A Study on the Emergence of Private Shipping Enterprise is Far East Russia and their Impact on Korean Shortsea Shipping (극동지역 러시아 해운사기업의 출현과 한국근해해운에 미친 영향에 관한 연구)

  • 1992년 전반기에 우리나라에 근해해운기업 3개사가 도산하였으며, 많은 그해해운기업이 심한 경영상의 어려움을 겪고 있다. 그러한 도산이유를 대별하면 기업 내적요인과 기업 외적요인으로 나눌 수 있을 것이다. 이 논문에서는 기업외적 요인의 하나로서 근해지역에 있어서의 선박의 과잉공급과 운임의 덤핑을 상정하고서 최근 소련의 연방해체 이후 극동지역에서 생성되기 시작한 러시아의 해운사기업의 생성배경 및 경영형태를 분석하고, 그러한 러시아의 해운사기업이 보유하고 있는 선박이 우리나라의 근해해운시장에 미치는 영향을 살펴본 뒤 이에 대처하기 위한 우리나라 해운정책의 기본방향을 제시한다. 이 논문의 목적을 달성하기 위하여 사용된 연구방법은 문헌조사, 현장조사, 그리고 면접법이다. 본 연구는 러시아 해운사기업의 생성근원이 되는 국영해운기업, 실제로 극동지역에서 경영되고 있는 러시아의 해운 기업 및 러시아 연방정부의 교통부산하 해운국을 방문하여 각 조직의 최고 책임자 및 주요 인사를 대상으로 면접과 현장조사를 실시하였으며, 일본 및 러시아의 해운연구기관의 주요인사와 우리 나라의 해운기업의 최고경영자들도 본 연구의 면접대상에 포함되었다. 이 연구에서 도출된 주요 결과로서는 첫째, 러시아의 해운사기업은 소련연방산하에 이었던 국영해운기업에서 제공된 매운 낮은 용선료의 선박과 우리나라의 근해선사 또는 대리점과의 노우 하우(know-how) 의 결합에 의해 생성되었으며 둘째, 그러한 매커니즘에 의해서 우리나라 근해지역에 영업활동중인 러시아 선박은 재화중량톤수 약 4천 내지 5천톤에 해당하는 하천.해상형태(river sea type)의 살물선으로서 총 40여척에 달하고 있으며, 셋째, 그러한선박의 용선료는 1992년 3월에 현재 우리나라 근해해운시장에서 형성된 용선료 수준의 50% - 60%에 해당하며, 넷째, 우리나라의 근해화물을 원활하게 확보.수송하기 위하여 일부의 선박은 편의치적국의 선적을 이용하여 운항되기도 한다. 이 연구의 결과를 바탕으로 한 정책적 제언은 경영기술, 자본력, 선박의 질적수준 및 경쟁의 측면에서 일본보다도 취약한 상태에 있는 우리나라의 근해해운을 성장.발전시키기 위해서는 정부는 먼저 연안해운에 적용시키고 잇는 면허제도를 점진적으로 개방화시켜 우리나라의 연안해운의 자본력을 증강시키고 경쟁원리에 의한 경쟁력을 제고시켜야 하며, 제 2선적제도의 발달과 해운경영의 국제성에 맞추어 근해해역에서 활동하는 우리나라의 선박에대해서 부분적으로 선박의 국적을 점차 개방시켜 나가는 정책을 검토해야 할 단계라는 것이다. 이러한 점에 있어서 지난 30여년간 외항해운부문에 중점을 두어온 우리나라의 해운정책은 이제 근해해운정책의 개발에도 관심을 기울여야 하는 전환점에 있다고 할 수있다.

A Note on the Modified Mild-Slope Equation (修正 緩傾斜方程式에 대한 小考)

  • Recently the modified mild-slope equation has been developed by several researchers using different approaches, which, compared to the Berkhoff's mild-slope equation, includes additional terms proportional to the square of bottom slope and to the bottom curvature. By examining this equation, it is shown that both terms are equally important in intermediate-depth water, but in shallow water the influence of the bottom curvature term diminishes while that of the bottom slope square term remains significant. In order to examine the importance of these terms in more detail, the modified mild-slope equation and the Berkhoff's mild-slope equation are tested for the problems of wave reflection from a plane slope, a non-plane slope, and periodic ripples. It is shown that, when only the bottom slope is concerned, the mild-slope equation can give accurate results up to a slope of 1 in 1 rather than 1 in 3, which, until now, has been known as the limiting bottom slope for its proper application. It is also shown that the bottom curvature term plays an important role in modeling wave propagation over a bottom topography with relatively mild variation, but, where the bottom slope is not small, the bottom slope square term should also be included for more accurate results.

