한국이 세계 해양 분야의 선두로 나아가고, 주도권을 갖기 위해서는 한국이 주도하는 해기 교육 영문화 작업이 필수적이다. '2015 알제리 VTS 교재 제작 프로젝트'에 참여한 경험을 바탕으로, 해기 교육 글로벌화를 위한 영문화 작업 시 필수적으로 고려되어야 할 문제점들을 짚어 보고, 한국이 해사교육 글로벌화를 위한 기술 교재의 영문화를 위해 갖추어야 할 대안들을 도출해보려 한다.

'건설산업의 지속 발전 기반 강화'를 비전으로 한 향후 5년간의 건설정책 청사진이 제시됐다. 국토해양부(장관 권도엽)는 지난 2월 20일 '제4차 건설산업진흥기본계획' 고시를 통해 건설산업의 환경변화를 반영한 새로운 비전과 전략을 수립하고, (1) 건설산업 효율성 강화 및 산업구조 견실화 (2) 건설산업 성장동력 강화 (3) 공생발전 및 선진 건설문화 정착 등 세 가지 정책목표를 제시했다. 본지는 건설산업의 질적 성장을 위한 제4차 건설산업진흥기본계획의 주요 내용을 게재한다.

Since the five-day workweek has implemented and the spare time increased, the tourist industry has been showing the growth with quality. The tourist industry takes center stage as the twenty-first century higher value-added business on the strength of electronic communication development. Especially as being surrounded by water on three sides and national income has incremented, people have the interest in marine leisure industry. The Ministry of Maritime Affairs and Fisheries carries out a plan to promote marine tourism promotion plan through the significant policy support. Also, they makes an effort to lure the tourist through blending cultures. Therefore, through the 360 degree camera, the activity that mobilizes the policy fund can be monitored rightly and the application strategy that is useful to promote a higher value-added tourist industry can be suggested.

한국과 인도 간 관계(이후 한국-인도 관계)는 오랜 역사를 통해 정치, 사회, 경제 및 전략적 측면에서 지속적으로 발전되었다. 특히 인도의 "동방정책(Look East Policy)" 채택과 한국의 "중견국 외교(Middle-power diplomacy)" 선언 간 동질성을 모색하는 차원에서 최근에 더욱 긴밀히 발전되고 있다. 즉 최근에 이르러 갑자기 발전된 관계가 아니라는 논지이다. 이에 본 논문에서는 한국과 인도 간 관계를 역사적 시각, 탈냉전 이후 시각, 경제적 시각 및 교육 및 문화적 그리고 지정학적 시각에서 평가하고자 한다. 특히 역내 중견국(middle power) 대표적 국가를 활용한 긴밀한 전략적 협력을 강조하고자 한다. 이를 위해 2004년 노무현 대통령의 인도 공식 방문 이후 2015년 1월 박근혜 대통령의 방문까지의 양국 간 전략적 협력 관계를 조명해 본다. 이에 따라 양국 관계는 이미 공개된 바와 같이 이는 사이버, 방산, 군사협력 및 정보교환 등의 분야로 구체화되고 있다. 일부는 이를 중국을 견제하는 양국 간의 협력이라고 평가하나, 본 논문은 특정 국가를 지목하기보다, 역내 중견국으로서의 전략적 관계 증진을 통한 역내 이익 보호에 있다고 평가한다. 특히 양국 간을 지리적으로 연결하는 해양을 통한 해양협력에 대한 논의를 추가한다. 예를 들면 역내 자연재난 구조작전(DR operation) 및 인도주의 지원작전(HA operation) 해양협력과 현재 진행되고 있는 아덴만 해적퇴치작전(Anti-piracy naval operation)이다.

