A Study on the Efficiency Measurement of Regional Maritime Affairs and Fisheries Office by DEA Method (DEA에 의한 지방해양수산청 효율성 비교 분석에 관한 연구)

  • The purpose of this paper is to measure the productive efficiency and competitive strength of Regional Maritime Affairs and Fisheries Office using the DEA. Using EMS(Efficiency Measurement System) which is LP solver, quantifies in one way or another a "distance" to the efficient frontier of the technology. An input oriented measure quantifies the input reduction which is necessary to become efficient holding the output constant. Symmetrically, an output oriented measure quantifies the necessary to become efficient holding the inputs constant. A non-oriented measure quantifies necessary improvements when both inputs and outputs can be improved simultaneously. According to the analysis result of the DEA method, inefficient Regional Maritime Affairs and Fisheries Office should recommend benchmarking reference Regional Maritime Affairs and Fisheries Office in order to enhance the productive efficiency of port administration and a public institution. Besides data on productive efficiency serves as a tool for policy-makers at all levels of activity and is essential for improving the efficiency with which the various systems operate.

  • In the environment where multiple AGVs(Automated Guided Vehicles) operate concurrently in limited space, collisions, deadlocks, and livelocks which have negative effect on the productivity of AGVs occure more frequently. The accelerated motion of an AGV is also one of the factors that make the AGV routing more difficult because the accelerated motion makes it difficult to estimate the vehicle's exact travel time. In this study, we propose methods of avoiding collisions, deadlocks, and livelocks using OAR(Occupancy Area Reservation) table, and selecting best route by estimating the travel time of an AGV in accelerated motion. A set of time-driven simulation works validated the effectiveness of the proposed methods.

  • Mobile Internet has different platforms cause interrupt activation of mobile internet because contents providers have each different development environment. To use of WIPI(Wireless Internet Platform for Interoperability) developer by KWISF(Korea Wireless Internet Standard Forum) founded to solve this problem guarantee independence of hardware and interpretation of mobile application.   • Faced with global agenda of greenhouse abatement program including regulations and $CO_2$ emission trading scheme, shipping companies are enforced to a high level of efficiency in fuel consumption. Accordingly shipbuilding companies worldwide are required to develop fuel-efficient ships which otherwise traditionally consume a great amount of fossil fuels. In this dissertation, relevant to the improvement of fuel efficiency for commercial ships, design methodology through the numerical simulations are intensively described. This work consists of derivation of effective hydrodynamic design practice based on the application of longitudinal grooves to effectively improve the pressure distribution around ship hull. The primary objective of the present study is to improve ship resistance performance using longitudinal grooves which originate from long strips on the abdomen of humpback whale. Several groove shapes have been extensively investigated and the proposed shape efficiently controlled the variation of pressure distributions acting on the hull surface.

  • VTM is regarded as a core element in e-Navigation under developing by IMO. IMO's e-Navigation aims for VTM which could provide more navigational information for ships and provide more active VTS services for safe and efficient marine traffic environment. To be successful for VTM under e-Navigation, VTS operator's experience and ability for carrying out VTM tasks are essential. In this study, Decision-making support system for VTS operators are designed conceptually which support VTS operators' VTM tasks by providing informations on traffic risk, and predicted behaviour of ships. This paper describes a designed system with design concept, main functions, main elements and necessary technologies to be developed.

  • A ship handling simulator is popular means of preventing marine accidents caused by human error. It can also be used to train navigators. A real-time 3D visualization system, a component of a ship handling simulator, is an important component, as realistic and intuitive image generation play an essential role in improving the effects of education using ship handling simulators. This paper discusses the design of a new real-time 3D visualization system based on an open source 3D graphics engine as well as its implementation. The developed real-time 3D visualization system satisfies the operational requirements derived in terms of visualization functionalities, reuse of legacy graphic data, and interoperability with other systems constituting a ship handling simulator. This system has an architecture in which new functionalities are easily added.

  • Because there are only a limited number of means of action that are available for the master to pursue in the event of flooding, onboard decision support system has been required. The majority of systems activated during a flooding emergency (such as watertight and semi-watertight doors, bulkhead valves, dewatering pumps etc.) almost exclusively aim to restore a sufficiently high level of subdivision to prevent flooding from spreading through the ship. Even though assuming the flooding scenario is not catastrophic, the use of ballast tanks can be an additional and very effective tool to ensure both prevention of flooding spreading and also improve ship stability. This paper describes an optimization algorithm devised to choose the set of ballast tanks that should be filled in order to achieve an optimal response to a flooding accident.

  • As trade cross the world is increasing these days, safe and effective management of harbour system is becoming important issue. With this background, the development of automatic time-domain simulation programme for ship berthing operation has been being peformed and PD (Proportional Derivative) controller has been used to control the speed and the heading angle of ships. This paper provides feasibility study for developing the time-domain simulation programme for berthing operation of ships with analysing advantages and drawbacks of the two different mathematical models, one is for low advance speed of ships by Kose (1984) and the other is MMG model for normal advance speed, through the simulations with various initial heading angles and positions of the ship.

  • This paper was provided to apply the ITC-Hulls Clauses & ISM Code for the accident of sunken ship which was occurred by seamen's barratry. For the causes of the sunken accident, the underwriter insisted that shipowner submerged the vessel intentionally for the purpose of the insured amounts, while shipowner protests that the ship was submerged because of crews faults. In this connection, the judge sentenced that this accident was caused by humans errors as the Provisions of 6.2.4 of ITC-Hulls, however shipowner is responsible for hiring onboard qualified seafarers and carrying out the due diligence for performing ISM Code for ensuring ship's safety and seaworthiness.

  • It is important to adopt an operation system to operate the Automated warehouses using limited resources such as space, mobile racks, and forklift. The main purpose from the operation system is to reduce the length of moving and time for both mobile racks and forklift. The complexity of the warehouse will be higher because the racks and vehicles are moving at the same time. This complexity influences badly so the operation system has to control it well. Not only layout or receipt or issue, but also conflict between mobile racks and vehicles give more complexity to the warehouse. This paper aims to fine the proper operation method related to the layout and the cargo assignment.
