Korea, construction has been temporally suspended due to conflict with local fishermen over marine sand mining for construction. A primary reason for this is the absence and limitation of qualitative port environmental impact assessment methodologies in Korea. This includes the current investigation of fisheries damaged by ports. Therefore, the main purpose of this study is to propose economic valuation methods for assessing environmental impacts that are essential for efficient port environmental management and for sustainable port operation and development in Korea. To do this, this study examines the overall port environmental problems and their effects (damages) through the analysis of environmental policies and case studies of domestic and overseas ports. Then economic valuation methods are suggested for total economic values (TEV) of damaged environmental goods and services. Among the proposed methods, Habitat Equivalency Analysis (HEA), as a more scientific data based method, was applied to estimate marine ecosystem service damages from the designation of Busan New Port Anchorages. Finally, based on the study results, more efficient port environmental management will be achieved through the institutional adoption of the proposed economic impact assessment methods for port environmental damages.

  • Marine oil spill accidents not only devastates marine ecosystem but also Ins significant adverse socio-economic impact on local community whose living is dependent on clean marine system Although the Marine Environment Management Act of the Republic of Korea stipulates tim marine pollution impact survey must be conducted at the time of the oil spill, the articles do not provide specifics or concrete survey items for socio-economic impact assessment Moreover, there are redundancy questions in the provisions related to socio-economic impact assessment. This paper examined several difficulties encountered in carrying out the socio-economic impact assessment for marine oil spill as required in the law, and presented some recommendation., for the plan to improve the assessment mechanism systematically through the development of the research categories and indicators of socio-economic impact assessment.

A Study on the Distributional Characteristics to Properties of Marine Submerged Wastes in the West Sea of Korea (서해 해양 침적폐기물의 성상별 분포 특성 연구)

  • Marine waste is classified according to its location into coastal waste, floating waste, and submerged waste. As awareness of environmental issues increases, research on marine submerged waste in addition to visible trash is needed. In Korea, which is surrounded by the sea on three sides, this is a study on the distribution of marine sedimentary waste by type in the West Sea of Korea. Through the study, waste synthetic resin, scrap metal, waste tires, and others appeared in the order of large amounts. As a result showing the seriousness of waste synthetic resin among sediments deposited in the West Sea, it is expected to have a huge impact not only on the marine ecosystem but also on our lives in the near future. Through this study, it is judged that it will be helpful for future collection activities by recognizing marine submerged waste that was not known because it was invisible.

  • 섬진강 유역에서 하천유지유량에 영향을 미치는 주요댐은 다목적댐 2개소, 발전용댐 1개소, 생공용수전용댐 1개소, 농업용댐 2개소로 총 6개소가 있고, 섬진강남해수계의 수어댐은 섬진강 하구 일부구간을 제외하면 하천유지유량 변화에는 영향을 미치지 않는다. 섬진강 유역에서 2005년까지 고시된 하천유지유량은 1979년 섬진강 송정지점 염해방지 필요수량 5.5cms만 있었고, 1990년 공고에서는 섬진강 2개 지점에 대한 평균 및 기준 갈수량을 제시하고 별도의 하천유지유량을 고시하지는 않았다. 익산지방국토관리청(1999)에서 하천유지유량이 하천법 제20조의 법적근거를 가지고 영산강 섬진강 수계 전반에 걸쳐 총 23개 지점에서 산정하였다. 동일한 하천유지유량이 2006년에 고시되어 2016년 현재까지 법적 효력을 가지고 있다. 국토해양부(2011)에서 하천수질과 생태계를 고려한 하천유지유량을 다시 산정하였는데, 이는 1979년과 2006년 고시유량보다 더 큰 값이다.

Identification of Visitation Density and Critical Management Area Regarding Marine Spatial Planning: Applying Social Big Data (해양공간계획 수립을 위한 방문밀집도 및 중점관리지역 규명: 소셜 빅데이터를 활용하여)

  • Marine Spatial Planning is an emerging strategy that promoting sustainable development at coastal and marine areas based on the concept of ecosystem services. Regarding its methodology, usage rate of resources and its impact should be considered in the process of spatial planning. Particularly, considering the rapid increase of coastal tourism, visitation pattern is required to be identified across coastal areas. However, actions to quantify visitation pattern have been limited due to its required high cost and labor for conducting extensive field-study. In this regard, this study aimed to pose the usage of social big data in Marine Spatial Planning to identify spatial visitation density and critical management zone throughout coastal areas. We suggested the usage of GPS information from Flickr and Twitter, and evaluated the critical management zone by applying spatial statistics and density analysis. This study's results clearly showed the coastal areas having relatively high visitors in the southern sea of South Korea. Applied Flickr and Twitter information showed high correlation with field data, when proxy excluding over-estimation was applied and appropriate grid-scale was identified in assessment approach. Overall, this study offers insights to use social big data in Marine Spatial Planning for reflecting size and usage rate of coastal tourism, which can be used to designate conservation area and critical zones forintensive management to promote constant supply of cultural services.

Implementation of Saemangeum Coastal Environmental Information System Using GIS (지리정보시스템을 이용한 새만금 해양환경정보시스템 구축)

  • To monitor and predict the change of coastal environment according to the construction of Saemangeum sea dyke and the development of land reclamation, we have done real-time and periodic ocean observation and numerical simulation since 2002. Saemangeum coastal environmental data can be largely classified to marine meteorology, ocean physics and circulation, water quality, marine geology and marine ecosystem and each part of data has been generated continuously and accumulated over about 10 years. The collected coastal environmental data are huge amounts of heterogeneous dataset and have some characteristics of multi-dimension, multivariate and spatio-temporal distribution. Thus the implementation of information system possible to data collection, processing, management and service is necessary. In this study, through the implementation of Saemangeum coastal environmental information system using geographic information system, it enables the integral data collection and management and the data querying and analysis of enormous and high-complexity data through the design of intuitive and effective web user interface and scientific data visualization using statistical graphs and thematic cartography. Furthermore, through the quantitative analysis of trend changed over long-term by the geo-spatial analysis with geo- processing, it's being used as a tool for provide a scientific basis for sustainable development and decision support in Saemangeum coast. Moreover, for the effective web-based information service, multi-level map cache, multi-layer architecture and geospatial database were implemented together.

A study on the ecosystem-based management system for fisheries resources in Korea (생태계 차원에서의 수산자원관리 방안 연구)

  • The potential of ecosystem-based fisheries management is recently recognized to be very important to improve the sustainability of fisheries resources. Under the depressed condition of many fisheries resources, this recognition has been expanded and more effort has been taken to improve this approach. Taking ecosystem concept includes the use of other tools of management in addition to fisheries regulation, such as stock and productivity enhancement, provision of physical structure, or marine protected areas. In the ecosystem-based fisheries management approach, it would require to holistically consider ecological interactions of target species with predators, competitors, and prey species, the effects of climate on fisheries ecology, the complex interactions between fishes and their habitat, and the effects of fishing on fish stocks and their ecosystem. Fisheries management based upon the understanding of these factors can prevent significant and potentially irreversible changes in marine ecosystems caused by fishing. A useful approach for analyzing tropho-dynamic interactions and mass-balance in marine ecosystems is introduced to demonstrate the complexity and usefulness of the ecosystem approach, which was applied to a small ecosystem in Korea. Korea should seriously consider to take the ecosystem-based approach to fisheries management, since most major fish stocks are currently depleted due to many reasons such as overfishing, land reclamation and coastal pollution.
