Analysis on the Navigational Dangerous Elements in Southwestern Coastal Area of Korea (서남해 연안해역의 항행 위해요소에 관한 분석)

  • Since July 2006, marine traffic safety management system have been enforced to support the vessels transiting across the coastal area and the vessels coming in and out of ports in southwestern coastal area where heavy traffic density and marine casualties occurred frequently. The marine traffic volume for the marine traffic environmental assessment was measured by the information from RADAR and AIS system in the area. The distributions of marine casualties were analyzed in the main routes and traffic separation schemes during the last five years and the navigational dangerous elements were investigated with the influence of natural environment, the distribution of fisheries and survey questionnaire. Marine accidents of merchant ships have a tendency to decrease gradually but in case of fishing boats, the rate of marine accidents have a contrary results in this area during the last five years. The dangerous elements on navigation appeared to be the dense force from June to August, fisheries activities and the vessels which not follow the compulsory watch on VHF-band radio communication equipments.

  • A big accident of oil spill occasionally occur in coast of Korea according to increase of sailing of oil tank ship in recently. This study was focused on transformation and behavior of spilled oil in ocean and effect of spilled oil on environment and introduce the methods of analysis of spilled oil, compensation for the damage caused by spilled oil.

  • Ship is being operated under a highly dynamic environments and many factors are related with ship's collision and those factors are interacting. So, an analysis on the ship's collision causes is very important to prepare countermeasures which will ensure the safe navigation. And the analysis confirmed that ship's collision is occurred most frequently and the cause is closely related with human factor. The main purpose of this study is to build a model of human factors in ship's collision cause using SD(System Dynamics} approach and to measure a effect which is risk control countermeasures of ship's collision. To achieve this aim, the structure analysis on the causes of ship's collision using FSM are performed, and the structure was changed by quantitative, qualitative factors and their feedback loops in casual map. This model was performed over 20 years(1993-2012) in a standard simulation model and 8 policy simulation models.

A Study on the Marine Accidents' Prevention of Korean Fishing Vessel which Foreign Seafarers are on board (외국인선원 승선 한국어선의 해양사고 예방에 관한 고찰)

  • Foreign seafarers have embarked on the fishing vessels as industrial trainees since 1990s and the total number of foreign seafarers on merchant ships and fishing vessels marked 21,327 as of the end of 2013. Especially, in case of deep-sea fishing vessels and coastal/inshore fishing vessels, although the number of fishing vessels decreased, the number of foreign seafarers nearly doubled during recent 5 years. Looking at the marine accidents occurred to fishing vessels, after multinational seafarers are joining on board fishing vessels, difficulties in communication among seafarers has become a major issue. And the safety rules which could be understandable by foreign seafarers are not provided and the education and training for foreign seafarers are not properly conducted either. Consequently, the risk of marine accidents during fishing operation on fishing vessels has increased and emergency response under the captain's control was not effective enough to cope with such emergency situation. Several forced labour issues were also reported resulting from abusive words and assault committed by Korean seafarers. Therefore, This study aims first to review the cases of marine accidents on board fishing vessels which foreign seafarers are working and, the problems concerning employment and education for those foreign seafarers, and then to point out the necessity of conducting training on the safety rules and regular emergency drills for the foreign seafarers in order to prevent marine accidents.

  • 평택지방해양수산청은 서해권역의 인천, 평택, 대산, 군산해양수산청의 부표류에 대한 점검업무를 수행하고 있다. 서해권역은 해역 특성상 안전을 위해 부표류의 설치가 해마다 증가하여 전국에서 가장 많은 기수가 설치 운영되고 있으며, 부표류의 이탈사고 또한 지속적으로 발생하고 있다. 부표류의 안정적 운영을 위한 점검 정비 및 사고 감소를 위한 업무의 개선이 필요하다. 본 연구에서는 부표류의 사고원인을 분석하고, 부표류 사고를 줄이기 위한 개선된 점검 정비 방법 및 효율적인 관리를 방안을 제시하였다.

  • VTS가 설치 및 운영되기 시작하여 해양사고의 수가 감소하였으나 최근 VTS 관제범위 내에서 주목할 만한 해양사고가 발생하고 있다. 이 연구에서는 VTS의 역량강화를 위한 방안으로 해상교통관제사 자격제도를 도입하는데 있어서 필요한 직무분석을 실시하고 자격을 갖추는데 필요한 지식과 기술에 대한 비중을 분석하였다. 현재 관제업무에 종사하고 있는 해상교통관제사를 대상으로 설문조사를 실시하고 결과를 분석하여 해상교통관제사의 자격제도, 교육훈련 및 평가제도의 연계방안을 수립하는데 도움이 되고자 한다.

