Enhancing Competitiveness of the North Container Hinterland of Busan New Port - Based on AHP method - (부산항 신항 북컨테이너 배후단지의 경쟁력 제고 - AHP 기법을 토대로 -)

  • This study aims to assess the competitiveness of 30 logistics centers that operate in the hinterland of the North Container Port at Busan New Port. Thirty-two key factors were selected from previous studies to analyze and improve competitiveness and expand business opportunities in the hinterland. Suggestions from logistics experts were also canvassed. These variables were then put through first- and second-factor analysis to verify validity and measure confidence levels; they were later categorized into five factors and 15 sub-factors impacting on competitiveness. The categorized factors were compared using the analytic hierarchy process (AHP) to assess the importance of each factor and sub-factor in the case of logistics centers in the North Container hinterland of Busan New Port. The findings indicate that factors related to the securing of significant amounts of container cargoes were of greater importance. On the other hand, relatively basic factors proved to be less important in improving the competitiveness of the port hinterland.

불황기에 화물 배달의 정시성을 보증하는 'M'선사의 Daily Maersk Service 성과에 대한 사례 연구

  • 2008년부터 시작된 세계경제 위축은 전 세계 해상물동량 감소로 이어져 컨테이너선업계의 불황이 더욱 심화되고 있다. 선사들은 불황을 극복하기 위하여 여러 가지 전략들을 구사하고 있다. 대부분의 선사들은 잉여 선박의 추가투입으로 감속운항을 통해 선박 운영비용을 절감하고 있는데, 이와 같은 시도는 선사입장에서는 비용절감이 되지만 감속운항이 화물의 정시성을 저해하는 요소로 작용하고 있기 때문에 화주입장에서는 불만요인이 될 수 있다. 이러한 상황에서 'M'선사는 "On Time Delivery"를 보증하기 위해서 아시아-유럽항로에서 새로운 서비스인 Daily Maersk Service를 2011년 10월부터 적용하고 있다. 본 서비스는 아시아발 북유럽행 특정 기간 포트구간 수송에서 100% "On Time Delivery"를 보증하고, 또한 매일 화물수탁을 가능하게 한 신서비스이다. 본 연구에서는 업계 1위를 달리고 있는 'M'선사가 감속운항을 하면서도 화물의 정시성을 높이기 위해 실시하고 있는 Daily Maersk Service를 통하여 가격 경쟁과 더불어 서비스 경쟁에서도 우위를 확보하려는 전략이 효과를 나타내고 있는 지에 대하여 사례연구를 통하여 확인하였다.

A Study on the Development of Saemangeum Newport as the Specialized Port (새만금 신항의 특화항만 개발방안 연구)

  • Saemangeum Newport plan was included the whole national newport development plans in 1996, and finished the basic execution plan in 1998. Then the government announced that Saemangeum Newport development was selected as the leading project in the field of SOC for the great-sphere economic bloc on September 10, 2008. After the announcement, this paper assumed the new quantity of goods transported and the plans to develop Saemangeum Newport as the specialized port. If Saemangeum Newport and the Food processing complex of the rear area are related to the supplied food materials by developing the overseas agriculture, it's possible to create the effect of synergy. When Saemangeum Newport is developed as the exclusive port for the foodstuffs, we can solve the food problem and this port will be the hub of North-eastern Asia's food production and distribution. This port also will be a proper transit port for the storage of fresh agricultural products to meet the change of the food trend. Therefore, if Saemangeum Newport is developed as the exclusive food port, it will be developed as the competitive port by holding a dominant position.

A Review for Development Strategy of Gyeongin Port (경인항의 발전 전략에 대한 소고)

  • As competition in domestic and overseas ports intensify, new and small domestic ports are realizing certain limitations to independently secure competitiveness. This study collected data over 60 months with five modifications for container and general cargo volume around Gyeongin Port. Short-period (12 months) cargo volume was forecasted, which revealed the need for a middle-to-long-term development plan. First, the hinterland logistics complex of Gyeongin Port is expected to contribute to the coastal maritime facility through the quasi-public system for fishery product transportation and passenger services. It proposes to achieve this by opening channels to and from China for precision machinery, home network systems, LEDs, and machine industry items. second, specializing the ultra-light cargo transport route, and connecting the coastal island areas of the 5 West Sea Islands to Ara Waterway (Integrated Fishery Product Center of the 5 West Sea Islands). Third, on the basis of organic cooperation of government? local government ? port, the incentive and pre-circular support system would be required, and lastly, it shall carry out the adjustment of functions in nearby ports and specialization strategy simultaneously through the integrated operation of the ports in the capital areas.

A Study on the Liner Shipping Network of the Container Port (세계 주요 정기선사의 항만네트워크에 관한 연구)

  • Competitiveness of container ports has been traditionally evaluated by capability of individual ports to provide services to customers or their service quality. However, since container ports are connected by container shipping networks to varying degrees, the status of the ports in liner shipping service networks also determines competitiveness of the ports. Sometimes same ports may play different roles in different forms of shipping networks. Shipping network connections that formulate in container ports therefore have more significant impact on their performance than service capabilities they have. This study aims to explore how the shipping and port network has been structured and changed in the past and to examine the network characteristics of ports using Social Network Analysis(SNA). In this SNA study, nodes in the network are the ports-of-call of the liner shipping services and links in the network are connections realized by vessel movements, such that the liner shipping networks determine the port networks. This study, therefore, investigates the liner shipping networks and through its results demonstrates the network characteristics of the ports that are represented by the four centrality indices. This provides port authorities and terminal operating companies with managerial implications to enhance competitiveness from customers' perspectives.

