A Study on Forecasting Demand and Supply of Marine Officer for Korean Ocean-Going Merchant Vessels (외항 상선 해기사 인력 수요 및 공급 예측에 관한 연구)

  • Although the number of ocean-going merchant ships is increasing, the number of Korean marine officers is decreasing. This manpower shortage problem is becoming more serious. This study objectively measured factors determining the demand and supply of ocean-going merchant ship officers and forecasted the exact manpower demand and supply. Demand was predicted by applying the number of ship officers required for each ship size to the number of ships forecasted. The supply was predicted by segmenting by position and age using the Markov model, reflecting increase/decrease factors such as promotion, turnover, retirement, and new entry by year. The demand for ocean-going merchant ship officers will increase from 11,638 in 2023 to 13,879 in 2030 while the supply will decrease from7,006 in 2023 to 6,426 in 2030, with the shortage expected to exceed 10,000 in 2040. This study can be used as a reference to solve the problem of manpower shortage for ocean-going merchant ship officers by improving the accuracy of predictions through objective data, scientific analysis methods, and logical reasoning.

  • In port and coastal areas where ship traffic is frequent, ship noise dominantly influences underwater noise in low frequency band below 1 kHz. In this paper, we propose a modeling method to estimate the underwater shipping noise using the voyage information of ship observed in AIS (Automatic Identification System). For the purpose of ship noise modeling, the navigation information of the vessels operating in the southern part of Jeju was observed using AIS and underwater noise was measured by installing a hydrophone in the experimental area to verify the modeled ship noise. AIS data were used to model the noise level of ship and compared with measured underwater noise. The variation of noise level with time was found to be similar, and the cause of the error was discussed. Through this study, it was confirmed that the noise level of ship can be estimated within 5 dB error range using AIS data.

  • Sea operation monitoring system is a system for the automatic ship operation that is used on the variety sea operations such as laying optical cables on the sea between the countries, laying cables on the seabed for a remote island, laying pipelines for the natural gas, and so forth. This system processes data which optained through setting up environment and input from several sensors, and display GPS information with ENC data. And this system processes not only data of root file about sea operation, but also realtime information from PDA of client wirelessly connected with AP on wireless LAN, In addition, this system can improve efficiency of the operation as a result of enabling free movement within valid range. This paper design and Implementation Monitoring system from above appropriate to the embedded system, and improve competitive power of ship through prevention of a ship accident, to keep minimizing operation loads and support both the automatic ship operation and the safety voyage.

  • Directed graphic algorithm was applied to an empirical analysis of traffic occupant fatalities based on a model by Crandall. In this paper, Crandall's data on U.S. traffic fatalities for the period 1947-1981 are focused and extended to include 1982-1993. Based on the 1947-1981 annual data, the directed graph algorithms reveal that occupant traffic deaths are directly caused by income, vehicle miles, and safety devices. Vehicle mileage is caused by income and rural driving. The estimation is conducted using three stage least squares regression. Those results show a difference between the traditional regression methodology and causal graphical analysis. It is also found that forecasts from the directed graph based model outperform forecasts from the regression-based models, in terms of mean squared forecasts error. Furthermore, it is demonstrates that there exists some latent variables between all explanatory variables and occupant deaths.

