Modification of Seawater Intrusion Vulnerability Assessment for Coastal Aquifer of Jeju Island, Korea (제주도 지하수 해수침투 취약성 평가 개선)

  • 해안 지역은 종종 도시화, 인구 증가 및 환경 오염으로 인해 해안대수층의 지하수의 염도가 증가하는 현상인 해수침투가 발생한다. 본 연구는 국내 제주도 해안대수층을 대상으로 GIS 기법을 이용한 수리지질학적 변수의 지수화 방식으로 해안대수층의 해수침투 취약성 평가를 적용하였고 국내 해수침투 특성을 더욱 명확하게 반영할 수 있도록 취약성 평가 방식을 개선하고자 하였다. 취약성 평가를 수행하기 위해 대수층 특성, 수리전도도 특성, 지하수위, 해안으로부터의 거리, 염도분포, 대수층 깊이 등의 자료를 확보하여 취약성 평가의 주요 인자로 활용하였으며 특히 다년간에 걸친 국내 해수침투 관측망 관측 자료를 사용한 것을 특징으로 한다. 취약성 평가 인자 중 지하수위를 지수화 하는 과정에서 지하수위의 평가 구간 범위를 개선하였고, 염도 적용 방식을 해수침투 관측망 데이터 유형인 전기전도도를 이용한 새로운 평가 구간 범위를 설정하였다. 연구 결과 기존에 해수침투가 발생했던 지역에서의 취약성 지수가 높게 나타났으며 취약성 평가의 개선 작업 결과에 의해 지속적인 지하수위 하강이 발생하고 계절적 요인으로 해수침투가 발생하는 지역에서 취약 지수의 증가세를 더욱 선명하게 구분할 수 있었다.

A Study on Development of Oil Spill Response Training Courses in Korea (우리나라 유류오염 방제교육과정 개발에 관한 연구)

  • In this paper, the author carried out the study to develop oil spill response training courses for competent responders examining IMO guidelines and response training courses of developed maritime countries as well as Korea. According to a result of study, fundamental training courses are to be established on the basis of IMO guideline, and also to prepare pre-arranged brief course like Basics of Spill Response for beginner. The courses should be step-by-step related with mutual continuous contents, and more times are given to on-site training for basic course and to classroom lecture with desk-top exercise for advanced course. Besides, SCAT shall be added to shoreline cleanup course, finally it is advisable that total 9 types of courses are established with additional refresh course.

  • When the shorelines were contaminated by oil, oiled shorelines were assessed systematically by SCAT and guideline of cleanup activities and shorelines treatment endpoints based on SCAT were established and operated in case of well developed countries like USA and Canada. However, shorelines cleanup assessment technique are not established clearly in our country. In this study, we studied on the shorelines cleanup assessment technique suitable for Korean shorelines feature. That is, composition of SCAT organization, classification of shorelines and division of oiled shorelines by segment that are elements of SCAT were studied, and we suggest the measures related to above elements suitable for shorelines feature of our country.

Application of Soil's Self-Decontamination Ability to Contaminated Ground (흙의 자체정화능력을 이용한 오염된 토양정화)

  • There are numerous approaches available to cleanup a contaminated surface and subsurface ground currently in use, however, these methods all classify the decontamination after the contamination has penetrated into the soil masses and is costly. Unlike these approaches, in this study, utilization of soil's self-decontamination ability by rearranging and preplanning of the topographical features and surface and subsurface drainage systems for the potential contamination sites before or during contamination process has been considered as an another cleanup method. Step by step explanations on why and how to develop the self-decontamination procedure is proposed in detail. Two examples are presented including contaminated saltwater intrusion along a coastal region and control or prevention of radioactive toxic radon gas ($^{222}Rn$) in residential areas. The effectiveness of the proposed systems to these two examples using the soil's self-decontamination ability is well illustrated.

Clean-up of the Crude Oil Contaminated Marine Sediments Through Biocarrier-Mediated Bioaugmentation (생물담체 활용 생물접종에 의한 원유로 오염된 해양토양의 정화)

  • This study was carried out to develop an effective biocarrier-mediated bioaugmentation technology which will be useful for remediation of the crude oil-contaminated marine sediments. Enrichment of several microbial communities was made from several oil-polluted seashore sites and the two distinctively functional consortia have been successfully selected. These two consortia were grown together and used to manufacture the microbial agents for bioaugmentation of marine sediments polluted with crude oil. The most dominant species in the mixed culture was identified as Alcanivorax borkumensis based on pure culture and DGGE analysis. Bioaugmentation of oil-polluted marine sediments with the microbial agent MA-2 formulated using the mixed culture and biocarriers (activated carbon and minerals) was more effective, especially in combination with an oxygen producing (releasing) compound (ORC). Ninty percent of TPH was removed in the presence of ORC in 35 days while 74% in the absence of ORC. This indicated that the indigenous consortial degraders could be immobilized on the active carbon as a biocarrier to manufacture microbial agents and then effectively bioaugmented for remediation of the oil-polluted sediments.

  • For humankind, the ocean is a treasure trove of natural resources and an important area that provides major transportation routes. However, marine ecosystems are under threat amidst the global climate change crisis. This is partly due to various sources of pollution emitted from ships, shore facilities, and other sources. In response, the navies of advanced countries such as the United States, the United Kingdom, and Europe have assessed such a climate change crisis as a new maritime security threat. These countries have made early efforts to prevent marine pollution from warships. These efforts have been legally embodied. This was legislation for technical and organizational structures to be practically applied in the field. Among these navies of developed countries, France has established parliamentary and intergovernmental plans to become a leader in environmental protection at the defense level, not only in the European region but throughout the world. Within this framework, the French Navy, through its internal instruction, has inclined its legal efforts to prevent marine pollution from warships. Therefore, this study examines the legislation for the prevention of marine pollution from warships within the French Navy and compares it with the marine environmental legislation applicable to the ROK Navy. It then deduces the implications for the ROK navy, which is advancing toward a Blue-Water navy.