  • 조선기술의 발달과 해운업체의 요구로 선박이 점차 고속화 대형화됨에 따라 선박의 통항량은 매년 증가하고 있으며, 해양사고의 위험도 함께 높아지고 있다. 또한 최근 들어 어선이나 예선 등 소형선도 AIS(선박자동식별장치)를 설치하면서 관제대상 선박은 날이 갈수록 증가하는 추세이다. 따라서 선박이 항만으로 진입하기 이전 단계에 해양사고의 위험을 예방하기 위하여 항만관제의 범위가 확대되어야 한다는 필요성이 제기되고 있으며, 이로 인한 관제사의 업무량 및 스트레스도 증가하는 실정이다. 그러나 현재 사용중인 관제시스템은 모두 외국 제품으로 관제사의 다양한 요구사항을 반영하기에는 어려움이 있으며, 여러 기종이 혼재해 있어 VTS 간 연계도 불가능한 실정이다. 본 연구에서는 관제장비를 통합 연동하여 관제사의 업무량을 효과적으로 감소시키고 전국 VTS 및 관련 기관 업체와 상호 유기적으로 연계할 수 있는 맞춤형 관제지원시스템의 개발에 대한 필요성 및 개념, 주요기능, 활용방안 등을 모색하여 보았다.

A Study on Roll Motion in Waves of Capsized Small Vessel Based on Loading Condition (전복사고 발생 소형선박의 적재상태를 고려한 파랑중 횡동요 연구)

  • The frequency of marine accidents of vessels in Korea is steadily increasing and it is concentrated on small vessels with less than 10 tons of gross tonnage. Therefore, preventing capsizing accidents in small vessels is important to reduce the cost in terms of human and property damage due to such accidents. However, research on the seakeeping performance of small vessels has been insufficient, and there are no domestic and international regulations on seakeeping performance. Therefore, in this study, capsizing accidents caused by poor loading conditions were investigated by examining the adjudications of the small vessels in which the capsizing accidents occurred. Hydrostatic calculations and seakeeping performance analysis were performed for a representative vessel. A vessel generally performs a six-degree-of-freedom motion during operation. In this study, the response amplitude operator and response spectrum of a representative vessel were calculated to determine the roll motion. Moreover, a short-term statistical analysis of the vessel according to the loading conditions was performed for the wave stationary status for 3 h. From the results, it was estimated that, when the loading condition of a small vessel is poor, its roll motion increases, greatly reducing its stability.

직무분석 기반의 해상승무정원 평가 프로그램 개발

  • 1970년대에는 일반적으로 상선에 30-40명의 선원이 탑승했었지만, 최근에는 선박의 자동화와 경제적 문제 때문에 점점 선원수를 줄이고 있는 실정이다. 그러나 최근 통계에 따르면 해양사고의 약 80% 정도가 human error에 의해 발생하고 있으며, 이러한 이유중의 하나는 선원 1명당 부과되는 작업량 과다에 있기도 하다. 즉 선원수의 감소는 업무 또는 작업량의 증가를 가져왔고, 하루에 14-18시간 일하는 것은 특별한 일이 아니게 되었다. 따라서 사고의 증가를 유발하지 않는 범위 내에서 선원수의 감소 범위 산정은 경제적 문제로 인해 크게 대두되고 있다. 현재 안전성과 효율성을 고려한 선원수 산정에 대한 정확한 근거 및 산정자료는 없지만, 최근 IMO, 미해안경비대 (US Coast Guard ; 이하 USCG) 등에서 안전승무정원(safe manning)에 관한 논의 및 연구가 진행되고 있다. 본 논문에서는 선박의 안전승무정원의 평가모델에 대한 최근 국내외 연구현황을 정리하고, 국내 수용을 위한 방안을 제시하고자 한다.

Effect of Accession to OPRC-HNS Protocol on Korean Industry (OPRC-HNS 의정서 가입이 국내 산업계에 미치는 영향)

  • Since the OPRC-HNS Protocol entered into forced in the June of 2007, the potential effects on industrial circles are encouraged to be analyzed according to the obligatory regulations listed in the Protocols. This study was conducted on the quantitative analysis of the possible effect on the industrial circles if Korea accedes to OPRC-HNS Protocol. In spite of any burdens caused by keeping "accident emergency program memorandum" and performing "education and any training program for the crews", potential decrease of insurance fee is in possibility provided it follows. In addition, the oil refinery and petrochemical industries may also have burdens for potential costs for acquiring any materials including equipments and fees for education and training related to HNS. However, minimizing any costs by swift response against accidents would be big advantage that comes with paying of small amounts of expense by international convention related to HNS.
