For safe passing the waterway crossing bridge without collision with bridge-piers under poor visibility circumstances, it is very important that the pier should be detected definitely as earlier as possible by radar, In this study, the required length of Projecting part of the bridge pier for definite radar recognition was obtained by theoretical and experimental analyses. By presenting the required values depending on the maximum vessel size and passing condition, it is expected possible to design the bridge pier protecting system appropriately suitable to traffic environment of the waterway.

Aids to Navigation (AtoN) are marine traffic facilities to improve the safety and efficiency of shipping. "New Dangers" should be appropriately marked using lateral, cardinal or isolated danger marks or by using an Emergency Wreck Marking Buoy. However, Emergency Wreck Marking Buoys are difficult to implement in terms of speed and accuracy of installation. In the case of sinking accidents, it is often difficult to immediately install an Emergency Wreck Marking Buoy because of weather conditions, the marine environment or accident positioning. This study concerns Auto-Releasing Emergency Wreck Marking Buoys, which should be installed in all vessel for safe marine navigation and efficient maritime transport with reference to the Maritime Buoyage System (MBS). Auto-Releasing Emergency Wreck Marking Buoys include an auto-release unit, auto reel chain and auto lighting lantern. These buoys can be automatically released from the deck of a vessel and will float in the water for quick installation at the scene of an accident, even in the case of sinking accidents. Auto-Releasing New Mark Buoys are expected to reduce to installation process, prevent secondary accidents by the risk of navigation and be search and rescue rapidly.

The light of lighthouse as aids to navigation has been using filament with incandescent bulb so heat is being changed to light. More and More, LED leading lights, LED lantern, LED concrete main structure, LED bulb which have advantages of low power consumption and longer durability, what we call radiating diode, will lead the market in few years.
Aids to Navigation (AtoN) is one of the marine traffic safety facilities that promotes the safety of maritime traffic and enhance ship's operational efficiency. However, functional failure of AtoN due to ship's collision or bad weather conditions leads to inconvenience or navigational risk to various users such as the ship operators. For insstance, the largest container port in Korea, Busan Port has experienced a total of 400 AtoN accidents in the past 12 years (2006-2017).Therefore, an average of 20.6 days of recovery time is required, which increases the maritime safety anxiety for AtoN users. is the objective of this study was to present the quantitative support of the users for the prevention of AtoN accidents and the improvement of the feasibility of implementing more efficient management in Korea. A survey was conducted on the users of Busan port areas to investigate general perception of AtoN in general and the accidents that have happened, and to estimate the economic value of navigational risk reduction by implementing effective AtoN management measure. Using the representative non-market valuation method for environmental or public goods known as contingent valuation method (CVM), the economic value granted to users for the AtoN services in Busan port was estimated to at least 16 billion won. Therefore, these finding could be used by AtoN managers and/or policy makers as a valuable data to identify the users' need of various AtoN services including Busan Port and to establish and implement more efficient management plan.
For humankind, the ocean is a treasure trove of natural resources and an important area that provides major transportation routes. However, marine ecosystems are under threat amidst the global climate change crisis. This is partly due to various sources of pollution emitted from ships, shore facilities, and other sources. In response, the navies of advanced countries such as the United States, the United Kingdom, and Europe have assessed such a climate change crisis as a new maritime security threat. These countries have made early efforts to prevent marine pollution from warships. These efforts have been legally embodied. This was legislation for technical and organizational structures to be practically applied in the field. Among these navies of developed countries, France has established parliamentary and intergovernmental plans to become a leader in environmental protection at the defense level, not only in the European region but throughout the world. Within this framework, the French Navy, through its internal instruction, has inclined its legal efforts to prevent marine pollution from warships. Therefore, this study examines the legislation for the prevention of marine pollution from warships within the French Navy and compares it with the marine environmental legislation applicable to the ROK Navy. It then deduces the implications for the ROK navy, which is advancing toward a Blue-Water navy.
In order to observe the impact of a type of vehicles for traffic flows and pavement, vehicle classifications is conducted. Korean Ministry of Land, Transport and Maritime Affairs provides 12-type vehicle classifications on National expressways, National highways, and Provincial roads. Current AVC (Automatic Vehicle Classification) devices decide vehicle types comparing measurements of vehicle lengths, wheelbases, overhangs etc. to a reference table including those of all types of models. This study developed an algorithm for macroscopic vehicle classification which is less sensitive to tuning sensors and updating the reference table. For those characteristics, trend lines in vehicle lengths and wheelbases are employed. To assess the algorithm developed, vehicle lengths and wheelbases were collected from an AVC device. In this experiment, this algorithm showed the accuracy of 88.2 % compared to true values obtained from video replaying. Our efforts in this study are expected to contribute to developing devices for macroscopic vehicle classification.

