  • The management system of port facilities using the current RFID technology has the effects of reducing working hours and improvement in data processing, but it is not proper for human resource allocation since it is dominantly worked for physical resources. In this paper, we designed and implemented personnel control system using RFID of 여러대역과 다양한 디자인 in port facilities which analyzes presents of a monitoring system for safety operation and increase of efficiency in order to overcome the limitations and problems of current port operation management techniques.

  • 관리소 정원은 항로표지관리소 직원복무 등에 관한 규정상 4명으로 하도록 되어있으나 현재 근무현황은 3명이다. 유인등대의 근무인원이 3명인 것에 대하여 하는 업무에 비하여 적은 인원인지 적당한지에 대하여 항로표지관리소 직원복무 등에 관한 규정 제5조 관리소 직원의 임무에 근거한 업무량을 분석 하고 각 유인등대별 필요인원을 산출하였다.

  • 본 연구는 항만에서 안전 수칙을 위반하여 발생하는 사고 및 이상행동을 실시간 탐지를 수행한 후 위험 상황을 관리자가 신속하고 정확하게 대처할 수 있도록 지원하는 지능형 CCTV, Smart Eye를 제안한다. Smart Eye는 컴퓨터 비전(Computer Vision) 기반의 다양한 객체 탐지(Object Detection) 모델과 행동 인식(Action Recognition) 모델을 통해 낙하 및 전도사고, 안전 수칙 미준수 인원, 폭력적인 행동을 보이는 인원을 복합적으로 판단하며, 객체 추적(Object Tracking), 관심 영역(Region of Interest), 객체 간의 거리 측정 알고리즘을 구현하여, 제한구역 접근, 침입, 배회, 안전 보호구 미착용 인원 그리고 화재 및 충돌사고 위험도를 측정한다. 해당 연구를 통한 자동화된 24시간 감시체계는 실시간 영상 데이터 분석 및 판단 처리 과정을 거친 후 각 장소에서 수집된 데이터를 관리자에게 신속히 전달하고 항만 내 통합관제센터에 접목함으로써 효율적인 관리 및 운영할 수 있게 하는 '지능형 인프라'를 구축할 수 있다. 이러한 체계는 곧 스마트 항만 시스템 도입에 이바지할 수 있을 것으로 기대된다.

Due to the real time processing of information and the property of network, RFID has been used in service field such as distribution, administrative control of physical distribution, remote measuring device, and security. instead of currently used bar-code. A Study on Factor Evaluation for Risk Management of Hazardous Substance at Port (항만의 위험물 리스크 관리를 위한 요인평가에 관한 연구)

  • The purpose of this study is evaluate factor for risk management of hazardous substance at ports. The analysis was conducted by applying Fuzzy-AHP methodology, through a questionnaire for hazardous substance experts from Busan, Gwangyang, Incheon, and Ulsan, which are the major Korean ports. Three measurement areas and nine sub-factors were selected for the study. The results of this analysis showed that "human resource management" (HR) was the most important factor (0.445) in the three measurement areas. After applying the conversion weight, the sub-factors were ranked according to their priority as follows: "a secure of administrator skill" (0.158) had the first rank, "an improvement in administrator duty" (0.150) had the second, and "consolidation of safety education" (0.136) had the third rank.

  • 농어촌지역의 인구감소로 인한 인력난 해소를 위하여 국가적으로 농·어가당 외국인 고영허용 인원을 확대하고 농가의 경우 계절 근로제도 대상 적용 작물 제한을 없애는 등 인력확보를 위해 노력하고 있다. 외국인 근로자와 국제결혼 증가로 인하여 국내 체류 외국인 수는 지속적으로 증가추세를 보이고 있으며, 코로나 19 이전 2019년 12월 말에 체류 외국인이 252만 명으로 대한민국 전체 인구의 4.9%에 해당하며, 통상 학계에서는 외국인 비율이 5%를 넘으면 다문화사회로 분류한다. 지속적인 외국인 근로자 및 다문화 가구의 증가에 따라 지역사회에서 갈등이 발생하고 있으며, 다문화사회로 분류된 상황에서 외국인 근로자 및 다문화 가구를 지역사회의 일원으로 인식하고 갈등을 적극적으로 해결할 필요가 있다. 이에 본 연구에서는 남해군 미조권역의 사례를 바탕으로 외국인 근로자 및 다문화 가구와 원주민과의 갈등관리를 위한 시설물 및 프로그램 계획, 현안갈등과 잠재적갈등 관리 방안을 제안하여 어촌지역 다문화사회의 발전을 도모할 수 있는 실질적인 연구 수행의 의의가 있다.

  • This research paper examines the history and present of 'temporary passengers' prescribed in Paragraph 9 of Article 5 of the Ships Safety Act Enforcement Regulations and suggests improvement plans referring to the examples of legislation of other countries. In 2015, Ministry of Ocean and Fisheries made authoritative interpretation that Paragraph 9 of Article 5 of the Ships Safety Act Enforcement Regulations, which prescribes special cargo drivers such as agricultural, marine or livestock vehicles as temporary passengers, is applied only to passenger ships and not to cargo ships such including Ro-Ro cargo ships. As the authoritative interpretation of the Ministry does not agree with not only the traditional interpretational methodology but also the interpretational methodology that are commonly used today, it lacks logical basis and looks unpersuasive. Paragraph 9 of Article 5 of the Ships Safety Act Enforcement Regulations can be applied not only on passenger ships but also on cargo ships. Also in case of Ro-Ro cargo ships, it is logically contradictory and against fairness not to acknowledge special cargo vehicle drivers as temporary passengers when there is no problem with safe navigation and safety of passengers on board even when the sailor, the sailor's family and the ship owner may be acknowledged as temporary passengers. To avoid unnecessary disputes and lawsuits, improvement plans using theory of legislation through statutory reform is more desirable. Therefore, the P aragraph should be amended to "Supercargo who deals with cargo that requires special care due to the characteristics of the cargo, such as transportation vehicles for agricultural products, marine products, livestock, explosives or flammable materials (drivers can serve as supercargos)" to reflect the distinct characteristics of cargo and ship navigation in Korea including the current distribution system, while setting an objective standard based on common sense of ordinary people and not on arbitrary interpretation.