Basic Research for the Development of Collision Risk Model of Passing Vessels at an Anchorage (Safety Domain) (정박지 통항선박의 충돌위험 모델 개발을 위한 기초연구 - 정박지 통항선박의 안전 -)

  • The purpose of this study is to obtain a safe area for a passing vessel between anchored vessels by developing a model to predict the collision risk, frequent collisions occur between the anchored vessel and the passing vessel through the anchorage. For this, this study selected the southern anchorage of Busan port, which is the largest harbor in Korea, as the target area and extracted and analyzed VTS (Vessel Traffic Service) data during the period in which anchored vessels were the most waited. The ratio of D/L for each bearing was obtained to determine the safe distance (D) passes based on the length (L) of the passing vessel between anchored vessels. Based on the average domain of the D/L ratio distribution, the percentage of anchored vessels within the scope of the pre-studied ship's domain was analyzed to obtain a domain reflecting the degree of risk of VTSOs. Further research will evaluate and analyze the collision risk of a passing vessel using Domain-watch, the minimum safe distance between anchored vessels, and the safe domain of a passing vessel through anchorage, to develop a model for VTS to manage anchorages more efficiently and safely.

Diagnosis of Conflict Problem between the Marine Environmental Conservation and Development, and Policy Implication for Marine Spatial Planning (해양환경보전과 이용·개발의 상충 분석과 해양공간계획에 대한 시사점)

  • This paper emphasized the necessity of the marine spatial planning (MSP) through the analysis of the major developmental projects which could make a contradiction based on the adequacy of the site selection and environmental impacts. The conflicting affairs between space utilization and management plan happen in the following ways: marine renewable energy development, sand mining, reclamation, construction of golf course in coastal area, thermal effluent and waste heat, erosion causing port development. The conflict of stakeholder continues caused by the accumulated environmental impact. For the reasons mentioned above, we found two things. First, it is necessary to comprehend the fact of developmental planning and MSP. Second, it is still unsatisfactory to connect the relevance of laws related to the spatial planning. For the reinforcement of marine environmental policy management, it is necessary to consolidate the property of site selection and assessment of developmental scale. Especially, while the strategic environmental assessment is in progress based on site selection and property of scale, consistent diagnosis is needed in the following concerns: the fact of the marine spatial planning, the relevance between national developmental plan and regional developmental plan, fisheries regulation, marine protected animals. For the environmentally sound and sustainable development (ESSD), MSP should have to be prepared based in a way of top-down including coastal and EEZ plan, relevance of ocean-use zoning and sector planning, 3-D spatial information. And also integrated information system have to be prepared through high-tech marine spatial information. In conclusion, consistent and relevant strategy for MSP should have to include the whole information related to the maritime affairs such as harbor, fishing port, fishing ground, coastal management, marine ecosystem generally.

Sea Fog Level Estimation based on Maritime Digital Image for Protection of Aids to Navigation (항로표지 보호를 위한 디지털 영상기반 해무 강도 측정 알고리즘)

  • In line with future changes in the marine environment, Aids to Navigation has been used in various fields and their use is increasing. The term "Aids to Navigation" means an aid to navigation prescribed by Ordinance of the Ministry of Oceans and Fisheries which shows navigating ships the position and direction of the ships, position of obstacles, etc. through lights, shapes, colors, sound, radio waves, etc. Also now the use of Aids to Navigation is transforming into a means of identifying and recording the marine weather environment by mounting various sensors and cameras. However, Aids to Navigation are mainly lost due to collisions with ships, and in particular, safety accidents occur because of poor observation visibility due to sea fog. The inflow of sea fog poses risks to ports and sea transportation, and it is not easy to predict sea fog because of the large difference in the possibility of occurrence depending on time and region. In addition, it is difficult to manage individually due to the features of Aids to Navigation distributed throughout the sea. To solve this problem, this paper aims to identify the marine weather environment by estimating sea fog level approximately with images taken by cameras mounted on Aids to Navigation and to resolve safety accidents caused by weather. Instead of optical and temperature sensors that are difficult to install and expensive to measure sea fog level, sea fog level is measured through the use of general images of cameras mounted on Aids to Navigation. Furthermore, as a prior study for real-time sea fog level estimation in various seas, the sea fog level criteria are presented using the Haze Model and Dark Channel Prior. A specific threshold value is set in the image through Dark Channel Prior(DCP), and based on this, the number of pixels without sea fog is found in the entire image to estimate the sea fog level. Experimental results demonstrate the possibility of estimating the sea fog level using synthetic haze image dataset and real haze image dataset.