항만선택결정 연구 재고찰을 통한 국내 중소형 항만의 발전전략에 관한 연구

  • 물류환경의 급격한 변화와 함께 항만을 둘러싼 환경도 빠르게 변화하고 있다. 이와 같은 항만환경의 급격한 변화는 동북아지역을 중심으로 한 전 세계 컨테이너 물동량의 급속한 증가, 정기선사의 경영전략 변화, 부두운영업의 글로벌화, 물류중심화 선점을 위한 경쟁 격화, 선박기술의 혁신 등으로 나타나고 있다. 항만의 운영 관리 책임자들이 이러한 변화를 예측하고 이에 신속히 대응하지 못하면 그 항만은 경쟁에서 뒤지게 된다. 국내외를 연결하는 항만 간 경쟁은 국제적인 것이 일반적이어서 우리나라 항만뿐만 아니라 이웃나라 항만과의 경쟁에서도 살아남아야 한다. 특히 우리나라 항만은 전 세계적으로 항만 간 경쟁이 가장 치열한 동북아 지역에 위치하고 있어 더욱 강력한 경쟁력을 확보하지 않으면 항만 간 경쟁에 뒤져 국제무대에서 사라질 수밖에 없다. 이에 본 논문에서는 대형항만을 중심으로 이루어진 항만선택결정요인에 대한 기존 연구들을 살펴보고 이를 재고찰하여 중소형항만에 적용시키고 향후 방안을 제시하고자 한다.

부산항 신항 토도제거 공사 주요공법 및 시공현황

  • 최근 컨테이너 물동량 증가와 대형컨테이너 선박의 입항으로 부산항 신항내 선박통항안전성 문제가 대두됨에 따라 신항내 해상교통안전성 확보를 위하여 2017년 토도를 제거하는 공사가 추진되었으며 이와 병행하여 주변 해역을 준설 하는데 목적을 둔 부산항 신항 토도 제거 공사의 주요공법 및 착공 후 현재까지의 주요 공정현황을 요약하였다. 국내 최초로 시행되는 통항안전을 위한 현장 섬의 제거과정에 기존 항로를 유지하면서 단계별 투입장비 및 공법, 주변 환경여건을 고려한 육상 및 해상 공정 조정, 장래 비전 등을 제시하였다.

A Study of the Actual Condition for Inducing Container Cargos to Gunsan Port (군산항 컨테이너화물 유치를 위한 실태조사연구)

  • To induce container cargos to Gunsan port, we should struggle on securing the quantity of goods transported from the competitive Jeonbuk and Chungcheong areas by reducing transportation expenses by land, and make an activating plan for the international exchange between Gunsan port and nearby ports in China. As a result, if the plan to induce container cargos to Gunsan port is activated, the regular liners will stop at Gusan port. So the new sea route will be opened so that consignors can ship cargos in the proper time. The consignors will use Gunsan port frequently because of the reduction of distribution expenses. To do so, for the first, many incentives should be implemented to attract container cargos. In addition, various facilities should be fully equipped and improved. This paper is to improve the problems for which consignors, the shipping lines and forwarders may feel uncomfortable when they use Gunsan port. According to the research on the actual condition, the biggest problem in Gunsan port is the depth of water. The management, relation system, infrastructure and information system of Gunsan port are also insufficient. Therefore, this paper will make an alternative plan to improve these problems and help the container cargos induce to Gunsan port.

A Study on the Sustainability Assessment of Ports using TBL (Triple Bottom Line) (TBL을 활용한 항만의 지속가능성 평가에 관한 연구)

  • In accordance with the environmental changes that surrounds the port, there seems to be a trend of increasing interest in a sustainable development and operation of port. Considering that sustainability assessment utilizing Triple Bottome Line(TBL) has been conducted actively in various fields of research, it is essential to evaluate port sustainability including not only economic aspect but also social as well as environmental ones. In this regard, this study aims to measure the relative importance of port sustainability index using AHP. Moreover, sustainability of Korean four major ports has been tested by adopting the newly developed index in this study. From the results, it can be concluded that in addition to securing high value cargoes, increasing efficiency of port operation and infrastructure together with capital investment are essential. Growth harmonized with surrounding area of port and environment-friendly port operation should not be disregarded.

  • 전 세계 국제무역거래의 80%가 해상운송으로 이루어지고 있음에 따라, 연 6%로 세계 컨테이너 물동량의 증가가 전망됨에 따라 선박기인 온실가스의 증가에 대한 관심과 규제가 강화되고 있다. 즉 IMO 제62차 해양환경보호위원회에서 선박기인 온실가스 규제방안으로 EEDI와 SEEMP를 도입, 현재 발효 중에 있으며, 각 국의 항만당국 또한 대기오염 등의 환경규제 정책의 일환으로 그린 또는 에코포트 정책을 수립하여 이행 중에 있다. 이러한 해운환경의 변화로 인하여 해운선사는 글로벌 경쟁력 강화와 환경규제에 대응하기 위하여, 선박의 대형화를 통한 규모의 경제 실현은 물론, 급등하는 유가와 환경규제에 대비하여 고 에너지효율 및 저탄소 선박에 대한 수요가 늘어나고 있다. 이에 일본, 싱가폴, 노르웨이 등 EU 국가 등의 해운 선진국들은 1990년대 후반부터 친환경 선박의 개발에 대한 국가적 프로젝트를 체계적으로 이행해 오고 있으며, 이를 통한 친환경 선박기술의 확보와 친환경 선박시장의 점유율을 높이고 있는 추세이다. 따라서 본 논문은 선진 해운국가들이 수행중인 친환경 선박개발의 현황에 대한 벤치마킹을 통하여 상대적으로 뒤쳐져 있는 우리나라 친환경 선박개발 방안을 위한 여러 정책적 제안을 하고자 한다.
