관제구역 내 안전속력에 관한 연구

  • 관제구역 내 선박의 충돌을 예방할 수 있는 통항선박의 안전속력을 제시하기 위하여 선박의 충돌에 미치는 속력의 영향을 분석함으로써 속력과 충돌사고의 관련성을 통계적인 분석을 통하여 제시하였으며, 다중회귀분석법 및 정보기준의 최적화 기법을 적용하여 정량적인 측면에서 선박속력의 평균 및 분산이 잠재적 충돌사고에 미치는 영향을 검토하였다.

  • 기존 연구에서 다중선박의 충돌위험도를 추정하는 알고리즘을 개발한 바 있다. 본 연구에서는 이를 기반으로, 실제 선박에 온보드형으로 설치하여, 운용할 수 있도록 전자해도 기반의 충돌위험도 표시 시스템을 설계하고, 그 표시 프로그램을 구현하였다. 국립해양조사원에서 배포하는 전자해도(IHO S-57) 파일을 이용할 수 있으며, 실시간으로 입력되는 해상교통 정보를 받아 충돌위험도를 계산하여, 표시할 수 있도록 구성하였다. 그리고, 개발된 프로그램의 성능을 검증하기 위하여, 선박운항 시뮬레이터를 이용하여, 실제 선박충돌사고의 AIS 데이터를 이용한 재생시뮬레이션을 수행하였다.

  • This paper is mainly concerned with the assessment of safe navigation between ships moving each other in restricted waterways. The manoeuvring simulation was conducted parametrically to propose an appropriate sage speed and distance, which is required to avoid sea accident under the different conditions, such as ship-velocity ratios, ship-length ratios, separation and stagger between ships. The manoeuvring characteristics based on this investigation will be very useful for keeping the safety of navigation from the practical point of ships design and traffic control in confined water.

  • Since the marine accidents increase with the increased volume of traffic, preventive surveillance technology for safety navigation of the ships before the accident is being emphasized to secure the safety at sea along with post-accident measures. This paper aims to suggest a design based on an integrated safety management platform systems to support nautical safety, implements of bridge operation terminal equipments and alarm system for bridge watch monitoring and abnormal state of navigation/propulsion/machinery/power, and performs a quality evaluation for the actual boarding on the ship based on the classification standards.

Optimal Site Selection of Floating Offshore Wind Farm using Genetic Algorithm (유전 알고리즘을 활용한 부유식 해상풍력단지 최적위치 선정)

  • Among the renewable energy resources, wind power is growing rapidly in terms of technological development and market share. Recently, onshore wind farm have been affected by limitations of terrestrial space and environmental problems. Consequently, installation sites have been moved to the sea, and the development of floating offshore wind farms that are installed at deep waters with more abundant wind conditions is actively underway. In the context of maritime traffic, the optimal site of offshore wind farms is required to minimize the interference between ships and wind turbines and to reduce the probability of accidents. In this study, genetic algorithm based AIS(Automatic Indentification System) data composed of genes and chromosomes has been used. The optimal site of floating offshore wind farm was selected by using 80 genes and by evaluating the fitness of genetic algorithm. Further, the final site was selected by aggregating the seasonal optimal site. During analysis, 11 optimal site were found, and it was verified that the final site selected usng the genetic algorithm was viable from the perspective of maritime traffic.

  • To reduce maritime accidents and improve safety for domestic ships, the government has developed and is operating the Korean e-Navigation Service. The ship collision and grounding monitoring service and the route planning service were developed based on the experience of captains and navigators who navigated large ships. However, in Korea, small ships account for a large portion of the users of these services, so there are various difficulties and additional requirements for applying services based on large ships to small ships. To improve this, a data science-based algorithm model using maritime digital traffic information is being developed for small ships, and it is important to evaluate the performance of the developed model and compare its accuracy with existing services. In this study, we propose a performance evaluation method for the developed algorithm model and study how to compare and evaluate its accuracy with existing e-navigation services.

Study on the Risk Assessment of Collision Accidents Between Island Bridge and Ship Using an Image Processing Method (영상처리기법을 활용한 연도교와 선박간의 충돌사고 위험성 평가에 관한 연구)

  • Tourism projects through islands in the waters of Sinan-gun became active, and as a result, a total of 13 marine bridges connecting islands were completed. However, the marine bridge constructed in the fairway is dangerous for traffic. Particularly, in the case of the marine bridge connecting two islands, the width of the fairway is extremely narrow, therefore the risk is higher. In this study, we evaluated the risk of collision between marine bridge piers and ships using the IALA Waterway Risk Assessment Program (IWRAP), a risk assessment model for port waterways, based on a maritime traffic survey on the coastal bridge in Sinan-gun. The results, indicated that No.1 Sinan bridge had the highest probability of collision and most of the transit ships were coastal passenger ships. In addition, No.1 Sinan bridge was the place where the most collision accidents occurred among the marine bridge piers in the target sea, and the cause this study was analyzed. An analysis of the satellite images of the sea environment of No.1 Sinan bridge using an image processing method, confirmed that obstacles that could not be seen in the chart existed nearby the bridge. As a result, traffic was observed to be concentrated in one direction, unlike two-way traffic, which is a method of inducing traffic of bridges to avoid obstacles. The risk cause analysis method using the image processing technique of this study is expected to be used as a basic research method for analyzing the risk factors of island bridge in the future.

  • The domestic maritime environment shows higher frequency of maritime accidents amidst greater traffic volume arising from increasing international seaborne trade and maritime leisure activities. To reduce such maritime accidents, there exist various kinds of safety navigation devices in the ship bridge aimed to mitigate burdens of navigators and support their accurate decision making. Amongst is the AIS considered very important, which is an automatic tracking system to assist understanding of the circumstances in the vicinity by receiving information of other ships and also sending its own; where the information contains errors initially, however, such wrong information is periodically transmitted, accordingly giving rise to hindrance sometimes in decision making by shore operators or ship navigators at sea. This study is to propose the error data and field management algorithm using fuzzy theory toward improving reliability and accuracy in ship related information received from AIS.

  • In Gwangyang port, huge reclaiming work and developing harbor facilities are underway to built industrial complexes. So it is estimated that towing barges will increase and make overtaking, head-on, crossing situations with a lot of cargo vessels in narrow passages. And it is possible to cause severe marine accidents inside of the harbor. This paper has a purpose to produce some policies making navigational safety of towing-barge on Gwangyang Hysco temporary passage. So it is considered how the change of marine traffic capacity and the risk factors in passage navigation influence to towing-barge navigation. And also the questionnaire survey of pilots and VTS operator was conducted to find out what they think about the navigational safety of towing-barge incoming and outgoing in No.1 Yulchon industrial complexes.

  • Lately, trend is change to concept that management traffic of ship is magnified gradually to near shore waters from harbor. Therefore, introducing the AtoN AIS technology that install AIS in the ground station, lighthouse, bouy, sea facilities etc.. that is support equipment for safety sailing of ship and safety security of harbor and ship administration. The operation and maintenance of AtoN AIS are required to efficient method. With this actuality, sea advanced nation They has been apply for developing AtoN AIS equipment that is connected equipment of technology standard in IALA. Because of it is expected to depend equipment in income, that is required to domestic technology of the AtoN AIS. This paper is targeted to development that is suitable automation AtoN AIS equipment in environmental peculiarity for construnstrunstrAtoN operating administration center. It has been realization the interface module for control and monitoring system and the communications protocol for information interchange.