In the midst of continuing international recession, the rate of maritime traffic and marine leisure markets are consistently growing. The Republic of Korea controls the marine traffic volume through vessel traffic centers and various other management facilities. Nevertheless, the continuous growth and complexity of marine traffic is resulting in repeated occurrences of marine accidents. Recovery is very difficult in cases of human injuries or deaths caused by marine accidents due to its nature, and the scale of marine accidents is also becoming greater with advanced ship building technologies. Passenger ships, oil tankers, and other such vessels used for specific purposes requires a more detailed navigational status surveillance and analysis, and numerous research has been conducted with an objective for monitoring such special purpose vessels. However, the data elements transmitted from the ocean to the shore station are limited to AIS and ARPA. We are implementing IoT ship sensor collection and a syncing system capable of transmitting various ship sensing data to the shore station, and also proposing a Safe Navigation Status Analysis System utilizing the collected data.

Recently, the number of tourists using cruise ships in Korea is increasing. and an big cruise ship with an gross tonnage of 160,000 tons or more has entered the domestic ports. Therefore, the government has been making a lot of efforts to confirm the cruise infrastructure for revitalization of the domestic cruise industry. However, there are no standards for cruise ship specifications and water facilities in the domestic port and fishery design standards. Currently, construction of dedicated cruise facilities is under way in major domestic ports. However, due to lack of specifications and domestic standards for cruise ships, it is difficult to design and license special facilities. Therefore, in this study, PIANC rule and domestic harbor and designing standard of fishing port were compared and analyzed in order to present the standard specification of cruise ships. And analyzed the representative linearity of cruises currently being operated. As a result of the ship characteristics analysis, There was a difference in coastal passenger ship in specifications and ship maneuverability. Therefore, in order to design facilities dedicated to cruising, the specifications of the target ship must be included in the domestic design standard. In addition, in order to calculate the scope of the target ship, I applied the coverage rate of 75% to the average specification value of the cruise ship and presented the standards of the cruise ship and the standard of the water area facilities.
The recent rapid increase of international ocean cruises calling at Korea has prompted the interests of central and local governments in promotion of cruise ship tour. Korea's cruise tour policies and facility improvement plans tend to be focused only on main ports of cities with high calls at cruise port, such as Busan, Incheon, and Jeju. However, small and medium-sized ocean cities which represent the coastal areas are also seeking to activate cruise ship tour and attract investment, and therefore they merit governmental support as well. This study looks at the current conditions of cruise tourism in small and medium-sized ocean cities and searches for the means to activate cruise tours. It suggests improvement policies for port services, transport accessibility, urban facilities and tour activity support, as well as expected roles of public and private sector. As a case study of Yeosu in Jeollanam-do, it analyzes the present state and discusses possible future activation programs, comparing small and medium-sized cities with cities with main ports. In order to be a port of call, steady exertions for improvement are required in all areas regarding cruise tourism whether it's main or local. Especially, since local ports in small and medium-sized ocean cities are relatively unlikely to be developed into home ports, policies and tourism programs should be established to support them in being chosen as ports of call.
This paper describes the progress and results of 'Wide Area Differetial GNSS (WA-DGNSS) Development' project which is supported by Korea Ministry of Land, Transport and Maritime Affairs. This project develops the main algorithm of the WA-DGNSS which can guarantee the improved accuracy, availability and integrity all over the Korean peninsula. After the establishment of WA-DGNSS ground system, a real time demonstration using pseudolite will be conducted. Product of this project will be directly utilized in Korean Satellite Based Augmentation System(SBAS) development project which is planned to be started from 2014.