멀티빔 자료를 이용한 웹기반의 3차원 해저 지형 가시화

  • 밀티빔 음향 측심기 (Multibeam Echo Sounder)는 탐사선에 수직방향으로 해저면을 주사(Swath)하여, 한번의 송수신(Ping)으로 다중의 빔자료를 얻을 수 있는 측심기로, 해저면에 반사되어 되돌아오는 음파의 음압을 기록하고, 사이드 스캔 소나 자료도 동시에 취득하는 기능을 가지고 있으므로, 측심된 해저 지형(Bathymetry)과 해저 지형을 덮고 있는 해저면의 퇴적 상황(Sediment Environment)도 동시에 얻을 수 있는 다목적 측심기이다. 본 논문에서는 L3사의 Sea Beam 2100 멀티빔 음향 측심기를 통해 얻은 자료를 처리하여, 3차원 공간 데이터인 DEM(Digital Elevation Model)을 생성하고, VRML을 이용한 웹상에서의 해저 지형 가시화를 통해, 세계 어느 곳에서나 웹을 통하여 쉽게 정보를 공유할 수 있는 3차원 해저 지리 정보 시스템의 구현을 목적으로 한다. 멀티빔 음향 측심기를 통해 얻어진 자료는 항해 자료 보정, 음속 보정, 빔 좌표 계산과 분리, 오측심 자료 제거, 조석 보정 등의 단계를 거쳐 측심자료의 정확도 및 신뢰도를 높이는 과정을 거치게 된다. 보정된 멀티빔 음향 측심자료는 무작위 점 사상(Point Topology)으로 산재 되어 있는 빔 자료를 임의의 단위영역으로 변환하는 과정을 거쳐야 하는데, 이 과정을 격자화라고 한다. 자료의 격자화를 통해 3차원 공강 데이터인 DEM 파일을 제작하고, 이 DEM 파일과 음압 영상을 이용해 웹상에서의 3차원 해저 지형의 가시화를 실현한다. 웹상에서의 3차원 지형 가시화에서 방대한 양의 지형 데이터는 데이터 전송 시간과 렌더링 시간에 치명적인 문제이다. 따라서, 렌더링 시간과 데이터 전송 시간을 단축시키기 위한, 지형 자료의 LOD(Level of Detail)를 통해, VRML을 이용한 보다 효과적인 웹상에서의 3차원 해저 지형의 가시화를 실현한다.면 기업은 고객으로 공간적인 제약으로 인한 불신을 불식시키는 신뢰감을 주게 된다. 이러한 고객서비스 향상과 물류비용 절감은 사이버 쇼핑몰이 전국 어디서나 우리의 안방에서 자연스럽게 점할 수 있는 상황을 만들 것이다.SP가 도입되어, 설계업무를 지원하기위한 기본적인 시스템 구조를 구상하게 된다. 이와 함께 IT Model을 구성하게 되는데, 객체지향적 접근 방법으로 Model을 생성하고 UML(Unified Modeling Language)을 Tool로 사용한다. 단계 4)는 Software Engineering 관점으로 접근한다. 이는 최종산물이라고 볼 수 있는 설계업무 지원 시스템을 Design하는 과정으로, 시스템에 사용될 데이터를 Design하는 과정과, 데이터를 기반으로 한 기능을 Design하는 과정으로 나눈다. 이를 통해 생성된 Model에 따라 최종적으로 Coding을 통하여 실제 시스템을 구축하게 된다.the making. program and policy decision making, The objectives of the study are to develop the methodology of modeling the socioeconomic evaluation, and build up the practical socioeconomic evaluation model of the HAN projects including scientific and technological effects.   • IMO adopt the revision of SOLAS convention on requirement systems for ECDIS and considered an ECDIS as the major system for E-Navigation strategy on marine transportation safety and environment protection. ENC(Electronic Navigational Chart) as base map of ECDIS is considered as a principal information infrastructure that is essential for navigation tasks. But ENCs are not easy to utilize because they are encoded according to ISO/IEC 8211 file format, and ENCs is required to utilize in parts of Marine GIS and various marine application because they are used for navigational purpose mainly. Meanwhile Google earth is satellite map that Google company service, is utilized in all kinds of industry generally providing local information including satellite image, map, topography, 3D building information, etc. In this paper, we developed KML conversion technology for ENC application. details of development contents consist of ENC loading module and KML conversion module. Also, we applied this conversion technology to Korea ENC and evaluated the results.

A Study on the Safe Route through the Analysis of the Density of the Gill Netters in the West Sea (자망어선 밀도 분석을 통한 서해안 안전항로에 관한 연구)