Regrowth Ability and Species Composition of Phytoplankton in International Commercial Ship's Ballast Water Berthed at Pusan and Daesan Ports (부산과 대산항에서 선박평형수에 유입된 식물플랑크톤의 종조성과 재성장능력)

  • The aim of this study is to assess the importance of ballast water discharge as a vector for the introduction of exotic species into Pusan and Daesan Ports, Korea. We also examined to understand the impacts of environmental factors on the survival success of introduced species by ship's ballast water in laboratory experiments. Seven ship's ballast water originated from the coastal water of China (Taicang, Ningbo and Jinshan), Japan (Tokuyama, Moji and Akita), and Singapore. According to PCA (principal components analysis) analysis, environmental factor in the each ballast and shipside waters were different by bioregion. Based on cluster analysis, the phytoplankton community structures were distinguished for ballast water origin. Most of the major taxonomic groups were diatoms and, the others were dinoflagellate, silcoflagellate and several fresh-waters species. In particular, species number and standing crops of phytoplankton in the ballast tanks decreased with the increasing age ofballast water(r = -0.35 for standing crop; r = -0.63 for species number). In the laboratory study, although phytoplankton in ballast water treatment did not survive even in optimal temperature, the in vivo fluorescence of phytoplankton viability increased under the nutrient typical of shipside water and F/2 medium at $15^{\circ}C$ and $20^{\circ}C$. The diatoms species such as Skeletonema costatum and Thalassiosira pseudonana in ballast water were successfully regrown. On the salinity gradient experiments for Shui Shan (2) vessel, several freshwater species, brackish and marine species were successfully adapted. Of these, S.costatum was able to tolerate a wide range of salinities (10 to 30 psu) and its species-specific viability was suitable for colonization.

A Study on Reported Status and Management Plan of Marine Facilities in Korea 1. On the Basis of Nationwide Status of Marine Facilities (국내 해양시설의 신고 현황과 관리 방안에 관한 연구 1. 전국의 해양시설 현황을 중심으로)

  • Present state of nationwide marine facilities reported to Minister of Land, Transport and Maritime Affairs{MLTM} in Korea for two years 2008 and 2009 was analyzed, and management plan was proposed in this study. As of the end of 2009, total number of nationwide marine facilities was reported to be 672 and to be scattered along the coasts all over the nation. 124 marine facilities reported to Masan regional maritime affairs and port office occupied 18.5% of total nationwide number. 69 marine facilities reported to Mokpo regional office and 69 marine facilities reported to Pohang regional office occupied 10.3%, respectively. 181 marine facilities reported to Busan and Masan regional offices occupied 26.9%, meaning that about a quarter of total nationwide marine facilities concentrated in Southeastern Sea of Korea centering around Busan and Masan. 320 oil and noxious liquid substances storage facilities occupied 47.6% of total nationwide number. 11 pollutant storage facilities occupied 1.6%. 178 ship construction, repair and scrap facilities occupied 26.5%. 7 cargo handling facilities occupied 1.0%. 12 waste storage facilities occupied 1.8%. none of marine facilities for tourism, housing and restaurant were reported. 88 water intake and outlet facilities occupied 13.1%. 37 fishing spots at play occupied 5.5%. 13 other marine facilities occupied 1.9%. 6 integrated marine science base facilities occupied 0.9% of total nationwide number. The guidance and the public relation for national report system of marine facilities, the improvement of national report system and management plan, the advancement and complement of national report affairs-handling guides, and the voluntary participation in national report system and the performance of duties by the owners of marine facilities were proposed for better management plan of marine facilities.

Study on Public Awareness of establishing Marine Protected Areas - Case Study of Guimaras Province, Philippines using Contingent Valuation Method (해양보호구역의 설정에 대한 대중인식도 연구 - 조건부 가치측정법을 이용한 필리핀 기마라스주의 사례)

