  • In spite of advanced navigational devices and reinforced mandatory standards of officers' education, the number of ship's accidents are increasing. The accidents caused by minor license officers are more than the number of accidents caused by superior license officers. There are many cases of collisions in the past 5 years released on Marine Accidents Inquiry Agency. Especially, officer's negligence from the consequences of the neglect of any precaution which may be required by the ordinary practice of seamen is the main reason behind ship's collisions. For reducing ship's accidents caused by human error, this paper suggests to develop effective training program using analysis date of domestic and foreign education system as a reference.

  • This paper reviews the implementation of the STCW 78/95 in the Philippine MET including the effects of the revised 2010 Manila Amendments. It discusses the country's maritime environment and the structures, quality of maritime education in the country and the effects on the maritime human resource. Among the various resolutions adopted at the conference, the standards of training and certifications, and promoting skills and competency will be more emphasized in this report. These will be compared with the existing curriculum mandated by CHED and upgrade STCW trainings advised by MTC for maritime institutions. A brief comparison and analysis with other Asian countries' maritime training shall be offered. The recommendation pinpoints to the weaknesses of the present maritime regimes in certification and evaluation of maritime institutions. It concludes with the need to have mutually acceptable evaluation standards in view of developing a competent human resource for the future.

  • The aim of onboard training of apprentice engineers in the training ship is to support and enhance fundamental knowledge and ability to have both theoretical and practical skills. This diversity in education and training improve the capability to handle problems in a crisis and build-up the feeling of confidence so they can effectively accomplish their assigned tasks in special circumstance like those onboard. Therefore this study suggests some remedies for qualitative improvement and guidance of onboard training ship for apprentice engineers to achieve the aims of onboard training to foster talented marine engineer officers with professional knowledge and leadership.

  • This study is based on Degree of Recognition and AHP surveys for experts, this study investigates changes in the demand of seafarers in response to changes in the shipping industry environment in which Maritime Autonomous Surface Ships(MASS) emerge according to the application of the fourth industrial revolution technology to ships, and it looks into changes in seafarers' skills. It also analyzes and proposes a plan for cultivating seafarers accordingly. As a result of Degree of Recognition and AHP analysis, it is analyzed that a new training system is required because the current training and education system may cover the job competencies of emergency response, caution and danger navigation, general sailing, cargo handling, seaworthiness maintenance, emergency response, and ship maintenance and management, but jobs such as remote control, monitoring diagnosis, device management capability, and big data analysis require competency for unmanned and shore based control.By evaluating the importance of change factors in the duties of seafarers in Maritime Autonomous Surface Ships, this study provides information on seafarers educational institutions response strategies for nurturing seafarers and prioritization of resource allocation, etc. The importance of factors was compared and evaluated to suggest changes in the duties of seafarers and methods of nurturing seafarers according to the introduction of Maritime Autonomous Surface Ships. It is expected that this study is meaningful as it systematically derived the duties and competency factors of seafarers of Maritime Autonomous Surface Ships from a practical point of view and analyzed the perception level of each relevant expert to diagnose expert-level responses to the introduction of Maritime Autonomous Surface Ships.

  • This paper presents the maritime education and training at CMA. There are two kinds of Federal Maritime Academies, i.e. U. S. Merchant Marine Academy (USMMA) and U. S. Coast Guard Academy, which are supported by federal government and six State Maritime Academies operated by each state. CMA is a unique campus of the California State University(CSU). A specialized education combining classroom instruction, hands-on experience and professional development prepare students for a successful career in international business and logistics, maritime policy, engineering, technology or in the maritime and transportation industries. All students of CMA, under licensed faculty supervision, learn and train aboard the Training Ship Golden Bear during a two-month training cruise in their first year at CMA. Second-year students participate in a land-based cooperative, or sail on a commercial cruise or the Training Ship GOLDEN BEAR depending on their major. Third-year maritime licensing option students take a final cruise on the training ship, while other students participate in an additional land-based cooperative. In their senior year, students take license exams to complete graduation requirements.
