  • 새천년대교 건설을 위하여 설치된 공사용 구조물, 작업용 선박 및 바지선 등 새로운 항행장애물 발생으로 인하여 항행여건이 더욱 열악하게 됨으로써 해양사고 발생 가능성이 증가하고 있어 이에 대한 안전대책을 수립 시행하여 해양사고를 예방하고자 한다.

  • VTS가 국제적으로 성공하기 위해서는 유엔해양법협약의 기본정신에 따라 IMO차원의 국제협약이 마련되어야 하며, 국내 이행입법이 도입되어 법적 실효성을 확보해야 한다. 또한 주변국가간 협력체제를 통한 광역 VTS의 도입으로 연안국의 관할권을 벗어나는 수역에서의 해양사고발생을 방지하고(사전 예방), 사고선박에 대한 해난구조체계(사후구제)를 효과적으로 운영하기 위한 국제법적 제도가 도입되어야 하므로, 이에 대한 기초검토로써의 의미를 가진다.

  • 해상기상은 재박 및 운항 선박의 안전에 중요한 영향을 미친다. 따라서, 관제구역에서 선박 안전운항을 관리하는 VTS에 있어 기상예보 및 국지적 실시간 기상정보를 모니터링 하여 대상선박에 대해 사전 안전조치를 취하거나 실무 관제에 중요한 참고자료로 활용해야 함이 해양사고 예방을 위해서 절대적으로 요청되고 있다. 이 논문에서는 겨울철 기압골 형성에 따라 동해안에서 자주 발생하고 있는 북동방향으로 부터의 스웰 유입에 대해, 2011년 1월 1일 포항항에 큰 스웰 유입 당시의 해상기상에 대한 예보 및 실측 자료를 분석하여, 문제점을 고찰하고 선박관제 운용에 있어 기상정보 활용의 중요성을 부각시키고자 노력 하였다. 아울러, 기상청 홈페이지에서 제공하고 있는 상세 기상정보를 선박관제 운용에 활용하고 있는 포항청 사례를 소개하여 타 항만에서도 해상기상 악화에 대비 대응할 수 있는 방안 모색에 도움이 되고자 한다.

  • The vessel encounter data collected from the vessel trajectories in the maritime traffic situation is possible to analyze vessel collision and near-collision risk using statistical method. In this study, analyzing variables extracted from the vessel encounter data using factor analysis, we determine main factors effecting vessel collision risk from vessel encounter data. In order to calculate each factor, it used principal component analysis for factor analysis after normalization and standardization of vessel encounter variables. As a result of the factor analysis, main effect factors are summarized into the vessel approach factor and collision avoidance variance factor.

  • Recently, considerable number of bridges crossing over navigable waterways are under construction for the connection of coastal islands with mainland and the optimization of logistic system However, the most planned bridges have been initiated without paying much attention to ships safety aspects but with great emphasis on the economic factors, it has often been confronted with difficult social issues arising from opposing views and conflicts between building bodies and affected port users. The main reason for the conflicts is the lack of standards or specifications on the bridge design The proper location and scale of sea bridges are suggested in this paper considering fairway design criteria of both domestic and foreign countries, status analysis on the designs of existing and planned bridges, investigation findings of bridge-related marine accidents, the views of pilots and navigators collected through questionnaire. Since there is no general domestic or international design rules on bridge's scale, the design standards proposed in this paper may be useful at initial design stage of bridge.

A Basic study on Development of VTS support system by Risk of Collision Model (충돌위험도 모델을 이용한 관제 지원 시스템 개발에 관한 기초 연구)

  • In ports of Korea, the marine traffic flow is congested due to a large number of vessels coming in and going out. In order to improve the safety and efficiency of these vessels, South Korea is operating with a Vessel Traffic System, which is monitoring its waters 24-7. However despite these efforts of the VTS (Vessel Traffic System) officers, marine accidents are occurring in their assigned districts and it is made a danger situation every 20minute. On this paper, we listened to Busan VHF channel for 3days and applied to collision risk model. With collision risk model, We deducted a moment which advise or recommend to vessel. We suggested a collision risk model as VTSO support system.

VTS Officers are controlling subjectively based on their experience due to no VTS guideline. On this paper, we listened to Busan VHF channel for 3days and applied to collision risk model. With collision risk model, We deducted a moment which advise or recommend to vessel in encounter situation, VTSO's career, day&night.. We suggested a collision risk value as guide line of VTSO's control time.

  • Jeju coastal waters are limited to high-risk areas due to the passage of international cruise ships, passenger ships, with a large number of people and fishing boats, or to the jeju port and the jeju civilian-military combined port and near by seas, so a VTS system will be established along jeju and seogwipo coast. There is no accurate standard for determining the number of people required by the maritime traffic control center. Therefore, this study calculated the required operating personnel for control seats on the coast of jeju and seogwipo by using VTS big data to efficiently calculate the workload of maritime traffic control. It is judged that this study can be used basic data for research that sets the standard for calculating the control workload.

  • This paper is provided to improve the discrimination of the towing line for tug-barge at the night sailing. As tugboat industry develops, marine accidents by tugboats are increasing. The main cause of accidents by tugboats is operators' negligence, and that portion is over 70 percent in total marine casualties by tugboats. The biggest cause of negligence is the passing through the towing line at night time. This paper suggests the ways to hinder operators' transit and improve discrimination of towing line(s) at night time.

  • 선박의 출항부터 입항까지 전 과정에서 선박 안전과 보안 및 해양환경 보호 증진을 목적으로 선박과 육상 관련 정보의 수집, 통합, 교환, 표현 및 분석을 수행하고자 하는 e-Navigation 정책 하에 북유럽에서는 선박들 간 및 선박 대 육상 간 Way Point로 구성된 선박의 Route 정보를 교환하여 항행정보로 사용하는 개념인 Route Exchange 방안을 연구 중으로 향후 e-Navigation 시스템에서는 선박통합항행시스템의 주요 기능으로써 구현 및 현 VTS 관제 방식에도 큰 변화를 가져올 것으로 예상된다. 이에 따라 이 연구는 북유럽에서 선행 연구 중인 Route Exchange 개념을 소개하고 실제 사고사례를 통해 Route Sharing의 필요성을 제기하며 항만과 연안 VTS 관제 해역 내 적용 시에 고려되어야 할 문제점 및 방향성 제시와 함께 시급히 개선되어져야 할 관제장비 기능에 대하여 소개함으로써 관제해역 내 적정 Route Exchange 도입방안을 모색한다.