North Korea's cyber capabilities represent a relatively new threat to global financial institutions and foreign governments, particularly the U.S and South Korean governments. Based primarily on publicly available sources, such as journalistic accounts and scholarly publications, this qualitative paper analyzes the ways in which North Korean leader Kim Jong Un has bolstered his country's asymmetric power and advanced his line of byungjin (dual development in the economy and military). Particularly by merging the cyber and maritime domains, North Korean operatives generate more revenue for the regime and helps keep the heavily sanctioned leadership in power. Despite the increased international attention to North Korean hackers, few analysts have examined the important role of cyber in the DPRK's internal political culture, specifically in advancing Kim Jong Un's byungjin line. Cyber fits into the DPRK's longstanding tradition of irregular warfare and guerilla-based armed struggle. Cyber also further advances Kim's personal reputation in the DPRK as an economic innovator and military strategist. This paper pays particular attention to the role of the DPRK's cyber operations in both ideological and maritime contexts. Recently, North Korean hackers have targeted South Korean shipbuilding industries and developed a blockchain scam, known as Marine Chain. North Korean cyber agents have increasingly paid attention to the nexus of cyber and maritime domains in their activities.

중국 동북3성은 지리적, 경제적, 문화적으로 상당히 중요한 지역이지만 대부분의 교류가 해상으로 이뤄지고 있어서 지속가능성을 고려할 때 노후 카페리의 현대화 추진이 필요한 실정이다. 따라서 본 연구는 현재 운항중인 카페리선박과 운영항로를 분석하고 신조 대체에 필요한 재원규모을 파악하였다. 실질적인 선박금융펀드 조정에는 한국과 중국간의 선박금융과 조선산업의 경쟁력을 기반으로 공동운영을 제언하고자 한다.

The researchers of this study closely looked into the methods for cognitive-scientific approach to problems of marine design at a time when the overall values of marine cultures are acknowledged in full scale. To that end, the researchers analyzed the problems and problem-solving process for the initial approach to marine design. At the same time, the researchers made the matrix of the design-developmental directions by cognitive scientific approach. After selecting the subjects, the researchers collected verbal protocol and behavior protocol which were shown in the process of a designer's thinking. This was for the sake of protocol analysis which is the representative research technique of cognitive science. Based on the collected data, the researchers empirically analyzed the behavior patterns shown in the marine design process so as to develop the design behavior-graph pattern of designers in an objective and systematic way. The behavior graph was helpful for looking into the initial developmental directions of design and for predicting cognitive structure of designers. The researchers hope that this study will become a fundamental material for predicting cognitive directions of designer for planning and designing the marine design.

This study suggests a plan for revitalizing return-to-farming / fishing villages through the marine leisure industry by analyzing the practical problems faced by young and older adults who have returned to the marine leisure field. A case study was conducted to identify the problems faced by those returning to marine leisure, and to determine the measures for revitalizing return-to-farming / fishing villages. Interview participants were those returning to marine leisure and experts in related fields. The problems identified include the exclusive culture of fishing villages, difficulty in raising initial investment funds, and lack of marine leisure education programs for return-to-farming / fishing villages. The proposals to solve these problems and revitalize return-to-farming / fishing villages through the marine leisure industry include the introduction of an incentive system to mitigate barriers to entry; establishment of a matching system; use of idle land in fishing villages to promote return-to-farming / fishing villages; introduction of a consignment management system after the pre-investment of the fishing villages; and establishment of an education program, including in the fisheries field, and infrastructure for return-to-farming / fishing villages for marine leisure.

This papers aims to focus on the city marketing as the green growth policy strategies using a case study of Gangneung City, Republic of Korea. In the case study it was verified the fields of urban growth including ecology, culture, alternative and recycled energy, green transportation system. The implications of the study were as follows: First, the city government had regenerated the coastal pine forest through removing unlicensed buildings which were squatted down in decades. Secondly, the city government has recognized the value of culture that possessed various types of cultural asserts. Thirdly, it is possible to use and produce the ocean energy with the tidal power plant, wind power plant and green deep water because Gangneung City has the ocean-oriented image and is located the coastal region. Lastly, the city government has been utilizing the LED traffic light using solar heat and is going to apply the green car like an electric car. This paper indicates the importance of the alternatives of the green growth-oriented policy through city marketing using the concept of culture and ecology. The city government will strive after an advanced triple bottom line with the ecological sustainability, cultural diversity and economic effectiveness in the near future.