  • This study attempted to present the monthly distribution of the inshore gill netters for the prevention of propeller failure caused by the damage of fishing gear by the merchant vessels in the West Sea. This study was conducted using the transmitting device of fishing location (V-Pass) data for 1 year in 2014. The grid intervals are $30minute{\times}30minute$ ($latitude{\times}longitude$) based on the section of the sea. A total of 56 sections were analyzed by constructing a grid. The results revealed that the section no. 194 with the highest density index showed no fishing gear damage accident. But the section no. 193 with a relatively lower density index showed more frequent fishing gear damage accident. It is because the section no. 193 is included in the main route of the merchant vessels. Based on this analysis, it is found that the fishing gears are not damaged in proportion to density index but risk of damage exists according to the main routes of merchant vessels. Therefore, for the safe navigation of the merchant vessels, notifying the waters of $34.5^{\circ}{\sim}35.5^{\circ}$ at latitude and $125.67^{\circ}{\sim}126^{\circ}$ at longitude, as a navigational warning area from May through September, will prevent marine accident, such as propeller failure and fishing gear damage. Accordingly, when the merchant vessels navigate in the section no. 193 and 203, the area of $34.5^{\circ}{\sim}35.5^{\circ}$ at latitude and $125.5^{\circ}{\sim}125.67^{\circ}$ at longitude is recommended for the safe navigation.

  • The National Marine Electronics Association(NMEA) is nonprofit-making cooperation composed with manufacturers, distributors, wholesalers and educational institutions. We use the basic port of equipment in order to process the signal from NMEA signal using equipment. When we don't have enough one, we use the multi-port for processing. However, we need to have module development simulation which could multiplex and provide NMEA related signal that we could solve the problems in multi-port application and exclusive equipment generation for a number of signal. For now, we don't have any case or product using NMEA multiplexer so that we import expensive foreign equipment or embody NMEA signal transmission program like software, using multi-port. These have problems since we have to pay lots ci money and build separate processing part for every application programs. Besides, every equipment generating NMEA signal are from different manufactures and have different platform so that it could cause double waste and loss of recourse. For making up for it, I suggest the NMEA multiplexer embodiment, which could independently move by reliable process and high performance single hardware module, improve the memory efficiency of module by designing the optimized Queue, and keep having reliability for realtime communication among the equipment such as main input sensor equipment Gyrocompass, Echo-sound, and GPS.

  • Electronic Navigational Charts(ENCs) are official nautical charts which are equivalent to paper charts with supplementary information. Although their main purpose is to be used for the safe navigation of ships, they also contain much information on coasts and seas which may be interesting to ordinary people. However, there is no easy way to access them because of therir specialized data format, access method and visualization. This paper proposes on implementation of SVG for the access and services of ENCs. SVG(Scalable Vector Graphic) makes it possible to make use of Vector graphics for servicing maps in basic internet browsing environment. Implement of SVG for ENC applications by this research is free of special server side GIS mapping system and client side extra technology. The implementation of SVG for ENC Applications can be summarized as follows: Firstly, SVG provides spatial information to possess searching engine to embody SVG map. Secondly, SVG can provide high-quality vector map graphics and interactive facility without special Internet GIS system. It makes it possible to use services with very low cost. Thirdly, SVG information service targeting on maritime transportation can be used as template, so it can be used dynamically any other purpose such as traffic management and vessel monitoring. Many good characteristics of SVG in mapping at computer screen and reusability of SVG document provide new era of visualization of marine geographic information.

A Study on the Relationship between Meteorological Condition and Wave Measurement using X-band Radar (X-밴드 레이더 파랑 계측과 기상 상태 연관성 고찰)

  • This paper analyzes wave measurement using X-band navigation (ship) radar, changes in radar signal due to snowfall and precipitation, and factors that obstruct wave measurement. Data obtained from the radar installed at Sokcho Beach were used, and data from the Korea Meteorological Administration and the Korea Hydrographic and Oceanographic Agency were used for the meteorological data needed for comparative verification. Data from the Korea Meteorological Administration are measured at Sokcho Meteorological Observatory, which is about 7km away from the radar, and data from the Korea Hydrographic and Oceanographic Agency are measured at a buoy about 3km away from the radar. To this point, changes in radar signals due to rainfall or snowfall have been transmitted empirically, and there is no case of an analysis comparing the results to actual weather data. Therefore, in this paper, precipitation, snowfall data, CCTV, and radar signals from the Korea Meteorological Administration were comprehensively analyzed in time series. As a result, it was confirmed that the wave height measured by the radar according to snowfall and rainfall was reduced compared to the actual wave height, and a decrease in the radar signal strength according to the distance was also confirmed. This paper is meaningful in that it comprehensively analyzes the decrease in the signal strength of radar according to snowfall and rainfall.