  • In Korea and the Philippines, as well as all over the world, with the recognition of the importance of marine ecological resources, the marine protected areas(MPA) have been established and managed to protect and preserve these resources. While the number of marine protected areas for marine ecological resources protection has been increased, there is main problem that the most of MPAs do not achieve their intended management objectives. the effective management. Because of the positive and negative impacts on local communities and fishermen as direct stockholders, there has been ongoing debate on the pros and cons of implementing MPAs. Accordingly, this research conducted a case study of establishing Marine Protected Areas in Guimaras, Philippines because Philippines fisheries code of 1998 (Republic Act 8550), which is enacted to manage, conserve and protect fishery resources, obliged local governments to designate no less than 15% of jurisdictional municipal water as fisheries resource protection areas for a long time. To do this, a dichotomous-choice contingent-valuation survey was conducted in the two municipalities of Guimaras, Philippines to investigate public opinion in debates over MPAs and to estimate willingness to pay (WTP) for MPAs to protect and conserve marine habitats for fishery resources. Because of the expected economic costs by prohibiting fishing activities within the establishing newMPA, 58.7% of respondents thought the costs should be compensated, but 91.4% respondents voted in favor of increasing MPAs for fisheries resources as a protective measure. Finally, with Contingent Valuation Method(CVM), the aggregate mean WTP (375.5ha) of San Lorenzo and Sibunag residents in Guimaras Province, Philippines for establishing the additional MPA in their municipality waters was estimated to $1,046,791. Therefore, these findings could be used as a valuable data for establishing effective management plan of MPAs in Korea.

An Experimental and Numerical Study on the Survivability of a Long Pipe-Type Buoy Structure in Waves (긴 파이프로 이뤄진 세장형 부이 구조물의 파랑 중 생존성에 관한 모형시험 및 수치해석 연구)

  • In this study, experimental and numerical analysis were performed on the survivability of a long pipe-type buoy structure in waves. The buoy structure is an articulated tower consisting of an upper structure, buoyancy module, and gravity anchor with long pipes forming the base frame. A series of experiment were performed in the ocean engineering basin of KRISO with the scaled model of 1/ 22 to evaluate the survivability of the buoy structure at West Sea in South Korea. Survival condition was considered as the wave of 50 year return period. Additional experiments were performed to investigate the effects of current and wave period. The factors considered for the evaluation of the buoy's survival were the pitch angle of the structure, anchor reaction force, and the number of submergence of the upper structure. Numerical simulations were carried out with the OrcaFlex, the commercial program for the mooring analysis, with the aim of performing mutual validation with the experimental results. Based on the evaluation, the behavior characteristics of the buoy structure were first examined according to the tidal conditions. The changes were investigated for the pitch angle and anchor reaction force at HAT and LAT conditions, and the results directly compared with those obtained from numerical simulation. Secondly, the response characteristics of the buoy structure were studied depending on the wave period and the presence of current velocity. Third, the number of submergence through video analysis was compared with the simulation results in relation to the submergence of the upper structure. Finally, the simulation results for structural responses which were not directly measured in the experiment were presented, and the structural safety discussed in the survival waves. Through a series of survivability evaluation studies, the behavior characteristics of the buoy structure were examined in survival waves. The vulnerability and utility of the buoy structure were investigated through the sensitivity studies of waves, current, and tides.

Eco-friendly remediation and reuse for coastal dredged materials using a bioaugmentation technology (생물증강법을 이용한 오염해양준설토의 환경친화적 정화 및 재활용)

  • Occurrences of coastal dredged materials are ever increasing due to port construction, navigational course maintenance and dredging of polluted coastal sediments. Ocean dumping of the coastal dredged materials has become virtually prohibited as London Treaty will be enacted as of the year 2012. It will be necessary to treat and recycle the dredged materials that may carry organic pollutants and heavy metals in a reasonable and effective process: collection of the dredged materials, liquid and solid separation, and treatment of organic compounds and heavy metals. In this study we have developed a continuous bioreactor system that can treat a mixture of silt and particulate organic matter using a microbial consortium (BM-S-1). The steady-state operation conditions were: pH (7.4-7.5), temperature ($16^{\circ}C$), DO (7.5-7.9), and salt concentration (3.4-3.7%). The treatment efficiencies of SCOD, T-N and T-P of the mixture were 95-96%, 92-99%, and 79-97%. The system was also effective in removal of heavy metals such as Zn, Ni, and Cr. Levels of MLSS during three months operation period were 11,000-19,000 mg/L. Interestingly, there was little sludge generated during this period of operation. The augmented microbial consortium seemed to be quite active in the removal of the organic component (30%) present in the dredged material in association with indigenous bacteria. The dominant phyla in the treatment processes were Proteobacteria and Bacteroidetes while dominant genii were Marinobacterium, Flaviramulus, Formosa, Alteromonadaceae_uc, Flavobacteriaceae_uc. These results will contribute to a development of a successful bioremediation technology for various coastal and river sediments with a high content of organic matter, inorganic nutrients and heavy metals, leading to a successful reuse of the polluted dredged sediments.
